Nowadays the term "liberalism" is more and more used in political debates together with pejorative adjectives like "rotten", "passed" and others. Instead of "liberal democracy" we hear about "sovereign democracy", "independent democracy" and of course "national democracy". Looking for the roots of such development, the author sees one of them in the identification of liberal ideas with the liberal economy. Although the deepened studies show, that even the most prominent liberals never were so orthodox like the libertarians, among them especially Hans-Hermann Hoppe, for whom no liberty is possible without absolute freedom of property, commerce and production. The idea is false, taking into account the liberals like John Maynard Keynes, even John Stuart Mill or Leonard Trelawney Hobhouse. The second misunderstanding is in the notion of democracy. Nowadays the most popular idea is that democracy means simply the political majority. That is the point in which the liberals were always very cautious, beginning with Benjamin Constant, Alexis de Tocqueville and John Stuart Mill. The liberals accepted democracy, but – according to the famous words of Mill – defined as the rule of majority, but with respect of minorities. It is clear, that this role of liberalism is nowadays in retreat. Democracy is often meant and understood as the sovereignty of the people, according to the words of Jean-Jacques Rousseau "unlimited, unalienable and indivisible", and means freedom of nation and not freedom of individual. The historical experience shows that such "unlimited will of the people" was used as a veil for the most horrific political systems. But on the other hand, it is clear that under authoritarian regimes, liberalism, especially political liberalism, becomes the point of gathering of the opposition, as the examples of II French Empire, of fascist Italy, German III Reich, and communist regime confirm. ; Punktem wyjścia w niniejszym opracowaniu jest stwierdzenie faktu, że termin "liberalizm" nabiera pejoratywnego charakteru; w wypowiedziach polityków i publicystów pojawiają się określenia typu "zgniły" "upadły" czy "skompromitowany" liberalizm. Przyczyną tego zjawiska jest utożsamienie terminu "liberalizm" z nieograniczoną gospodarką wolnorynkową albo z absolutną, niemal anarchistyczną wolnością jednostki. To zjawisko nasiliło się szczególnie za sprawą szkoły chicagowskiej i libertarianizmu, czego najbardziej wymownym przykładem jest książka Demokracja – bóg, który zawiódł. Druga przyczyna to niewątpliwie stosunek klasycznych liberałów do demokracji. Liberałowie walczyli wprawdzie o powszechne prawa wyborcze (także dla kobiet), ale ich naczelnym zadaniem i ideałem było postawienie granic temu, co Jan Jakub Rousseau określił jako "nieograniczoną, suwerenną i niepozbywalną władzą ludu (narodu)". Stąd określenie "demokracja liberalna" zawierało konkretną treść, taką jak prawa jednostki, rządy prawa, podział władzy. Jesteśmy aktualnie świadkami wzrostu popularności ideału Rousseau, mówi się przecież o "suwerennej demokracji", woli narodu. To każe jednak pamiętać, że właśnie rządy autorytarne i totalitarne posługiwały się taką retoryką, mówiąc o demokracji jako o wyrazie woli narodu i nie przewidując żadnych dla tej woli ograniczeń. Czy to oznacza kres idei liberalnych? Historia poucza nas, że liberalizm stawał się ważną ideologią zawsze w momentach kryzysowych, jak np. w II Cesarstwie Francuskim, jak również po upadku III Rzeszy, dyktatury Francisco Franco i komunizmu. Można sądzić, że nie tyle liberalizm jako teoria ekonomiczna, ile liberalizm jako ograniczenie władzy absolutnej – nawet jeśli władza ta pochodzi z demokratycznych wyborów – będzie nadal spełniać tę funkcję.

Główna hipoteza artykułu pt. 'Specjaliści' od UE. O myśleniu potocznym jako granicy poznania wspólnoty europejskiej a sprawa polska brzmi: rozumienie Unii Europejskiej jest kształtowane i wyznaczane przez zdrowy rozsądek (myślenie potoczne). Autor artykułu pokazuje, że kruchość UE jest zakorzeniona w doświadczeniu pornografii demokracji, w której zasady i prawa fundamentalne dla społeczeństwa demokratycznego są wykorzystywane przeciwko obywatelom (por. perspektywa polska czy węgierska). Dlatego zdrowy rozsądek jest traktowany jako granica myśli politycznej. Każdego można w tym kontekście potraktować jako specjalistę od ekonomii, ekologii, spraw międzynarodowych, historii itp. Zdrowy rozsądek urealnia emocje a nie fakty, dlatego można zaobserwować wiele przykładów dyskursów wykluczenia. Jest też inny ważny kontekst: status liberalizmu. Autor artykułu jest przekonany, że myśląc o liberalizmie powinniśmy mieć na uwadze "zwrot biologiczny". ; The main hypothesis of the article titled "Specialists" about European Union. Common sense as the limit of cognition of European community in the context of Polish policy is: understanding of European Union is shaped and determined by common sense (colloquial thinking). The author of the paper shows that the fragility of UE is rooted in the experience of the pornography of democracy where the rules and law fundamental for democratic society are used against citizens (compare with Polish or Hungarian perspective). That is why common sense is treated as the limit of political thought. Everybody in this context can be treated as the specialist of economy, ecology, international affairs, history, etc. Common sense makes emotions much more real than the facts that is why we can observe a lot of examples of the discourses of exclusion. There is also another important context: the status of liberalism. The author of the paper is convinced that in thinking about liberalism we should concern "biological turn".

Niniejszy artykuł dotyczy rozdźwięku pomiędzy liberalną retoryką a społeczno- polityczną rzeczywistością współczesnych stosunków międzynarodowych. Autor twierdzi, że jakkolwiek liberalizm nadal zapewnia wiodącą perspektywę eksplanacyjną współczesne stosunki międzynarodowe są zbyt dynamiczne i skomplikowane aby można było zanalizować je wyłącznie w ramach liberalizmu, który zresztą popada w dogmatyzm. Z tego powodu, adekwatna analiza współczesnej demokracji oraz politycznych i gospodarczych aspektów współczesnych stosunków międzynarodowych jest niepełna, jeśli nie uwzględnia pewnych wniosków ze sfery realizmu, konstruktywizmu, a nawet postmodernizmu. Przykład transformacji demokratycznej w Europie Środkowo-Wschodniej doskonale obrazuje tę tezę. Liberalne reformy w regionie wciąż zderzają się z rygorystycznymi poglądami wywodzącymi się z socjalistycznej przeszłości. Liberalne wartości sąpoza tym zniekształcane i błędnie pojmowane. Wyjaśnianie tych procesów wykracza daleko poza liberalizm i analiza nawet samego wschodniego poszerzenia Unii Europejskiej byłaby bardziej wyczerpująca gdyby uwzględniła pewne odniesienia do realizmu, krytyki teoretycznej czy postmodernizmu. ; This paper refers to the gap between the liberal rhetoric and the reality of contemporary international relations. It maintains that liberalism remains a leading explanatory perspective, yet contemporary international affairs are too dynamic and too complicated to analyse them within liberal perspectives alone. In addition, liberalism tends to fall into dogmatism. Thus, the adequate analysis of today's democracy, as well as the political and economic aspects of contemporary international relations becomes incomplete without a reference to some realist, constructivist and even postmodernist conclusions. The example of the East-Central European democratic transformation clearly illustrates this thesis. The liberal reforms in the region still clash with the illiberal attitudes inherited from the communist past. Additionally, liberal values are misconceived and misunderstood. The explanation of those processes reaches far beyond liberal confines, and even the analysis of the Eastern enlargement of the European Union would be more complete with some realist, critical theoretical or postmodernist remarks added to it.

His Theologico-Political Treatise (henceforward, "TPT", followed by chapter number), which contains among other things a principled defense of free speech, was published anonymously in 1677, twelve years before John Locke's charter of liberalism, Two Treatises on Government (1689), but it has been unduly, although understandably, neglected. It is also true that Thomas Hobbes and René Descartes had a huge infl uence on Spinoza, but neither of them can be called a liberalist, let alone a defender of free speech. Kryzysy energetyczne, a w szczególności kryzysy gazowe spowodowane konfliktem rosyjsko- ukraińskim wywarły istotny wpływ na politykę bezpieczeństwa energetycznego UE. Celem niniejszego artykułu jest analiza wpływu rosyjsko-ukraińskich kryzysów gazowych na rozwój polityki energetycznej UE, a w szczególności otoczenia regulacyjnego. Poczucie zagrożenia przyczynia się do zwiększenia solidarności wśród państw unijnych oraz zwiększa zdolności budowy koalicji politycznych. Wraz ze wzrostem agresywnej polityki energetycznej Federacji Rosyjskiej, która oparta jest o założenia szkoły realizmu, instytucje unijne wykorzystują instrumentarium oparte o założenia szkoły liberalizmu. W artykule została zastosowana metoda krytycznej analizy politologicznej oraz metoda analizy czynnikowej. Autor wykorzystał założenia teorii realizmu oraz liberalizmu. Wnioski przedstawione w artykule oparte są o technikę prognozowania. ; Energy crises, in particular the gas crises caused by the Russian Ukrainian conflict, have had a significant impact on EU energy security. The aim of this paper is to analyse the impact of the Russian- Ukrainian gas crisis on the development of EU energy policy, in particular its regulatory environment. Insecurity contributes to increased solidarity among EU states, resulting in their greater willingness to create political coalitions. With the growth of the aggressive energy policy of the Russian Federation, which is based on the school of realism, EU institutions respond with instruments taken from the school of liberalism. The paper is a critical analysis in terms of political science and factor analysis. The author uses the assumptions of both the theory of realism and that of liberalism. The conclusions presented in the article are based on a forecasting technique.

Celem artykułu jest ukazanie idei demokracji jako podstawowego warunku urzeczywistnienia decentralizacji i samorządu terytorialnego, a także zagrożeń, które towarzyszą procesom demokratyzacji i uświadamiają potrzebę ich ochrony.Demokracja pojmowana zarazem jako wartość i zasada współtworzy wraz z zasadą wolności i zasadą państwa prawnego jeden z podstawowych standardów aksjologicznych i ustrojowych we współczesnej Europie. Próby określenia demokracji podejmowane w nauce poszczególnych państw ukazują różne postacie, w jakich się ona przejawia; w następstwie mnożą się definicje zasady demokracji i samego państwa demokratycznego. Różnorodność ujęć nie osłabia siły oddziaływania idei demokracji, a zwłaszcza jej siły inspiracji. W państwie prawnym demokracja chroni wszystkie prawa i wolności jednostki wiązane z liberalizmem politycznym. Poczynając od Deklaracji Praw Człowieka i Obywatela z 1789 r. kształtowało się w Europie pojęcie decentralizacji; umacniało się przekonanie, że demokracja jest jej warunkiem, a samorząd ‒ formą instytucjonalną udziału obywateli w rządzeniu, służącą budowaniu demokracji od dołu. Znalazło ono wyraz w pojęciu demokracji lokalnej najczęściej w połączeniu z procesem przemian ustrojowych: jako pozytywny efekt tych przemian lub jako cel (wartość), o którą należy zabiegać w projektowanych reformach. W artykule zostały zarazem wskazane immanentne słabości procedur demokratycznych, które mogą być wykorzystywane w sposób koniunkturalny i w celach odległych od idei demokracji. Demokracji lokalnej zagrażają m.in.: indyferentyzm polityczny wyborców, tyrania większości, populizm, upartyjnienie samorządu terytorialnego. ; The article aims to show the idea of democracy as a basic condition for implementing decentralisation and self-government. At the same time it identifies certain threats that accompany those processes and the need for their protection.Democracy, understood both as a value and a principle, constitutes, together with the principles of freedom and the state of law, one of the basic axiological and system standards in modern Europe. Attempts at defining democracy made within the scientific domain of particular states manifest themselves in various ways; as a result, there are numerous definitions of the principle of democracy and of a democratic state itself. However, the variety of perspectives does not reduce the influence of the idea of democracy and, especially, its inspirational effect. In the state of law, democracy protects all the rights and freedoms of an individual connected with political liberalism. Since 1789 and the Declaration of the Rights of Man and of the Citizen, the notion of decentralisation has been developing in Europe. This has taken place together with consolidation of the belief that democracy is a condition of decentralisation and self-government is an institutional form of participation by citizens in governance, serving the bottom-up development of democracy. This has been reflected in the concept of local democracy, most often, in connection with the process of systemic change: as a positive effect of these transformations or as an objective (value) which should be pursued in future reforms. The article also indicates immanent weaknesses of democratic procedures that can be used opportunistically and for purposes far removed from the idea of democracy. Local democracy is threatened by the political indifference of voters, the tyranny of the majority, populism and a ruling party's control over self-government.

The main object of the presented article is to prove that, according to Robert von Mohl's views on the idea of civil rights, he should be classified as the exponent of moderate early German liberalism. The first section of the study drafts a background for its next two parts. It presents the socio-political circumstances of the German states from the beginning of the 19th century to the developments of the Springtime of the Peoples. The analysis of the German scholar views on the citizenship's idea in the context of the Rechtsstaat and basic rights notion is undertaken in the second part of the article. In the third part, it is proved, that von Mohl was a thinker who chose the path of the "golden mean". Regarding the citizen's position in state, on the one hand, he proposed a substantial catalogue of civil rights. On the other hand, he didn't support the idea of universal political rights. ; Główny cel niniejszego artykułu polega na dowiedzeniu tezy stanowiącej, że rozumienie idei praw obywatelskich w poglądach Roberta von Mohla klasyfikuje go jako przedstawiciela umiarkowanego niemieckiego wczesnego liberalizmu. Pierwsza część opracowania obejmuje omówienie uwarunkowań społeczno-politycznych ziem niemieckich od początków XIX w. do wydarzeń Wiosny Ludów. Stanowi ona tło dla następnych dwóch części. Skupiono się w nich na analizie poglądów niemieckiego uczonego na pojęcie obywatela w kontekście idei Rechtsstaat oraz na prawa zasadnicze (w których zawierały się prawa obywatelskie i polityczne). W artykule dowiedziono, że von Mohl był myślicielem wybierającym drogę "złotego środka" w odniesieniu do pozycji obywateli w państwie. Z jednej strony, zgodnie z dominującym w ówczesnym niemieckim liberalizmie poglądem, przewidywał on szeroki katalog praw obywatelskich w państwie, z drugiej zaś obca mu była idea powszechnych praw politycznych, ich wykonywanie ograniczone było bowiem u von Mohla cenzusem.

The purpose of this article is to show the differences between the recognition of a neo-liberal and a neo-realist view in relation to the issue of energy security, but also to analyze, in a manner appropriate for designated schools of thought, contemporary phenomena and processes that affect relations between actors shaping the energy policy at the international level. To achieve this, the Author used two case studies. The first is dedicated to the Chinese energy strategy for the "Greater Middle East" (neo-realism), the second relates to issue of institutionalization of the EU energy policy (neo-liberalism). ; Celem niniejszego artykułu jest ukazanie rozbierzności między ujęciem neorealistycznym a neoliberalnym w odniesieniu do problematyki bezpieczeństwa energetycznego, ale także zanalizowanie, w sposób właściwy wskazanym szkołom myślenia, współczesnych zjawisk i procesów wpływających na relacje między podmiotami kształtującymi politykę energetyczną na poziomie międzynarodowym. Służą temu dwa studia przypadku, z których pierwszy został poświęcony chińskiej strategii energetycznej na "Większym Bliskim Wschodzie" (neorealizm), drugi zaś – problemowi instytucjonalizacji polityki energetycznej Unii Europejskiej (neoliberalizm).

The article analyzes paradoxes concerning the notion of freedom in Thomas G. Masaryk's political philosophy. The Czech president and statesman has become a symbol not only for his countrymen but also personified the democratic ideal for citizens of many countries of Central and Eastern Europe, the United States and Western Europe. However, his "democratism" had very special marks, making it easy to misinterpret the ideas he proclaimed. Masaryk expressed his conviction about the duty of strict linking of free choice with a reasonably recognized good, which transferred the center of gravity in defining the democratic system from liberalism to ethics. ; W artykule przeprowadzono analizę paradoksów dotyczących pojęcia wolności, występujących w filozofii politycznej Tomasza G. Masaryka. Czeski prezydent i mąż stanu stał się symbolem nie tylko dla swoich rodaków, ale też uosabiał demokratyczny ideał dla obywateli wielu krajów Europy Środkowo-Wschodniej, Stanów Zjednoczonych i Europy Zachodniej. Jednakże jego "demokratyzm" nosił bardzo szczególne znamiona, przez co łatwo o błędy w interpretacji głoszonych przez niego idei. Masaryk wyrażał przekonanie o powinności ścisłego powiązania wolnego wyboru z rozumowo rozpoznanym dobrem, co przenosiło środek ciężkości w definiowaniu systemu demokratycznego z liberalizmu na etykę.

Publications in western specialized journals which describe the Russian Federation's international behavior have always followed a certain paradigm of international relations. The article is an analysis of opinions and beliefs held by commentators and analysts writing for "Foreign Affairs", based on their publications about the annexation of Crimea by the Russian Federation on march 2014. They have been scrutinized using three predominant theories of international relations: realism, liberalism and constructivism. The research proved that western commentators and analysts writing about the annexation of Crimea usually present a single paradigm of international relations. Moreover, they believe it to be the only effective tool in explaining countries' foreign policy, thereby depreciating the value and usefulness of other paradigms. ; Publikacje w zachodniej prasie specjalistycznej dotyczące zachowań międzynarodowych Federacji Rosyjskiej od zawsze wpisują się w jakiś konkretny paradygmat stosunków międzynarodowych. Artykuł jest analizą opinii i poglądów prezentowanych przez komentatorów i analityków publikujących na łamach "Foreign Affairs", przeprowadzoną na podstawie ich publikacji dotyczących aneksji Krymu przez Federację Rosyjską w marcu 2014 r. Przeanalizowano je przez pryzmat trzech teorii stosunków międzynarodowych głównego nurtu, tj. realizmu, liberalizmu i konstruktywizmu. W wyniku badań uzyskano potwierdzenie opinii, iż zachodni komentatorzy i analitycy zazwyczaj wyraźnie prezentują wybrany paradygmat stosunków międzynarodowych, pisząc o aneksji Krymu. Ponadto uznają, iż jest on jedynym skutecznym narzędziem wyjaśniania polityki zagranicznej państw, a tym samym deprecjonują znaczenie i przydatność pozostałych paradygmatów.

The common good is a category from the area of political philosophy, underestimated by liberalism, and very important for the republican tradition. This category is problematic because there are difficulties with defining it and setting the scope. The author puts forward the thesis that the common good – regardless of the controversy that arouses in political philosophy –is a category important for pedagogical reflection, and at the same time is an absent category. The rationale behind this thesis focuses on two issues: 1) the aims of education are neoliberally oriented and the category of the common good is almost absent in them, which is very undesirable in the context of shaping the citizens of a democratic community; 2) processes taking place inside the education are also not conducive to thinking in terms of the common good, mainly due to the advantage of rivalry over cooperation and faulty interpersonal communication. ; Dobro wspólne jest kategorią z obszaru filozofii politycznej, niedocenianą przez liberalizm, bardzo ważną zaś dla tradycji republikańskiej. Ta kategoria jest problematyczna, ponieważ są trudności z jej zdefiniowaniem i ustaleniem zakresu. Autor stawia tezę, że dobro wspólne – niezależnie od kontrowersji, jakie wzbudza w filozofii politycznej – jest kategorią ważną dla refleksji pedagogicznej, a jednocześnie kategorią nieobecną. Uzasadnienia tej tezy skupiają się na dwu zagadnieniach: 1) cele edukacji są zorientowane neoliberalnie i kategoria dobra wspólnego jest w nich prawie nieobecna, co jest bardzo niepożądane w kontekście kształtowania obywateli demokratycznej wspólnoty; 2) procesy zachodzące we wnętrzu edukacji również nie sprzyjają myśleniu w kategoriach dobra wspólnego, głównie z powodu przewagi rywalizacji nad kooperacją oraz wadliwej komunikacji międzyludzkiej.

The aim of this work is to present the role of Poland in the system of international relations governed by the principles of (neo) liberalism, mainly in the context of crisis phenomena taking place in the West. The hypothesis of this article is as follows: the downturn in Western liberal structures may lead to the modification of the functions and legal and economic system of the Polish state, undermining the principles and rules of liberal democracy applicable there. The turbulence to which the liberal structures of the West are subject may be problematic for those states that have identified their longterm interests with the phenomena of globalization/liberalization and do not have their own strategies of action and more autonomous tools to achieve national goals. Should the western zone weaken, there may be a possibility not only of a geopolitical transformation but also of significant political and economic transformations in countries like Poland. The state may fall into the zone of influence of the new center in a geographical or functional sense, which will impose a different civilization model, based on alternative economic principles and institutional solutions, violating the rights of individuals, minorities, and private businesses. The compulsion to adapt to the new rules that will emerge as a consequence of lowering the role of liberal institutions, the foundations of which are not yet known, may lead to a reduction in the level of protection of citizens and capital in the region. The work includes comments on the functioning of the (neo) liberal system of international relations, the socio-political transformation of Central and Eastern European countries, and Polish internal/foreign policy in the face of the crisis in the Western zone. ; W artykule podjęto próbę przedstawienia roli Polski w systemie stosunków międzynarodowych regulowanym zasadami (neo)liberalizmu, głównie w kontekście zjawisk kryzysowych rozgrywających się na Zachodzie. Celem artykułu jest ukazanie przyczyn zainicjowania i rozwoju transatlantyckich stosunków bezpieczeństwa w latach 1945–1948. Szczególny nacisk jest położony na ukazanie związku pomiędzy wstępnymi działaniami państw Europy Zachodniej na rzecz osiągnięcia jedności europejskiej a redefinicją polityki zagranicznej Stanów Zjednoczonych tuż po zakończeniu drugiej wojny światowej. Aktywność państw Europy Zachodniej oraz Stanów Zjednoczonych podyktowana była zagrożeniem ze strony Związku Radzieckiego, co skutkowało wybuchem zimnej wojny. Główni gracze w Europie Zachodniej, tj. Wielka Brytania i Francja, dążyły do zapewnienia bezpieczeństwa, początkowo biorąc pod uwagę ewentualny powrót Niemiec do agresywnej polityki, ale szybko zaczęto przede wszystkim brać pod uwagę możliwość ekspansji komunizmu. W artykule poddane są analizie dwie istotne inicjatywy europejskie, tj. Traktat z Dunkierki (1947 r.) oraz ustanowienie Unii Zachodniej na mocy Traktatu Brukselskiego (1948 r.). Powstanie Unii Zachodniej jako europejskiego sojuszu wojskowego wpłynęło na decyzję Stanów Zjednoczonych o powołaniu w 1949 r. Sojuszu Atlantyckiego. Powstanie NATO było zwieńczeniem redefinicji polityki USA wobec Europy po 1945 r. Amerykanie odeszli od tradycyjnej polityki izolacjonizmu na rzecz zaangażowania w sprawy europejskie w celu wspomożenia w odbudowie gospodarczej państw Europy Zachodniej, aby mogły się one stabilizować gospodarczo i politycznie (plan Marshalla) i nie wpadły w strefę wpływów Związku Radzieckiego (doktryna powstrzymywania). W artykule występują odwołania do wiodących teorii stosunków międzynarodowych, tj. realizmu i liberalizmu. ; The aim of the article is to show reasons to initiate and to develop transatlantic security relations from 1945 till 1948. A particular emphasis is put on showing the relationship betweenthe initial activities of Western European countries to achieve European unity and the redefinition of US foreign policy after the Second World War. Activities of Western European countriesand the United States were dictated by the threat from the Soviet Union, which resulted in the outbreak of the Cold War. Key players in Western Europe, like Great Britain and France, sought to ensure their security, initially considering a possible return of Germany to an aggressive policy, but quickly began primarily to take into account the possibility of the expansion of communism. Two important European initiatives, i.e. the Treaty of Dunkirk (1947) and the establishment of the Western Union by the Treaty of Brussels (1948) are analyzed in the article. The establishment of the Western Union as a European military alliance influenced the US decision to create the Atlantic Alliance in 1949. The establishment of NATO was the culmination of a redefinition of US policy towards Europe after 1945. Americans departed thus from theirtraditional isolationist policy in favour of engagement in European affairs to assist in the economic reconstruction of Western European countries, so they could stabilize economically and politically (the Marshall Plan) and did not fall into the sphere of influence of the Soviet Union (the doctrine of containment). The article refers to the leading theories of international relations, i.e. realism and liberalism.

Celem artykułu jest ukazanie przyczyn zainicjowania i rozwoju transatlantyckich stosunków bezpieczeństwa w latach 1945–1948. Szczególny nacisk jest położony na ukazanie związku pomiędzy wstępnymi działaniami państw Europy Zachodniej na rzecz osiągnięcia jedności europejskiej a redefinicją polityki zagranicznej Stanów Zjednoczonych tuż po zakończeniu drugiej wojny światowej. Aktywność państw Europy Zachodniej oraz Stanów Zjednoczonych podyktowana była zagrożeniem ze strony Związku Radzieckiego, co skutkowało wybuchem zimnej wojny. Główni gracze w Europie Zachodniej, tj. Wielka Brytania i Francja, dążyły do zapewnienia bezpieczeństwa, początkowo biorąc pod uwagę ewentualny powrót Niemiec do agresywnej polityki, ale szybko zaczęto przede wszystkim brać pod uwagę możliwość ekspansji komunizmu.
