The Confederate Graves Survey Archive of the Texas Division, Sons of Confederate Veterans consists of surveys of cemeteries throughout Texas, and portions of Oklahoma and New Mexico. The surveys document the interment of Confederate States of America military veterans. United States of America (Union) veterans, as well as able-bodied men at the time of the Civil War, are also documented. 13 boxes entitled "Grave Surveys" contain grave surveys listed county-by-county, 3 boxes of "Unit Files" list surveyed individuals by their military unit. Finally, 17 boxes contain "Veteran Files" that document each veteran by name in "last name, first name, middle initial" format. This article presents a new understanding of how the context of Restoration debates around toleration, magisterial authority and political obligation impinged upon Locke's mature thought. It proposes that prominent Anglican clergymen, by utilising Hobbist ideas in their arguments for religious conformity, transformed the debate around toleration. In particular, Samuel Parker's Discourse of Ecclesiastical Politie's potent mix of Hobbism, theological moralism and Scholastic natural law led to important nonconformists, such as Owen and Ferguson, reshaping their arguments in response. They were forced to make an argument upon first principles as to precisely why Parker's naturalistic account of ecclesiastical authority was inadequate to justify their own particular view of religious institutions. Crucially, the specific features of Parker's argument, led to John Humfrey, a largely overlooked figure, developing a set of ideas that preconfigured Locke's later thought. This article then highlights Locke's creative engagement with the ideas of his time, by charting the changes to Locke's ecclesiology and view of natural law from 1667-1674, alongside the similar conceptual shifts made by Humfrey.

Hate speech is a high profile issue in many liberal democracies today. While commentaries by constitutional experts and jurists abound in the press, and by legal and political philosophers in academia, it is remarkable that there is far less contribution from students of history of political thought and intellectual history, especially of the early modern era, considering how largely the theme of religious toleration and intolerance featured in this period. Jeremy Waldron's The Harm in Hate Speech, and more specifically Chapter 8 entitled 'Toleration and Calumny', helps to break this silence, making a case for how Enlightenment toleration theories from Locke to Voltaire might connect and enrich our discussions about hate speech today.

Late in 1675, the anonymous Letter from a Person of Quality, to His Friend in the Country was condemned in the House of Lords as a 'dangerous Book', indeed a 'lying, scandalous, and seditious Book'. The Peers ordered it to be burned by the public hangman, and opened an investigation designed to discover its author, printer, and publisher. About this search and its success in tracking the author(s) down, very little is known. But as J. R. Milton and Philip Milton, who included the pamphlet in their Clarendon edition of John Locke's Essay Concerning Toleration and his Other Writings on Law and Politics, 1667–1683, have pointed out, 'no one has ever doubted that it was written by someone in Shaftesbury's circle and for Shaftesbury's purposes. John Locke, Shaftesbury's secretary at the time, has long been a suspected collaborator in its production.

This paper presents the details of three scenarios -- leapfrog, lock-in, and lopsided -- that describe an illustrative set of technological states. Based largely on expert interviews, the paper argues that the technology outcomes are heavily attributable to the actions (or in some cases, inaction) of policy makers and incumbents. For each scenario, the paper presents descriptive levels of technology achievement and market outcomes for the energy, transport, and water sectors. One of the central differentiating features of the three scenarios is the extent to which governments perform their roles as enabling, that is, whether the policies are designed to help or hinder innovations that improve service levels, and distributive, that is, whether the policies are designed to ensure that multiple segments of society reap the rewards of innovation. A question raised as part of that theme is how countries can avoid lock-in, or how they might become derailed into a lopsided scenario. Some institutional behavioral markers of the scenarios were identified in these discussions and are noted in the paper. It is important to recognize that multiple combinations of these behaviors can lead to a lock-in or lopsided scenario. In addition to describing the scenarios in detail, the paper discusses the rationale for their creation, along with a brief discussion on the nature of uncertainty. The paper also describes the methodology employed in the creation of the scenarios, including expert interview methods and a day-long workshop.

Lady Sarah Cowper (1644-1720) is best known for her commonplace books, which preserve unique and variant versions of poems by Restoration "wits." She also kept a diary, in which she recorded her readings and meditations. The diary contains an unnoticed encomiastic "Character" of John Locke, composed at his death. It is one of the earliest obituaries of him, but it was commonplaced from other sources. Her use of her sources exemplifies aspects of the manuscript circulation of texts and the ways in which the active selection and redaction of textual material reflected a reader's own religious, political, and personal preoccupations. Cowper portrays Locke as a moral exemplar and Christian virtuoso, whose orthodoxy she defends, and whose latitudinarian and Whig commitments she shares.

This paper uses hysteresis to develop the concept of policy lock-in and lock-out. Policy changes may near-irrevocably change the economy's structure, thereby changing the distribution of wealth, income and power. That may lock-in policy by changing the political equilibrium. Exit costs that block policy reversals also cause lock-in. Conventional thinking treats policy as a dial which is adjusted according to the economy's state. Policy lock-in questions the dial formulation and raises new issues for optimal policy design. It also offers insights into economic and political crisis theory. Policy lock-in is illustrated with examples that include tax policy, government spending, the euro, globalization, and the neoliberal policy experiment.

At the beginning of De jure naturae et gentium (1672), Samuel von Pufendorf proposed a radical dichotomy between nature and morality. He was followed down this arid path by his great admirer John Locke. This article begins by exploring their descriptions of this dichotomy, examining the ways in which human animals were supposed to haul themselves out of the push and pull of the mechanistic world in order to become free moral agents. The article then argues that bubbling up from within this principal account of morality is an alternative account according to which virtue seems to infuse nature, thereby blurring the lines between obligation and motivation, and refiguring the character of moral and political agency. In uncovering this refiguration, I highlight the importance of Aristotelianism and Stoicism for Pufendorf and Locke, suggest continuities rather than breaks between the natural lawyers of the seventeenth century and the theorists of moral sentiment of the next, and gesture towards a hitherto underappreciated discourse in early modern thought: the normativity of nature.

A correction of an article originally published in vol 17 (2017). In 1675, the anonymous Letter to a Person of Quality was condemned in the House of Lords and ordered to be burned by the public hangman. A propagandistic work that has long been attributed to Anthony Ashley Cooper, 1st Earl of Shaftesbury, and less certainly to his secretary John Locke, it traduced hard-line Anglican legislation considered in Parliament that year—namely the Test Bill, proposing that office-holders and MPs swear off political militancy and indeed any efforts to reform the Church and State. Careful examination of the text of the Letter, and that of one of its sources in the Reasons against the Bill for the Test, also circulated in 1675, reveals the presence of highly seditious passages of covert historical allegory. Hitherto un-noted by modern scholars, this allegory compared King Charles II to the weak and intermittently mad Henry VI, while agitating for armed revolt against a government made prey to popish and French captors. The discovery compels modification, through chronological revision and also re-assessment of the probability of Locke's authorship of the Letter, of Richard Ashcraft's picture of Shaftesbury and Locke as first-time revolutionaries for the cause of religious tolerance in the early 1680s. Even more significantly, it lends support to Ashcraft's view of the nature and intent of duplicitous published writings from the Shaftesbury circle, whose members included Robert Ferguson, 'the Plotter' and pamphleteer at home in the world of skilled biblical hermeneutics. Cultivated for stealthy revolutionary purposes, these writings came with designs of engaging discrete reading networks within England's culture of Protestant dissent.

John Locke was not only known as a philosophers or political figures , but he was also very instrumental in laying a very strong rationale for the development of the sociology. Locke rejected the truth of rationalism that developed by philosophers in determining the source of knowledge and replace it with an empirical truth. Locke found that sense has limitations in determining the source of knowledge. On the one hand, what his mind is not necessarily consistent with the fact that there is, on the contrary the fact that there are quite a lot but have not thought up by intellect . Whatever the thinking mind is always something to do with the fact that there is , because it's basically a passive sense before it is stimulated by the five senses . This is the background to create the theory of Tabularasa. Thought it offers empiricism has become a sound basis for the development of the science of sociology. This also underlies the formation of 3 major paradigms in sociology , the paradigm of social facts , social definitions and social behavior .

The Social Contract is away so that humans can live a better life and get out of an uncertain natural state, although there are differences of opinion between Thomas Hobbes and John Locke regarding how the social contract should be implemented, both agree that the social contract is the way to peace in which the state will guarantee justice and the welfare of the people. However, both Hobbes and Locke have different views on what the ideal state should look like. Hobbes wanted absolute power and Locke wanted a separation of powers (Trias Politica).
