DOI: https://doi.org/10.14746/ikps.2018.23.05 The aim of the article is to show new perspectives of research and development of media, digital and information competences in the context of knowledge and research in (cyber) psychology. It draws attention to the functions of media education in relation to civil society, the society of knowledge, and the society of communication democracy. In the modern media civilization, these competences, acquired through formal and informal education, are the basis for conscious functioning in many social roles (eg citizen, consumer) and dealing with disinformation. The last part of the article is dedicated to shaping media competences in young children (2.5-7 years old), who should develop these skills under the care of an adult. COMMUNICATION POLICY AS THE SOURCE OF CITIZENS' TRUST
The article focuses on the national dimensions of the EU communication policy in Sweden, Finland and Denmark. The cornerstone of the EU communication policy is the dialogue with citizens about the policies and the future of the EU. It is based on openness, transparency and accountability which greatly contribute to building citizens' trust in the authorities' activity. EU communication policy is realized through e-governance, language policy and the policy in the sphere of mass media. The aim of the article is to analyze the experience and best practices of top 3 EU countries (Sweden, Finland and Denmark) in terms of the assessment of national policies in the field of ICT and digital skills of citizens in the sphere of communication policy. The hypothesis is that these states being the leaders as to citizens' digital literacy have introduced efficient channels of involving citizens in the decision making process.

Funding of health care in India in the context of country development and overall health system go
India is a pluralistic, multilingual and multi-ethnic country located in Southeast Asia. It is the 2nd largest populated country which has the 7th position in the geographical area. Since 1990 India has emerged as one of the wealthiest economies in the developing world. Recently it is the second fastest growing major economy in the world. Despite the fact that economical development in India has been accompanied by increases in life expectancy, literacy rates and food security, India's performance in the area of health care has been still far from satisfactory. The system of financing health care as a one of the most privatized in the world faces especially many problems. This paper would therefore attempt to describe and assess the system of financing health care in India. In order to outline to the readers the overall country context the first section will provide a brief description of the demographic, economic and health profile of the Indian population. The second and third sections will present the main methods of funding health care in India as well as and the budget of health care system. The concluding section would attempt to assess the financing system in India and offer a way forward for the better achievement of health care system goals.

The spread of Russian disinformation within the Ukrainian information field

The objective of this study is to identify and analyse the methods of disinformation utilized by Russia to disseminate information in the Ukrainian information field. The main tasks include defining the concept of disinformation and explaining its societal dangers, characterising Information-Psychological Operations (IPSO) as a component of Russia's disinformation campaign against Ukraine and investigating the most prevalent elements utilised by Russia in the dissemination of disinformation. This study is aimed at the synthesis and combination of methods of monitoring, content analysis, and comparative analysis. The article selects publications that exhibit disinformation targeted at Ukrainian society. Disinformation propagated by Russia is subsequently refuted by either foreign or Ukrainian publications, including the "NotaEnota" organisation. The study reveals that Russian disinformation aims to propagate specific narratives and manipulate mass consciousness. Disinformation involves intentionally creating misleading and manipulative content, often in the form of artificially created fakes. The information field of Ukraine has become the primary battleground for Russia's hybrid warfare tactics, which include disinformation, propaganda, and fakes. To effectively counter these tactics, society needs to develop critical thinking skills and media literacy to discern and evaluate information critically. Future research aims to delve deeper into the methods employed in creating disinformation, their objectives, and potential strategies to prevent or counteract their influence.
