Possible risks to reduce requirements to scientific work level ; Можливі ризики зниження вимог до рівня наукових праць
Introduction. In 2000, the article "Science as a Self-organizing System" by Yu.I. Dubrov was published. in the journal "Bulletin of the National Academy of Science of Ukraine", the article shows how the "encouragement» of the scientist used in our country influences the scientific level of his/her work. However, some requirements for the submission of research papers, which can be considered as a substitute for legal requirements for those ones, which in our opinion, can be considered as a provocation of a bribe, have been changed. This article is devoted to the analysis of this issue. Main part. There are two forms of encouragement in science: material and moral. We can argue that such a form of encouragement stimulates the development of science within the limits imposed on it. The presented work is based on the use of the analysis of the interaction of parts of scientific works, which highlight the impact of incentives or punishments on the level of scientific work. For this purpose, we use the language of the theory of disasters, the principles of sociology, dissipative systems, the billiard problem of Lorentz. Three possible states of science are considered, taking into account that the controlling parameter is the scale of incentives, which changes due to lower requirements for the level of publications. Support for the desired state of science is susceptible to possible mistakes in the strategy: any change in the requirements for the results of scientific creativity, mistakes in the organization of science management or legislative changes in its structure, which deforms the response surface so that in the event of the impact of corruption it becomes a plane. Confirmation of this can be known in the theory of disasters, the principle of fragility of good. The principle of fragility of good is preserved at any number of parameters. The latter, probably, is due to the fact that everything good, as a rule, meets several requirements, everything bad requires one. Conclusions. The role of the one of the supersensitive systems that can function within the principle of the fragility of good belongs to science. ; . Вступ. У 2000 році була опублікована стаття Ю. І. Дуброва в журналі «Вісник НАН України» «Наука як система, що самоорганізується», де показано, яким чином впливають застосовувані в нашій країні «заохочення» вченого на науковий рівень його роботи. Однак нині змінилися деякі вимоги до подання науково-дослідницьких робіт, які можна розглядати як підміну законних вимог на ті вимоги, які, на нашу думку, можна розглядати як провокацію хабара. Аналізу цього питання присвячено нашу статтю. Основна частина. У науці є дві форми заохочення: матеріальна і моральна. Ми можемо стверджувати, що така форма заохочень стимулює розвиток науки в рамках накладених на неї обмежень. Наведена праця базується на використанні аналізу взаємодії частин наукових праць, які висвітлюють вплив заохочень або покарань на рівень наукової роботи. Для цього використовуються мова теорії катастроф, принципи соціології, дисипативних систем, більярдної задачі Лоренца. Розглянуто три можливі стани науки з урахуванням того, що керівним параметром постає шкала заохочень, яка змінюється за рахунок зниження вимог до рівня публікацій. Підтримка бажаного стану науки чутлива до можливих промахів у проведенні стратегії: будь-то зміна вимог до результатів наукової творчості, помилок в організації управління наукою або законодавчих змін її структури, що деформує поверхню відгуку так, що в разі впливу корупції вона перетворюється на площину. Підтвердженням цьому може бути відомий в теорії катастроф принцип крихкості хорошого. Принцип крихкості хорошого зберігається за будь-якого числа параметрів. Останнє, ймовірно, пов'язане з тим, що все хороше, як правило, відповідає кільком вимогам, всьому поганому досить однієї. Висновки. Науці належить роль однієї з надчутливих систем, здатних функціонувати в межах принципу крихкості хорошого.
