The work presents the current issues and latest trends of development in the sphere of law regulation of the public security stipulated by the adoption of the Law of Criminal Intelligence of the Republic of Lithuania, which have not received yet a comprehensive and detailed reflection in scientific debates. Therefore, it is necessary to analyse the implementation of this legal instrument in the sphere of secret activity of Lithuania's security at the present stage within the globalisation process. B) declara o carácter discriminatorio dunha normativa nacional (británica) que esixe ás persoas transexuais casadas a anulación do seu matrimonio para acceder ao recoñecemento xurídico pleno do seu cambio de xénero, en tanto condicionante do acceso á pensión de xubilación á idade establecida polo ordenamento nacional para as persoas do sexo adquirido. Este axuizamento leva a cabo en relación á Directiva 79/7/CEE, do 19 de decembro de 1978 relativa á aplicación progresiva do principio de igualdade de trato entre homes e mulleres en materia de seguridade social. ; Este traballo analiza este pronunciamento xudicial situándoo no conxunto da (escasa) xurisprudencia comunitaria que abordou as consecuencias do cambio de sexo desde a normativa comunitaria de carácter socio-laboral. O traballo avoga por un Dereito "de-xenerado" e "de-xenerador" no sentido sinalado pola autora no epílogo final. ; The ECJ ruling of 26th July 2018 (MB) declares the discriminatory nature of a national (British) regulation that requires married transgender people to annul their marriage in order to have full legal recognition of their gender change, as a conditioning factor of access to retirement pension at the age established by the national law for persons of acquired sex. This prosecution is carried out in relation to Directive 79/7/EEC of 19th December 1978 on the progressive application of the principle of equal treatment of men and women in social security. This paper analyzes this judicial pronouncement placing it in the whole of the (scarce) EU jurisprudence that has addressed the consequences of sex change in the EU regulations of a socio-labour nature. It also points to the (fragmented and dispersed) Spanish legal regulation regarding the sex-gender change and the consequences in terms of social security. The paper shows that there are not a few - and this is one of them - cases in which, despite the sex-gender differentiation, both terms are used in the same sense. The paper advocates a Law "de-generated" and "degenerator" in the sense indicated by the author in the final epilogue.
In the historical-comparative Armenian studies the following prototypes are reconstructed for the Old Armenian վ (v): *ṷ, *u, *p and *ksṷ. As a matter of fact there are two phonemic prototypes, if we take into account that according to the concept accepted by the comparative Indo-European studies the *ṷ and *u are the positional variations of the same phoneme and one sound combination. The quantitative ratio of վ (v) with the upper mentioned prototypes, as well as the genealogical relations of *ṷ/*u with labiodental [v]-s of the other Indo-European languages on one hand, and the corresponding typological equivalents of վ (v) loan words made from old languages (Indo-European and non Indo-European) on the other hand, show that the main prototype of the Armenian վ (v) has been the Indo-European bilabial semi-vowel *ṷ. The relationships of վ (v) with the other prototypes are comparatively later phenomena and are mainly due various phonetic change processes. ; Պատմահամեմատական հայերենագիտության մեջ հին հայերենի վ (v)-ի համար վերականգնվում են *ṷ, *u, *p և *ksṷ նախաձևերը: Ըստ էության՝ վերականգնվում է երկու հնչույթային նախաձև, եթե նկատի ունենանք, որ համեմատական հնդեվրոպաբանության մեջ ընդունված պատկերացման համաձայն *ṷ-ն և *u-ն միևնույն հնչույթի դիրքային տարբերակներն են, և մեկ հնչյունակապակցական: Ինչպես վերոհիշյալ նախաձևերի հետ վ (v)-ի քանակական հարաբերակցությունը, այնպես էլ *ṷ/*u-ի ծագումնաբանական առնչությունները հ.-ե. այլ լեզուների շրթնատամնային [v]-երի հետ՝ մի կողմից, ու հին լեզուներից (հնդեվրոպական և ոչ հնդեվրոպական) կատարված փոխառություններում վ (v)-ի համապատասխանների տիպաբանական համարժեքները՝ մյուս կողմից, ցույց են տալիս, որ հյ. վ (v)-ի բուն նախաձևը եղել է հ.-ե. երկշրթնային *ṷ կիսաձայնը: Մյուս նախաձևերի հետ վ (v)-ի առնչությունները համեմատաբար ուշ երևույթներ են և առավելապես պայմանավորված են հնչյունափոխական տարբեր գործընթացներով: ; В историко-сравнительном арменоведении для древнеармянского վ (v) восстанавливаются праформы *ṷ, *u, *p и *ksṷ. В сущности говоря, две фонемные праформы, если иметь ввиду, согласно принятому в сравнительной индоевропеистике изображению, *ṷ и *u являлись позиционными вариантами той же фонемы, и одно - звукосочеатание. Как количественное соотношение վ (v) с вышеназванными праформами, так и генеологоические отношения *ṷ/*u с губно-зубными [v] других языков, с одной стороны, и соответствующие типологические эквиваленты վ (v) в заимствованиях из древних языков (индоевропейских и неиндоевропейских) - с другой стороны, показывают, что исконной праформой арм. վ (v) был индоевропейский билабиальный полузвук *ṷ. С другими праформами отношения с վ (v) - сравнительно поздние явления и в основном обусловлены различными процессами фонетических изменений.
In March 2011, rallies and demonstrations started in Syria, which later developed into an armed conflict and large-scale military operations between the Syrian government and opposition all over the country. With the gradual escalation of the conflict at the end of 2011, the Syrian government adopted a strategy of defending the western territories and regional centers, which were of strategic importance in Syria, and avoiding large-scale military operations in these areas. The situation in Syria changed dramatically at the end of 2015. It was due to Russia's direct military assistance to the Syrian government.The Syrian conflict has affected regional and extra-regional developments in the Middle East, paving the way for new realities, for the active engagement of a number of power centers in the Middle East and the processes of various formats aimed at a peaceful resolution of the conflict.During the conflict (2011-2020) there were some results in the negotiation process (regulated by various international formats) of the crisis. Though they had mainly solved problems partially in certain parts of Syria, the importance of meetings in such formats cannot be underestimated. The peculiarity and global nature of the conflict provided no other solution than partial solutions to the Syrian crisis, which had an enormous impact and created opportunities for the views of the conflicting parties to be heard. The aforementioned resolution processes of the conflict allow us to assume that the parties involved in the conflict have shifted to a partial solution to the Syrian crisis. It presupposes a short-term solution or freezing of issues related to some areas of military-political and socio-economic importance, ensuring predictability of developments, after which it will be possible to get a comprehensive agreement on the Syrian conflict.The Syrian conflict has long ceased to be a Middle Eastern regional reality, affecting global processes. Conflict resolution must have both regional and extra-regional dimensions, based on sensible and sincere approaches, which should prompt parties concerned with a quick resolution to the conflict to find the key to resolving the Syrian issue. ; 2011թ. մարտին Սիրիայում սկսվեցին բողոքի ցույցերը, որոնք վերաճեցին զինված բախումների և լայնածավալ ռազմական գործողությունների ողջ երկրում կառավարական ուժերի և ընդդիմության միջև: Իրավիճակը կտրուկ փոխվեց 2015թ. վերջին, երբ Ռուսաստանը կառավարությանն ուղղակի ռազմական օգնություն ցույց տվեց: Ճգնաժամին ուղեկցող բանակցային գործընթացն ընթացավ տարբեր ձևաչափերով և միայն մասամբ հարթեց ծագած խնդիրները: Հակամարտության լայնամասշտաբ բնույթը թույլ չտվեց ավելին, քան մասնատված լուծումներ: Բայց դրանք նաև հնարավորություն ստեղծեցին կողմերի տեսակետները լսելու համար: Սիրիայում արյունալի հակամարտությունը վաղուց դադարել է լինել այս երկրի ներքին գործը: Դրա կարգավորումը, անշուշտ, պետք է ունենա նաև արտատարածաշրջանային հարթություն՝ հիմնված ողջամիտ մոտեցումների վրա: ; С марта 2011 г. в Сирии начались акции протеста, которые переросли в вооружённые столкновения и крупномасштабные военные действия по всей стране между правительственными войсками и оппозицией. Ситуация резко изменилась к концу 2015 г., когда Россия оказала непосредственную военную помощь правительству. Переговорный процесс, сопровождавший кризис, протекал в разных форматах и лишь частично сглаживал возникшие проблемы. Масштабный характер конфликта не позволял большего, чем фрагментарноые решения. Но и они создали возможность, чтобы мнения сторон были услышаны. Кровопролитный конфликт в Сирии давно перестал быть внутренним делом этой страны. Его урегулирование непременно должно также иметь и внерегиональное измерение, основанное на разумных подходах.
