When Phnom Penh and Saigon fell in 1975, throngs of refugees fled Cambodia and Vietnam in the face of incoming Communist regimes in the two countries. Malaysia became a destination for many of them. However, Malaysia's position in relations to the Indochinese refugees was clear, namely, they were to be processed and to be resettled to a third country. In spite of this, until 1985, some ten thousand among them were allowed to settle. They were Muslims or practitioners of the Islamic faith, ethnically known as Chams or Islam Kemboja. This paper sets out to investigate the reasons behind the Malaysian Government's decision to accept these refugees and the reasons the Chams chose Malaysia. Apart from the common adherence to Islam as the main reason behind both decisions, this paper also argues that old links, both religious and political, were strongly imprinted in the minds of the Chams so much so that when Cambodia and Vietnam fell to the Communists, it was Kelantan and the Malay Peninsula that the Chams had chosen to settle in. For the first time, first-hand information from the personal papers of Mubin Sheppard, at the time Honorary Secretary of the Malaysian Muslim Welfare Organisation, was consulted to write this paper.

De réfugiés à entrepreneurs : l'expérience d'une communauté Cam de Pekan, Pahang, Malaisie.
Cette étude, basée sur un travail de terrain conduit durant les années 2000, est centrée sur une communauté musulmane originaire du Cambodge et aujourd'hui installée dans l'État de Pahang, précisemment dans la région de Pekan. Ses membres font partie des premiers réfugiés, d'abord hébergés à Kelantan avant de quitter cet État afin d'entamer une nouvelle vie indépendante au début des années 1980. Dans la région de Pekan, ils vont retrouver un environnement proche de celui qu'ils ont connu au Cambodge et l'aquaculture en eau douce figure au nombre des activités économiques qu'ils pratiquent jusqu'à aujourd'hui. Cet article décrit cette activité que la communauté a débutée vers 1984, et qui représente aujourd'hui l'activité principale de la communauté Cam dans trois villages de la région de Pekan. Cette communauté constitue l'un des cas d'intégration réussie de réfugiés d'origine indochinoise, qui de plus est parvenue à s'épanouir économiquement en devenant l'acteur le plus important de l'aquaculture en eau douce de la région de Pekan.

Trotz dieser Nichtanerkennung ist diese importierte Kategorie im Diskurs von Rohingyas allgegenwärtig. In diesem Artikel wird das Verständnis dieses internationalen Status von Rohingya Flüchtlinge analysiert. Es wird argumentiert, dass der Kosmopolitismus, der zu einem alltäglichen Kosmopolitismus verinnerlicht wird, eine Ressource für die Verankerung undokumentierte Flüchtlinge darstellt. ; Since the 1990s, Rohingya have been seeking refuge in Malaysia. Once there, they do not hold any formal status as Malaysia does not recognize the status of refugees. Despite this non‑recognition, the imported category is omnipresent in the discourse of Rohingyas. This article shall analyze Rohingyas' approach of this international status. It argues that cosmopolitanism, interiorized and routinized into an ordinary cosmopolitanism, constitutes a resource for the anchorage of undocumented exiles. ; Depuis les années 1990, des Rohingyas se réfugient en Malaisie. La législation malaisienne ne mentionnant pas de droit d'asile, ils y sont sans-papiers. Pourtant, malgré la non-reconnaissance du statut de réfugié, cette catégorie importée est omniprésente dans les discours des Rohingyas. Cet article propose d'analyser le rapport des Rohingyas à ce statut de droit international. Nous défendons que le cosmopolitisme, intériorisé et routinisé en un cosmopolitisme ordinaire, constitue une ressource pour l'ancrage d'exilés sans papiers.

The mass arrival of Chinese to the West Coast of Sabah in present day East Malaysia since the middle of 19th century, had brought the newly arrived community into contact with the indigenous people. This had inevitably brought about a proliferation of mixed marriages between these Chinese and the indigenous people, which resulted in the emergence of pockets of Sino-Native communities on the West Coast of Sabah. A transformation of these communities is traceable in a tussle between the adherence of Chinese culture and the adoption of native ones – where more often than not, the latter, usually the mothers' culture, prevailed. This had eventually resulted in the emergence of a community where the names could be Chinese but little else of traces of Chineseness could be detected. In fact, by the 1930s, tussles between those who were Sino-Natives versus Chinese who lived amongst these communities culminated in the formation of the Society of Kadazan in 1952. The Society advocated for the rights of this new community and saw themselves as defenders of the native rights vis-à-vis what was perceived to be the encroachments of the Chinese on their rights. Yet, just a couple of generations ago, these communities were created through the intermarriages between the Chinese and the natives. The paper will trace the evolution of the Sino-Kadazan community in Sabah with the aim of answering questions relating to the choice of their identity and cultural practices. This paper will attempt to answer how the Sino-Kadazans maneuvered their ways in the 1950s and 1960s in the face of the emergence of indigenous nationalism and the immediate post-independence years. Finally, this paper will attempt to position this community vis-à-vis the Chinese in Sabah.

Les travaux de recherche menés par les scientifiques du monde entier exposent de plus en plus les menaces liées aux impacts de la dégradation de l'environnement. Par contre, ils ne semblent pas être en mesure de provoquer des changements dans l'élaboration et la mise en oeuvre de politiques environnementales par les États. Ceux-ci continuent plutôt de privilégier leur développement économique à court et moyen termes. Face à ces constats, l'objectif de ce mémoire consiste à vérifier l'hypothèse selon laquelle les catastrophes naturelles, en faisant prendre conscience aux États des impacts de la dégradation environnementale, stimulent des réponses en faveur de la protection de l'environnement. Pour ce faire, nous procéderons à une étude de cas comparative des différentes mesures mises en place dans le secteur forestier en Thaïlande, victime de graves inondations récurrentes liées à la déforestation, et en Malaysia, moins affectée par ce type de catastrophe.
