This article argues for the necessary inclusion into the agenda of the Management Sciences' future research the topic of global collapse phenomenon. Indeed, we believe it is necessary for our discipline to study, with the required distancing, this subject already well developed in other scientific fields, including in most social sciences. The ambition of this contribution is mainly theoretical. It questions the scientific nature of the subject and discusses why and how to address this issue in the Management Sciences. International audience ; As Ulrich Beck noted in « The Risk Society » (1986), the radical change in the threats to contemporary societies implies an equally radical change in the way in which collective action is managed and regulated. The process of globalization further aggravates the distortion between crisis-control capabilities and the reality of threats. In this context, the real challenge of public reforms lies in the ability of States to answer some questions: how can the framework and modes of action of the nation-state, which remains the unavoidable place of democratic control, be changed in a process of globalization that is accompanied by an increase in systemic risks? how can public strategies be adapted to collective action based on the paradigm of sustainable development, involving new forms of arbitrage between public goods and market activities ? In the face of these challenges, the strategies for reforming the States in and their management systems are totally obsolete. To support this finding, this paper compares the fundamental principles of organizing public action with the analyzes of a few sociologists who have particularly thought about the changes taking place: Antony Giddens and « the consequences of modernity »; Ulrich Beck and « the risk society »; Hans Jonas and « the imperative of responsibility »; Jean-Pierre Dupuy and « the enlightened catastrophism »; Francis Chateauraynaud and « the whistleblowers »; Saskia Sassen and « the global city » etc. This confrontation highlights the extent of the delay in the way public action adapts to the challenges of the contemporary world. ; Comme Ulrich Beck le notait dans « La société du risque » (1986), le changement radical des menaces qui pèsent sur les sociétés contemporaines implique un changement tout aussi radical des modalités de pilotage et de régulation de l'action collective. Le processus de mondialisation aggrave encore la distorsion entre les capacités de maîtrise des crises et la réalité des menaces. Dans ce contexte, le véritable enjeu des réformes publiques se situe dans la capacité des États à répondre à quelques questions : comment faire évoluer le cadre et les modes d'action de l'État-nation, qui reste le lieu incontournable du contrôle démocratique, dans un processus de globalisation qui s'accompagne d'une multiplication des risques systémiques ? comment adapter les stratégies publiques à une action collective fondée sur le paradigme du développement durable, impliquant des formes d'arbitrage nouvelles entre biens collectifs et activités marchandes ?Face à ces enjeux, les stratégies de réforme des États et de leurs systèmes de management sont totalement obsolètes. Harvest weed seed control (HWSC) comprises a set of tools and tactics that prevents the addition of weed seed to the soil seed bank, attenuating weed infestations and providing a method to combat the development and spread of herbicide-resistant weed populations. Initial HWSC research efforts in North America are summarized and, combined with the vast area of crops suitable for HWSC, clearly indicate strong potential for this technology. However, potential limitations exist that are not present in Australian cropping systems where HWSC was developed. These include rotations with crops that are not currently amenable to HWSC (e.g. corn), high moisture content at harvest, untimely harvest, and others. Concerns about weeds becoming resistant to HWSC (i.e. adapting) exist, as do shifts in weed species composition, particularly with the diversity of weeds in North America. Currently the potential of HWSC vastly outweighs any drawbacks, necessitating further research. Such expanded efforts should foremost include chaff lining and impact mill commercial scale evaluation, as this will address potential limitations as well as economics. Growers must be integrated into large-scale, on-farm research and development activities aimed at alleviating the problems of using HWSC systems in North America and drive greater adoption subsequently. This research questions the idea of military ethics. Our work uses an analytical framework combining three different disciplines: Ethics of care, developed in moral philosophy, Stakeholder theory, from business ethics, New institutionalism theory, from management science. This framework is then applied on two different research fields: the first one deals with the study of battles where ethical stakes were particularly high: the battle of Alger, the Iraqi war, the Srebrenica battle.The second one is qualitative interviews with officers coming back from the battlefield: 10 US officers from the Iraqi conflict and 7 French militaries from Afghanistan. These two research fields are completed by an analysis of initial trainings made in France and in the US for officers. Research results shows military men act upon a feeling of care, particularly strong towards their regimental comrade. This is a true ethics of care, more than virtues or an attachment to great principles that drives soldiers and officers' action, even if this care to the other needs does not apply to all stakeholders, only to people from the same unit. Lessons of this work can lead to future researches not only for soldiers and officers trainings, but also in values, ethics and corporate culture.The research originality is also in the implementation of ethics of care and stakeholder theory upon military organisations. ; Ce travail de recherche vise à questionner le concept d'éthique militaire. The aim of the thesis is to propose a transposition into business law of the concept of "familiness", invented by management science research to explain the specificity of family businesses and describe their characteristics.The literature review shows that the overperformance of family-owned businesses, which is often invoked, is in fact the subject of academic controversy. The performance proven by empirical studies involves stakeholders anchored in a territory and is expressed, in particular, by the capacity to create jobs, and a value system which, combined with a low level of debt, leads to better resistance to crises. This outperformance is therefore societal, rather than financial. It is the result of the specific properties that form "familiness", defined as an increase in social capital. The literature review leads to a proposal for a unified definition of family firms, capable of taking account of their heterogeneity, according to the innovative model of the three "C's", i.e. Control, Continuity and [increased social] Capital, each of whose components can be measured.The notion of social capital, at the heart of this definition, is then refined through an analysis that integrates the legal dimension of social capital into a holistic definition of this polysemic concept. The study shows that the law defines social capital by its fixity and intangibility, leading to a form of "dispossession" for the shareholder that is not legally defined, but has as a corollary a form of appropriation of the capital by the legal person-corporation in which it has been invested, limiting the shareholder's right of ownership.The study proposes a tool to measure the excess of social capital that leads to societal outperformance, constructed by means of a table of correspondence between specific properties identified by management sciences and existing legal indicators, i.e. already apprehended, either by taxation or CSR. It deduces from this the possibility of measuring the societal utility of capital by means of a societal utility index composed of these legal indicators. Combining this societal utility index with the length of time shareholders hold their capital, a factor that increases their risk of dispossession, the study then proposes a tool for measuring the societal contribution of capital, expressed as a percentage and applicable to all companies, which can be used either as an indicator of the extra-financial performance of companies or as a corrective to the taxation of capital.The study shows that such a tool makes explicit the principles that have already been implicitly guiding the action of the legislator for several decades, while providing an alternative and innovative response capable of reconciling the advocates of shareholder value with the proponents of the stakeholder approach.Fourteen qualitative interviews, conducted with representatives of companies, civil society and the political sphere, validate the interest of these results, while highlighting certain implementation difficulties that suggest the need for further applicative research, notably to calibrate more precisely the components recommended for the construction of the societal utility index. ; L'objet de la thèse est de proposer une transposition en droit des affaires du concept de « familiness », inventé par la recherche en sciences de gestion pour expliquer la spécificité des entreprises familiales et décrire leurs caractéristiques.La revue de littérature montre que la surperformance des entreprises familiales, souvent invoquée, fait en réalité l'objet de controverses académiques. Cette surperformance est donc sociétale, plutôt que financière. Elle résulte des propriétés spécifiques qui forment le « familiness », défini comme un surcroît de capital social. La revue de littérature aboutit à une proposition de définition unifiée des entreprises familiales, apte à rendre compte de leur hétérogénéité, selon le modèle novateur des trois « C », i.e. Contrôle, Continuité, Capital social, dont chacune des composantes peut faire l'objet d'une mesure.La notion de capital social, au cœur de cette définition, est ensuite précisée au moyen d'une analyse qui permet d'intégrer la dimension juridique du capital social à une définition holistique de ce concept polysémique. L'étude montre que le droit définit le capital social par sa fixité et son intangibilité, entraînant pour l'actionnaire une forme de « dépossession » qui n'est pas juridiquement définie, mais a pour corollaire une forme d'appropriation du capital par la société-personne morale dans laquelle il a été investi, limitant le droit de propriété de l'actionnaire.L'étude propose un outil de mesure du surcroît de capital social qui conduit à une surperformance sociétale, construit au moyen d'une table de correspondance entre les propriétés spécifiques identifiées par les sciences de gestion et des indicateurs juridiques existants, i.e. déjà appréhendés, soit par la fiscalité, soit par la RSE. Elle en déduit la possibilité de mesurer l'utilité sociétale du capital au moyen d'un indice d'utilité sociétale composé de ces indicateurs juridiques. Combinant cet indice d'utilité sociétale avec la durée de détention du capital par l'actionnaire, facteur d'accroissement de son risque de dépossession, l'étude propose ensuite un outil de mesure de la contribution sociétale du capital, exprimé sous la forme d'un pourcentage, et applicable à toutes les entreprises, qui peut servir soit d'indicateur de la performance extra-financière des entreprises, soit de correctif à la fiscalité du capital.L'étude montre qu'un tel outil explicite des principes qui guident déjà implicitement l'action du législateur depuis plusieurs décennies, tout en apportant une réponse alternative et novatrice apte à réconcilier les partisans de la valeur actionnariale avec les tenants de l'approche partenariale de l'entreprise.Quatorze entretiens qualitatifs, réalisés avec des représentants des entreprises, de la société civile, et de la sphère politique, valident l'intérêt de ces résultats, tout en soulignant certaines difficultés de mise en œuvre qui suggèrent la nécessité de procéder à des recherches applicatives complémentaires, notamment pour procéder à un calibrage plus fin des composantes préconisées pour la construction de l'indice d'utilité sociétale.
The public debate on change within the public sector is actually structured along a demarcation line opposing upholders of performance and efficiency who lean toward privatization of public services, and, by another side, those who linken the defense of public services and state intervention to the rejection of any kind of evolution and the rejection of any objective of performance improvement. The research program must be enriched to be able to get out of such false alternatives and to link the political question of the role of the sate and the technical one of administrative reform. We structure the debate around the theory of knowledge, showing that theses postures both relate to logical positivism and leave aside what is really at stake with change in the public sector. In the tradition of Friedrich V. Hayek, we propose another demarcation line, between evolutionism and positivism. Drawing on the Northian distinction between organizations and institutions, we analyze their respective dynamics and the link to be established between organizational and institutional innovation within the public sector. This new focus implies a return of the political philosophy as a bearing point for public management. Secondly, we define enrichment proposal for the research program in public management such as to link political philosophy issues and practical effectiveness and efficiency. Change in a uncertain environment asks for a revision of institutions underlying beliefs and call for a trial and errors learning process. According to the prevailing demarcation line, politics is an overhead. In our perspective it regains its full role in the classical sense of classical republicanism. In this way, public management may be included in the domain of moral sciences. ; Le débat public sur le changement dans le secteur public s'organise actuellement selon une ligne de démarcation qui oppose les tenants de la performance et de l'efficience qui penchent vers la privatisation des services publics, et de l'autre les tenants de l'assimilation de la « défense du service public » et de l'intervention de l'Etat au rejet de toute notion d'évolution et de performance. Le programme de recherche du management public doit s'enrichir pour contribuer à sortir de ces fausses alternatives et lier la question politique de l'évolution de l'Etat et celle, technique, de la réforme administrative. Nous posons le débat du point de vue de la théorie de la connaissance, en montrant que ces deux postures se rattachant toutes deux au positivisme logique et qu'elles passent à côté des grands enjeux du changement du secteur public. Dans la lignée des travaux de Hayek nous proposons une ligne de démarcation entre positivisme et évolutionnisme. En partant de la distinction faite par North entre institutions et organisations, nous analysons leur dynamique différente et le lien qui peut être établi entre innovation institutionnelle et organisationnelle dans le secteur public. Cette nouvelle perspective implique un retour au politique comme source de la décision publique et donc à la philosophie politique comme point d'où penser le management public. Dans un deuxième temps, nous définissons des axes d'enrichissement du programme de recherche en management public pour lier philosophie politique et efficacité pratique. Le changement dans un environnement incertain demande de réviser le système de croyances sous-jacent aux institutions et repose sur l'apprentissage collectif et la progression par essais et erreurs. Le politique, réduit selon l'actuelle ligne de démarcation à une fonction support de la gestion publique, retrouve toute sa place, au sens de la philosophie politique classique et de l'humanisme civique républicain. Support du questionnement éthique à la base de toute politique, et outil de résolution de problèmes, le management public peut s'inscrire dans le domaine des sciences morales. Nous concluons sur le développement de nouveaux arts pratiques de l'action publique pour conduire le changement.
The public debate on change within the public sector is actually structured along a demarcation line opposing upholders of performance and efficiency who lean toward privatization of public services, and, by another side, those who linken the defense of public services and state intervention to the rejection of any kind of evolution and the rejection of any objective of performance improvement. The research program must be enriched to be able to get out of such false alternatives and to link the political question of the role of the sate and the technical one of administrative reform. We structure the debate around the theory of knowledge, showing that theses postures both relate to logical positivism and leave aside what is really at stake with change in the public sector. In the tradition of Friedrich V. Hayek, we propose another demarcation line, between evolutionism and positivism. Drawing on the Northian distinction between organizations and institutions, we analyze their respective dynamics and the link to be established between organizational and institutional innovation within the public sector. This new focus implies a return of the political philosophy as a bearing point for public management. Secondly, we define enrichment proposal for the research program in public management such as to link political philosophy issues and practical effectiveness and efficiency. Change in a uncertain environment asks for a revision of institutions underlying beliefs and call for a trial and errors learning process. According to the prevailing demarcation line, politics is an overhead. In our perspective it regains its full role in the classical sense of classical republicanism.
