UPRAVLJANJE ODRŽIVIM RAZVOJEM ZEMALJA ZAPADNOG BALKANA U USLOVIMA PANDEMIJE KOVIDA-19 ; MANAGEMENT OF SUSTAINABLE DEVELOPMENT OF THE WESTERN BALKAN ECONOMIES DURING THE COVID-19 PANDEMIC
Slobodan protok roba, usluga, ljudi i kapitala, razvoj informacione i komunikacione tehnologije, učinili su da lokalni problemi postanu globalni. Finansijska kriza 2007. godine vrlo brzo je postala globalna. Pandemija kovida-19 izazvala je svetsku zdravstvenu krizu, koja je ubrzo prerasla u ekonomsku, uz pretnju da postane i društvena kriza. Makroekonomski troškovi pandemije ogledaju se u padu bruto domaćeg proizvoda (GDP), rastu nezaposlenosti, povećanju fiskalne i eksterne neravnoteže. Fiskalna politika je u svim zemljama bila okosnica ekonomske politike u borbi protiv posledica pandemije. Ono što se sa sigurnošću može reći je da je šok pandemije pogodio ekonomiju i sa strane agregatne tražnje i sa strane agregatne ponude. U radu pokušavamo da sagledamo kako je pandemija delovala na privrede zemalja Zapadnog Balkana, sa kolikim privrednim padom su se suočile u 2020. godini. U radu takođe analiziramo koliko su javni sektor, zdravstvo i obrazovanje bili efikasni u borbi protiv posledica pandemije. ; The free flow of goods, services, people and capital, and the development of information and communication technology have all made local problems global. The 2007 financial crisis very quickly became global. The COVID-19 pandemic caused a worldwide health crisis, which quickly became an economic one, with threats of becoming a social one as well. The macroeconomic costs of the pandemic are visible in the form of shrinking GDP, the rise of unemployment, as well as fiscal and external imbalance. In all countries fiscal policy was the cornerstone of economic policy in the fight against the consequences of the pandemic. What we can say for certain is that the shock of the pandemic hit the economy both from the aspect of aggregate demand, as well as aggregate supply. In this paper we take a look at how the pandemic affected the economies of the Western Balkan countries, and the scale of the economic downturn they will face in 2020. We will also analyze how effective the public sector, the medical system, and education have been in the fight against the consequences of the pandemic.

Činioci nastanka i održivosti radničkog samoupravljanja: "oporavljena preduzeća" u Argentini u istorijsko-uporednoj perspektivi ; Factors of the origin and sustainability of workers' self-management: "worker-recuperated enterprises" in Argentina in a historical-comparative perspective
Osnovni cilj doktorske disertacije predstavlja analiza činilaca nastanka i održivosti radničkog samoupravljanja, kao oblika kolektivnog delanja radničke klase. U cilju utvrđivanja determinističke vrednosti različitih faktora analiza je smeštena u uporedni okvir. Model radničkog samoupravljanja u obliku 'oporavljenih preduzeća' (Empresas recuperadas por sus trabajadores – ERT) u Argentini do čije pojave je došlo u jeku dramatične ekonomske krize početkom dvehiljaditih izabran je kao iskustveni okvir na čijem primeru su empirijskim istraživanjem analizirani faktori održivosti. Pored usmerenosti analize na 'oporavljena preduzeća' u Argentini, predmet razmatranja predstavljao je i model radničkog samoupravljanja u Jugoslaviji. U radu se pošlo od hipoteze da su nastanak i održivost radničkog samoupravljanja uslovljeni kombinacijom unutrašnjih i spoljašnjih činilaca (odnosno činilaca unutar i izvan preduzeća). Preciznije, testirana je hipoteza da spoljašnji činioci osiguravaju opšte okvire pojave radničkog samoupravljanja, dok mogućnost njegove konsolidacije počiva na konstelaciji niza unutrašnjih faktora. Rezultati analize radničkog samoupravljanja u Jugoslaviji i Argentini pokazali su da je hipoteza o činiocima uspostavljanja i učvršćivanja radničkog samoupravljanja u velikoj meri potvrđena. Na osnovu relativno opširne istorijske i empirijske analize donosi se zaključak da spoljašnji faktori obezbeđuju opšte pretpostavke za pojavu radničkog samoupravljanja, dok unutrašnji ostvaruju direktan uticaj na održivost ovakvog jednog procesa. Preciznije, spoljašnje pretpostavke u vidu sistemskih i strukturalnih činilaca stvaraju opštu mogućnost nastanka radničkog samoupravljanja, dok je veza između ove grupe faktora i održivosti radničkog samoupravljanja posredovana organizacijskim i akcijskim činiocima koji imaju neposredan uticaj. Ipak, kao osnovni faktori koji organizuju i oblikuju ostale faktore ističu se sistemski činioci. U sklopu unutrašnjih faktora, poredbeni plan analize je pokazao da ekonomski, organizacijski i vrednosni činioci (u smislu vrednosne i interesne konzistentnosti) imaju posebnu važnost za održivost radničkog samoupravljanja. ; The primary objective of the doctoral dissertation is to analyze factors related to the emergence and sustainability of workers' self-management, as a form of the collective action of the working class. In order to establish the deterministic values of different factors, the analysis was set within a comparative framework. A model of workers' self-management in the form of "worker- recuperated enterprises" (Empresas recuperadas por sus trabajadores – ERT) in Argentina, which emerged in the midst of the dramatic economic crisis in early 2000, was chosen as an experiential framework in which sustainability factors were analyzed applying empirical research. In addition to the focus on "worker-recuperated enterprises" in Argentina, the analysis also considered the workers' self-management model in Yugoslavia. The dissertation started from the hypothesis that the sustainability of workers' self-management is conditioned by a combination of internal and external factors (i.e. factors within and out of the company). More specifically, it tested the hypothesis that external factors ensure the general framework supporting the emergence of workers' self-management, while the possibility of its consolidation relies on the constellation of a number of internal factors. The analysis of workers' self-management in Yugoslavia and Argentina resulted in confirming the hypothesis about the factors affecting establishment and consolidation of workers' self-management to a great extent. A relatively extensive historical and empirical analysis led to the conclusion that external factors ensure the general assumptions for the emergence of workers' self-management, while internal factors have direct effects on the sustainability of such a process. In other words, external assumptions in the form of systemic and structural factors create the general possibility of the emergence of workers' self-management, whereas the interconnection between these groups of factors and the sustainability of workers' self-management are interposed by organizational and activity factors which have direct influence. Nevertheless, systemic factors stand out as key factors that organize and shape other factors. As regards internal factors, a comparative analysis plan showed that economic, organizational and value factors (in terms of value and interest consistency) have a special significance in the sustainability of workers' self-management.

The author describes the evolution of philosophical foundations of the mechanical and the organic principle, from Spencer to Whitehead as well as Durkheim's first application of these principles (mechanical and organic solidarity) and their sociological extensions as a form of sociability (L. V. Wiese, Gurvitch). And finally, the author gives a detailed review of the application of the mechanical and the organic as a structure of organisation in the science of management (Burns, Stalker, and later theoreticians). The mechanical and the organic principles identily the structure of being, society and organisations from the point of view of the capacities of individuals and their involuntary or voluntary ties. The author analyses Fayola's work in the light of recent achievements of the theory of administration. He looks into Fayola's organic approach and the immanent division of the content of his work into the constitutive and the functional aspects. Fayola's concepts are built into the foundations of the science of administration since they are used as the criteria for the classification of the subject-matter and for defining management. Also, his concepts are so well-defined that only an occasional new concept is added to them. The shortcomings of Fayola's thinking are the product of the limitations of his time and his internal organic approach as well as of the basically static structure of organization and administration. After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.

Global environmental problems and local self-government in the European integration process of the Republic of Serbia
The paper emphasizes the most important global problems in the field of the environmental protection in the context of the debate about the importance of the participation of the local self-governments in addressing those. The paper points out to the fact that the Republic of Serbia harmonized the national environmental legislation with the EU legislation as a part of the European Integration process of the Republic of Serbia. This process included the transfer of a significant part of the work in the environmental field (including activities related to global environmental issues) to be carried out by the local self-government. These are the following issues: climate change, protection of the biodiversity, forest resources management, sustainable use and management of water resources, waste management. This paper identifies how the RS regulations transferred jurisdiction on environmental responsibilities to the local self-government. The paper also refers to the national regulations in the field of the environment in which the local self-government has been made competent for the activities related to the global environmental problems and the question of the capacity of the local self-government to implement these regulations.

LEGAL AND ACCOUNTING ASPECTS OF THE UTILITY ACTIVITIES IN THE REPUBLIC OF SRPSKA ; PRAVNI I RAČUNOVODSTVENI APSEKTI KOMUNALNE DJELATNOSTI U REPUBLICI SRPSKOJ
According to actual legislation, the performing of communal activities in the Republic of Srpska is mainly entrusted with public utility companies founded and managed by local governments (municipalities and cities), as well as their majority owners. Municipalities and cities have a legal obligation to prescribe the conditions and manner of performing utility activities, material, technical and other conditions for the financing, development, the construction and maintenance of utility infrastructure, the conditions for the functioning of the technical and technological unity of utility systems and devices and others. One of the constant problems in the present management, financing, and monitoring and reporting on the real effects of the management of public utility infrastructure refers to the fact that it is a property that is owned (usually in the business balance) of local governments, but which is often included in the business balance of public utilities companies, such corporations, which managing these assets realize their regular business income. Different approaches to the legal treatment of utility infrastructure and its different models accounting for, among other things, significantly affecting the quality of information on financial position and performance of public utilities companies, and through it to relation managers and owners acording to its maintenance and renewal. The actual ballast of many years of unresolved dilemmas in this area in the final bears citizens, who are have the right to use public services of appropriate quality and under acceptable economic conditions. ; Prema važećim zakonskim propisima, obavlјanje komunalnih djelatnosti u Republici Srpskoj uglavnom je povjereno javnim komunalnim preduzećima koja osnivaju i kojima upravlјaju jedinice lokalne samouprave (opštine i gradovi), kao njihovi većinski vlasnici. Opštine i gradovi imaju zakonsku obavezu da propišu uslove i način obavlјanja komunalnih djelatnosti, materijalne, tehničke i druge uslove za finansiranje, razvoj, igradnju i održavanje komunalne infrastrukture, uslove za funkcionisanje i tehničko-tehnološko jedinstvo komunalnih sistema i uređaja i dr. Jedan od konstantno prisutnih problema u upravlјanju, finansiranju, kao i praćenju i izvještavanju o stvarnim efektima upravlјanja javnom komunalnom infrastrukturom odnosi se na činjenicu da se radi o imovini koja se nalazi u vlasništvu (obično i u bilansima) jedinica lokalne samouprave, ali koja je nerijetko uklјučena i u poslovne bilanse javnih komunalnih preduzeća, kao korporatizovanih društava kapitala, koja gazdujući tom imovinom ostvaruju svoje redovne poslovne prihode. Različitim pristupima pravnom tretmanu komunalne infrastrukture i različitim modelima njenog računovodstvenog obuhvata, pored ostalog, značajno se utiče na kvalitet informacija o finansijskom položaju i uspješnosti javnih komunalnih preduzeća, a kroz to i na odnos upravlјača prema njenom održavanju i obnavlјanju. Stvarni teret dugo godina nerazriješenih dilema u predmetnoj oblasti u konačnom snose građani, koji imaju pravo na korišćenje javnih usluga odgovarajućeg kvaliteta i pod za njih pristupačnim ekonomskim uslovima.

Because it was the estate of a junior branch of the Habsburg family, Belje was treated as land confiscated by the state after 1918. At first it was occupied by the army, then it came under the administration of the National government of Baranja, Backa and Banat, and finally it fell under the control of the Ministry of Trade and the Ministry of Finances in Belgrade, which meant that it was officially the property of the crown. All this had a negative effect on the economy of the estate, which became a problematic enterprise instead of a model of successful agricultural production. Following the death of King Alexander, and with the establishment of commercial ties between the Kingdom of Yugoslavia and the Third Reich, Belje attained relative independence in its export policy. Nonetheless, as regards the hiring of labourers and connections with Croatia, Great Serbian policy continued to hold sway. (SOI : CSP: S. 525)
