Organizacije morajo zaradi vse večje konkurence in prostega nastopa na trgu stremeti k čim večji tržni prednosti oziroma prepoznavnosti in uspešnosti, ne glede na področje poslovanja. To velja tudi za neprofitne organizacije, ki svojemu neprofitnemu poslanstvu profitno sledijo in ga neprofitno uresničujejo. Med neprofitne organizacije spada tudi Obrtno-podjetniška zbornica Slovenije, ki v slovenskem prostoru deluje že 47 let in je nastala na podlagi skupnih interesov takratnih obrtnikov zaradi omejevanja države pri razvoju obrti in dandanes predstavlja obrtno-zbornični sistem. V teoretičnem delu smo na kratko predstavili neprofitne organizacije, management neprofitnih organizacij in njegove temeljne funkcije. V nadaljevanju smo obravnavali in opredelili strategijo, vizijo in poslanstvo, ki je vodilo delovanja vseh organizacij, še posebej pa neprofitnih, ki ne obstajajo zaradi ustvarjanja dobička, ampak zaradi uresničevanja skupnih interesov določenih skupin. Pravilno postavljeni cilji so vodilo za uresničevanje strategije, izvrševanja poslanstva in sledenje viziji neprofitne organizacije. Ker neprofitne organizacije večinoma delujejo na storitvenem področju, smo opredelili storitve, zagotavljanje njihove kakovosti in merjenje. V nadaljevanju smo na kratko opredelili človeške vire, saj so zaposleni najpomembnejši kapital v vseh storitvenih organizacijah, v neprofitnih organizacijah pa predstavljajo edini kapital, s katerim razpolagajo takšne organizacije. V tretjem poglavju smo predstavili delovanje zborničnega sistema v Evropski uniji in njegovega evropskega združenja ter primerjali podobne zbornične sisteme v državah EU s slovenskim obrtno-zborničnim modelom ter ugotovili podobnosti in razlikovanja v njih. Opisali smo tudi podporno podjetniško okolje v Sloveniji, katerega del je tudi Obrtno-podjetniška zbornica Slovenije in njene območne zbornice in smo ga v magistrski nalogi podrobno obravnavali. V raziskovalnem delu magistrske naloge smo poleg nekaterih socio-demografskih podatkov in vprašanj o delovanju obrtno-zborničnega sistema preverjali raziskovalne hipoteze, ki se nanašajo predvsem na ugotavljanje zadovoljstva zaposlenih in uspešnost delovanja obrtno-zborničnega sistema. Naredili smo tudi SWOT analizo obrtno-zborničnega sistema. Rezultati raziskave kažejo, da zaposleni v obrtno-zborničnem sistemu ne kažejo izrazitega zadovoljstva oziroma nezadovoljstva glede delovanja le-tega. A večina zaposlenih se strinja, da bi ta lahko deloval bolje, saj ima ustrezno usposobljen strokovni kader v območnih zbornicah in dobro svetovalno službo v krovni organizaciji. Primeri dobre prakse v drugih državah EU so pokazali, da ni popolnoma primerljivega modela, ki bi bil enak slovenskemu obrtno-zborničnemu sistemu, še najbližja in najbolj podobna sta javnopravna sistema zbornic v Nemčiji in na Hrvaškem. V zaključku naloge smo na podlagi izhodišč raziskave, primerjave nekaterih zborničnih sistemov in SWOT analize podali predloge za izboljšanje delovanja obrtno-zborničnega sistema, ki so smernice za zaposlene in vodstvo obrtno-zborničnega sistema. ; Due to increasing competition and free market entry, organizations must strive for the largest possible market advantage or recognisability and performance, irrespective of the area of operation. This also applies to non-profit organizations, which follow their non-profit mission in a profit manner and realize it in a non-profit way. Chamber of Craft and Small Business of Slovenia is also a non-profit organization, which has been operating in the Slovenian space already for 47 years and it was established on the basis of common interests of craftsmen of that time and because of the limitations of the state in the development of crafts. In the theoretical part we presented non-profit organizations in short, the management of non-profit organizations and their basic functions. Further on we addressed and defined the strategy, the vision and the mission, which are guides for the operation of all organizations, especially the non-profit ones, which do not exist to make profit but due to the realization of common interests of certain groups. Properly set goals (short-term or long-term) are guides for the implementation of the strategy, the implementation of the mission and the pursuance of the vision of a non-profit organization. Since non-profit organizations operate mainly in the service sector, we have defined services, their quality assurance and measuring. In the continuation we defined human resources in short because employees are the most important asset in all service organizations, and in non-profit organizations they represent the only asset of such an organization. In the third chapter, we briefly presented the operation of the chamber system in the European Union and its European associations, and we compared similar chamber systems in the EU countries with the Slovenian craft chamber model and we established their similarities and differences. Within this part we briefly described the supportive business environment in Slovenia, a part of which is also the Chamber of Craft and Small Business of Slovenia and its regional units – regional chambers of craft and small business. In the continuation we discussed and described the craft chamber system in Slovenia in detail. In the research part we verified research hypotheses, beside certain socio-demographic data and some current questions about the operation of the craft chamber system, we made a SWOT analysis with which we defined the strengths and weaknesses of the craft chamber system as an organization, and threats and opportunities that the craft chamber system has in the external business environment. We have established that the employees in the craft chamber system are not satisfied nor dissatisfied with the system's operation, but the majority of employees agree that it could function better as it has well-versed professional staff in regional chambers of craft and small business and good counselling service in the umbrella organization. Good practice cases in other EU countries have shown that there is no completely identical case that would be the same as the Slovenian craft chamber system ; however, the closest and the most similar are the public-law systems of chambers in Germany and Croatia. In the conclusion of the thesis, we made proposals to improve the operation of the craft chamber system, which are guidelines for the employees and the management of the craft chamber system on the basis of the research, system comparison and SWOT analysis.

Abstract. Crisis response planning can never fully prevent a certain amount of improvisation given that, in some cases, it is necessary, if not even desirable. This article analyses the research question on the relationship between crisis planning and improvisation in theory and with respect to the Covid-19 epidemic in Slovenia. Despite existing systemic recommendations, normative and to some extent operational crisis preparedness, our analysis of the country's response reveals improvisation in several key elements: planning, decision-making, coordination and crisis communication. The quite considerable improvisation seen with the epidemic is the outcome of its unexpected dimensions, the absence of a comprehensive crisis management plan, and individual actors' insufficient crisis management competences. It has been reflected in the establishing of specialised ad hoc structures, overnight decisions and their sudden reversals, and often in inconsistent and inappropriate communication with the public. Razvoj človeških virov je bistvenega pomena pri doseganju uspeha za katero koli vrsto organizacije: profitne, javne ali civilne. Stanje civilne družbe je odvisno od okolja, tj. habitata, v katerem deluje. Cilj magistrske naloge je raziskati zavzetost zaposlenih v civilni družbi na Hrvaškem. V vsaki državi je sektor civilne družbe različen in se sooča s posebnimi izzivi. Sektor civilne družbe na Hrvaškem je še vedno v zgodnjih fazah razvoja in je pogosto povezan s podhranjenostjo s človeškimi viri. Mnoge civilnodružbene organizacije na Hrvaškem v celoti temeljijo na prostovoljnem delu. V nalogi smo se osredotočili na hrvaške civilno-družbene organizacije, ki imajo zaposlene. Teza je bila izbrana na podlagi vse več literature, ki se ukvarja z zavzetostjo zaposlenih v kontekstu razvoja civilne družbe. Izbran raziskovalni pristop je kombinacija kvantitativne (anketa) in kvalitativne (delno strukturiran intervju) metode. Intervjuji so bili uporabljeni kot dopolnitev k opravljenim anketam. Ključne ugotovitve kažejo, da so ne glede na finančno nestabilnost in nagnjenost k izgorelosti zaposleni v civilnodružbenih organizacijah na Hrvaškem relativno visoko zavzeti. ; The development of human resources is paramount in achieving success for any type of an organization: profit, public or the civil one. The state of the civil society is dependent on the surrounding context i.e. habitat in which it is operating. This paper aims to zoom into EE in the civil society in Croatia. The civil society sector is different in every country and it is facing unique challenges. In Croatia, the civil society is in its early phase of development, and is characterized by being under-capacitated, especially regarding its human resources. Many CSOs (in Croatia) are completely based on voluntary work. In this paper we have focused on Croatian CSOs that have employees. The thesis has been chosen based on the growing amount of literature on the topic of EE in context to the developing civil society. The research methods that have been used are a combination of the qualitative (the survey) and the quantitative (the semi-structured interviews) method. The interviews have been used as an addition to the surveys rendered. The main findings indicate that the employees in the civil society in Croatia, in spite of the financial instability and the burnout connected to their working environment, demonstrate relatively high engagement.

Namen magistrskega dela je bilo proučiti stanje ozaveščenosti glede sistema navzkrižne skladnosti. Ravno tako je bil namen proučiti možnosti poenotenja postopkov v izvajanju sistema, identificirati dobre prakse med deležniki in jih kot skupek dobrih praks, združenih v smernice, predstaviti vsem deležnikom, z namenom postati učinkovitejši v upravljanju kontrolnih sistemov. Pri tem smo kot osnovo za izboljšanje sistema analizirali izvedbeni model obstoječega sistema navzkrižne skladnosti, proučili akreditacijska merila, ki jih mora izpolnjevati plačilna agencija in jih nadgradili z zahtevami novega standarda ISO 9001:2015. Pri standardizaciji procesov smo sledili merilom, ki prispevajo k učinkovitejšemu upravljanju kontrolnih sistemov in ugotovitve združili v prepoznane pomanjkljivosti sistema ter predloge za izboljšanje delovanja modela za dosego večje učinkovitosti sistema vodenja in uspešnejšega izvajanja sistema. Precizen odgovor na učinkovito upravljanje nadzora je v raziskavi opredeljen kot rezultat primerljivosti ugotovitev rednih sistemskih kontrol izven sistema subvencij z ugotovitvami kontrol v subvencijskem modelu. Ugotovili smo, da idejna zasnova modela deluje, vendar pa je mogoče z uporabo predlogov izboljšav obstoječega modela in odpravo izpostavljenih pomanjkljivosti učinkovitejše upravljati kontrolne sisteme znotraj skupne kmetijske politike. V okviru magistrskega dela smo izvedli kvalitativno raziskavo s pomočjo intervjujev z udeleženci vodstvenega in operativnega nivoja deležnikov modela ter s kvantitativno raziskavo. Ta je temeljila na spletnem vprašalniku, posredovanem kmetijskim svetovalcem, kmetom in potrošnikom. Na osnovi raziskave, izvedene z deležniki modela navzkrižne skladnosti, smo ugotovili, da je bistvenega pomena za uspešno skupno politiko uskladitev ciljev kmetijske, okoljske in naravovarstvene politike, ki s svojim zakonodajnim okvirjem, smernicami in ukrepi bodisi neposredno bodisi posredno vplivajo na področje navzkrižne skladnosti. Te s svojim zakonodajnim okvirjem, smernicami in ukrepi bodisi neposredno bodisi posredno vplivajo na področje navzkrižne skladnosti. Izkoristiti je potrebno prožnost politik na ravni EU kot tudi specifike naše države ter postaviti jasno srednje ročno in daljno ročno strategijo kmetijstva, z načrtovanimi in ciljno naravnanimi ukrepi, ki jih podpirajo vse ključne politike in so v interesu kmetov ter hkrati dovolj stabilni v času. Usmerjenost k temu cilju bo privedla do skladnosti s standardi, trajnostnega razvoja kmetijstva, kakor tudi večje združljivosti skupne kmetijske politike s pričakovanji kritične družbe na splošno. Navedeni elementi so bili prepoznani kot cilji politike navzkrižne skladnosti. ; The purpose of the Master thesis was to examine the state of awareness of the cross-compliance system. It was also intended to examine the possibility of standardization of the system implementation procedures, to identify best practices among shareholders and to present these to all shareholders as a set of good practices joined in guidelines, in order to become more efficient in the management of control systems. The implementation model of the existing cross-compliance system was analyzed as a basis for the improvement of the system. Furthermore, the accreditation criteria to be met by a paying agency were also examined and upgraded with the requirements of the new ISO 9001: 2015. The criteria that contribute to more effective management of control systems were followed during the standardization processes. In order to achieve greater effectiveness of the management system and more effective implementation of the system the findings were combined in the identified deficiencies of the system and proposals for improving the functioning of the model. Within the study the precise answer to the effective management of controls is defined as a result of the comparability between findings based on regular system checks outside the subsidy system and findings of controls in the subsidy model. As established the concept of the model is in place. However, with the application of proposed improvements of the existing model and the elimination of the exposed weaknesses the control systems within the Common Agricultural Policy could be managed more effectively. In the framework of the Master thesis the quantitative survey and the qualitative research were carried out, the latest through interviews with managerial and operational level of shareholders model. The quantitative survey was based on an online questionnaire submitted to agricultural advisers, farmers and consumers. The results of the research conducted with shareholders of the cross-compliance model showed that harmonization of objectives concerning agricultural, environmental and conservation policy is essential for a successful common policy. The legislative frameworks, guidelines and measures of the above mentioned policies have either direct or indirect influence on the scope of cross-compliance. It is necessary to take advantage of the flexibility of policies at EU level as well as the specifics of our country and to set clear medium term and long-term agriculture strategy, with planned and targeted measures that are supported by all key policies, in the interests of the farmers and sufficiently stable in time. Direction towards this goal will lead to the compliance with standards, the sustainable development of agriculture and will make Common Agricultural Policy more compatible with the expectations of critical society in general. These elements are identified as the cross-compliance policy objectives.

While considering a two-level approach, in the article we discuss systemic issues related to occupational safety and health (OSH) data. On the individual level, we focus on OSH incidents that indicate the status of occupational health. On the company level, we examine OSH management data that reveal the monitoring system. Our analysis shows that the Slovenian OSH data collection system depends on employers' reporting rather than on professionals monitoring workers' health. The OSH system is oriented to legal compliance more than the regular monitoring of OSH activities. The introduction of systemic measures that integrate the various OSH stakeholders and reintegrate occupational medicine into the health system is recommended. The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. These services can essentially contribute to better political decisions of local communities in making strategically relevant decisions. Adapted from the source document.
Magistrsko delo predstavlja tematiko večnivojskega upravljanja in sodelovanja na primeru Slovenije in migrantske krize na Zahodni balkanski poti. Namen dela je ugotoviti, ali je bilo večnivojsko upravljanje na primeru kriznega menedžmenta uspešno ter kaj je pripeljalo do njegove uspešnosti oziroma neuspešnosti. Delo temelji na kvalitativni metodologiji študije primera. V prvem delu s deskriptivno metodo opredeli splošno razvitost večnivojskega upravljanja, v drugem delu pa z analizo virov preuči področje skozi primer največje migrantske krize. Na primeru Slovenije kot preučevanega nacionalnega nivoja s komparativno metodo prikaže pomanjkljivosti sodelovanja z nivoji. Na pomanjkljivostih, ki se skozi raziskovanje prikažejo, delo poda predloge za izboljšanje in reševanje podobnih problematik v prihodnosti. Magistrsko delo prikaže, da večnivojsko upravljanje na omenjenem primeru ni bilo uspešno, saj je bila smer sprejemanja odločitev večinoma usmerjena od zgoraj navzdol, kar je otežilo vključevanje podnacionalnega nivoja v odločevalski proces. Slaba praksa obvladovanja migrantske krize je imela posledice na širši ravni, saj je na eni strani določene postopke reševanja krize otežila in podaljšala, na drugi pa nečela dvom o skupnosti in njenih temeljnih vrednotah. Uporabnost dela se kaže tako na praktični kot na znanstveni ravni. Pri praktični ravni se ta kaže kot pomoč vključenim akterjem na različnih nivojih pri reševanju kriz velikega obsega, pri znanstveni ravni pa pri izbiri tematike ter pri izbiri aktualnega primera. Tematika kot taka je v slovenski znanosti še dokaj neomenjena in neraziskana, podobno velja za področje migrantske krize, ki se s svojo veličino ne bo umirila še nekaj časa. ; This master's thesis presents the topic of multilevel governance and cooperation on the example of Slovenia and the migrant crisis on the Western Balkans route. The purpose of the work is to determine whether the multilevel governance of the crisis management was successful and what led to its success or failure. The research is based on qualitative case study methodology. In the first part, the descriptive method defines the general development of multilevel governance, while in the second part, the analysis examines the field on the basis of the biggest migrant crisis since World War II. Comparative method shows deficiencies on the national level in cooperation with other levels on the example of Slovenia. On the shortcomings that appear during the research, the master's thesis presents suggestions for improving and resolving similar problems in the future. The research shows that the multilevel governance in this case was not successful, since the direction of decision-making was mainly directed from the top down and the subnational level was thus poorly involved in decision-making along with the national level. Bad practice has had a negative impact on the entire crisis, resulting on one hand certain procedures being more difficult and lengthier than they should be and on the other, started the doubt of the union as a whole and its basic values. This research is useful on a practical and on a scientific level. On a practical level it is seen as a helpful tool for crisis management to all the actors involved and on the scientific level the usefulness is seen through the choice of topic as well as through the choice of the current case from practice on the basis of which the study was conducted. The subject as such is still fairly unspecified and unexplored on scientific grounds in Slovenia, similarly to the area of the migrant crisis that, due to its extent, will not settle for quite some time.

Področje javne uprave je bilo že od samega začetka zelo težko natančno razložiti. Praktično ni področja človeškega delovanja, v katerem javna uprava ne bi igrala pomembne vloge. Reforme javne uprave so v zadnjih nekaj letih zelo aktualna tema in zato jim posvečamo vedno več pozornosti. Magistrsko delo obravnava področje uspešnosti reform slovenske javne uprave in je usmerjeno predvsem v dileme oziroma kritike zastavljenih strategij. Vse reforme slovenske javne uprave se v zadnjih 20. letih lahko štejejo za uspešne v smislu metodološkega in tehničnega napredka. Napredovali smo pri racionalizaciji struktur in optimizaciji procesov. Manj se lahko pohvalimo v zvezi s spornimi postopki z vidika interesov na primeru lokalne samouprave ter sistema javnih uslužbencev in njihovih plač. Pri doseganju končnega cilja sem ugotovila, da se nekateri od zastavljenih ukrepov, ki so bili opredeljeni v strategijah, dejansko sploh niso realizirali. Glede zastavljenih strategij je precej kritik, izpostavljena je strategija razvoja slovenske javne uprave za obdobje 2015-2020, strategija e-uprave za obdobje 2006-2010 in strategija razvoja lokalne samouprave do leta 2020. Ugotovimo, da gre pri strategijah bolj za skupek dobrih želja oziroma povzetek prejšnjega stanja. Ni zastavljene nikakršne analize, ki bi bila podlaga za spremembe. Da bi zagotovili ustrezen razvoj in napredek na tem področju, bi bilo treba natančno opredeliti jasne ukrepe, ter celovito zastaviti strategije, in le tako lahko pričakujemo uspešen sistem reform. Za nadaljnji razvoj javne uprave bo bistveno, da se izvaja modernizacija na vseh področjih, predvsem tistih, ki so najbolj kritična. Večjo pozornost bo treba nameniti zastavljanju strategij razvoja javne uprave. ; To explain the public administration field in detail has always been a demanding task. In fact, the public administration has an imperative role in almost every area of human action. The public administration reforms are currently a very popular subject matter and thus more favored in receiving attention. In my (Master's) thesis I cover the field's successfulness of the public administration reforms and focus mainly on dilemmas or critics of the set strategies. All Slovenian public administration reforms that have been passed in the last 20 years can be accounted for very successful, not only in methodological, but also its technical sense. We have also improved at streamlining structures and optimizing processes. We are less successful in terms of disputable proceedings from the perspective of interests, for instance, local self-government, the public servants' system and their salaries. While reaching the final goal of my thesis I recognized that certain measures I set in strategies were not realized at all. As far as strategies are concerned, there are quite criticized - a specific stress is put on the strategy of the development of the Slovenian public administration in the periods from 2015 to 2020, the strategy of the e-management in the periods from 2006 to 2010 and the strategy of the development of the local self-government to the year 2020. I discover that strategies are more like a unit of good intentions or better to say synopsis of a previous condition. There is no specific analysis which would be the basis for changes. To secure an adequate development and progress in this field, it is imperative to take transparent measures and set strategies in their entireties. Only then can we expect a successful reform system. For further development of the public administration it is essential to modernize in all fields, particularly in those which are most critical. A more close attention will have to be put on setting up strategies for the development of the public administration.
