Purpose – An Infectious Disease Surveillance System will allow for the easier transition of the latest medical reports from all public medical facilities in the City and detect any epidemic or outbreak, based number of reports per disease and its corresponding geolocation, as well as existing predictive or seasonal models and historical data from the local health department. Method – The researchers utilized the descriptive developmental approach, where a feasibility study was conducted first before creating a prototype and used surveys, questionnaires, and interviews to gather data. In system development, the waterfall model was used, developed the different module or units individually, tested it then integrated the modules into singular system and finally tested it again. Results – The developed Infectious Disease Surveillance System was evaluated by randomly-selected personnel from the IT and non-IT group in terms of functional suitability, compatibility, usability, reliability, and security of the ISO 25010 software quality model and obtained an overall evaluation of Very Acceptable with an overall composite mean rating of 4.33. Conclusion –The developed system is feasible according to the results of the product, organizational, financial, technical, and market feasibility analysis. Most respondents believed that the system was interesting and expressed various degrees of desire to procure the system for their professional needs. The developed system has a moderate to high potential attractiveness to the industry given its timeliness and relevance. However, factors that may affect marketability include the reduction of budget allotment for healthcare by the national government and minimal number of potential customers (public and private health institutions). Recommendations – Based on the conclusions derived from the conduct of this study, the following suggestions are recommended, maximize the rollout of the Makatizen Cards to include children to ensure every citizen can be detected in the system database; utilize the location data of confirmed cases of an infectious disease to track the spread of the disease from one person to another which will be useful in identifying the patient zero of a new previously undiscovered infection and; the developed system can be integrated with the existing disaster and risk management system of Makati City.

AbstractPostcolonial cities are dual cities not just because of global market forces, but also because of ideological currents operating through local real‐estate markets — currents inculcated during the colonial period and adapted to the postcolonial one. Following Abidin Kusno, we may speak of the ideological continuity behind globalization in the continuing hold of a modernist ethic, not only on the imagination of planners and builders but on the preferences of elite consumers for exclusive spaces. Most of the scholarly work considering the spatial impact of corporate‐led urban development has situated the phenomenon in the 'global' era — to the extent that the spatial patterns resulting from such development appear wholly the outcome of contemporary globalization. The case of Makati City belies this periodization. By examining the development of a corporate master‐planned new city in the 1950s rather than the 1990s, we can achieve a better appreciation of the influence of an enduring ideology — a modernist ethic — in shaping the duality of Makati.RésuméLes grandes villes postcoloniales sont des villes duales, pas seulement à cause des forces de la mondialisation économique, mais aussi à cause de courants idéologiques qui passent par les marchés immobiliers locaux, courants inculqués à l'ère coloniale puis ajustés à la période postcoloniale. Dans le sillage d'Abidin Kusno, on peut signaler la continuité idéologique sous‐jacenteà la mondialisation, qui s'exerce dans la mainmise pérenne d'une éthique moderniste, non seulement sur l'imagination des urbanistes et constructeurs, mais aussi sur les choix des consommateurs appartenant aux élites qui préfèrent des espaces exclusifs. AbstractPromoting the implementation of the Hyogo Framework for Action (HFA) at the local government level has become a crucial area of work in global efforts on disaster risk reduction (DRR). The article analyzes the HFA Mid‐Term Review of the Philippines' national progress along with the Asia and Pacific regional and global context. Then, the HFA implementation at the local level for the case of Makati City in the Philippines is examined. The Makati City case study is gauged through the HFA 20 task survey combined with the Makati City Action Plan and the Guide for HFA local implementation. The analysis of a case throughout national and city levels contributes to a better understanding of how these three levels are interlinked to scale up DRR capacity. Additionally, the complementary use and synergy of these different tools to promote HFA implementation at different levels is explored. The HFA as universal policy guidance proves itself instrumental and useful to promote comprehensive DRR approaches and aligned efforts towards the common objectives at global, regional, national, and city levels.
