Regional differences are one of the most important forms of expression of uneven economic development. The unevenness of the level of development in the regions in the Republic of Serbia is one of the most complex development problems. The current economic policy has caused that the gap between rich and poor regions is increasing in Serbia. Different demographic development of the regions is consequences of differences of economic development. In this paper, the authors analyze the quantitative and qualitative population's characteristics. Attention is given to the implementation of VIKOR methods in order to rank the regions of Serbia according to the level of demographic development. Ranking regions by multiple criteria simultaneously, contributes to the determination of the real situation in terms of regional differences. The authors demonstrate that the multi-criteria analysis could be applied to determine the demographic disparities between the levels of development of the regions. The criteria and their importance could be changed depending on the consideration of demographic, economic and social development. Also, other methods of multi-criteria analysis in the evaluation of the demographic development of the region or state is applied.
In the essence, the problem of eco-economic (economic and environmental) development is reduced to the problem of choosing concrete protection mechanisms and measurement heights achieved economic, and environmental, social and institutional (sustainable) development. This opens up the question of measuring the economic problems, but also each other prosperity of society, because they set goals, benchmarks and parameters to be taken into account are different, depending on what needs to be done measuring the degree of development. This mechanism of measuring economic development, set 30-s of the 20 th century, more and more often is criticized modern economists such as Joseph Stiglitz, who report that in the modern global business development of the country should be measured by a broader set of indicators. For these reasons, the European Commission in cooperation with the European Parliament, the OECD, the Club of Rome and the World Wide Fund (WWF), in 2007. organized International Conference - Beyond GDP Conference. In this sense, in addition to GDP, significant measures have been introduced for economic development and other indicators of well-known as an Enlarged GDP. The aim of this paper is to present the fundamental differences between GDP and GDP Enlarged indicators in calculation methodology that takes into consideration and certain other elements apart from consumption, investment and export levels. .
The issue of the competitive position is not only a question of growth and development, but above all, survival. On the long run, it determines the position of any country any economic entity and essentially chooses its further fate. Measured by various parameters, but special attention is drawn to the measurement of competitiveness based on the quality of the education system, the quality of staff which a country has and the state's role in creating economic policy based on competitiveness as measured by these parameters. Recognizing the growing importance of competitiveness, an analysis of competitiveness at the global level on the basis of various pillars is being introduced, and this measurement is called Global Competitivness Index. This is often the primary tool whereby states create their economic policy and identify areas that are ripe for change and improvement. What kind of economic policy a country will implemet depends on the degree of a country's competitiveness in the global market, with particular emphasis on those pillars that brought it to such a position. With strengthening of innovation, advances in information technology and the increasingly fast development at all levels of business, the education system represents an important segment which ensures competitive position of certain countries. Bosnia and Herzegovina, as a country ranked low on the competitive scale, owes its bad position inter alia to bad education system which produces low-quality staff who can not find a proper place in a very selective labour market. ; Pitanje konkurentske pozicije je ne samo pitanje rasta i razvoja, nego prije svega opstanka. To sa sobom, dugoročno posmatrano, pozicionira bilo državu bilo privredni subjekt i bitno opredjeljuje njegovu daljnu sudbinu. Mjeri se preko različitih parametara, ali posebnu pažnju privlači mjerenje konkurentnosti na osnovu kvaliteta sistema obrazovanja, kvaliteta kadrova kojim jedna država raspolaže kao i ulogom države u kreiranju ekonomske politike na osnovu konkurentnosti mjerene prema ovim parametrima. Shvatajući sve veći značaj konkurentnosti u praksu se uvodi analizu konkurentnosti na globalnom nivou preko različitih stubova, i to mjerenje naziva se Globalni indeks konurentnosti. To je često osnovni alat prema kojem države kreiraju svoju ekonomsku politiku i identifikuju područja koja su zrela za promjene i usavršavanje. Kakvu ekonomsku politiku će određena država voditi zavisi od stepena konkurentnosti zemlje na svjetskom tržištu, sa posebnim osvrtom na one stubove koji su je doveli do te pozicije. Sa jačanjem inovativnosti, napretkom u sferi informacionih tehnologija i sve bržim razvojem na svim nivoima poslovanja sistem obrazovanja, predstavlja važan segment na osnovu kojeg se ostvaruje konkurentska pozicija određene države. Bosna i Hercegovina kao zemlja koja je nisko rangirana na konkurentskoj ljestvici, svoju lošu poziciju između ostalog duguje i lošem sistemu obrazovanja, koji proizvodi nekvalitetan kadar koji ne može da nađe adekvatno mjesto na vrlo probirljivom tržištu radne snage.
The main objective of this paper is to determine the level of relevance of the economic development and the level of pollution of thirteen states that joined the European Union (EU) in the last three enlargement rounds (2004, 2007, and 2013), with the length of transitional periods, i.e. the number of regulations that have agreed transitional periods. The initial assumption is that the level of economic development of countries joining the EU and the level of pollution are affecting the length of transitional periods and the number of regulations that are agreed upon transitional periods. Accordingly, the paper points to the level of economic development (measured by GDP) and the level of pollution (emissions measured by CO2/pc and CO2/gdp). All the states are grouped into five regional groups (Mediterranean, Central Europe, the Baltics, South-East Europe and the member states of the former Yugoslavia) . Separate part of the paper analyzes in detail the types of regulations relating to the agreed transitional periods, and the number and length of transitional periods that are contracted by the states of the five groups. For the analysis we used the transitional periods in the field of energy, environment and transport, given their potential importance for CO2 emissions. The final part of the paper analyses perceived relevance between the level of economic development, levels of pollution, the length of transitional periods and the number of regulations that are agreed upon transitional periods.
The author deals with the possibility of the application of the formalized mod in the study of the public administration issue in the federally structured American administration. The theory of American federalism has taught us that the expenses of the implementation of political decisions are inversely proportionate to the administrative level of their application: the expenses are bigger if the implementation is done at lower administrative levels, i.e. state or local instead federal authorities. On the other hand, that theory claims that the decision-making expenses are proportionate to the level of decision-making: the lower the decision-making level, the smaller the expenses. The American experience in the arena of the policy of oil and gas exploitation confirms the model's rationale, and is applicable to other fields: the optimal effect and the minimal expenses have been achieved in the situation in which political regulations are decided upon at the state level, while their implementation lies within the domain of federal government. For decades, the US economy have had a chronic current account deficit, which is a consequence of the high trade balance deficit. The highest value of the current account deficit was recorded in 2006 (798.5 billion USD), when the Chinese share in US trade deficit was 32%. Hence, there is a discussion about sustainability of the US trade deficit, as well as the debate about the most important perpetrator for global trade imbalances. China is accused because of the high saving level and depressed currency policy. On the other side, US used the historic privilege of USD as world reserve currency to build a cult of consumption economy. This paper aims to reconsider these statements and, based on the cause analysis of the disequilibrium, define not only the main levers, but also the instruments which can be used for neutralization of this global imbalance. The analysis for each country covers the period 2000-2013 and includes many variables, e.g. current account deficit, savings, investment, interest rate level, etc. The research showed that China brought the referent down interest rate with the investment of excess liquidity, and that the FED did not use any other instrument as a defence of the interest rate level. The FED prescribed the required reserve level, but it failed to respect the rules. The reserve level was allowed to be reduced and thus enabled money supply expansion and low interest rate level.
The aim of this paper is to establish and clarify the relationship between corruption level and development among European Union countries. Out of the estimated model in this paper one can conclude that the level of corruption can explain capital abundance differences among European Union countries. Also, explanatory power of corruption is higher in explaining economic development than in explaining capital abundance, meaning stronger relationship between corruption level and economic development than between corruption level and capital abundance. There is no doubt that reducing corruption would be beneficial for all countries. Since corruption is a wrongdoing, the rule of law enforcement is of utmost importance. However, root causes of corruption, namely the institutional and social environment: recruiting civil servants on a merit basis, salaries in public sector competitive to the ones in private sector, the role of international institutions in the fight against corruption, and some other corruption characteristics are very important to analyze in order to find effective ways to fight corruption. Further research should go into this direction.
The paper presents an analysis of the importance of some of thedeterminants of youth electoral absenteeism, which are in the focusof the predominant explanatory models of electoral participation –socio-demographic, party identification and cognitive model. Therelevance of numerous socio-demographic characteristics, partyidentification, political cynicism, political interest, and political knowledgeas predictors of youth electoral absenteeism were analyzed. Thisresearch was conducted on a sample of 788 fourth grade secondaryschool students attending 25 secondary schools in Belgrade. Theresults indicated that party identification, political interest, organizationalmembership and mother's level of education were significant predictorsof electoral absenteeism. For young persons without party identificationthe odds of non-voting were 3.6 times higher than the non-voting oddsof their counterparts but with party identification. The odds of electoralabsenteeism increased with the decreasing level of political interestor organizational membership as well as with the increasing level ofmother's level of education. The objective of the present study was to investigate the susceptibility of maize hybrids to the natural mycotoxins contamination: aflatoxin total (AFLA), deoxynivalenol (DON), zearalenon (ZEA) and fumonisins (FB). Hybrids were grown during two production years (2019 and 2020) in two locations. Mycotoxin contamination of maize grains was evaluated in five sweet maize hybrids. Contamination level of investigated hybrids of first cluster was mainly by below average values of ZEA (all equal to zero) and DON. Hybrids PK4 (S) 2020, PK6 (MS) 2020 and PK4 (MS) 2020 had below average values for AFLA, while remaining treatments of this cluster have mostly elevated values of this mycotoxin. Contamination level of investigated hybrids of second cluster mostly had increased values of mycotoxins ZEA and DON and below average values of AFLA. Samples did not contain fumonisins. Mycotoxin contamination were significantly affected by hybrids and years. We have established that DON and ZEA levels were influenced by the environmental conditions. There were no significant effects of location on the level of AFLA in the sweet maize hybrids. The variation in the properties of mycotoxin content (DON) was significantly influenced by hybrids, and there was no significance of hybrids x location interaction. Differences were more expressed for the content of ZEA and AFLA compared to the content of DON. Hybrid PK1 had the lowest content of DON, while it had the highest content of ZEA. Mycotoxin analyses showed that in all tested hybrids, levels of AFLA, DON, ZEA and FBs were below the maximum permissible levels stipulated by the legislation of the European Union and the Republic of Serbia in maize intended for direct human consumption. These results confirmed that the susceptibility of hybrids is one of the important risks, in addition to climatic factors, for the appearance of toxigenic fungi and their mycotoxins. Важан аспект управних реформи представља широко распрострањено коришћење јавних агенција као облика организације управе, у циљу обављања растућег броја послова који захтевају висок ниво специјализованих знања. ; Public administration organisation and the performance of public tasks have significantly altered over the past 30 years through global political, legal and economic change. An important aspect of the administrative reforms is the widespread use of public agencies as a model of administrative organisation to perform an increasing number of specific tasks requiring high levels of expertise. This PhD thesis analyses the agencification of public administration and the specificities of the process in the field of environmental protection at the European level and in Serbia. The main focus of the research is on the legal aspects of the phenomenon, namely the regulatory functions of agencies at the European level: their interaction with other relevant bodies and actors in the regulatory process; their performance of different administrative tasks (including inspections); and their decision-making roles. The thesis examines specific aspects of the agencification process, the transformation of Serbian public administration in the context of European integration, and the influence this transformation has had on environmental governance. The goal of the research is to examine the evolution and current position of environmental agencies in the European Union's and Serbia's legal orders, to analyse the agencies' interaction with complex administrative arrangements developed at the supranational level, and to argue for enhancing their independence and (regulatory) competencies. The further goal is to contribute to legal scholarship on agencification at national and supranational levels, and especially in the field of environmental protection. The thesis consists of the introduction, three parts and the conclusion. The introduction frames and contextualises the research topic, goals and scientific relevance, and it provides a methodological framework. Part one examines the agencification process primarily at the European level but also nationally. The thesis draws attention to EU-level agency position, typology and administrative decision-making, which are highlighted as challenging issues for legal analysis.
The institutional collapse of a once unique state SFR Yugoslavia at the beginning of the 1990s, devastated economy, hyperinflation, corruption and general tendencies contrary to the processes in developed countries, in a nutshell - the entire macroeconomic environment being unstable, - brought about the need for political, economic, social and institutional reforms in the Republic of Serbia. The reform, among other things, and for the study of the factual issues it is exceptionally significant, covered the system of resource distribution and jurisdiction between the central and subcentral levels of government. Numerous changes which then occurred in the last twenty years or so, and which are still going on, have influenced political and territorial polity of our country to become decentralized, as well as the financial and fiscal relations between the levels of the Establishment. In the spirit of reform commitments, Republic of Serbia brought in a new Constitution and adopted copious amounts of laws, whose ultimate intention was promoting the fiscal system that would be in accordance with the latest theoretical findings and examples of good practice. In the structure of territorial organization of Republic of Serbia, autonomous provinces as entities of territorial autonomy, and municipalities, towns and the city of Belgrade have been established, as entities of local self-governance. Otherwise, subcentral authority levels in our country are facing many and various challenges when it comes to creating government revenue which, in its original or transferred form, remains available, used to finance their government expenditure, a constant need for their abundance and suitability, and all in order to constitute financial autonomy, followed by methods of governing the economic development, as well as the volume and content of jurisdiction. Considering the fact that the distribution of resources amongst sub-central levels of government is preceded by the distribution of responsibilities, associated is the dilemma of which functions are realized more efficiently on a central and which on a subcentral level of government, and further, to what extent these lower levels are to be subservient to the central state, that is, in what sense independent. In that matter, it is essential to establish the extent of the realized fiscal decentralization, since depending on that degree, fiscal power is delegated to subcentral levels, the performance of public services is more efficient and is in accordance with priorities and preferences of citizens, which is also a precondition of successful functioning of all the segments of the public sector and widespread democratization of a society.
Democratic consolidation of post-authoritarian and post-totalitarian societies is looked into at the levels of (1) basic political institutions; (2) chief proponents of representative democracy (political parties and interest associations); (3) behaviour of powerful informal political actors (army, church, entrepreneurs, etc); and (4) civic culture. Democracy is stable only after it has been consolidated on all four levels. This "maximalist concept" of democratic consolidation excludes the explanation of a breakdown of democratic systems by voluntaristic and non-conceptualized descriptions of "deconsolidation". Local self-government units are key cells of every country's development, pervading deeply needs and interests of local community members, the citizens of a state, who are considered to be the key factor in survival and development of a community. No successful democratic society can be achieved without a good and effi cient local self-government. For that reason, a special attention needs to be brought to the issue of local self-government units. In Bosnia and Herzegovina, there is a fragmented system of local self-governmentmunits at entity level, with a very low degree of mutual cooperation, which greatly complicates and hinders the functioning of local self-government units at the state level. There is no unity in regulation and compliance of local self-government units functioning, at the state level, with the European Charter of Local Self-Government, or the documents of the Council of Europe, which is at odds with the aspirations of our country in the process of Euro-Atlantic integration with the rest of Europe.
The Independent State of Croatia had a series of weaknesses. Territorially it was an incomplete state, and its satellite position dictated its conduct on the economic level (man-power, raw materials, production). Many economic experts were engaged in organizing the economy. They created a system of "modernized economic life", which might have functioned in a country with no war and no political mistakes. Destruction of traffic arteries and raw materials along with poverty of labour force ruined the economy of the country, to which the unfortunate political situation in the Balkans, but on the international level as well, had also contributed.
