The author analyses Schmitt's and Luhmann's theory of democracy and the constitutional state. By comparing them, he concludes that Schmitt's critique of the democratic pluralistic state has ended in the theory of direct or plebiscitary democracy in which the constitution is subject to an unpredictable will of political majority which can change it wilfully in line with the power relations. Luhmann, on the other hand, starts from the assumption of the separation between law and politics and builds his concept of the constitutional state on the bipolar differentiation and the mutual checks between law and politics. The author concludes that Luhmann does not give up on Hobbes' pessimistic conviction that human nature is bestial; he only offers a different strategy for the coexistence of cultured savages. The article investigates the connection between the early record industry and the development of copyright legislation in Croatia and the former Yugoslavia between 1929 and the 1960s. Special attention is given to the topic of the implementation of copyright and the related rights within domestic record production in the selected period. The concept of the author, partly constructed through the implementation of copyright, is then reconsidered in the example of early Yugoslavian popular music. ; Чланак истражује везу између ране дискографске индустрије и развоја законодавства/легислативе о ауторским правима у Хрватској и бившој Југославији између 1929. и 1960-их година. Посебна пажња посвећена је теми имплементације ауторског и сродних права у домаћој грамофонској продукцији у одабраном периоду. Концепт аутора, делом конструисан кроз имплементацију ауторских права, преиспитује се на примеру ране југословенске популарне музике.

In June 2010 the European Council adopted the Commission's proposal on the Strategy for employment and growth 'Europe 2020'. Responding to criticism that the previous Lisbon strategy did not succeed, among other reasons, because of its one-sided focus on economic growth and employment, the Commission lays out three mutually reinforcing priorities: smart, sustainable and inclusive growth. The text focuses on new strategic directions, priorities, sector initiatives and Integrated Guidelines in the area of economic end employment policies. Special attention was given to the dynamics of implementation, the tasks of the Union and obligations of the member states in the realisation of the Headline Targets. The importance of ecological and social components was stressed as having an important role in overcoming discovered difficulties and fulfillment of the envisioned goals during the next decade. 'Europe 2020' is the basis for national reform programs which will contain concrete measures to implement the strategy. The Commission has a control function, while the Council will once a year present an assessment of the progress the member states and the Union have achieved. The strategy has a special place in the process of association of new member states and in the assessment of the accomplished progress.

Häberle claims constitutional law is a comparative experiential science closely linked with political science with which it shares the research subject. The constitutional state has been going through a permanent process of changes; the central question is who is the prime mover of constitutional changes: constitutional/legal institutions, constitutional/lega science and political science or public opinion and political culture of citizens? By analysing the recent history of the changes of the German constitutions he suggests that all these factors contribute to constitutional changes. Nevertheless, as an expert for law and political science, who considers himself as belonging to the wider European scientific community, Häberle thinks that the decisive influences in constitutional changes stem from legal and political sciences and concludes: Sine qua (scientia) mortalium vita non regitur liberaliter. Serbia's Law on Planning and Building has imposed the topics of energy efficiency in building sector, requiring adequate policy making and providing a starting point for improvement of the current situation in this field. Considering the fact that there are more than 3.200.000 housing units without any statistical classification a need arose for establishing a national building typology as a starting point for further decision making and appropriate activities definition regarding the existing housing stock.After joining EU TABULA (Typology Approach for Building Stock Energy Assessment) project, methodologies and approaches of the European countries have been analysed providing a common experience, at the same illustrating a need for identification and classification of local characteristics. In order to obtain adequate data a comprehensive survey has been conducted, providing a starting point for creation of typology. The National Typology has identified typical "model" buildings and defined the levels of improvement ranging from standard (according to the current law) to the low-energy level.
