The Informal economy in Brazil creates strong linkages between the country & Guyana, Surinam, Venezuela & the French Guyana. For this reason it allows us to think of a Caribbean-Brazilian Amazon. Both Surinam & Guyana, the latter a host to CARICOM, deal with migration flows of Brazilian miners escaping unemployment. The linkage between the Portuguese economy & the 2007 international crisis -- which has been named as Great Depression -- is not clear. The major problem of the Portuguese economy is not born in recent years, since the beginning of the 21st century that we assist to the lower development rates, which has contributing to deepener the gap with the developed countries. The auto industry is an international oligopoly that has a long tradition of influencing trade negotiations and national policies. Due to the industry's size and production linkages, the investment decisions made by the assembly firms often generate economic consequences that can be easily transformed into political power. This paper discusses the rules implemented by the European Union during this decade to face this challenge, highlights the differences in regard to the measures applied by the Brazilian government since 1995 and suggests that the European policies are specially suitable for Mercosul. In this paper, I intend to present an introduction to the research field of Collective Intentionality. However, I will concentrate the exposition on one particular branch of explanation of this phenomenon. In the first section, I present the problems that prompt the development of Collective Intentionality theories for the Philosophy of Action. In the second section, I determine the origin of the theoretical lineage discussed with the explanation of shared intentions, the reflexive linkage of mental states maintained by the individuals engaged in collective action, developed by Michael Bratman. In the third section, I present Deborah Tollefsen's adjustments to Bratman's proposal in order to reduce its cognitive demands and make it possible for small children to satisfy them. Finally, in the fourth section, I discuss Olle Blomberg's proposal of a socially extended intention-in-action that aims at explaining how it would be possible to embed results of other individuals' actions in the content of an individual's intention-in-action.
The aim of this paper is to demonstrate that a socialist ethics should be discussed within the epistemological thinking in general and in the field of communication, in particular. Intends to do so, bringing to the debate authors who point the deep linkage between the theoretical, methodological, historical and political elements of any conceivable epistemology. That does not mean neglecting the relatively autonomous development of scientific knowledge, but to emphasize precisely this relative character. Finally, careful not to blur the boundaries between these fields, the study aims to (re)open a dialogue between them. ; O objetivo geral deste artigo é defender que uma ética socialista pode ser racionalmente formulada e deve ser seriamente considerada hoje em dia. Seu objetivo específico é investigar se essa ética pode revelar-se útil para o debate contemporâneo sobre epistemologia em uma abordagem global e sobre a epistemologia da comunicação, em particular. Pretende fazê-lo, trazendo para o debate, entre alguns autores mais presentes em nossas bibliografias, como Morin, Bourdieu e Martino, alguns pensadores menos citados entre nós, como Mészáros e Zizek, ou mesmo não conhecidos de todo, como Ilyenkov, que apontam a profunda ligação entre os elementos teóricos, metodológicos, históricos e políticos de qualquer epistemologia concebível. Isso não significa negligenciar o caráter relativamente autônomo do desenvolvimento do conhecimento científico, mas destacar, precisamente, este carácter relativo. Finalmente, tomando o cuidado de não borrar as fronteiras entre esses campos, o presente trabalho pretende (re)abrir um diálogo entre eles, acreditando na fertilidade heurística desta perspectiva e ao mesmo tempo temendo as consequências sociais da ausência desse diálogo.

Nevertheless, the long process of democratic transition initiated in 1989 showed the permanence of remnants that limits the democracy in the Guarani country, exemplified by Lugo's destitution in 2012. The Paraguayan foreign policy presents close relation with the domestic policy dynamics, such that the relations with Brazil, one of the main partners of the bilateral Paraguayan relations, ends up being influenced by the internal conflicts of the next door country. Moreover, these bilateral relations showed gradual approach, potentiates in continuum after the construction of Itaipu, which generated visceral linkages between the two countries. However, at the same time that Itaipu was a motive for approach, it was also configured as disagreement element contained in the history of such relations. In the wake of this process, the Brazilian chancellery has always sought to comply with the Paraguayan claims, aiming to ensure the Brazilian interests in the regional surrounding. Particularly, in the case of Itaipu, there were many agreements. However, the negotiations in 2009 that culminated in the alteration of annex C that referred to the financial bases of the Treaty, triplicating the value for the energy disposal paid for the selling of the exceeding part of the Paraguayan side, has a singularity: the marriage between the general line of Brazilian foreign policy of Lula's government and the model of regional insertion supported in the idea of solidarity, with interests of keeping Fernando Lugo in power, within the political domestic shocks in Paraguay. The International Labour Organization169th Indigenous and Tribal Peoples Convention (Nº 169) sets down the institution of indigenous consultation as a participation mechanism for states to accomplish agreements about political or legal decisions. This participation mechanism is performed anytime a measurement involves an indigenous people. All participation mechanism has some characteristics that allow us to consider them as accountabilitymechanisms. This paper objective is to find these characteristics in indigenous consultation. For the analysis we use two categories: those in conceptual precisions of accountability and those specific found in the regulation and implementation of indigenous consultation in Chile. Following this procedure, we expect to measure the citizen participation and social accountability impact of indigenous consultation to finally propose redesigns, restructuring or linkages of this mechanism that leads to a better accomplish of its original objectives. ; La Consulta Indígena es un mecanismo especial de participación para lograr consentimiento en la implementación de decisiones jurídicas y/o políticas que les afecten. Constituye la base del Convenio 169 de la OIT, pudiendo descubrir una dimensión de rendición de cuentas. El objetivo del trabajo es identificar elementos de accountability en la Consulta Indígena utilizando dos tipos de categorías de análisis: aquellas extraídas desde las precisiones conceptuales del accountability y aquellas orientaciones concretas y explícitas provenientes del diseño particular de la Consulta Indígena y su implementación en Chile. Se presentan las categorías de accountability social existentes en el diseño actual de la Consulta Indígena en Chile distinguiendo su potencial dentro de la responsabilización social como mecanismo de participación ciudadana, utilizando la metodología del análisis documental de contenido. Como resultado, planteamos una matriz de análisis, concluyendo que la Consulta indígena para lograr constituirse efectivamente en un mecanismo de accountability social requiere de la mejora sustancial de los estándares normativos, así como de rediseños, reestructuraciones y articulación con otros mecanismos existentes. Lo anterior sin perjuicio de otros factores que permitan de manera simétrica, de buena fe, un involucramiento activo e influencia efectiva en cada etapa.
Violence against women is considered a serious public health problem and a violation of rights around the world. As part of the policies to fight against this violence, the Maria da Penha Law foresees the participation of male perpetrators of violence (MPV) in care programs whose main activity is to hold reflective groups. This article presents a mapping of programs for MPV in Brazil conducted between 2015 and 2016. This is a qualitative, exploratory and descriptive research carried out in two steps. First, we found 41 programs from the five regions of Brazil, of which 26 answered a questionnaire with open and closed questions. We analyzed data according to four categories: program structure, methodology, monitoring and evaluation, and results and challenges. Second, we analyzed other mappings of Brazilian and international programs with MPV, as well as national and international documents that suggest guidelines for their execution. We found similarities between the programs and documents analyzed, such as the linkage with governmental bodies, basis on gender theories, and implementation of group interventions. Based on the dialogue between other mappings and studies and the findings of our analysis, the authors suggest minimum guidelines for holding reflective groups. ; A violência contra mulheres é considerada um grave problema de saúde pública, uma violação dos direitos em todo o mundo. Como parte das políticas de enfrentamento a esse tipo de violência, a Lei Maria da Penha prevê a participação de homens autores de violência (HAV) em programas de atenção cuja atuação principal é a realização de grupos reflexivos. Este artigo apresenta um mapeamento de programas para HAV no Brasil realizado entre 2015 e 2016. Trata-se de uma pesquisa qualitativa, exploratória e descritiva realizada em dois momentos. No primeiro, foram localizados 41 programas das cinco regiões do país, dos quais 26 responderam um questionário com perguntas abertas e fechadas. Os dados foram analisados segundo quatro categorias: estrutura do programa, metodologia empregada, monitoramento e avaliação e resultados e desafios. No segundo momento, foram analisados outros mapeamentos de programas brasileiros e internacionais com HAV, além de documentos nacionais e internacionais que sugerem diretrizes para sua execução. Notou-se semelhanças entre os programas encontrados e os documentos analisados, como o vínculo das iniciativas com instâncias governamentais, fundamentação nas teorias de gênero e modalidade de intervenções em grupo. A partir do diálogo entre outros mapeamentos, estudos apresentados e resultados encontrados, sugere-se diretrizes mínimas para a realização de grupos reflexivos.
Originariamente uma aula magna proferida num concurso para professor titular, o artigo reúne instrumentos para uma reflexão sobre a relação entre escola e cultura, tendo em vista a coincidência que se costuma estabelecer entre a instituição escolar e a cultura. Essa coincidência, à priori impossível, realiza-se na prática, ainda que seja contestada, pois como a história registra, ela é feita com o uso de recursos de grande brutalidade. Primeiramente discute-se como a cultura (definida como o conjunto de atividades que fornece descrições do mundo por meio da "livre expressão") é vivida na prática da instituição escolar. Em seguida, são mostradas as fórmulas políticas que escondem a relação de força por trás da obra da institucionalização da escola, a qual, fundando-se na premissa de que só ela é eficiente para educar os indivíduos, vem se apresentando como solução duradoura para o dilema. Procura-se demonstrar que o dilema da coincidência entre escola e cultura existe porque fórmulas sedutoras conseguem esconder o segredo de uma lógica que repousa nas relações de força existentes na obra de construção do Estado Nacional da qual nós, assim como a escola, somos produto. Nesse contexto, a análise da relação escola versus cultura é feita em analogia com a que vincula Estado versus nação. ; Originally a lecture given as part of the examination for a Professorship in School and Culture, this article brings together elements for a reflection about the relationship between School and Culture in view of the identification customarily established between the school institution and the culture. Such identification, a priori impossible, is actualized in practice, despite contestation, because, as history registers, it is impinged with great brutality. Initially, the text discusses how Culture (defined as the set of activities that give descriptions of the world through "free expression") is experienced in the practice of the school institution. Next, the article describes the political formulae that conceal the force relationship behind the process of institutionalization of School. The latter, based on the premise that it is the only efficient means to educate individuals, has been presenting itself as the enduring solution to the dilemma. It is argued that the dilemma of the identification of School and Culture exists because alluring formulae manage to hide the secret of a logic that rests upon the force relationships existing in the work of construction of a National State of which we, just as the school, are products. In this context, the analysis of the School versus Culture relationship is made in analogy to that of the State versus Nation linkage.
O artigo situa a questão da saúde no contexto do desenvolvimento nacional e da política industrial. Tomou-se a idéia de corte estruturalista, marxista e schumpeteriano, onde a indústria e as inovações constituem os elementos determinantes do dinamismo das economias capitalistas e de sua posição relativa na economia mundial. Todos os países que se desenvolveram e passaram a competir em melhores condições com os países avançados associaram uma indústria forte com uma base endógena de conhecimento, de aprendizado e de inovação. Todavia, na área da saúde essa visão é problemática, uma vez que os interesses empresariais se movem pela lógica econômica do lucro e não para o atendimento das necessidades da saúde. A noção de complexo industrial da saúde constitui uma tentativa e fornecer um referencial teórico que permita articular duas lógicas distintas: a sanitária e a do desenvolvimento econômico. O trabalho procurou mostrar, com base em dados de comércio exterior, como a desconsideração da lógica do desenvolvimento nas políticas de saúde levou a uma situação de vulnerabilidade econômica do setor que pode limitar os objetivos de universalidade, eqüidade e integralidade. Nesse contexto, propõe-se uma ruptura cognitiva e política com as visões antagônicas que colocam, de um lado, as necessidades da saúde e, de outro, da indústria. Um país que pretende chegar a uma condição de desenvolvimento e de independência requer, ao mesmo tempo, indústrias fortes e inovadoras, e um sistema de saúde inclusivo e universal. ; This paper puts health questions within the context of national development and industrial policy. It follows the idea of structuralist, Marxist and Schumpeterian approaches, in which industry and innovations form determining factors for the dynamism in capitalist economies and relative positions within the world economy. All countries that have developed and started to compete under better conditions with advanced countries have had an association between strong industry and an endogenous knowledge, learning and innovation base. However, in the field of health, this vision presents problems because business interests move according to the economic logic of profit rather than to meet health needs. The notion of the health-industrial complex is an attempt to provide a theoretical reference that enables linkage between two distinct types of logic: health and economic development. This study has sought to show, on the basis of foreign trade data, how disregard for the logic of health policy development has led to a situation of economic vulnerability in this sector, which may limit the objectives of universality, equality and comprehensiveness. Within this context, a cognitive and political break with these antagonistic visions that put health needs on one side and industrial needs on the other is proposed. A country that aims to reach a condition of development and independence requires strong innovative industries and an inclusive and universal health system, at the same time.
This article presents a short biography of Celso Furtado, and his life as a civil servant between 1943 and 1964. Despite being recognized for his contributions to the field of economics, Furtado started his professional and academic career (as researcher and professor) in the field of public administration. In 1943, Furtado was hired as organizational assistant at the Public Service Administration Department (Dasp), after a competitive selection process. Twenty years later, he was appointed as Minister by President João Goulart for the administration 1961-64. During the period covered in this study Furtado worked in the Economic Commission for Latin America (Ecla), in Santiago/Chile, from 1949 to 1957. After that, he returned to Brazil to become director at the Brazilian National Development Bank (BNDE), where he created (and directed) the Superintendency for the Development of the Northeast (Sudene). Furtado was the main disseminator of Ecla's ideas in Brazil, which proposed a centrality of the State in the promotion of development and the consequent need for a new profile of the public manager to conduct this process. The period was marked by the dialogue between economic development and development management, which led to a linkage of economic development to the development of the technique and art of administration. In addition, he was one of the thinkers whose theoretical and practical thoughts have supported the consolidation of the big state-owned companies in Brazil. Studying the history of Celso Furtado as a public manager is a source of important reflections about the government's role in the economy and about the role of public managers. ; Este artículo investiga la trayectoria de Celso Furtado como administrador público entre 1943 y 1964. Más conocido por sus contribuciones para el campo de la economía, todavía, Furtado inició su carrera de funcionario y académico, como investigador y profesor, en la administración pública. Durante el periodo investigado, Furtado trabajó en la Comisión Económica para América Latina (Cepal) en Santiago (Chile), entre 1949 y 1957, donde retornó a Brasil para ser nombrado director del Banco Nacional de Desarrollo Económico (BNDE), que lo llevaría a organizar la Sudene de la que fue el primer superintendente. Furtado fue el principal diseminador de las ideas de la Cepal en Brasil, que proponían una centralidad del Estado en la promoción del desarrollo y, en consecuencia, la necesidad de un nuevo perfil de gestor público para gestionar ese proceso.
