Examines the debate surrounding new public management (NPM), & analyzes representative books on the topic: Christopher Hood & Michael Jackson's La argumentacion administrativa: estudio introductorio de Ricardo Uvalle (The Administrative Argument: Introductory Study of Ricardo Uvalle, 1997); & Omar Guerrero Orozco's Del estado gerencial al estado civico(From Management State to Civic State). Papers presented in two international congresses are also considered: the first, held Sept 1988 in Paris, France, by the International Instit of Administrative Sciences; & the second, held Oct 1998 in Madrid, Spain, by the Development Administration Latin American Congress. In both, scholars presented arguments in favor & against NPM. To some, NPM represents the administrative side of structural adjustment programs, which have shown that maximizing earnings prevails over a just redistribution of wealth, one of the main concerns in Latin America. Some other scholars believe that NPM is an opportunity to have a more efficient government where productivity & efficacy are to be achieved both in business & in government affairs. 17 References.
