Plutarco Elías Calles' personal secretary informing of the shipping of a translation of an article by Chester M. Wright, Editor of the International Labor News Service. Said article is entitled "Por que se permite que el mercantilismo dicte la política México-Americana" [Why is Mercantilism allowed to lead the Mexican American politics?] and it argues that every hostile attitude of the U.S. against Mexico affects the handling business with the rest of Latin America. It also argues that this political theory should take advantage to explore markets in this peaceful country rather than trying to incite an armed intervention. / Oficio de Arturo M. Plutarco Elías Calles' personal secretary informing of mailing newspaper clippings containing news about Mexico. Articles published in the NEW WORLD. Said articles are entitled "El hábito de la Revolución" [the revolution habit] commenting on the fact that it has become a habit in Mexico to have an outbreak of revolution every time they have presidential elections, since the candidates of the opposition are incapable of resorting to other means to get rid of the party in power. Another article entitled "Un crimen contra la paz" [A crime against peace] discusses the memorandum on communism in Latin America, which was submitted by State Secretary Kellog to the Foreign Relations Committee at the American Senate. In said memorandum, Kellog states that he supported an intervention in Mexico and in other Latin American countries. / Oficio de Arturo M. Calles' mediation in the Nicaragua's conflict reflects his similar experience with the United States, whose political strategists have manipulated politics in Mexico and Latin America. Said press articles also mention that Adolfo Díaz, President of Nicaragua, is the American Secretary of State Kellog's favorite, which is why Americans are using the Bolsheviks argument against the liberals to discredit them. Plutarco Elías Calles as a continental figure that supports international justice through liberal Sucasa and who criticizes the shipping of arms and munition from Mexico to the liberals.
