This paper aims to discuss the proposal for monetary union in Mercosur in the light of the theory of Optimal Currency Area (OCA). It shows that there is no evidence that macroeconomic convergence can be reached in Mercosur, since the area only minimally achieved some basic criteria defined by the OCA literature. This paper deals with the possible future strengthening of the economical integration among the countries of Mercosul, similar to the European integration related to the Maastricht agreement. Some of the problems associated to the coordination of macroeconomic policies and the monetary unification are presented and the feasibility of an agreement similar to Maastricht by the members of Mecosul is defended. Finally, a proposal of schedule - to be announced in 2002 and to occur in the year 2012 - to achieve a monetary integration among Brazil, Argentina, Uruguay, Paraguay and eventually other countries is made. This paper discusses the prospects for the integration of South America, stressing that there are two competing projects. On the one hand, we have the Free Trade Area of the Americas (FTAA), as proposed by Washington, or bilateral free trade agreements with the United States in the FTAA format. On the other hand, we have Mercosur, recently expanded by the accession of Venezuela. Washington's still very significant but declining influence in South America, relations between Argentina and Brazil, Venezuela's entry into Mercosur, and the role of smaller countries are successively examined.(Rev Econ Polit/GIGA)

Mercosur: the dilemma between the customs union and a free trade area. In 2001, the government of Argentina - facing a major economic crisis - took a rather controversial decision and reduced the tariff rates of all capital goods to zero. This became a main source of conflict with Brazil, the only country of Mercosur that produces such goods. This paper discusses two possible scenarios for the resolution of this issue. In the first one, the countries would opt for the maintenance of the customs union. The authors present some suggestions for the rebuilding of the Common External Tariff (CET), by which the countries would take a middle course acceptable to all. The other possible outcome would be a step back in the direction of a free trade area, with no CET at all. (Rev Econ Polit/GIGA)
