Kostas Raptis, Middle classes and middle class culture in Europe, 1789-1914: approaches in modern historiographyThe history of the european middle classes from the late 18th to theearly 20th century is a very wide topic and relates to economic, social,political, gender and culture history. This package contains the eye-tracker recordings of 8 subjects evaluating English-to-Czech machine translation quality using the WMT-style ranking of sentences. We provide the set of sentences evaluated, the exact screens presented to the annotators (including bounding box information for every area of interest and even for individual letters in the text) and finally the raw EyeLink II files with gaze trajectories. ParlaMint is a multilingual set of comparable corpora containing parliamentary debates mostly starting in 2015 and extending to mid-2020, with each corpus being about 20 million words in size. The sessions in the corpora are marked as belonging to the COVID-19 period (after October 2019), or being "reference" (before that date). The corpora have extensive metadata, including aspects of the parliament; the speakers (name, gender, MP status, party affiliation, party coalition/opposition); are structured into time-stamped terms, sessions and meetings; with speeches being marked by the speaker and their role (e.g. chair, regular speaker). The speeches also contain marked-up transcriber comments, such as gaps in the transcription, interruptions, applause, etc. Note that some corpora have further information, e.g. the year of birth of the speakers, links to their Wikipedia articles, their membership in various committees, etc. The corpora are encoded according to the Parla-CLARIN TEI recommendation (https://clarin-eric.github.io/parla-clarin/), but have been validated against the compatible, but much stricter ParlaMint schemas. This entry contains the linguistically marked-up version of the corpus, while the text version is available at http://hdl.handle.net/11356/1388. The ParlaMint.ana linguistic annotation includes tokenization, sentence segmentation, lemmatisation, Universal Dependencies part-of-speech, morphological features, and syntactic dependencies, and the 4-class CoNLL-2003 named entities. Some corpora also have further linguistic annotations, such as PoS tagging or named entities according to language-specific schemes, with their corpus TEI headers giving further details on the annotation vocabularies and tools. The compressed files include the ParlaMint.ana XML TEI-encoded linguistically annotated corpus; the derived corpus in CoNLL-U with TSV speech metadata; and the vertical files (with registry file), suitable for use with CQP-based concordancers, such as CWB, noSketch Engine or KonText. Also included is the 2.0 release of the data and scripts available at the GitHub repository of the ParlaMint project.

Simmel's social theory, namely his formal sociology, has long been considered if not dead, then of little relevance for contemporary sociological theories. This study is an attempt at proving the contrary. Our aim is to show that Simmel's social ontology can be seen as a form of semiology, i.e. a complex body capable of integrating seemingly irreconcilable segments of society into a social science of signs, thus showing that his "social grammar" is a true social theory of sign systems. A keystone which helped us span the bridge between society and language, linguistics and sociology, was the concept of value. By dint of Simmel's theory of economic value we try to connect his social theory, on which it lies, with his theory of sign-money, which it supports. Simmel's social theory is based on an unorthodox concept of interaction, whose main qualities are that of perfect synchrony and unity that is dealt with by Simmel on the empirical as well as experience level. The puzzling term of form is revealed as Simmel's attempt to conceptually grasp this synchronic dimension of interaction. Simmel's theory of economic value is seen as an extension of Simmel's formal sociology. Simmel conceives value as a relation between two processes of valuation brought about within the exchange as a form of interaction. Money is the physical representation of this relation. To prove that Simmel's social theory can be regarded as a fully-grown theory of sign systems, as well as to elaborate our analysis of his social theory, we use the conceptual apparatus of Saussure's linguistics showing that not only does Simmel's theory imply all Saussure's key concepts, but it also solves some of its blind spots in contemporary sociology and spans the so far unsurpassable gulf between the individual and society or structure and development.

Δεν παρατίθεται περἰληψη στα ελληνικά. ; Lina Venturas – Dimitria Groutsis, The Cold War and international migration regulation: The establishment of the Intergovernmental Committee for European Migration The immediate post WWII period saw the establishment of the Inter-governmental Committee for European Migration (ICEM) (now International Organisation for Migration, IOM), as a key organisation in the management of post WWII migration. This paper examines the debates and policies surrounding the creation of the ICEM as an agent responsible for the facilitation and administration of labour migration from parts of Europe to a variety of overseas countries. At the conclusion of the Second World War, the problems surrounding 'surplus population' and unemployment in Europe were discussed in many international forums. It was from these discussions that a consensus emerged which saw emigration as a viable solution. To this end, in 1951, the International Labour Organisation convened a Migration Conference in Naples, bringing together key stakeholders. The Naples Conference failed, an outcome driven mainly by the US. The US was particularly concerned with economic stagnation and mounting social unrest related to the 'surplus population' in European countries in this Cold War period. At the same time however, it strived at limiting international influence over migration and refugee policies and on receiving countries retaining their sovereign immigration policies. In spite of the disagreements and through a process of negotiation, the US subsequently led the creation of an intergovernmental body, which was established at a conference convened in Brussels in 1951. This newly formed organisation, initially named the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was open only to states with a 'liberal' political regime and had specifically designed functions based on inter-governmental negotiations. The US ensured its predominance in the organization through budgetary control and other means. In 1953, the PICMME became a permanent 'fixture' of migration regulation and was renamed the Intergovernmental Committee for European Migration (ICEM). Hereafter, ICEM offered operational and financial assistance for migrants' transportation, language training, reception facilities, settlement services and labour market placement.

International negotiation & communication contribute to the improvement of international relations. Negotiation between states & also other subjects of international relations is one of basic forms of its function. First of all, it is necessary to characterize negotiation as a phenomenon & also its key elements. It is possible to start with the definition of elementary words in this field such as communication, negotiation, & diplomacy, & also its mutual connections. Next step is a characteristic of several basic variables, which we can see in all negotiations without respect to when, where, & on which theme the negotiation is occurring -- information, time & power. Negotiation is also characterized as a process with its phases & dynamics. Basic phases are analysis of subject, planning of possible solutions & discussion -- it means full negotiation. Elementary styles of negotiation are also part of this characteristic. Two key categories represent positional & principal negotiation. Cultural aspects of negotiation, especially in international relations are another important part. These aspects arise from definition of culture, cultural dimension of international relations, also intercultural communication & necessity of its understanding. Values paradigm (system of basic values) & characteristics of different cultures also play a very important part. These values cooperate on the creation of different approaches of these cultures, members to negotiation, & the use of different styles. Crucial are in this sense e.g. using of language or time & also one of the basic classifications on individualistic & interdependent ethoses, with low-context or high-context negotiation style. In the context of international negotiation it is possible to come up different variants of negotiation. There are, first of all, bilateral or multilateral negotiation or mediation & good offices and, of course, inquiry, conciliation, arbitration & jurisdictional disputes. Examined are many elements eg., style, strategy (used during negotiation), selection of group of participants, formulation of agenda, venue of negotiation, proceedings, decision-making & many other questions in these styles. It is necessary to mention that in current international practice negotiation is one of the main legitimate methods of resolving conflicts, & above all preventing of such conflicts.
