The article looks into the contemporary challenges for higher education in the era of unexpected global turbulences following the processes of globalisation not only in the social, political, economic and financial contexts but also in the educational domain. Multidimensional reality has brought its changes to communication and risen the standards of effective communication much higher than forecast in the previous years. The global developments drive for efficiency in intercultural dialogue, which causes reconsideration of the lingual status of education in multinational classrooms. The burning issues arise more sharply for cross border communication for business and diplomacy purposes. It means that a high demand in the educational market for LSP instructors (LSP – languages for specific purposes) at philology departments in Ukraine and abroad has started moving higher education to become more business oriented and stakeholder and university partnered. That said, it is necessary to analyse the existing foundations for poly- / multiculturality in higher education as supported by governments and the government of Ukraine, in particular, as well as go deeper into the levels of the research concept, the methodological level, to be more precise. As part of the research, the paper describes the key methodological approaches to foster and cultivate poly- / multiculturality in multi-dimensional classrooms – polylingual and multicultural. Such approaches are viewed fundamental to educate high-class LSP instructors in the field of foreign language instruction and acquisition in higher education. Among them are the systemic approach including the structural one, the synergic approach to cultivate poly- / multiculturality with future LSP educators in foreign language classrooms, cross-cultural approach, axiological and communicative approaches, environmental and reflexive approaches, etc.

Brick-and-mortar (B&M) retailers in India are constantly devoting their time, effort, energy, and money in discovering and adopting retailing theories, models, and frameworks that are practiced by the B&M retailers in the developed countries that have matured markets and consumers. This is a clear example of a serious timing issue. We believe the Indian market and consumers are moving towards the same maturity levels, but it is still a long way to go as the Indian consumers belong to the widest variety of religions, regions, languages, cultures, sub-cultures, ethnicities, and socioeconomic backgrounds with divergent needs. In addition to expecting world-class overall store-image, they yet require retailers to facilitate honest and authentic human-led engagement. This means, thoughtful and logical integration of existing theories aligned to, the Indian market; consumer's maturity level; divergent consumer needs are crucial, and this is the core of our theory. The ToR-b adopts elements of retailing theories that are known and suitable for retailing in the Indian context, in addition to identifying (i) new elements influencing honest and authentic humanled engagement; higher consumer-level customization; higher levels of consumer-orientation, (ii) significance of their association and determination with return on investment, (iii) their role in influencing the long-term sustainability of a retailer, and most importantly (iv) their ability to enhance interest among existing and potential employees, investors, and consumer's minds with a particular retailer. Insights from multiple empirical and qualitative studies, field experiments, and evaluation of consumer-level transactions involved in building this theory made us strongly believe that the overall phenomenon of B&M retailing in India is truly complex and complexity is necessary to an adequate description of a phenomenon. Six decades after the political independence of the Nigerian state, its government like many other governments across the third world has not been able to eradicate poverty within its borders. The prevailing situation has defied the introduction of different political structures, economic policies and even the deployment of foreign expertise and aids. This study therefore examines the causes, consequences and extant solutions proffered before now and concludes that for a nation to grow economically and rise above poverty level, there is need for human capital development since the poverty level in the country has negative impact on Gross Domestic Product (GDP) and Gross National Product (GNP). This study measures Human Capital Development (HCD) through per capital income and Human Development Index (HDI).

: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. Post-Soeharto Indonesia, known as the era of reform and democracy, has not been able to inhibit corrupt behaviour by state officials at the central and local government levels, in legislative and executive institutions, or in the judiciary as a judicial institution. This article discusses and analyses the corruption process carried out by state officials, especially those occupying legislative, executive, and special judicial institutions at the central government level in interacting with each other and with outside institutions. The public's hope that ongoing democracy will be able to limit political corruption in Indonesia is only an illusion, considering the democracy model that developed in Indonesia post-Soeharto led to a patronage democracy, namely the interaction of power between state institutions which is based on mutually beneficial considerations. Another consideration is that the institution that administers justice which serves as law enforcement agency is involved in corrupt practices.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. Direct elections for regional heads by the people began after the issuance of Law no. 32 of 2004 concerning Regional Government. After the implementation of direct regional head elections by the people for 12 years, there were pros and cons regarding the implementation of direct regional head elections so that Law No. 22 of 2014 concerning the Regional Head Election in a representative manner by the DPRD which was later canceled through Government Regulation in Lieu of Law (Perpu) No. 1 of 2014 concerning Direct Regional Head Election by the People. The issuance of a Government Regulation in Lieu of a Law is intended so that democracy at the regional or local level can develop where regional people can directly elect their leaders at the regional or local level. This research is a normative legal research where the focus of the study is the norms contained in Perpu No. 1 of 2014 which returns the regional head elections directly elected by the local people. This research approach uses a qualitative juridical approach, namely examining from the legal side in addition to providing explanations regarding the considerations issued by the president's Perpu and the public's response to direct regional head elections. The purpose of this study is to determine the process of regional head elections that are directly elected by the local people so that the development of democracy at the local level can run well. The results obtained from this research are that direct regional head elections by the local people reflect more of a democratic nature than through representation and are in accordance with the wishes of the constitution that sovereignty is in the hands of the people.

The reason is that unless a manager reaches a level of excellence and effectiveness, he or she will be merely a face in the crowd. The classical Indian epics written thousands of years ago, enlightens us on all managerial techniques leading us towards a harmonious and blissful state of affairs in place of the conflict, tensions, poor productivity, absence of motivation and so on, common in most of Indian enterprises today and probably in enterprises in many other countries. The modern (Western) management concepts of vision, leadership, motivation, excellence in work, achieving goals, giving work meaning, decision making and planning, are all discussed in the Bhagavad Gita. While Western management thought too often deals with problems at material, external and peripheral levels, the Indian thought tackles the issues from the grass roots level of human thinking. Once the basic thinking of man is improved, it will automatically enhance the quality of his actions and their results.Management is, therefore, all about man and about his development, not merely his body, mind or intellect but his heart. The common approach to the negotiation process focuses on the external manifestation of the interaction between two parties who are trying to reach a satisfactory agreement. This view does not take into account the internal drivers of behavior of the involved parties. The externalized dynamic between the negotiators is only the secondary result of the interplay between the conscious and unconscious elements in the psyche of both parties. The condition of a long-lasting agreement is therefore a collaboration between the conscious and unconscious representation on the individual level. This article examines the transcendent function as a union between the conscious and the unconscious, specifically the ego and the self. It focuses on the tendencies of these two factors that can either hinder or make the transition of energy possible in view of reaching a successful manifested agreement. The study provides a straightforward reference that can be used by analysts and business professionals to help them understand what are the psychological aspects that affect the negotiation process, both on the individual and on the collective level.

The circumstances and contexts that set Qatar on a road of prosperity are gaining momentum every new day. From a small British colony country as late as 1970, Qatar has undergone evolution beginning with settling on its current name after numerous suggestions for the Arab state. Thus, the study interest was to answer two research questions; what is the basis of the success stories of Qatar and lessons for other third world countries? And Is Qatar headed to another level of categorization to leverage into the status of first world countries? The study is mainly guided by structural functionalism theory. The study entailed a systematic literature review approach through which various current literature were analyzed. The progress is largely attributed to the effective strategies entailing financial investment, cultural branding, and policy re-engineering. The political stature and efficient constitution controlled by effective leadership are contributions to milestones observed in the country.

Tanzania in embarking the decentralization by devolution policy (D by D) as a mechanism of facilitating quick development process through the involvement of people from grass root levels has been carried out through the inter-government relations between the central government and the local government authorities (LGAs). Throughout its implementation there had been a supportive structural set up, including a constitutional mandate for local governments. Also, there has been an increased recognition of LGAs by central and sector ministries as partners rather than subordinate structures. However, the lack of a clear and effective institutional framework to govern the implementation of D by D and the lack of a shared understanding of D by D across ministries and other governmental institutions has made led to structural confusion between the Central government and the Local Government Authorities. Thus, this paper explores the undertakings of the inter-government relations between the central government and the local government authorities (LGAs) in order to forge a way forward for a inclusive and responsive governance in the country.

The border areas between countries in Indonesia are faced important problems caused by the clash of management authorities, poverty, development disparities, technological mastery gaps. The promising potential of natural resources is not fully maximized. This condition reflects the need for responsive and progressive local regulations to anticipate the problems that occur. The commitment of the Regional Government is a priority to build a prosperous and socially equitable border area for the community. The border area in Sambas Regency requires products from Regional Regulations which can contain integrated border area management values, especially concerning the authority for border management which does not only emphasize infrastructure and physical development, but also must be considered the level of welfare of border communities. The policies and development carried out by the Central Government will not be able to be felt in the border area as long as the Regional Government has not been able to translate it into the local regulation order. .

Cases of high levels of public debt have mostly been reported in many developing countries part of which is debt borrowed abroad. Foreign debt is more preferable by many developing countries because it is cheaper to service in terms of interest costs. These countries tax their citizens heavily to raise enough finances to pay foreign debt. It was thus feasible to establish the influence of the foreign debt and taxation on expenditure of the Kenyan government. The study employed a causal research design. The period under study ranged from 2002 to 2017. The study used secondary data which was extracted from the National Bureau of Statistics, and National Economic Surveys which were available at the Government of Kenya website. Correlation statistics were conducted to establish the association between variables. Regression analysis was used to establish the effect of foreign debt and taxation on government expenditure in Kenya. The findings revealed that foreign debt and taxation influences government expenditure individually. However, on the test of the joint effect, only taxation was found to influence public expenditure significantly unlike foreign debts.

,Ex-convicts must wait for a five-year gap after passing their prison term and announce their background if they want to run for governor, regent, or mayor, according to the Constitutional Court's decision Number 56/PUU-XVII/2019. The election of regional heads is an activity in the context of implementing a government system in the form of democracy. In the implementation of regional head elections, to get quality regional leaders, it takes qualified candidates promoted by political parties as well as those who run independently. Among the requirements for a regional head candidate, both at the provincial and district/city levels, a candidate must not be in a status of an ex-convict. The research method in this research was normative juridical. This research shows that based on the 1945 Constitution of the Republic of Indonesia, ex-convicts are also citizens who have the same political rights as other citizens. The existence of a provision that is a requirement to run as a candidate for the regional head in the election clearly limits or even negates a person's right to participate in exercising their rights. The decision of Constitutional Court No.42/PUUXIII/2015 states that ex-convicts can participate in regional head elections with certain conditions.
