Vor dem Hintergrund der sich seit dem Frühjahr 1992 abzeichnenden politischen Spannungen geht der Beitrag auf die politische Entwicklung Malawis seit 1964 ein, wobei folgende Aspekte berücksichtigt werden: die Kabinettskrise unmittelbar nach Erlangung der Unabhängigkeit; die Machtübernahme durch Banda 1965 und die Einführung des Einparteiensystems; der Personenkult um Banda, die Allgegenwart der Malawi Congress Party; die Mittel der Repression; Rolle, Bedeutung und Schicksal der Oppositionellen ("Nordisten", Parteikader und Führer der Exilopposition); der Einfluß der internationalen Veränderungen und des regionalen Umfeldes auf die Politik des Landes; die politischen Spannungen im Frühjahr 1992; die ungelöste Nachfolge von Banda. La dynamique du pouvoir au Malawi
Dans le cadre d'études africaines, traiter du phénomène du pouvoir au Malawi présente un double avantage. Cela permet tout d'abord de donner quelques informations sur un pays encore quelque peu méconnu, du moins en France. Son histoire, son évolution interne comme sur la scène internationale, méritent pourtant une certaine attention. Mais aussi, du point de vue de l'analyse des phénomènes de pouvoir et de la sociologie politique, ce pays présente les caractères d'une étude de cas originale. [.]br>Le pouvoir est au Malawi structuré de façon assez nette : structures politiques, économiques et sociales qui agissent comme autant de mécanismes par lesquels le pouvoir peut non seulement s'exercer mais aussi se développer de façon dynamique, c'est à dire en l'occurrence dans le sens d'un renforcement continu. L'examen de ces mécanismes ne passe pas pour autant par une analyse mécaniciste du phénomène de la dynamique du pouvoir : celle-ci repose bien sur des structures particulières, mais il convient de prendre également en compte d'autres éléments qui relativisent la rationalité, la logique de l'évolution dynamique du pouvoir. Éléments circonstanciels, "accidents" historiques, évolution extérieure au phénomène (sur le plan géo-politique, par exemple) sont autant de ces autres facteurs. II faut y ajouter, dans ce cas d'étude, le phénomène fondamental de la personnalisation du pouvoir qui parfois, par ses effets, dépasse le cadre des structures. Cette étude de cas permet de mettre en évidence un système où la dynamique du pouvoir a fonctionné de manière optimale pour les détenteurs du pouvoir. La même analyse appliquée à un autre système pourrait montrer les limites d'une dynamique moins performante. La présentation de ce travail a dû prendre en compte les différents aspects que recouvre la notion de dynamique du pouvoir. Une première partie devait rendre compte de la dimension historique du problème du pouvoir, à travers l'examen de la "formation du pouvoir" et de son contexte. La seconde partie, portant sur ...

The multiparty promise betrayed: the failure of neo-liberalism in Malawi

Emerging from the grip of a 30-year-old totalitarian regime, Malawians had every reason to jubilate when the pro-multiparty politics movement triumphed after the June 14, 1993 national referendum results were announced in which the movement was awarded a 64 percent victory of the vote cast to allow multiparty politics to be re-introduced into the country. First, this paper argues that the new multiparty system of government in the country is caught up in neo-liberal and neo-patrimonial puzzles that undermine the process of democratisation. Second, that this state of affairs is rooted in the failure of neo-liberalism in Malawi; thus, the Malawian case has demonstrated that when neo-liberalism flounders, despotism recurs in a cycle of regime change. Third, that the selective application and the strange interpretation of constitutional law in Malawian politics is a clear manifestation of the existence, and draconian domination, of this despotism. Fourth, and finally, that liberal ideology, by its very nature, is a major drawback to the creation of a truly just state in Malawi. (Afr Dev/DÜI)

The reduction in the number of government employees is the direct consequence of programs devised by IFI (international financial institution) experts aiming to reorganize the public sector according to World Bank & IMF guidelines. However, far from altering the underlying dynamics & structures of the civil service, the reforms undertaken have reinforced cleavages inherited from the colonial period & heightened tensions. The process of reorganizing the civil service in Malawi is a case the prompts one to question the relevance of the instrumental view of good governance touted by the IFI, a vision based on a decontextualized & ahistoric concept of a "dysfunctional" state that can be "repaired" using the "tools" proposed by experts. For it indeed seems that even when IFI objectives have been met, public sector reform, which primarily aims to orient transformations in Malawi in a direction favored by the "donor community," has not at all helped to make the bureaucracy more efficient. It is on the contrary more fragmented than ever. "Enclaves" enjoy IFI financial & logistic support & supervising ministries fight for the meager resources, while "juniors," the many subordinate civil servants in the country's administration, are increasingly taking their distance from their "bosses.". This article is based on a case study of environmental and natural resource (ENR) capacity strengthening efforts in Malawi between 1994 1999.The overall objective.was to strengthen the capacity of the Malawian policy analysts in the food, agricultural, and natural re-source sectors. It reports on the process and the lessons learned from the experiences and insights gained in developing institutional and human capacity through graduate programs and short-term training courses in ENR policy analysis. The lessons from the Malawi exercise show that the elements of a successful capacity strengthening effort include assessing the needs for capacity strengthening, designing and implementing courses that match the capacity needs and institutionalizing these courses within local institution for sustainability. ; IFPRI3; Capacity Strengthening ; COM ; Non-PR
