Even if international judicialization is far from being new, after the Second World War the relationships between states have increasingly been handled by international organizations, lead by the United Nations. Denne artikkelen undersøker hvorvidt respondenter i norske fylkesadministrasjoner oppfatter at sentrale beslutninger influeres av eksterne aktører – gjennom vertikale relasjoner til sentraladministrative instanser og EU/EØS-institusjoner, samt horisontale relasjoner til andre fylkesadministrasjoner – og hvordan variasjonen i slike relasjoner kan forklares. Mønstrene som avdekkes forklares ved fylkesadministrasjonenes organisatoriske spesialisering og administrative kapasitet. ; This article examines whether respondents in Norwegian county administrations perceive that key decisions are influenced by external actors - through vertical administrative relations to central administrative bodies and EU/EEA institutions, as well as horizontal administrative relations to other county administrations - and how the variation in such relations can be explained. The article is based on data from a new survey in Norwegian county administrations (N = 893), and shows how the county administrations under certain conditions can act with two or more "hats", ie that the decisions made are influenced by several external actors simultaneously. The majority of the respondents consider national central administrative bodies as the most important external actors, while a significant proportion also state that EU/EEA institutions are important when central decisions are made. Berte Kanutte Aarflot lived in the Northwestern region of Norway in the 19th century. In this book, her great-great-grandson gives the first overview of her written work and puts it in the context of her time. Aarflot, a woman who left a big mark both in the religious sphere and in society, published over 600 pages of religious litterature. This is the 34th book in the series Kyrkjefag Profil. - "Berte Kanutte Aarflot satte tydelige spor etter seg både i kirken og i samfunnet generelt i første halvdel av 1800-tallet. Det er et særsyn at en enkel bondekvinne kunne vinne slik anseelse og betydning i sitt lokalmiljø på Sunnmøre, men innflytelsen hennes strakte seg også til store deler av Nordvestlandet, og langt utover i landet ellers.
Med røtter i det haugianske miljøet i Ørsta og Volda sto hun frem som veileder og vekkerrøst i en brytningstid der nye nasjonale strømninger preget Norge. Hun var en foregangskvinne, både som selvlært forfatter og selvstendig formidler av kirkens budskap. Skriftene hennes omfattet mer enn 600 sider, og ble trykt i over tretti opplag i løpet av 1800-tallet.

At the turn of 2014/15 ceased NATO International Security Assistance Force (ISAF). But Norway is still engaged militarily in Afghanistan, now in the new NATO-led operation Resolute Support Mission (RSM). RSM is the third operation with Norwegian troops in Afghanistan since the start of our engagement in 2001, in addition to a few individual officers in the United Nations Assistance Mission in Afghanistan (UNAMA). Conclusion of the ISAF operation is also the starting point for a comprehensive Norwegian evaluation, as mentioned in the introduction to this focus-gap of International Politics. This article looks at the relationship between Norwegian goal, choice of methods and means in Afghanistan. What can account for the distinctive American style of political discourse, the independent course of US foreign policy, & the stubbornly enduring popularity of George W. Bush? The article argues that both rest on the deep structure of American thought that is on the one hand highly dualistic & on the other obsessed with the notion of purity. These produce a worldview in which the "Good" is wholly, indivisibly good, the "Bad" is wholly, indivisibly evil & "Good" is at eternal risk of corruption. This mental framework is first illustrated by means of two popular films, the 1989 Bill and Ted's Excellent Adventure & the 1964 Dr. Strangelove. Finally, the author draws on the work of anthropologist Mary Douglas to analyze the consequences of this way of thinking for US foreign policy, & argues that such a dichotomous worldview faces constant challenge from the existence of phenomena that do not easily fit it. Much of US foreign policy can accordingly be understood as varying strategies to protect American purity & to resolve ambiguous phenomena that threaten the prevailing American moral code. 20 References.
