This edition of the laws promulgated by successive Anglo-Saxon rulers over a period of five centuries was published in three volumes between 1903 and 1916 by the German historian Felix Lieberman (1851-1925), and is still regarded as authoritative. This unique body of early medieval legal writing, unparalleled in other Germanic languages, provides valuable source material for scholars of Old English and of legal history, and Lieberman's thorough engagement with the manuscripts has never been surpassed. His preface explains that owing to factors such as the extreme variability of Old English orthography, and the existence of both Latin and Old English versions of the same material, a traditional edition using just one base manuscript with a critical apparatus would have been too unwieldy. Volume 1 introduces the manuscripts, and gives several parallel versions of each text in Old English and Latin with a facing translation into modern German. Frederick Attenborough's The Laws of the Early English Kings (1922) is also reissued in this series

Six decades after the political independence of the Nigerian state, its government like many other governments across the third world has not been able to eradicate poverty within its borders. The prevailing situation has defied the introduction of different political structures, economic policies and even the deployment of foreign expertise and aids. This study therefore examines the causes, consequences and extant solutions proffered before now and concludes that for a nation to grow economically and rise above poverty level, there is need for human capital development since the poverty level in the country has negative impact on Gross Domestic Product (GDP) and Gross National Product (GNP). This study measures Human Capital Development (HCD) through per capital income and Human Development Index (HDI).

This article explores the significant role that the state is still expected to play in initiating and implementing the energy transition. In this regard, it is laid out in three parts. Part I focuses on the premise of the role that derives from constitutional law. This role is considered classic, because it is based on different functions of the state, and the legitimate constrain that distinguishes it from other social actors, including non-state actors. Tremendous materials are offered by the analysis either from the perspective of sociology or law studies when it comes to the specific situation of French-speaking African states. The scope of analysis is broadened with the energy law approach. With a focus on African English-speaking countries, the article examines both the way the state is enforcing statutes aiming to design its own transition scheme and exercising its discretionary power through its energy policy. Beyond the functions of the state—deriving from its sovereign power—these elements set out the direction in quest of a specific role the state can play in the energy transition as a process in Part II. As such, the energy transition, if it is to lead to coherent social change, requires strong and dynamic leadership, including clear, nuanced, and forward-looking direction on the broad sections of the overall process, and the environmental justice issues that necessarily cluster around them. For this reason, the role of the state is construed as both a steering role, and an integrative role for environmental, economic and social issues. Part III provides a rationale for the necessary and strong support of international cooperation—to the state—in order to achieve the paradigm shift smoothly. In Part IV, I emphasize the African Union's transition initiatives in the run-up to COP 25, which I hold out as an inducement for states' efforts. In fact, this article seeks to address these issues. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. The term "freedom of expression" is quite broad and holistic. It includes, within its ambit, not only the conventional freedom of speech and freedom of media, but also the freedom of thoughts, cultural expression, conscience, and intellectual inquiry. Freedom of expression ensures an individual's right to express his/her views openly within the domain of constitution, which also contains the right to be criticial of the prevailing injustices, illegal, anti-social activities, and incompetence and failure of ¬¬¬the government. All this is with a guarantee of safety and without any apprehension or fear of retaliation. Freedom of expression, in contemporary times, also embraces the right to be informed and seek information by the public, to express opinions, and advocate amendments, including changing the regime without resorting to violent means through peaceful measures available in the public domain, with reasonable restrictions. In the past decade and half, Turkish experience as a transitional democracy presents an interesting case study to explain as to how the state of freedom of expression is causally related to the failure of the EU-driven reform process undertaken by the ruling AKP (Turkish: Adaletve Kalkınma Partisi) since the year 2002, when the party won the Parliamentary elections in Turkey for the first time. The issue about the press freedom and freedom of expression in Turkey has for very long time, attracted a great amount of scholarly attention and provoked extensive debate both inside and outside Turkey. Although Turkey remains one of the rare democracy in the West Asia, a region with strong monarchic and semi-monarchic tradition of government, a series of development in the past years has raised several interrogations about the qualitative and quantitative aspects of democracy in Turkey under the AKP.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. The article looks into the contemporary challenges for higher education in the era of unexpected global turbulences following the processes of globalisation not only in the social, political, economic and financial contexts but also in the educational domain. Multidimensional reality has brought its changes to communication and risen the standards of effective communication much higher than forecast in the previous years. The global developments drive for efficiency in intercultural dialogue, which causes reconsideration of the lingual status of education in multinational classrooms. The burning issues arise more sharply for cross border communication for business and diplomacy purposes. It means that a high demand in the educational market for LSP instructors (LSP – languages for specific purposes) at philology departments in Ukraine and abroad has started moving higher education to become more business oriented and stakeholder and university partnered. That said, it is necessary to analyse the existing foundations for poly- / multiculturality in higher education as supported by governments and the government of Ukraine, in particular, as well as go deeper into the levels of the research concept, the methodological level, to be more precise. As part of the research, the paper describes the key methodological approaches to foster and cultivate poly- / multiculturality in multi-dimensional classrooms – polylingual and multicultural. Such approaches are viewed fundamental to educate high-class LSP instructors in the field of foreign language instruction and acquisition in higher education. Among them are the systemic approach including the structural one, the synergic approach to cultivate poly- / multiculturality with future LSP educators in foreign language classrooms, cross-cultural approach, axiological and communicative approaches, environmental and reflexive approaches, etc.

The Industrial Revolution 4.0 (IR4.0) is taking shape and has a strong impact on all areas of social life. For the state administration, the IR4.0 creates many opportunities as well as challenges that require managers to promptly grasp to have appropriate orientations and solutions, to perfect the state administration, to meet the requirements of national development. On the basis of analyzing the positive effects and challenges of IR4.0 on the reform of the state administration, the article proposes a number of recommendations: actively improve the institutional system of the administration, create a legal corridor for the development of industries and fields; promote the application of modern technological achievements to the management activities of administrative agencies; actively, proactively build and improve the qualifications and capacity of civil servants. Thereby, it will continue to perfect the state administration, and meet the requirements of IR4.0.

The United States and its allies based their legal basis for the 2003 war against Iraq on Security Council authorisation. Over time, the principal justifications originally given for the war have lost much of their force. The United States and their allies have toyed with the idea of other possible factors on which this war could be justified. They are: self-defence, the war on terrorism and Humanitarian Intervention. It is important to note that as the allies justification is based on United Nations Security Council authorisation, and not the other issues discussed below, they cannot be held legally liable under any of the below . The dispute about the legitimacy of the Iraq war is not just an academic issue. It is quite possible that serious political problems could emerge for a number of Governments. This analysis will seek to elucidate and weight up all the salient issues and arrive at a rational and objective view.
