Following the disintegration of the socialist system in Europe and the end of the bloc-based relations, American politics has changed the course of its operation. In present-day circumstances, Southeastern Europe is becoming increasingly prominent in American foreign-policy projections, particularly during Clinton's administration. Clinton has defined a clear-cut policy towards Europe's southeast due to its vicinity to certain neuralgic points of American engagement (Near East, the Caspian region, the Gulf, eastern Mediterranean). In this way American politics has proved its leading global role. At the time of scarcity of foreign-policy events, Clinton's team has thus been served on a platter a major foreign-policy arena, in which its engagement - which has all the symptoms of a long-lasting one - has not proved too costly. The author suggests that Dayton peace accord is primarily an expression of the West's (particularly American) strategic interests, both regional and global. Numerous political constellations which have surrounded the conflict in the former Yugoslavia can be explained if this proposition is accepted. The lamentations that the recognition of Slovenia and Croatia was premature is an expression of the disgruntlement over the failure to incorporate the entire Yugoslav territory within the western interest sphere and the consequent relinquishment of Serbia to Russia. In Southeastern Europe, Russia has proved the sole American strategic ally. Americans, realizing that their strategic interests became vulnerable due to the European rivalries, decided to strike o its own. The Dayton constitution of Bosnia and Herzegovina as a multicultural state is built on current political principles in line with the requirements of the moment which include antifascism, anticommunism, antiterrorism, human rights and multiculturalism. author concludes that Croatian politics should fall in line with the strategic preferences of the West which would enable it to accomplish ist national interests. Comparative politics is a political science discipline which has in its evolution continuously reflected the developments in the field of international politics. The author outlines the genesis of this discipline, which boomed in the 1950s with the framework of American politology. He first defines this discipline and the goes on to give an account of the evolution of the fundamental research principle, the expansion of the subject matter and the importance of the key concepts that delineate this academic discipline (political power, political system, politic regime). The author analyses the role of comparative politics in the context of other disciplines of political sciences as well as its applicative potentials. As analysis of the history of this discipline he points to the connection between shift of the interest and the focus in practical politics and the thematically specialized subdisciplines within comparative politological research. In the conclusion, the author points out the importance and the applicatory value of discipline for Croatia (as a country in the process of democratic transition) regarding the comparative analysis of the experiences of developed democracies and countries in transition. The author argues that in the debates about "democratic transition" of post- socialist societies the importance of development of state of law for the formation of democracy has not been sufficiently accounted for. The absence of state of law results in the formation of authoritarian structures of politi power which in the long run obstruct the process of democratization. Those structures include the concentration of political power in the hands of charismatic leaders, the transformation of political into economic power, the formation of clientelist structures, the development of a system of privileges and corruption, and the break-down of the state monopoly of the means of violence, resulting in the "refeudalization" of political power. In conclusion the author describes two developmental options for the post-socialist societies: the formation of a "Latin American" type of authoritarian-populist regimes or the gradual transformation towards a Western type of state of law and liberal democracy, initiated by the pressures from the international environment and internal forces. The United States of America are the front runner of the contemporary process of globalization. The global American superiority in the political, military, economic, and cultural spheres goes hand in hand with the globalization trends, focusing on the activity of the global leader. The design of the new strategic approach which was to include its vision of the new relations as well as of its global leading role, has been unhurried and circumspect. In the course of two Clinton's mandates the finishing touches of that new outlook got concrete contours in practical actions, so it seems that the search for the place of the leader is soon going to called off. The American politics is entering the next millennium as a well defined and organized enterprise with well thought out global objectives. (SOI : PM: S. 41)

The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. American and international public looks up to American presidents as the chief creators of American foreign policy. A review of the contemporary history of US foreign policy is mostly a review of foreign policy platforms and initiatives of American presidents. Although fundamental prerequisites exist - constitutional powers, executive office of the President as support in the creation and implementation of certain decisions, the expectations of the Congress and the public that President should lead the nation in the foreign policy arena - not all American presidents have taken an equal interest in foreign policy decision-making and the creation of American foreign policy; this has depended on their personal interests and experiences. Despite significant constitutional restrictions of the president's autonomous action in foreign policy and occasionally successful attempts of the legislature to assume control over foreign policy, as well as frequent challenges to presidential powers and numerous actions by the public, we can conclude that American presidents are nevertheless dominant figures in the field of American foreign policy. Henry Kissinger is one of the most eminent and influential intellectuals in American foreign policy. His work and achievements may be divided into three phases of his participation in the creation of American foreign policy. In the first - scholarly - phase of his career, he criticized US foreign polic His works from that period clearly reflect his "realpolitik" outlook. Particularly important for his life and work is the second phase when he was able, as a national security adviser and later as Secretary of State for presidents Nixon and Ford, to use his remarkable intellectual capital and successfully practice realpolitik as the creator and proponent of American foreign policy. After his retirement from foreign policy administration, Kissinger did not cease to use his clout in the field of international relations and American foreign policy. He has been one of the most significant American intellectuals who have exerted an influence on American foreign policy. (SOI : SOEU: S. 133)

The poll on political tolerance was conducted on a 772 -subject sample. Because of the long-lasting totalitarian system and the short period of democracy, a rather low level of political tolerance was expected. However, the results of the poll have not confirmed these expectations but showed a high Ievel of political tolerance instead. Similar findings have been obtained by an American survey conducted in several European countries, including Croatia. This means that the political tolerance in Croatia has not been shaped by the totalitarian system but by the pluralist traits of the Croatian culture, ensuing from numerous contacts with a plethora of different cultures. In order for the pluralist democracy in Croatia to function democratically, appropriate legal prerequisites and institutions do not suffice; the people who is in line with the principles of pluralist democracy are central to this as well. Pluralist democracy legalizes various political options and enables the citizens to organize themselves and act in accordance with the embraced option. All this, however, is a dead letter if people are not willing to accept the existence and the activism of different political options. That is why the concept of political tolerance always goes hand in hand with the concept of pluralist democracy. The Latin word "tolerantia" means 'indulgence', 'patience'. That is why political tolerance is usually understood as a readiness to bear or put up with political options and their operationalizations which are obnoxious and even repugnant to us ... . The essence of political life is not tolerance and patience but non-restriction of political freedoms and political pluralism. Those who accept political pluralism find it easier to bear the existence of various political options, even those they do not approve of. There are more a less intensive feelings of intolerance and bigotry. So, tolerance means accepting and not only forbearing different political options. (SOI : PM: S. 148)

The central features of the political "profile" of European women at the beginning of this decade have been a diminished interest in politics, infrequent inclusion of political topics in private conversations, and a decreased willingness to adopt a political option. Compared to other European countries, Croatia projects an entirely different image: a pronounced interest of women for politics, very similar to men's! This partly proves the "1aw" that a rise in the level of education, working outside home, and middle age are the catalysts for the inclusion of women in the world of politics. The transition, the war and the "legacy" of socialist ideology account for this massive public interest in politics and the negligible gender differences. (SOI : PM: S. 197)

The author deals with the possibility of the application of the formalized mod in the study of the public administration issue in the federally structured American administration. The theory of American federalism has taught us that the expenses of the implementation of political decisions are inversely proportionate to the administrative level of their application: the expenses are bigger if the implementation is done at lower administrative levels, i.e. state or local instead federal authorities. On the other hand, that theory claims that the decision-making expenses are proportionate to the level of decision-making: the lower the decision-making level, the smaller the expenses. The American experience in the arena of the policy of oil and gas exploitation confirms the model's rationale, and is applicable to other fields: the optimal effect and the minimal expenses have been achieved in the situation in which political regulations are decided upon at the state level, while their implementation lies within the domain of federal government.
