The present report on Lithuania is the fourth of a new series on "Investing in Youth" which builds on the expertise of the OECD on youth employment, social support and skills. This series covers both OECD countries and countries in the process of accession to the OECD, as well as some emerging economies. The report provides a detailed diagnosis of the youth labour market and VET system in Lithuania from an international comparative perspective, and offers tailored recommendations to help improve school-to-work transitions. It also provides an opportunity for Lithuania to learn from the innovative measures that other countries have taken to strengthen the skills of youth and their employment outcomes, notably through the implementation of a Youth Guarantee

A short overview of Lithuanian political developments in 2003 provides information on national elections results, cabinet & parliament changes, & a constitutional amendment on the right of foreigners to purchase agricultural land. Strong economic growth was registered, & private pension funds introduced. Public sector reforms continued. In addition, a referendum on European Union membership was conducted with 91% voting in favor. Lithuania's NATO membership negotiations were completed also. Domestic politics had its ups & downs, particularly at the local level. Some controversy erupted around newly elected President Rolandas Paksas's relationship with a self-proclaimed faith healer & psychic. Land fraud by public officials was also a high-profile issue. A presidential scandal related to Russian organized crime hit in late 2003, resulting in Paksas's removal from office via impeachment. 4 Tables, 10 References. J. Zendejas

Since regaining its independence in 1990, Lithuania has undergone a remarkable economic transformation. By the end of 2000, this process had been greatly stimulated by the inflow of some US2.3 billion in foreign direct investment. FDI has contributed to green-field investment, mergers and acquisitions, as well as the privatisation of state-owned-enterprises.
