In this challenging time, when the economic situation is unstable, many companies have to face such a phenomenon as bankruptcy. The procedure is new for our country and, therefore, its implementation is associated with a number of difficulties and issues. Bankruptcy sometimes turns out to be the only civilized way for a legal entity to solve the problem of accumulated debts. This procedure allows reorganizing or liquidating a business in compliance with the interests of the owner and creditors. Bankruptcy as a civil procedure has its own legal and social consequences, fi rst of all, when it comes to the workforce and threats to lay off the organization's staff . As a rule, bankruptcy affects the personnel of an organization or an enterprise and, in this case, it becomes extremely important to respect the labor rights of members of the labor collective at all levels. Dismissal of employees during the liquidation of an enterprise must be carried out strictly in accordance with the articles of the Labor Code of the Russian Federation. The contractual relationship is terminated in stages. Certain categories of workers are of great importance — people with disabilities, pregnant women, underage employees, mothers and fathers involved in raising children without a second parent, etc.

The study of the constitutional and legal basis of the status of migrants will allow to determine and summarize the rights and obligations of these persons, which significantly affect the formation of legal social order. This article discusses the constitutional, legal and administrative basis of the status of migrants, regulated by the legislation of the Russian Federation. Considering the issue of the current state of the migration legislation of the Russian Federation, the theoretical aspect of migration as the mobilization of people to change their permanent residence is highlighted. The causes of this phenomenon and the classification of categories of migrants are determined. The definitions of external and internal migrants are differentiated, on the basis of which the constitutional norms of foreign persons who entered the territory of the Russian Federation are further studied. According to Federal laws, the basic rights and obligations of immigrants who entered the Russian Federation for different definitions of reasons and circumstances are distinguished. The article considers the administrative and legal basis of the status of migrants in the context of a violation of the rule of law according to the norms of the Code of administrative violations. Still in Russia and abroad, questions about implementation of the right to life and right to death are controversial, and as a consequence, the threat of killing the person by the use of euthanasia does not cease to be relevant. Russian criminal law provides criminal responsibility for the murder, which is a variety of ways, however, standards meeting the requirements of the safe existence of terminally ill people, including those not able to be fully aware of the incurability of the disease, is not provided. The legislator attempted criminal prohibitions of the use of euthanasia, however, in the current criminal law of the Russian Federation the data of rules. In this connection, many questions of law enforcement practice in the sphere of criminal-law protection of the safety of life and human health remain uncertain. The given circumstances testify to the fact that the study of issues of qualification of crimes against life and health becomes more fundamental. The article analyzes the problematic issues of demarcation of euthanasia from murder and suicide, and the author's article, providing for the criminal-legal prohibition of the use of euthanasia that will contribute to the improvement of law enforcement practice.

The paper reviews the development of the international legal framework for counter-trafficking in children as a form of human trafficking. It is stressed that the most important international acts to combat trafficking in children have been created under the auspices of the UN and regional international organizations. The authors note the need for an integrated approach to solving problems, in particular, through adopting national programs. The authors examine the influence of international legal acts on Russian criminal legislation and the need for its improvement.

This article focuses on the practice of use of the institute of public examination, which ensureimplementation of the constitutional law on the participation of citizens in managing the affairs of state set out in the part 1 of the Article 32 of the Constitution of the Russian Federation, analyses the basic problems of its legislative regulation. The article stated the main objective, theoretical rationale for functions of public examination as a mechanism of social control, the characteristic of the subjects and objects of public expert examination. Ensuring and increasing the involvement of population in order to improve the enforcement and public examination is an essential element in the development of civil society. ; В статье анализируется практика применения института общественной экспертизы как формы реализации конституционного права на участие граждан в управлении делами государства, закрепленного в ч. 1 ст. 32 Конституции РФ, анализируются основные проблемы ее законодательного регулирования, сформулирована основная цель общественной экспертизы, теоретически обоснованы ее функции как механизма общественного контроля, дана характеристика субъектов и объектов общественного экспертного исследования. Обосновывается, что создание условий и расширение вовлеченности населения в процесс общественной экспертизы правовых актов с целью совершенствования как самих актов, так и правоприменительной практики важнейший элемент в развитии самого гражданского общества, его институционализации.

The article is devoted to legal regulation of eficiency work in the Russian Federation and some foreign countries. The main problems in the sphere are revealed including the lack of legislative support of the eficiency proposal author's right to reward, and severely outdated legal documents regulating eficiency work that were adopted more than twenty years ago. The approach to the promotion of eficiency work in such developed countries as the USA, Japan and in promptly developing China is analyzed. The article contains a review of legal acts regulating eficiency work in Russia and in some countries of the former USSR, particularly in Belarus, Kyrgyzstan and Turkmenistan. Two basic approaches to the promotion of eficiency work are identiied: the irst is typical for technologically advanced countries with a long tradition of direct support of eficiency work and innovative activity directly at enterprises without participation of the state. The second approach has been developed in the former socialist countries where the state traditionally has strong inluence on virtually all spheres of social life, in particular on creating instruments for the stimulation of eficiency work. In the countries, belonging to the irst group, eficiency proposals are not regarded as legally protected results of intellectual activity. In the second group of countries legal protection of eficiency proposals presently remains in force. There is some legal uncertainty in Russia nowadays: on the one hand eficiency proposal is not a legally protected result of intellectual activity, on the other hand it can be protected as know-how. However there are no legal norms providing for the know-how author's right to remuneration for the creation of the result in the course of the employment. The article suggests amendments to the Russian labor law, aimed at stimulating eficiency work.

In the presented scientific article, the authors consider legal terminology and term creation in the process of preparing normative legal acts in the Kyrgyz Republic. According to the authors, the definitions of a legal term must adequately reflect the essence and content of the defined concept, each normative concept must be assigned its own and strictly unambiguous term, once and for all given to the branches of the law using the corresponding concept. The qualitative optimization of the normative prescription and the effective use of normative legal terminology in the texts of legal acts is considered in legal science and practice as an integral part of the improvement of legislation.

The necessity of writing this article is conditioned by the active development of consular law, which, as part of international law, evolves directly under the influence of world political and economic processes. At the beginning of the twentieth century, an impressive number of consulates operated in Europe, North and South America, Asia, the middle East, and partly in Africa.The legal acts regulating the consular sphere of influence, concluded in Russia in the 19th century, had not only national significance, but also international significance. All adopted conventions, treatises, agreements and charters were elements that form the system of public international law as a whole.With the formation of a new state in the former Russian Empire, it became necessary to adopt a new legal framework regulating consular activities.
