Alors que les deux dernières décennies du siècle précédent ont été marquées par une accélération de l'intégration européenne avec la création du grand marché unique de 1993 et l'adoption de l'euro, l'actualité de ces dernières années a mis en évidence deux nouveaux défis auxquels la construction européenne doit faire face : l'un sur le plan industriel et technologique, l'autre sur le plan social. L'accélération de la mondialisation depuis les années 1980 s'est traduite par une internationalisation du processus de production des entreprises multinationales et par la réorganisation de leur chaine de valeur avec la multiplication du phénomène d'outsourcing vers les pays émergents. L'accélération de l'industrialisation des économies émergentes s'est accompagnée d'une baisse de la part du secteur industriel dans le PIB et de l'emploi européen. Sur le plan industriel, les dirigeants européens s'inquiètent du retard technologique du vieux continent par rapport à ses deux concurrents américain et japonais et de la possibilité de maintenir leur avance face à des économies émergentes. Comment opérer au niveau de l'Union Européenne une transition en réorganisant la chaîne de valeur en se concentrant sur les secteurs intensifs en technologie et sur les services créateurs de fortes valeurs ajoutées ? Sur le plan social, ces phénomènes conjugués au dernier élargissement de l'Union Européenne vers l'Est ont généré des craintes de « dumping social » et de multiplication de délocalisations (Chavance, 2004 & Vaughan-Whitehead, 2005) contribuant ainsi à accroître l'euroscepticisme comme l'ont révélé les résultats des référendums sur le projet de traité constitutionnel européen en 2005.

Since the 1990s, growth in the EU15 has been weak. The share of the EU15 in world production has been declining below that of the US & the transatlantic gap has increased to reach 3O%. The EU as a trade area has also become more open to global flows, including from emerging countries. The weakness of innovation-based growth in Europe has become a major issue on the EU agenda. The Lisbon Strategy (2000) aimed precisely at strengthening the EU's potential growth. The heterogeneity of the EU & the Union's limited competencies in such policy areas as labor markets & innovation have hindered progress towards the Lisbon objectives which depend on a better identification of the respective roles of national & EU policies. Germany has long had a polycentric and voluntarist industrial policy centered on the medium term. Thanks to the outstanding structural and technological competitiveness of German industry, this country's rulers have not had to pursue major structural reforms. Faced with the shock of reunification and the opening up of the country's frontiers, they instead embarked on site-specific policies centered on the attractiveness of their territories. They thus decided to improve the cost-competitiveness of the eastern portion of the country via large scale liberal socio-fiscal reform. The country's public finances were not spared the internal tensions of unification. On the eve of monetary unification, Germany's leaders chose to thoroughly reform the West German model by way of budget austerity. This strategy was further extended following major European enlargement in 2004. The natural hinterland of the ex-RDA, German firms undertook productive reorganization at the continental level. The Lisbon strategy and the Stability and Growth Pact allowed the country's leaders to reform the German model, an orientation that was legitimated by the financial crisis. In this configuration, the country pursues a mercantile industrial policy and socio-fiscal competition that are a source of deadly tension for the pursuit of European integration. This paper proposes to explore the emergence of demonstration practices in the field of energy efficiency buildings, following in this the approach diffused by the european policies of technological innovation. To do so, it looks at the European CONCERTO program and the French project of Caserne De Bonne, the first french eco-district. After a conceptual insight into the works about the demonstration practices (i), this paper gives some context on the Lisbon Strategy and outlines the ambitions of the European CONCERTO (ii), then it pays attention to the project of the eco-district of De Bonne (Grenoble, France) through a multi-scalar analysis (local, national, european) (iii), before opening a discussion on the issue of time into demonstration practices and their contradictory effects in terms of learning and collective dissemination (iv). ; Ce papier propose d'explorer l'articulation au secteur du bâtiment de l'approche par la démonstration issue de politiques européennes d'innovation technologique, en prenant pour cela le cas du programme européen CONCERTO et de l'expérience française de la ZAC de Bonne à Grenoble. The Bologna process has (re)launched the debate, consubstantial to European building, on the missions and the governance of universities. It has permitted to the European Commission to take the piloting of higher education and research policies, by putting them to the service of the Lisbon strategy. More its implication in the Bologna process increased, more the Commission has oriented universities' reform. This article proposes a sociohistory of the European universities policies between 1950 and 2009. It traces particularly soft methods by which, in a decade (1998-2009), the Commission reaches them to define in Europe the good university institution, the good teaching and the good science, from now on thinking in network. The aims is to show the shifts in the vision of the universities when the relationship between the actors of the Bologna process were modified. ; Le processus de Bologne a (re)lancé le débat, consubstantiel à la construction européenne, sur les missions et la gouvernance des universités. Il a permis à la Commission européenne de prendre le pilotage des politiques d'enseignement supérieur et de recherche, et de les mettre au service de la stratégie de Lisbonne. Plus son implication dans le processus de Bologne a été significative, plus la Commission a pu orienter la réforme des universités. Cet article propose une sociohistoire des politiques universitaires européennes entre 1950 et 2009. Il retrace les méthodes douces par lesquelles, en une décennie (1998-2009), la Commission est parvenue à définir en Europe la bonne institution universitaire, le bon enseignement et la bonne science, désormais pensés en réseau. Il s'agit de mettre en évidence les glissements qui se sont produits dans la vision des universités lorsque les relations entre les acteurs du processus de Bologne se sont modifiées.

ST 27 L'« économisation » du secteur public en Europe ; International audience ; This contribution deals with the « economization » of the Higher Education (HE) and Research in Poland after 1989. The transformations of the Polish HE have been shaped by post-communist legacies and the contingencies of establishing liberal economy regime. Another set of inputs originated from the conditionality of the EU accession process, which coincided with the launching of the Bologna Process. The former implied a vast privatisation of the HE system. The latter's tenet was to define the role of the sector as supporting a "knowledge based economy", agenda promoted by the Lisbon strategy and international institutions in the field. However, the relative weight of the European factor is still a matter of debate in the academic scholarship on the topic.While the growing competition between universities, research centres and researchers themselves can be observed in the recent HE reforms in Poland, the mechanisms and the actors behind this process have been under-investigated. The paper analyses the circulation of reform narratives that based on economic arguments and market rationale. It focuses on a wide range of experts who were involved in the debate on HE and the reform design: civil servants, politicians, educational experts, and representatives of the academic community in Poland, who have contributed to frame the analysed reforms. ; L'« économisation » du système de l'enseignement supérieur et de la recherche en Pologne après 1989 s'inscrit dans le double contexte des transformations systémiques suivant la chute du communisme et celui des préparatifs à l'adhésion à l'UE. the impact of the relocation of productive activities on employment in the northern countries returned to the heart of the economic policy debate in 2004, both in France and in Europe. A dozen years ago, the debate in France focused on the policy to be followed in response to the relocation of traditional, labour-intensive industries to fast-developing countries in Asia. Offshoring is now threatening both more skilled industrial sectors (such as the automotive sector) and business services. The threat of relocation to Asian countries has been added to the threat to the countries of Central and Eastern Europe. The first part of this article discusses the impact of relocation on employment in European countries and the need for an economic policy response. The second part sets out strategies to restore France's attractiveness by moving closer to the liberal model. The third part analyses the top-down exit strategy which, in line with the Lisbon Agenda, aims to restore European growth and competitiveness by promoting overall education, research and innovation. The fourth part focuses on proposals to specifically promote innovative sectors and enterprises. The fifth part analyses measures in favour of unskilled employment (reduction of employers' contributions, social VAT, specific support to labour sectors). The sixth part discusses tax measures that could reduce relocation. The seventh part presents and discusses the measures taken by the French government in the 2005 budget. the Sapir report, published in July 2003, was commissioned in July 2002 by Romano Prodi, the President of the European Commission, from a group of European economists. The report was intended to take stock of the economic strategy of the European Union (EU), which includes both the single market, the single currency, the stability pact and economic policy coordination, the European budget, and finally the Lisbon agenda, the aim of which was to make Europe an economy 'based on knowledge, the most competitive and dynamic economy, with sustainable economic growth and greater social cohesion' (.). ; Le rapport Sapir, publié en juillet 2003, avait été commandé en juillet 2002 par Romano Prodi, le président de la Commission européenne, à un groupe d'économistes européens.
