Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kaiken perustana oli uusliberalismi sekä amerikkalainen liiketaloustieteellinen tutkimus ja sen osakseen saama huomio OECD-maiden julkisessa hallinnossa. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Näistä merkittävämpänä on vallan ja vastuun jaon normatiivinen täsmentäminen. Tämä merkitsee nykyistä selkeämmän poliittisen johtajuuden luomista suomalaiseenkin kunnallishallintoon. Tutkija, jolla itsellään on pitkä kaupunginjohtajan virkaura, puoltaa pormestarityyppistä johtamisjärjestelmää. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.

Tämän Pro-gradu tutkielman tarkoituksena oli selvittää varusmiespalveluksen ensimmäisen 9 viikon vaikutusta veren ja syljen kortisolin lepoarvoihin, kortisolin vastetta harjoitteluun sekä korrelaatioita seerumin ja syljen kortisolin välillä eri viikoilla ja päivän aikana. Tutkittavina olivat 41 varusmiestä Kainuun Prikaatista (ikä19.6 ± 0.3 v). Varusmiehet suo-rittivat 45-minuuttia kestävän submaksimaalisen marssitestin viikoilla 2,4,7 ja 9. Syljen ja seerumin kortisoli mitattiin aamulla heti heräämisen jälkeen, ennen harjoitusta ja välittömästi harjoituksen jälkeen. Psyykkistä kuormittumista tutkimuksen aikana mitattiin lyhennetyllä 26 kysymyksen POMS kyselyllä, jonka tarkoituksena oli selvittää psyykkinen kuormitus varusmiespalvelun alussa sekä mielialan muutokset peruskoulutuskauden aikana. Kortisolin aamupitoisuuksien havaittiin laskevan viikosta 2 koko tutkimuksen ajan (p<0.001), syljestä mitattuna. Seerumista mitattu kortisolin aamupitoisuus laski merkitsevästi 7 viikon harjoittelun jälkeen (p<0.01). Kortisolipitoisuuden vaste submaksimaaliseen marssitestiin laski merkitsevästi viikolla kaksi seerumista mitattuna (p<0.05), syljen kor-tisolipitoisuus myös laski, mutta ei tilastollisesti merkitsevästi. Syljen ja seerumin välillä havaittiin korrelaatio levossa (r=0.49 - 0.85, p<0.001 - 0.023), ennen submaksimaalista harjoitusta (r=0.46 - 0.79, p<0.001 - 0.043), ja harjoituksen jälkeen (r=0.65 - 0.84, p<0.001 - 0.002). Negatiivista mielialaa kuvaavat depressio ja hämmennys laskivat peruskoulutuskauden alusta viikkoon 9 (p<0.01 - 0.001), myös positiivista mielialaa kuvaavan elinvoimaisuuden väheneminen (p<0.05). Tutkimustulosten perusteella syljen kortisolipitoisuudet heijastavat hyvin seerumin kor-tisolipitoisuuksien muutoksia elimistössä sekä levossa että rasituksessa. Mielialan vaihteluita mittaavan POMS-kyselyn perusteella ensimmäinen viikko varusmiespalvelua on henkisesti kuormittavaa. Tätä havaintoa tukee myös korkeampi aamun kortisolipitoisuus varusmiespalveluksen ensimmäisen viikon alussa verrattuna tutkimuksen muihin viikkoihin. ; The main purpose of this study was to examine correlations between serum and saliva cortisol at rest and in response to submaximal exercise during the first 9-week of military service. Changes in the mood were also measured by a shortened POMS-questionnaire to examine the psychological stress, as well as observe changes in the mood state. Healthy male subjects (n=41, aged 19.3 ±0.3) from Signal Battalion Northern Finland par-ticipated in the present study. Conscripts performed 45-minute submaximal marching exercise in the weeks 2, 4, 7 and 9. Serum and saliva cortisol samples were measured immedi-ately after an overnight fast at rest, two hours after a light breakfast before the exercise (pre-exercise) and immediately after the exercise (postexercise). Basal saliva cortisol concentration decreased significantly from week 2 during the entire study (p<0.001). The serum cortisol concentration decreased after 7 weeks of training (p<0.05). In response to submaximal exercise, the serum cortisol concentration decreased significantly (p<0.05) at week 2. The saliva cortisol concentration also decreased, but not statistically significantly. Correlations between the serum and saliva cortisol levels were observed at rest (r=0.49 - 0.85, p<0.001 - 0.023), pre-exercise (r=0.46 - 0.79, p<0.001 - 0.043) and post-exercise (r=0.65 - 0.84, p<0.001 - 0.002). Depression and confusion, which indicate negative mood states, decreased from the beginning of the military service to week 9 (p<0.01 - 0.001). Positive state vigour also decreased (p<0.05). The present study indicates that the saliva measurements of the cortisol reflect serum cortisol concentration at rest and in response to exercise. According to POMS-questionnaire, the first week of the basic military training is mentally stressful. This is supported by the fact, that basal cortisol concentration was higher in the beginning of the military service compared the rest of the service.

Turkey first applied for EU membership in 1987 and started negotiations for full membership in October 2005 after lengthy and challenging negotiations between EU member states. This master's thesis attempts to examine the relationship between the negotiations for EU membership that are going on between Turkey and the EU Commission and the public discussion on the subject. The research material consists of selected posts on the Financial Times discussion forum and the Acquis communautaire and Copenhagen criteria. By comparing the research material this thesis attempts to investigate if the public deliberation and official negotiations focus on the same issues and requirements for membership. The theoretical background for this analysis is deliberative democracy, according to which public debate should be a prerequisite for agenda setting and decision making. The findings of the thesis reveal that the public discussion does touch on the acquis communautaire and Copenhagen criteria to some degree, but the public is also concerned with non-acquis issues such as the culture and history. A unique feature of the accession negotiations is also the amount of commentary from heads of state regarding the negotiations, which was also noted in the research material. In the light of deliberative democratic theory it can be noted that the public may take part in the discussion over Turkey's membership, but it has little or no chances of setting the agenda for the negotiations.

Euroopan komissio luotiin jotta se voisi ajaa yhteisöjen intressiä. Sen vuoksi siitä päätettiin tehdä itsenäinen. Mutta koska Euroopan Unionin vaikutus jäsenmaissaan on hyvin vahvaa, myös talouden kannalta, haluavat jäsenmaat vaikuttaa komissioon mahdollisimman paljon. Tämän vuoksi komission itsenäisyys vaarantuu. Perustamissopimukset koettavat hoitaa ongelman luomalla komissiolle joita-kin suojamekanismeja. Mutta ovatko ne riittäviä? Vaikuttaa siltä, että komissioon pystytään vaikuttamaan liikaa sen jokapäiväisessä työssä. Tämä vaikuttaminen alkaa jo komission nimittämisvaiheessa ja jatkuu koko ajan komission pohtiessa uuden lainsäädännön tarvetta ja komission valmistellessa uutta lainsäädäntöä. Komission lakiehdotelman sisältöön vaikuttavat usein paljonkin muut instituutiot, jäsenvaltiot sekä intressiryhmät. Tämä johtaa siihen, että komissio ei täysin pysty toteuttamaan yhteisöjen in-tressiä. Monin eri tavoin komission päätöksiin voivat vaikuttaa yksittäisten tai use-ampien jäsenmaiden edut, vaikka tarkoitus olisi ajaa yhteisöjen etua. The European Commission was created so that it could work to fulfil the Community Interest. Therefore it was decided to be an independent institution. But because the European Union affects its Member States very deeply, not least in budgetary ways, the Member States seem to want to influence the Commission as much as possible. Therefore the independence of the Commission is at stake. The Treaties try to deal with the problem by setting some protective mecha-nisms on the Commission. But is it enough? It seems that the Commission gets in-fluenced too much in its everyday work. This influencing starts already at the nomi-nation of the Commissioners, continues all the while when the Commission is decid-ing if new Community legislation is needed and while it drafts new legislation. The substance of the drafts are often influenced very much by the other institutions, Member States and interest groups. What this means is that the Commission can't fulfil its task at seeking the best of the Communities. In many different ways the decisions of the Commission may further the good of one or some interested parties instead of the Community In-terest.

This paper is an analysis of the foreign Aid Policies of two OECD Development Assistance Committee member countries – Finland and Ireland. The analysis reveals that both Finland and Ireland share high principles on their relations with the developing world, although their current policy outlooks appear to differ significantly. Despite Finland's good economic performance and prosperity largely generated by the global demand and market access, the government has so far failed to include the increasing of ODA on its priority agenda. In addition to the declining commitment, the selection criteria for Finnish aid recipients appears to be partially commercially motivated. Ireland on the other hand has a solid record of targeting the poorest of the poor with its development assistance and has recently increased development country focus in national policies. The challenge for Ireland is the effective utilisation of these funds and even more importantly keeping the government's public, international commitment to the 0,7 percent recommendation level despite the possible future slowdown of the economy.

VTT Working Papers 44 ; VTT on selvittänyt yritysjohtajien näkemyksiä Suomen T&K-ympäristön nykyisestä tilasta ja tulevaisuudesta. Tarkoituksena on saada tarkempaa tietoa siitä, miten Suomi selviää globalisaation haasteista tänään ja tulevaisuudessa. Merkittäväksi nousi ennen kaikkea suomalaisten yritysten tutkimus- ja kehitystyön (T&K) investointien jakaantuminen Suomen ja ulkomaiden välillä. Selvityksen vastaajiksi valittiin toimitusjohtajia liikevaihdoltaan suurimmista suomalaisista yrityksistä (50) ja kansainvälistyvistä innovatiivisista pk-yrityksistä (160). Vastausprosentti oli 49. Selvitys tehtiin yhteistyössä Zef Solutions Oy:n kanssa 29.12.2005-10.1.2006. Selvityksen mukaan suomalaisten yritysten T&K-investoinneista 56 prosenttia päätyy nykyään kotimaahan, mutta kuuden vuoden päästä osuus on enää vain 46 prosenttia. ; VTT has inquired executives' views on the current state and future prospects of Finnish R&D environment. The aim was to get detailed information on, how Finland will confront the globalisation challenges today and in coming years. The division of R&D between domestic and foreign location turned into one of the most significant issues. The CEOs of largest Finnish companies (50) and innovative internationalising SMEs (160) constituted the population of respondents. Total response rate climbed into 49 percent. The study was conducted in co-operation with Zef Solutions Oy 29.12.2005-10.1.2006. According to analysis at the moment 56 percent of Finnish companies R&D investments are made in home country as the amount in six years time will be only 46 percent.

Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Keywords: food justice, environmental sustainability, local food, food democracy ; Ruokaoikeudenmukaisuus viittaa ruokajärjestelmän reiluuteen eli siihen, miten oikeudenmukaisesti ruoan tuotannon, prosessoinnin, kaupan ja kuluttamisen hyödyt ja haitat jakaantuvat ja miten yhdenvertainen mahdollisuus ihmisillä on riittävään ja kulttuurisesti hyväksyttävään ravitsemukseen. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Lopussa pohdin, miten artikkelissa tunnistettujen jännitteiden kanssa voidaan tulla toimeen ja miten ruokademokratiaa voitaisiin lisätä tavalla, joka tukee sekä oikeudenmukaisuutta että ekologisesti kestävän ruokajärjestelmän rakentamista. Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role ­ as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite ­ active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.

This master's thesis approaches the debate around biotechnology, genetically modified organisms (GMOs) and the notion of food sovereignty as they are addressed by an Indian, food sovereignty activist group called Navdanya. Basing on the material produced by Navdanya, I am determining, by the means of a theory guided content analysis, what kind of an alternative food sovereignty is. Furthermore, I am examining how food sovereignty can be considered as a means of resistance to the impacts of the GMOs in India. I am arguing that the introduction of the GMOs to India created an opportunity to govern populations and furthermore life and nature. I am examining this by utilising Michel Foucault's theory of biopolitics as a theoretical framework. In order to find out how governance and resistance are practiced, I utilise Foucault's notions of truth and power by illustrating how they can be utilised as a means to create governance and resistance. Therefore, I formulated a "truth regime of biotechnology" to represent the governance, operated by the actors supporting the utilisation of the GMOs, as well as to describe how the governance is created and justified under the regime. As a means of resistance, Navdanya produces alternative truths and puts into practice an alternative of food sovereignty – "the new politics of truth". Navdanya succeeds in its resistance by managing to create the alternative truth of food sovereignty, which does not utilise or reproduce the truths of the biotechnology regime. Navdanya does this by managing to detach the power of the biotechnology regime's truths from their economic and political roles they play in society. The traditional complexity with resistance, in relation to the State of India, is present, which can be however explained by utilising the new ways in approaching the notion of resistance in the context of the Global South.

Tutkimuksen aiheena on kunta ja sen muutos. Tutkin sitä, minkälaisena kunta näyttäytyy sen tehtäväkenttää voimakkaasti rajaavan hallinnonuudistuksen kontekstissa, ja minkälaisia vaikutuksia tällaisella hallinnonuudistuksella on kuntiin. Tutkimuksen tavoitteena on lisätä ymmärrystä siitä, miten moniulotteisesta ja laajavaikutteisesta muutoksesta kunnan tehtäviä vähentävässä hallinnonuudistuksessa on kyse. Teen näkyväksi sen, minkälaisia merkityksiä kunnalle annetaan, minkälaisia laajempia yhteiskunnallisia vaikutuksia kuntamuutokseen liittyy, ja mistä kuntamuutoksessa itse asiassa on kyse. Tarkastelen kuntaa alati muuttuvana sosiaalisena konstruktiona. Fenomenologisen tutkimusotteen avulla teen näkyväksi kuntajohdon haastatteluista koostuvaa aineistoa analysoimalla, mistä puhumme, kun puhumme kunnasta. Tällä tavoin rekonstruoin kuntakäsitteen. Tutkimuksen käsitteellisinä lähtökohtina ovat kuntakäsitteen ulottuvuudet, hallinnonuudistusten sivuvaikutukset ja kunnan onttoutuminen analogiana valtion onttoutumisesta. Tutkin aihetta empiirisesti tapausesimerkin avulla, Kainuun hallintokokeilua tarkastelemalla. Kuntaan kohdistuvia vaikutuksia ovat haastatteluaineistoni analyysin perusteella organisatoris-toiminnalliset, johtamiseen liittyvät ja kuntakäsitysten muutokset. Muutospuhuntaa värittää läpileikkaavasti ristiriitaisuus. Grounded theory -menetelmää soveltaen olen muodostanut empirialähtöisen teorian kunnasta. Olen määritellyt neljä kunnan olemusta kuvaavaa perustehtävää: demokratiatehtävä, taloustehtävä, yhteisötehtävä ja hyvinvointitehtävä. Näitä tehtäviä yhdistää, niistä ammentaa ja niitä samanaikaisesti ruokkii määrittelemäni kunnan ydintehtävä, raison d´être, jonka mukaisesti kunta on elämisen edellytyksiä luova itsehallinnollinen paikallisyhteisö. Perustehtävät painottuvat eri tavoin eri kunnissa ja niiden painotukset vaihtelevat eri aikoina myös yksittäisen kunnan sisällä. Kunta voi siis olla kunta monella eri tavalla säilyttäen kuitenkin perusolemuksensa. Tutkimukseni perusteella kunnan tehtäväkentän rajaaminen näyttäytyy eri tavoin eri kunnissa. Tehtävien väheneminen itsessään ei horjuta kunnan asemaa ja merkitystä instituutiona. Muutoksen kokemisessa olennaista on kuntajohdon käsitys kunnasta. Palvelutehtävään nojaavissa kunnissa muutos näyttää vaikeammalta, kun taas sellaisissa kunnissa, joissa kunta nähdään moniulotteisempana kokonaisuutena, muutos näyttäytyy helpompana. Palvelukuntakäsitykseen perustuva näkemys kunnasta saa muutoksen näyttämään lopun alulta. Monipuolisempi kuntakäsitys auttaa näkemään muutoksessa uuden alun, jossa kunta on mahdollista keksiä uudelleen. Kunta ei sen tehtävien vähenemisen myötä onttoudu. Sen sijaan muutos paljastaa palvelukuntakäsityksen onttouden, jossa valtion kunnille määräämiin palvelutehtäviin keskittyneen kunnan idea on kadonnut vuosikymmeniä kasvaneen palvelukuorman alle. Tutkimukseni perusteella kuntamuutos näyttäytyy kumulatiivisena prosessina, jossa ei ole selväpiirteistä alkua eikä loppua, vaan jossa erilaiset sykäykset laittavat liikkeelle uusia muutosvoimia, jotka johtavat uusiin muutoksiin. Muutosten suunta vaihtelee eri kunnissa, mikä lisää kuntien erilaistumista. Kunnan olemassaolo näyttäytyy alati muuttuvana jatkumona, jossa kuntaa jatkuvasti rekonstruoidaan, ja jossa kuitenkin on eräitä kiinteästi mukana kulkevia peruselementtejä, jotka jäsentävät kuntana olemista. Hallinnonuudistuksen myötä kuntiin kohdistunut muutos on avannut mahdollisuuden tehdä näkyväksi kunnan olemuksen eri ulottuvuuksia ja kuntana olemisen monia tapoja. Kuntien erilaisuus ja kiihtyvä erilaistuminen haastaa vuosikymmeniä kuntia koskevaa lainsäädäntöä ohjanneen käsityksen kunnista geneerisenä, homogeenisena joukkona. Tämä ajattelutavan muutos vaikuttaa niin paikallistasolla, valtion kuntapolitiikkaan kuin kuntatutkimukseen. Kunta pakenee yhteen muottiin pakottavaa yhtenäiskunta-ajattelua, ja esiin tulevat monet rinnakkaiset kuntatodellisuudet. ; Local government, change and the change of local government This research concerns the change of local government. I focus on the question, how local government appears in a context of administrative reform that reduces the tasks of local government. I also study what kinds of effects the reform has on local government. The aim of this research is to increase understanding about the multidimensionality and the extension of this kind of reform. The research is em-pirical focusing on one case, the regional self-government experiment in Kainuu region, Finland. In my empirical case study research I show what meanings local government is given to, what kinds of broader societal effects the change of local government is connected to and what the change of local government as a whole is about. I consider local government as a constantly changing social construction. By using phenomenological research setting and by analyzing the interview data, I demonstrate what we talk about when talking about local government. By doing this I reconstruct the concept of local government. The conceptual basis of this research is based on the concept of local government, the side-effects of adminis-trative reforms and hollowing out of the local government as an analogy of hollow-ing out of the state. As a result of my grounded theory based analysis I have built an empirically based theory of local government. I examine the effects of the reform that are re-lated to local government and the meanings that local government is given to in the reform context. The local government related effects are 1) organizational and functional effects, 2) effects related to management and 3) the changes in local government conceptions. The rhetoric about change is contradictory when it comes to change, constancy and the nature of change. In my research I have also defined four main tasks for local government based on the data. These tasks are 1) democracy task, 2) economy task, 3) community task and 4) well-being task. These tasks are combined by the core task, raison d´être, of local government that ac-cording to my definition is as follows: local government is a local self-governmental community creating prerequisites for living. The basic tasks are em-phasized differently in different municipalities and the emphasis varies over time also in single municipalities. Local government can, thus, be local government in various ways still maintaining its basic essence. My research indicates that reducing local government tasks affect differently in different municipalities. Task reduction as such does not destabilize the status and meaning of local government. The way local government leaders understand local government seems to be essential when figuring out how the change is experienced. The change seems to be more difficult in municipalities that lean on the service task while the change seems to be easier in municipalities where local government is seen as a more multidimensional unity. Grounding the local government conception on the service task makes the change appear as the beginning of the end while the more versatile conception helps in seeing a new beginning in the change where it is possible to re-invent local government. Thus, local government will not hollow out due to the task reduction but the change reveals the hollowness of service municipality conception. Instead, it seems that the idea of local government has been lost during the decades when the state has given constantly new tasks to the local level. In the light of my research the change of local government appears as a cumulative process with no clear beginning nor clear end, as a process in which various pulses cause new drivers that lead to new changes. The direction of change varies in different municipalities which increases the differentiation of municipalities. The change fosters change so that the existence of local government can be seen as a constantly changing continuum where local government is continuously reconstructed and where are some firm basic elements that structure the existence of local government. The change that the reform has brought up has opened up the chance to make visible the various dimensions of the essence of local government and the various ways of how local government can exist. The difference and differentiation of municipalities challenge the conception of local government as a generic, homogenous group, the conception that has for decades steered the legislation concerning Finnish local government. This change of mindset will have effects not only on the local level but also on the national policy and research concerning local govern-ment. Local government cannot be categorized in one, single unitary form, but instead, various parallel local government realities emerge.

The article studies rejected patent applications in Finland at the end of the nineteenth century. It examines the development of the patent system as part of the nation's emerging liberal economic institutions. Internationally, patents have been employed to study technological and economic development, however, the rejected patents and the agency of the patent officials have received little attention. The article examines newly collected applications related to patenting from 1864-1884 and asks, whose applications were rejected and why. The article shows how foreigners, and Swedish applications in particular, were typical among the rejected applicants. Most applications were rejected because the officials did not see the invention as novel or assessed the application as incomplete. In their examination, the Finnish patent officials heard experts and used material objects as evidence. The article shows how the Finnish patent officials followed modern practices of patent examination already in the early 1870s—before the actual legislation and more rigorously than in the neighbouring Sweden. Even though the interests of the domestic industries were raised in some cases, the officials managed and guided the national industrial property rights by developing the patenting principles in the state administration. ; Artikkelissa tutkitaan Suomessa hylättyjä patenttihakemuksia ja tarkastellaan näiden valossa autonomisen Suomen patenttijärjestelmää osana maan taloudellisten instituutioiden rakentamista 1800-luvun lopulla. Kansainvälisesti patentteja on hyödynnetty teknisen ja taloudellisen kehityksen tutkimuksessa, mutta hylätyt patentit ja patenttiviranomaisten toimijuus ovat jääneet vähemmälle huomiolle. Artikkelissa käydään läpi Senaattiin saapuneet patentteja koskevat anomukset vuosilta 1864-1884 ja kysytään: keiden patentit hylättiin ja miksi? Artikkeli osoittaa, että hylätyissä patenttihakemuksissa korostuivat ulkomaiset, etenkin ruotsalaiset hakijat. Yleisin syy hylkäämiselle oli, ettei keksintö ollut viranomaisten näkökulmasta uusi tai että hakemus oli puutteellinen. Viranomaiset kuulivat patenttihakemusten arvioinnissa asiantuntijoita ja käsittelivät jopa esinetodisteita. Artikkeli näyttää, että Suomen patenttiviranomaiset seurasivat patenttien tutkintaan liittyviä moderneja käytäntöjä jo 1870-luvun alussa – ennen varsinaista lainsäädäntöä ja tiukemmin kuin esimerkiksi Ruotsissa. Vaikka muutamassa tapauksessa viitattiin kotimaisen teollisuuden etuihin, tapahtui teollisten omistusoikeuksien ohjaus ja rajaaminen ennen kaikkea viranomaisten omaksumien patenttiperiaatteiden kautta.

In this thesis, I critically interrogate power relations that underlie practices, techniques and rationalities of contemporary forms of governance represented by the governing strategy of structural adjustment framework devised by the Bretton Woods institutions— especially the IMF and the World Bank. Far from being a technique of coercion and domination, the thesis demonstrates that structural adjustment framework represents a differing modality of global power that attempts to discursively legitimise external interventions through the imposition of neoliberal economic agenda. I show that structural adjustment policies are carefully constructed neoliberal rationalities of governing through which donors seek to transform the government of Ghana into a self-disciplined neoliberal subject that must behave in an appropriately competitive fashion that is congruent with the ethos of market rationality. I draw on Michel Foucault's nuanced conceptualisation of governmentality, a form of productive and relational power working through individuals' subjectivities particularly as it coexists with the disciplinary rationale of power, and extend it to the relation between the IMF and the World Bank and the government of Ghana. I analyse how these interactions are embedded within a discursive formation and concrete practices which establish certain views of 'a problem' and mobilise particular authoritative actors, techniques and forms of truth as solutions. I also explore how over the decades the IMF and the World Bank through the modalities of conditionality associated with structural adjustment have sought to govern, remake and regulate the economic, political and social institutions of recipient States. In closing, and by way of illustration, I also examine 'non-compliance' as one possibility into what Foucault has termed 'counter-conduct' through which subjects undermine and challenge governmental forms of power. This being said, within the structural adjustment discourse, there remains, I would be inclined to argue, repressive and dominant forms of power. This thesis, contributes to the contemporary scholarship on governmentality to deepen and re-evaluate the distinctiveness of power relations in the example of the IMF and the World Bank adjustment programmes in Ghana.

Abstract The research examines the U.S. approach to the independence of the Philippines and its stages at the end of the 1920's and in the early 1930's. The Philippines belonged to the United States from 1898 to 1946. The relationship between the two countries was quite controversial from the very beginning. Many of the different phases and factors resulted in the U.S. Congress passing a law in March 1934, which guaranteed full independence to the Philippines after a ten-year transition period. The birth of the law which led to Philippine independence was a complex political process, with a number of variables influencing the attitudes and the solution. These factors accounting for the formation of the solution changed as time progressed. One of the key variables in terms of the Act of Independence began when the Great Depression began in 1929, which affected especially agricultural producers. As the Philippines was administratively a part of the federal government, in these circles it was seen that only independence could be the solution to close the archipelago outside of the domestic market. In fact, the sugar and coconut imports from the Philippines were not a real competitor to the federal farmers. In addition to the domestic farmers the Cuban sugar producers, who were headed by U.S. investors, felt that Philippine duty-free import was challenging their share of the federal market. They were of the opinion that the independence of the Philippines could guarantee them better market positions in the federal sugar market, and strove to promote the Independence Act as soon as possible. As a result of the worsening unemployment situation Filipino migrant workers started competing for scarce jobs. As a part of the United States Filipinos had free immigration rights. In particular, on the west coast and in the employees' organizations, independence was seen as the easiest way to limit immigration. In addition to the economic cycle other significant factors were the changes in foreign policy, and in particular the rise of Japan as a powerful superpower in the Far East. The federal government and the majority of the Congress represented opposing views of the independence issue. The Congress was able to show strength in this confrontation. The main sources of the material consist of the U.S. government documents, the Congress document collections, foreign relations document collections, memoirs and other documents. ; Tiivistelmä Tutkimuksessa tarkastellaan Yhdysvaltain suhtautumista Filippiinien itsenäistymiseen ja siihen liittyneisiin vaiheisiin 1920 -luvun lopulla ja 1930-luvun alkupuoliskolla. Filippiinit kuuluivat Yhdysvalloille vuosina 1898–1946. Maiden välinen suhde oli hyvin kiistanalainen alusta alkaen. Monien eri vaiheiden ja tekijöiden seurauksena Yhdysvaltain kongressi hyväksyi maaliskuussa 1934 lain, joka takasi Filippiineille täyden itsenäisyyden kymmenen vuoden siirtymäajan jälkeen. Filippiinien itsenäistymiseen johtaneen lain synty oli monimutkainen poliittinen prosessi, jossa oli useita suhtautumiseen ja ratkaisuun vaikuttaneita muuttujia. Näiden tekijöiden osuus ratkaisun muodostumiseen muuttui ajan edetessä. Yksi keskeisimmistä muuttujista itsenäisyyslain suhteen oli vuonna 1929 Yhdysvalloissa alkanut suuri lamakausi, josta kärsivät erityisesti maataloustuottajat. Koska Filippiinit oli hallinnollisesti osa liittovaltiota, näissä piireissä nähtiin, että ainoastaan itsenäisyys voisi saattaa saariston sisämarkkinoiden ulkopuolelle. Filippiineiltä tuotava sokeri ja kookosöljy eivät olleet todelliset kilpailijat liittovaltion viljelijöille. Kotimaan viljelijäväestön lisäksi Kuuban sokerintuotantoon investoineet amerikkalaiset sijoittajapiirit kokivat Filippiinien tullivapaan tuonnin vievän heiltä markkinoita. He katsoivat, että Filippiinien itsenäisyys takaisi paremmat markkina-asemat liittovaltion sokerimarkkinoilla ja pyrkivät edistämään itsenäisyyslain mahdollisimman pikaista säätämistä. Alati pahenevan työttömyyden seurauksen filippiiniläiset siirtotyöläiset kilpailivat hupenevista työpaikoista. Filippiiniläisille oli taattu vapaa maahanmuutto-oikeus. Etenkin länsirannikolla ja työntekijäjärjestöissä saarten itsenäistyminen nähtiin olevan helpoin tie maahanmuuton rajoittamiseen. Taloudellisten suhdanteiden ohella muita merkittäviä tekijöitä olivat muutokset ulkopolitiikassa ja etenkin Japanin nousu voimakkaaksi suurvallaksi Kaukoidässä. Liittovaltion hallinto ja kongressin enemmistö edustivat vastakkaisia näkemyssuuntia itsenäisyyskysymyksessä. Kongressi pystyi osoittamaan voimansa tässä vastakkainasettelussa. Tutkimuksen keskeisin lähdeaineisto koostuu Yhdysvaltain hallinnon asiakirjoista, kongressin asiakirjakokoelmista, ulkoaisainhallinnon asiakirjakokoelmista, muistelmista sekä lähdeteoksista.

VTT Symposium 191 ; Energian ja ympäristön leikkauskohdassa on viime vuosina tapahtunut suuria mullistuksia. Energiamarkkinat ovat vapautuneet ja osana kestävään kehitykseen pyrkimystä ekologinen ajattelu on saanut jalansijaa myös perinteisessä markkinataloudessa, tyyppiesimerkkinä vihreän sähkön käsite ja kierrätys. Ympäristöproblematiikassa on siirrytty megasarjaan, esimerkiksi ilmastokysymyksessä eletään suurten päätösten aikaa. Energia- ja ympäristöteknologian myynnissä myyjältä vaaditaan yhä enemmän osaamista. Tuotteiden käytön pitkäaikaiset ympäristöominaisuudet vaikuttavat ratkaisevasti kaupan syntyyn. Perinteisen kovan teknologian rinnalle tarvitaan uutta innovatiivista pehmoteknologiaa. SIHTI-ohjelma on paneutunut näihin kysymyksiin niin sanotuilla strategisilla selvityksillään. Ympäristönsuojelun ohjaukseen tarvittavaa tietoutta on luotu lukuisissa ympäristövaikutusten arvottamiseen liittyvissä hankkeissa sekä talouden ja ympäristönsuojelun optimia hakevissa selvityksissä. Yritystasolla tehtävää ympäristölaskentaa varten on luotu uusia työkaluja ja menetelmiä ja päästöpörssien monulotteisia vaiktuksia on analysoitu. Poliittisen päätöksenteon tueksi on kehitetty kasvihuonekaasujen kehitystä kuvaavia indikaattoreita ja analysoitu vaihtoehtoisten päästörajoitustekniikoiden kustannuksia ja tehokkuutta. SIHTI-ohjelmassa savukaasujen puhdistustekniikka-alueelle on syntynyt oma vahva tutkimuskokonaisuutensa, jonka ympärille on kehittynyt kansainvälisestikin arvostettuja tutkimusryhmiä. Pienhiukkasten tärkeimpiä päästölähteitä on kartoitettu, koostumuksia ja kokojakaumia mitattu ja erilaisia keinoja vaikuttaa pesureitten ja sähkösuodattimien erotustehokkuuteen tutkittu. Tutkimusryppääseen on kuulunut sekä teoreettisia mallinnuslaskelmia, laboratoriomitan laiteteknistä kehitystyötä että täyden mitan koetoimintaa. Osoituksena onnistuneesta panostuksesta on, että tutkimustuloksia on jo voitu hyödyntää kaupallisesti ja täyden mittakaavan laitetoimituksia ulkomaille on jo toteutettu. Uusia innovatiivisia teknisiä ratkaisuja ympäristöpäästöjen mittaamisella on myös kehitetty. Metsäteollisuuden ympäristövaikutusten hallinnan parantamiseksi on ohjelman puitteissa perusteellisesti mitattu ja mallinnettu haitallisten aineiden kulkeutumista eri virroissa ja prosessiyksiköissä sekä tutkittu ja kehitetty uusia säästävän teknologian ratkaisuja mm. sellutehtaan vesikiertojen sulkemiselle, viherlipeäsakan ja tuhkan hyödyntämiselle sekä siistauslietteen ja jätepaperin poltosta syntyvän tuhkan kierrättämiselle. Turvetuotannon valumavesien sekä pöly- ja melupäästöjen paremmalle hallinnalle on kehitetty uusia menetelmiä ja ohjeita, joita on jo otettu käyttöön. Vaihtoehtoisia ratkaisuja käytettyjen turvetuotantoalueiden jälkikäytölle on niin ikään tutkittu. Poikkitieteellisen lähestymistavan takia SIHTI-ohjelma on pyrkinyt tiedottamaan tutkimustuloksistaan mahdollisimman laajasti. Ohjelman vuosiseminaari ja sen yhteydessä pidettävät istunnot energiantuotannon päästöjen ympäristövaikutuksista, pienhiukkasten erottamisesta ja kiinteiden jätteiden hyötykäytöstä suovat oivallisen tilaisuuden niin esitelmänpitäjille kuin kuulijoillekin antaa oman panoksensa meitä kaikkia hyvin läheisesti askarruttavaan kysymykseen, mikä on oikea tie ja etenemistapa kestävään energiantuotantoon. ; Great revolutions have taken place in the intersection of energy and environment in recent years. The energy market has been liberated, and in part of sustainable development, an ecological pattern of thought has gained a footing in traditional market economy, typical examples being green electricity and recycling. As regards environmental problems, we have moved towards a mega-league; for example, we are living an era of great resolutions on environmental issues. More diversified knowhow is required from the sellers of energy and environmental technology. Long-term environmental impacts of the use of products are of decisive significance in business transactions. New innovative soft-line technology is required in addition to conventional hard technology. The Finnish National SIHTI Programme has attended to these issues via so-called strategic surveys. Knowledge required for the control of environmental protection was created in a number of projects on evaluation of environmental impacts and in assessments searching an optimum for economy and environmental protection. New tools and methods were developed for environmental accounting in enterprises, and diversified impacts of emission exchange were analysed. Indicators describing the development of greenhouse gases were developed and costs and efficiency of alternative technologies for limiting emissions were analysed to support political decision-making. In the SIHTI Programme, a strong research integrity was formed in the field of flue gas cleaning technology, and research groups with a high international esteem were also formed. Most significant emission sources of particulates were surveyed, their composition and particle size distributions were measured, and different tools of improving the separation capacity of scrubbers and electrical precipitators were studied. This research integrity included both theoretical modelling calculations, laboratory-scale equipment-technical development and full-scale testing. An indicator of successful focusing is that research results have already been utilised commercially, and industrial-scale equipment commissions have been executed. New innovative technical solutions for measuring emissions to the environment have also been developed. To improve the control of environmental impacts of the pulp and paper industry, the transportation of detrimental substances in different flows and process units were measured and modelled, and new solutions of non-waste technology were developed for closed water cycles in pulp mills, for the use of green liquor sludge and ash and for the recovery of ash from the combustion of deinking sludge and waste paper. In peat production, new methods and instructions were developed and introduced for the control of drainage waters and for dust emissions and noise problems. After-use alternatives for exhausted peat production fields were also studied. Due to the interdisciplinary approach, the SIHTI Programme has disseminated information about research results as widely as possible. The Annual Seminars of the Programme, and sessions on environmental impacts of emissions from energy production, separation of particulates, and utilisation of solid wastes have offered excellent opportunities to the lecturers and to the audience to bring their own contribution to the issue occupying our mind: what would be the right way of approaching sustainable energy production.

Tutkimuksen kohteena on kokonaisturvallisuus julkisena toimintapolitiikkana, ja sitä tarkastellaan sekä monimutkaisena ja yhteenkietoutuneena ilmiönä että turvallisuuspoliittisena strategiana. Kokonaisturvallisuus on laajaan turvallisuuskäsitteeseen perustuva, aiemmasta kokonaismaanpuolustuksen käsitteistöstä ja strategiasta kehitetty toimintapolitiikka, jolla tavoitellaan kokonaisvaltaista yhteiskunnallisen turvallisuuden hallinnan mallia. Tutkimuksen päämääränä on analysoida kokonaisturvallisuutta systeeminä, arvioida sen kelpoisuutta, toteutettavuutta ja edellytyksiä vastata turvallisuusympäristön muutoksiin. Tutkimus on metodologisesti laadullinen. Aineistona ovat suomalaiset kokonaisturvallisuuden alaan liittyvät erilaiset ja eritasoiset strategiat, ohjelmat ja muut dokumentit, ja toimintaympäristöön ja sen muutokseen liittyvät Euroopan unionin strategiat ja ohjelmat. Teoriaviitekehys perustuu Niklas Luhmannin systeemiajatteluun, jossa systeemin perusrakenteita ovat kommunikaatio, tieto ja merkitykset, ja joka korostaa valintoja kompleksisuuden hallinnan välineinä. Ajattelussa korostuu myös huiputon ja keskukseton yhteiskunta. Prosessimaisen otteensa vuoksi tutkimus kiinnittää huomiota yksittäisten osatekijöiden tai toimijoiden sijaan prosessiin ja kokonaisuuden systeemisyyteen, mikä korreloi sekä kokonaisturvallisuuden tavoitteiden että kompleksisuuden vaatimusten suhteen. Kokonaisturvallisuuden analyysi sekä tunnistaa tutkimuksessa sen kehittämiseen liittyneen merkityskamppailun, että tuo esiin käsitteen epäselvyyden, epäanalyyttisyyden ja "jaetun merkityksen" puuttumisen, mikä heijastuu strategian ohjaavaan vaikutukseen sekä siihen, miten politiikkaideaa on kehitetty. Kokonaisturvallisuuden politiikkaidea on sinällään laajasti hyväksyttävä ja sillä on positiivista valenssia. Yhteistyön ja koordinoinnin korostamisella uskotaan olevan kokonaisuuden hallintaa kehittävä vaikutus. Turvallisuuden kokonaisuuden koordinointitarve onkin jo pelkästään uhkien keskinäisriippuvuuden vuoksi ilmeinen. Poliittista kelpoisuutta haittaavat kokonaisuuden strategisen ohjauksen ohuus ja hajanaisuus, mikä näkyy erityisesti yhteensovittavan tehtävän vaikeutena. Monet systeemin rakenteellisista peruselementeistä ovat jääneet kokonaisturvallisuuden kehittämisessä vähälle huomiolle. Tutkimuksen mukaan tämä vaikeuttaa sen toteutettavuutta. Kokonaisturvallisuuden hallinnassa olennaista on keskinäisriippuvuuksien ja systeemisyyden tunnistaminen ja hallinta. Tutkimuksen tulosten avulla kokonaisturvallisuutta systeemisenä turvallisuuden hallinnan mallina voidaan kehittää ja edistää. Tutkimus päätyy suositukseen kokonaisturvallisuuden kehittämisen ratkaisumallista (ns. älykkään adaptiivisen kompleksisen turvallisuussysteemin idean avulla). Tutkimus tarjoaa eväitä myös uusien kokonaisturvallisuutta koskevien poliittisten linjausten ja politiikkatoimien muotoilulle. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.
