Mit fortschreitendem Klimawandel steigt der Bedarf kurzlebige klimarelevante Effekte bei der Erreichung klimapolitischer Ziele zu berücksichtigen. Einfache Maßzahlen, sog. Klimametriken werden benötigt um die Wirkung von klimawirksamen Spurenstoffen mit sehr unterschiedlichen atmosphärischen Verweilzeiten und Eigenschaften in Hinblick auf Politikziele zu vergleichen. In der Literatur werden eine Vielzahl an Metriken vorgestellt. Es gibt jedoch nur wenige Studien, die Metriken aus einer Meta-Perspektive betrachten und eine strukturierte Diskussion ermöglichen. Metrikwerte zur Bewertung kurzlebiger Klimaeffekte weisen eine sehr große Bandbreite auf. Dies ist besonders relevant im Luftverkehr, da kurzlebige Effekte einen bedeutenden Anteil der Klimawirkung in diesem Sektor verursachen. Die Aufsätze in der transdisziplinär angelegten Dissertation fördern das Verständnis für naturwissenschaftliche, ökonomische und politische Aspekte im Metrikdesign: allgemein, zur Bewertung sehr kurzlebiger Spurenstoffe sowie für das praktische Beispiel der Gewichtung der luftverkehrsbedingten Kondensstreifen und CO2. Die Dissertation stellt einen physikalisch-ökonomischen Bewertungsrahmen für Klimametriken vor. Dieser zeigt, dass aus ökonomischer Perspektive das Globale Schadenspotenzial als "erst-beste" Benchmark-Metrik betrachtet werden kann, da es eine kosteneffiziente Vermeidungsstrategie gewährleistet. Praktisch alle Klimametriken können als Varianten dieser Metrik dargestellt werden. Der Bewertungsrahmen ermöglicht eine umfassende Diskussion über Metriken, da er vollständig normative Werturteile, Vereinfachungen und verschiedene Arten an Unsicherheiten offenlegt, die implizit der Metriken zugrunde gelegt sind. Eine quantitative Analyse erfolgt in Hinblick auf einen generischen Trade-off im Luftverkehr. Sie legt die Auswirkung einzelner Ausgestaltungsoptionen physikalischer Metriken auf den Zeitpunkt dar, bei dem die Vermeidung eines Kurzzeiteffekts (z.B. Kondensstreifen) auf Kosten eines entgegenwirkenden Langzeiteffekts (z.B. CO2 Emissionen) vorzuziehen ist. Die empfohlene Vermeidungsstrategie hängt maßgeblich vom Bewertungshorizont ab. Zu jedem Zeitpunkt müssen normative Werturteile die Ausgestaltung der Metrik begleiten. Die gemeinsame Eigenschaft von sehr kurzlebigen Strahlungsantrieben wird genutzt um einen generischen Ansatz zur Ableitung von CO2 Äquivalente für kurzlebige Strahlungsantriebe darzustellen. Auf dieser Basis werden numerischen Werte für eine grosse Bandbreite an Metrikparametern ermittelt, die unabhängig von der Art des kurzlebigen Effekts und der spezifischen Situation sind. Zwei alternative Typen an metrik-basierten Faktoren bieten die Möglichkeit effektspezifische CO2-Äquivalente für kurzlebige Effekte abzuleiten, wie am Beispiel luftverkehrsbedingter Wolkenbildung gezeigt wird. Ein Buchartikel bietet abschließend einen Rückblick auf den Verhandlungsprozess im internationalen Luftverkehr. Er untersucht die politischen Rahmenbedingungen und Optionen zur Einführung verbindlicher, global harmonisierte Klimaziele im Luftverkehr und diskutiert diese mit Bezug auf die verschiedenen Akteure. Besonderes Augenmerk liegt auf dem globalen sektoralen Ansatz, der es ermöglicht, Erlöse für die Anpassungsmaßnahmen an den Klimawandel in Entwicklungsländern zu generieren. Die Dissertation zeigt, dass bei der Gewichtung kurz- und langlebiger Effekte auf der Grundlage von global- und jährlich gemittelter Metriken die grundlegenden Herausforderungen im Metrikdesign bestehen bleiben. Einige Ausgestaltungsoptionen gewinnen jedoch aufgrund der unterschiedlichen Verweilzeiten der Spurenstoffe an Bedeutung: die Bewertung kurzlebiger Klimaeffekte ist stark von wissenschaftlichen Unsicherheiten geprägt und normative Werturteile in Bezug auf die zeitliche Bewertung sowie auf den gewählte Politikansatz spielen eine größere Rolle. Die Metriken für kurzlebige Strahlungsantriebe werden erwartungsgemäß einer größeren Variabilität unterliegen, wenn sich die wissenschaftlichen Erkenntnisse über das Klimasystem und insbesondere den kleinräumigen Klimaeffekte weiterentwickeln und sich die wahrgenommene Dringlichkeit kurzfristiger Vermeidungsmaßnahmen bei fortschreitendem Klimawandel verstärkt. In einem Klimaregime, das auf die Begrenzung sowohl von langfristigem Klimawandel als auch von kurzfristig relativen Änderungen des Klimasystems abzielt, stößt eine Multigas-Strategie mit einem einzelnen Metrikwert für alle Arten an klimawirksamen Spurenstoffen an ihre Grenzen. Während die Metriken und CO2-Äquivalente die kurzlebigen Strahlungsantriebe und CO2 als Substitute betrachten, sind Maßnahmen zur Begrenzung von kurz- und langlebigen Strahlungsantrieben dann eher als komplementär zu betrachten. Dies könnte Gegenstand zukünftiger Forschung sein. ; With advancing climate change there is a growing need to consider short-lived climate forcers (SLCF) to achieve climate targets. Simple measures, so called climate metrics are required to compare the climate impact of perturbations with distinct different atmospheric lifetimes and atmospheric properties in view of defined policy targets. A multitude of emission metrics have been presented in the literature. However, only few scholarly papers exist which consider metrics from a meta-perspective, including atmospheric and economic sciences, and which allow a clearly structured discussion. Further, metric values for trading-off SLCF and CO2 are highly ambiguous. Metric design determines decisively the relative weighting of SLCF and CO2. This is particularly relevant for aviation, as SLCF contribute to a significant share to the sector's climate impact. Using a transdisciplinary approach, the articles enhance the understanding for the scientific, economic and policy aspects in climate metric design: in general, to evaluate short- and long-lived climate forcers and for the practical example of aviation-induced contrails and CO2. The dissertation presents a physico-economic framework on climate metric design. It illustrates that from the economic perspective, that the Global Damage Potential can be considered as a first-best benchmark metric since it ensures that the trade-off between different forcing agents is efficient. Virtually all climate metrics can be constructed as variants of it. The framework facilitates a structured discussion on climate metrics from literature in a straightforward manner since it reveals comprehensively normative assumptions, simplifications and the types of uncertainties that are implicit to the choice of a climate metric. A quantitative assessment focuses on a generic trade-off situation in aviation. It demonstrates the impact of individual physical metric choices on the point in time where the mitigation of a short-term effect (e.g. line - shaped contrails) at the expense of a counteracting long-term effect (e.g. CO2 emission) becomes preferable. The preferred mitigation strategy depends particularly on the evaluation horizon. At any stage, value judgements must guide the required policy decision on metric options. Subsequently, the common characteristic of SLCF, the short atmospheric lifetime is used to present a generic approach for relating SLCF to CO2-induced forcing. This new approach provides metric-based CO2 equivalences for a wide range of parameter assumptions, independent from the SLCF agent and situation. Two alternative types of metric-based factors can be used to derive agent-specific CO2 equivalences, demonstrated by using the example of aviation-induced cloudiness. A book article, finally, provides a review of the negotiation process in international aviation. It explores the political setting for including international aviation in a global climate regime. The article presents possible options and relates them to the negotiation positions of different actors. Special attention is paid to the global sectoral approach which could allow raising revenues for adaptation to climate change in developing countries. When trading off SLCF and CO2 on the basis of emission-based global- and annual-mean metrics, the basic challenges of metric design persist, some of the critical design challenges, however, reinforce due to the nature of SLCF: the relative weighting of SLCF and CO2 is more sensitive to scientific uncertainties and normative value judgements with respect to the time frame and policy approach than to the selected metric approach (physical, physico-economic). It is expected to a large variability when scientific knowledge on the climate system and the small scale climate impacts of SLCF advances and the perceived urgency of near-term mitigation evolves. Finally, in a climate regime which aims at limiting not only long-term climate change but also controlling the rate of climate change, a multi-gas strategy with a single metric for all types of climate perturbation comes to its limit. While in the considered approaches SLCF and CO2 are treated as substitutes, action on limiting short- and long-lived forcers are rather complements. This could be subject to further research.

Der Autor erläutert Aufbau und Funktionsstruktur internationaler Organisationen an Hand der Regulierung des internationalen Luftverkehrmarktes in der Nachkriegszeit. Entscheidend geprägt werden internationale Organisationen durch die nationalen Interessen der Mitgliedsstaaten, denen es bei der Gestaltung einer internationalen Organisation um die Maximierung der eigenen wirtschaftlichen Vorteile geht. Der Autor entwirft ein Modell, das erklärt, wie, wann und warum nationale politische Akteure eine internationale Organisation aufbauen. Das Modell wird angewandt auf die Errichtung eines internationalen Regimes zur Regulierung des internationalen Luftverkehrs in den späten 40er Jahren und dessen Umbau in den vergangenen zwei Jahrzehnten. 1996 blickt die VR China auf zehn Jahre Deregulierung im Luftfahrtsektor zurück. 1996 sind 29 Luftfahrtgesellschaften mit 416 Flugzeugen im Passagierverkehr engagiert. Eine Reihe von Kompetenzen ist jedoch bei der Civil Aviation Administration of China (CAAC) verblieben, die auch eine eigene Fluglinie betreibt. Die Sicherheitsbilanz des chinesischen Luftverkehrs hat sich in den letzten beiden Jahren deutlich verbessert. Verbesserungen im Servicebereich sind geplant. Die 41 großen Flugplätze des Landes sind Entwicklungsschwerpunkte des kommenden Jahrzehnts. Die Luftfahrtindustrie leidet gegenwärtig noch unter strukturellen Problemen. Neben einer Tätigkeit als Subunternehmer ist jedoch auch ein Einstieg chinesischer Produzenten in die Herstellung von Passagierflugzeugen geplant. Der genaue Blick auf die technischen Details bei der Implementierung dieser Anlagen in machthistorisch entscheidenden Momenten des 20. Jahrhunderts ermöglicht eine Revision geopolitischen Denkens und eröffnet einen innovativen Zugang für eine Genealogie der Globalisierung. Die Dissertation analysiert die Bewegungen in der Luft auf ihre stets lokalen und immanent territorialen Dimensionen – und widerlegt so den vermeintlichen und häufig wiederholten Anspruch an den Luftverkehr, er sei das globale, raumvernichtende Verkehrssystem par excellence (Carl Schmitt, Paul Virilio, Martin Heidegger). Die Dissertation ist auch ein Beitrag zur Genealogie von Medientheorie, insofern sie unter Rückgriff auf Harold A. September 2011. ; This dissertation develops a specific geopolitics of aviation, taking an original perspective as it starts with the assumption that air travel happens on the ground. The focus is on a thorough examination of the technical details for implementing the facilities of airports at moments decisive for the distribution of power in the 20th century. Geopolitical discourses are revised to enable an original understanding for the genealogy of globalisation. The dissertation analyses movements in the air with view on their immanent local and territorial dimensions. It breaks with the overcome understanding of aviation as a traffic system that is global and that destroys space as no other (Carl Schmitt, Paul Virilio, Martin Heidegger). The dissertation was disputed at the Institute for Cultural Studies. It is also a contribution to the genealogy of media theory, following in the footsteps of Harold A. Innis, as it focuses on the neglected transmission of goods and people instead of signs and codes. Starting point is the US military logistics in World War II. The heterogeneous material under review includes political programmes and debates; international relations; philosophical, juridical and economic discourses; urbanism, engineering and military doctrines. It takes the reader on a journey around the world, with focus on Saudi-Arabia, Central and Southern Africa, Brazil and the Near East, taking into account events from the 1930s to 1970s, and concluding with an epilogue on the events of 9/11.
