The aim of this study was to define the perception of instructors of the Near East University for their level of readiness in total quality management. Total quality management is a management mentality that provides institution or organization with maximum productivity, increasing faultless, high level of satisfaction for participants and principles of democracy within company. Acceptance of total quality management as a mentality rather than a tool seems to be the most important way to succeed in total quality management. For this purpose, a special questionnaire has been prepared checked for its reliability and validity by Cronbach`s Alpha matter analysis (.963). The questionnaire composed of two parts. First part included personal information, whereas in second part was concentrated on student centered, participation, in the quality concept, continuous education, management, manager and leadership centered, measurement of quality and organization structure centered factors of total quality management. There were 69 suggestions related to these factors. One hundred and twenty respondents, participated in our research, were instructors of the Near East University and were residents of the Turkish Republic of Northern Cyprus. Collected data were analyzed by SPSS 12.00 statistical package program through T-Test, Variance Analysis (ANOVA) and LSD Test. Besides, descriptive interpretations have been made by using frequencies, percentages, standard deviations and arithmetical means. In this study, the perceptions of Near East University instructors for readiness level in total quality management were identified. Besides, instructors level of perceptions according extends of: faculty/higher school, personnel organization, title, domain, gender, level of profession and position variations were analyzed and also, student, participation, quality concept, continuous education, management, manager and leadership centered, measurement of quality and organization structure centered were analyzed.
Think contemporary Argentinian politics includes, in an electoral period, the field of audiovisual representations. The linguistic diversity within the European Union is an expression of the multiculturalism and plurality which is the basis of today's Europe. That is why the EU institutions have adopted various regulations aimed at the promotion, preservation and protection of the languages used by EU citizens, especially those of so-called regional or minority groups. Though implementing this protection is delegated to Member States themselves, the EU authorities for their part have also taken decisive steps in order to ensure the continued health of the languages that enrich the idiosyncrasies of both the Member States and of the Union itself. While the protection of minorities at a Community level was not an initial priority at the outset of the EU given the greater importance of economic and political considerations. However, with the entry into force of the Treaty of Maastricht there has been a significant change in this respect; the recognition of minority rights has now become a reality. This recognition is now given due consideration as evidenced by the provisions of both the Charter of Fundamental Rights and the Treaty of Lisbon. Es por ello que desde las instituciones han sido adoptadas distintas normativas tendentes a la promoción, conservación y protección de la lenguas utilizadas por los ciudadanos comunitarios, especialmente de las denominadas regionales o minoritarias, ya que si bien es verdad, que esta protección ha de ser llevada a cabo por los propios Estados miembros, las autoridades comunitarias han dado pasos decisivos en aras a garantizar la no desaparición de las lenguas que enriquecen la idiosincrasia tanto de los Estados como de la propia Unión. La protección en el ámbito comunitario de las minorías no supuso en los indicios de la andadura comunitaria un hecho prioritario, pues en aquellos primeros momentos se incidió en otros aspectos, como el económico o el político que se consideraron más importantes. Sin embargo, con la entrada en vigor del Tratado de Maastricht se produjo un cambio significativo en este aspecto, ya que el reconocimiento de los derechos de las minorías va a convertirse en una realidad. Desde entonces se va a incidir mucho en su protección como queda patente en el tratamiento que de él hace la Carta de los Derechos Fundamentales o el Tratado de Lisboa. En este trabajo vamos ha hacer un recorrido por la evolución que ha sufrido la protección de las minorías lingüísticas en el ámbito comunitario, sin olvidar la labor realizada en el seno de otras instituciones extracomunitarias, como es el caso del Consejo de Europa entre otras, sin cuya labor no se hubieran alcanzado los niveles de protección de las lenguas minoritarias existentes en la actualidad.
Estudiamos cómo la divulgación de prácticas corruptas afecta a las empresas y sus empleados. Construimos medidas novedosas a nivel de empresa de participación en prácticas corruptas utilizando auditorías aleatorias y suspensiones de adquisiciones públicas en Brasil. En promedio, las empresas expuestas crecen después de las auditorías. Sin embargo, este resultado enmascara una gran heterogeneidad dependiendo del grado de participación de la empresa en el esquema de corrupción. Utilizando datos a nivel de contrato, préstamo y trabajador, mostramos que las empresas altamente corruptas sufren después de las iniciativas anticorrupción, mientras que otras empresas expuestas crecen al cambiar su estrategia de inversión cuando dejan de hacer negocios con el gobierno. ; We study how the disclosure of corrupt practices affects firms and their employees. We construct novel firm-level measures of involvement in corrupt practices using randomized audits and public procurement suspensions in Brazil. On average, exposed firms grow larger after the audits. However, this result masks large heterogeneity depending on the degree of firm involvement in the corruption scheme. Using contract-, loan-, and worker- level data, we show that highly corrupt firms suffer after anti-corruption initiatives, while other exposed firms grow by changing their investment strategy when shifting away from doing business with the government.
Introduction: The government intends to position Colombia as a health and welfare tourism destination. To achieve this goal, it is necessary to increase the levels of English proficiency in health professionals, which is in line with the goal set by the Colombian Ministry of National Education for 2014: 20% of medical graduates should score at intermediate or advanced English proficiency levels.Objectives: To determine if the bilingualism goal set for 2014 was achieved by students of undergraduate medical programs in Colombia.Materials and methods: Descriptive and statistical approach (parametric and nonparametric tests) based on data from the Saber Pro test (2011-2015) for medical programs offered in universities of academic nature.Results: The overall percentage of students who met the goal countrywide (28.6%) was satisfactory; however, only 16 medical programs out of 43 (37.2%) achieved the goal.Conclusions: In general, the English proficiency level of potential medical graduates is aligned with the government's goal. However, there is much to be improved considering that about 70% of future medical graduates do not have an intermediate or advanced level in this skill. ; Introducción. El gobierno propuso posicionar a Colombia como un destino turístico de salud y bienestar, siendo uno de los objetivos aumentar los niveles de competencia del inglés en los profesionales de la salud. Esto se relaciona con la meta, para 2014, del Ministerio de Educación Nacional (MEN) de que 20% de los graduados deberían clasificar en nivel intermedio o superior en inglés.Objetivos. Analizar el cumplimiento de la meta establecida por el MEN para los graduandos de los programas de medicina.Materiales y métodos. Aproximación descriptiva y estadística (pruebas de proporciones paramétricas y no paramétricas) que empleó datos de la prueba Saber Pro (2011-2015) para los programas de medicina de las instituciones de educación superior de carácter académico universitario.Resultados. El porcentaje global de estudiantes que cumplió la meta (28.6%) fue satisfactorio; sin embargo, solo 18 de 43 (37.2%) programas de medicina la cumplieron.Conclusiones. El nivel de inglés de los potenciales graduados de los programas de medicina está alineado con la meta del gobierno. No obstante, hay mucho por mejorar si se tiene en cuenta que cerca del 70% de los futuros graduados de los programas de medicina no alcanza un nivel intermedio o superior en esta competencia.
The paper discusses the problems of interaction between the government and business community, the difficulties of development of social activity and responsibility of small and medium-sized businesses in Russia. Small and medium-sized businesses are today the basis of political, economic and social stability of Russian society. The development of entrepreneurship is a guarantee of permanent tax revenues to budgets of all levels, creation of additional jobs, and saturation of the market with goods and services, and formation of civil society institutions. The focus of our research is the formation and development of mechanisms for the social responsibility of entrepreneurs, a constructive dialogue between the government and business community that directly affects the performance indicators of enterprises, their production and innovation activity. The example of the republican branch of the Chamber of Commerce and Industry (non-profit association of Russian entrepreneurs) shows the mechanisms of interaction between state bodies and non-profit organizations. The empirical basis was the results of sociological research which is systematically conducted since 2007 with the aim of analyzing the practice of Russian business participation in social programs by the Association of Russian Managers, the Association of Independent Directors and the independent Institute for Social Policy with the support of the Ford Foundation. The results of sociological studies conducted by the Committee of the Republic of Tatarstan on socio-economic monitoring in 2013 with the purpose to reach an objective assessment of small enterprise activities in Tatarstan were also used. The study was conducted using a questionnaire survey of small business representatives on their financial, economic and social development. A qualitative strategy was carried out by the authors of the paper using the method of formalized interviews. They interviewed 16 people - representatives of small and medium-sized businesses of the Republic of Tatarstan (the cities of Kazan, Nizhnekamsk, Zelenodolsk).
El objetivo de la investigación fue analizar la relación entre los niveles de recaudación tributaria y la inversión pública a nivel departamental en el Perú durante el periodo 2008 – 2017. Se realizó un análisis cuantitativo de tipo correlacional y explicativo; en primer lugar, se desarrolló un estudio descriptivo y, posteriormente, se estimó una serie de modelos de datos de panel considerando los distintos tipos de impuestos recaudados por el gobierno central. Con base a los resultados encontrados se demostró que, existe una relación causal directa entre los niveles de recaudación tributaria y la inversión pública a nivel departamental, siendo más significativos el impuesto general a las ventas y el impuesto a la renta. Además, se encontró que existe una gran heterogeneidad y concentración de las capacidades e ingresos tributarios entre los departamentos del país. ; The objective of the research was to analyze the relationship between the levels of tax collection and public investment at the departmental level in Peru during the period 2008 - 2017. A correlational and explanatory quantitative analysis was performed. First, a descriptive study was carried out and, subsequently, a series of panel data models were estimated considering the different types of taxes collected by the central government. Based on the results found, it was shown that there is a direct causal relationship between the levels of tax collection and public investment at the departmental level, with the general sales tax and the income tax being more significant. In addition, it was found that there is great heterogeneity and concentration of tax capacities and income among the country's departments.

As recently stated by Eath System Dynamics scientific magazine (2018), the world is nearing a Point of No Return on climate change (which is expected to be reached by 2035). During last decades the world leaders' reaction to climate change hasn't been fast enough and the information about the situation towards the matter lacks on divulgation amongst the publics. These circumstances have reduced the scope of action and available time to take measures in order to stop climate change. However, different world organizations and institutions have started developing actions in order to prevent the planet's environmental sustainability. That is the case of the European Commission, which is determined to change Europe's economic and energetic model and transition towards an environmental sustainable one. This institution has developed different tools in order to prevent climate change. This paper is based on one of those tools: Level(s). Level(s) aim is to help promote sustainable building. In order to assure Level(s) success it is necessary to spread the news about its existence, use's benefits and advantages. In order to do so, this paper aims to develop a structured communication plan based on three core concepts: Public Relations, Environmental Communication and Institutional Communication. La lenta reacción de los líderes mundiales a la crisis climática que vivimos y la pobre divulgación que se ha hecho sobre la misma hasta hace apenas 5 años, ha reducido el margen de actuación y aumentado la urgencia para tomar medidas. Algunas de estas se están llevando desde la Unión Europea, órgano que propone realizar una transición hacia un modelo económico y de vida sostenible para el medioambiente. La comunicación ha demostrado anteriormente su efectividad para promover cambios de comportamiento y generar progreso. Por eso, para llevar a cabo esta transición la comunicación se considera una herramienta de gran utilidad. Como parte de los planes hacia la sostenibilidad medioambiental, la Comisión Europea ha creado la herramienta Level(s). Su objetivo es facilitar la adopción de métodos de construcción sostenibles que respeten el medioambiente. Para lograr su éxito es necesario informar sobre su existencia, beneficios y prestaciones a sus públicos. En el presente trabajo se propone la creación de un plan de comunicación estructurado, fundamentado en los conceptos de Relaciones Públicas, Comunicación Institucional y Comunicación Medioambiental. Algunes d'aquestes, s'estan portant des de la Unió Europea, òrgan que proposa realitzar una transició cap a un model econòmic i de vida sostenible per al medi ambient. La comunicació ha demostrat anteriorment la seva efectivitat per promoure canvis de comportament i generar progrés. Per això, per dur a terme aquesta transició la comunicació es considera una eina de gran utilitat. Com a part dels plans cap a la sostenibilitat mediambiental, la Comissió Europea ha creat l'eina Level (s). El seu objectiu és facilitar l'adopció de mètodes de construcció sostenibles que respectin el medi ambient. Per aconseguir el seu èxit és necessari informar sobre la seva existència, beneficis i prestacions als seus públics. En el present treball es proposa la creació d'un pla de comunicació estructurat, fonamentat en els conceptes de relacions públiques, comunicació institucional i comunicació mediambiental. A causa de la gran extensió de l'eina, aquest treball delimitarà els seus límits a la divulgació entre l'àrea d'arquitectura i disseny de Madrid i Barcelona.
