Bezpieczeństwo europejskie w połowie drugiej dekady XXI wieku jest zagrożone m.in. przez coraz częstsze ataki terrorystyczne "samotnych wilków", wielkie migracje, działania zbrojne poniżej progu wojny na Ukrainie, nie w pełni rozwiązany kryzys finansowy i grecki. Będący niejako konsekwencją powyższych sytuacji kryzysowych Brexit także w wielu aspektach niesie zagrożenie dla bezpieczeństwa w Europie. W artykule przedstawiono przyczyny, przebieg i konsekwencje dla Polski: wędrówki ludów do Europy, sytuacji na Ukrainie oraz decyzji o wystąpieniu Wielkiej Brytanii z Unii Europejskiej. Wskazano narzędzia polityki międzynarodowej stosowane dla rozwiązania poszczególnych kryzysów. ; European security in the half of second decade XXI century is threatened by a.o. more and more frequent "lonely wolves" terroristic attacks, great migrations, situations of violence below the threshold of armed conflict on Ukraine, not full solved financial and Greek crises. Brexit, being the consequence of above mentioned crisis situations, carries the threat for the safety in Europe in many aspects too. The article presented causes, course and consequences for Poland migrations to Europe, situation on Ukraine and decision about the exit of Great Britain from European Union. There were showed tools of the international politics applied for the solution of individual crises.
The system of protection of historical monuments in Poland, including Monuments of History, is not fully adapted to the political changes after 1989. An underestimated, important element of this system determining effective protection is professional architectural heritage management combining conservation with contemporary use of historical buildings. Interdependencies between conservation and non-conservation conditions force us to perceive the protection of monuments as a complex and interdisciplinary process – mutually correlated interactions on the historic object, in which conservation measures are the key, but not the only, activity. The organizational entirety of these activities is management. Monuments of History as the most valuable heritage should be a model of management of the national, historical resources. Fifteen years of experience of the Srebrna Góra (Silver Mountain) Fortress monument allow us to bring closer the objectives and complex conditions of related management activities as well as applications addressed to national authorities responsible for the protection of cultural heritage. ; System ochrony zabytków w Polsce, w tym pomników historii nie jest w pełni dostosowany do zmian ustrojowych po 1989 roku. Niedocenianym, istotnym elementem tego systemu determinującym skuteczną ochronę jest profesjonalne zarządzanie architektonicznym dziedzictwem łączące konserwację ze współczesnym użytkowaniem historycznych obiektów. Współzależności konserwatorskich i pozakonserwatorskich uwarunkowań wymuszają dziś postrzeganie ochrony zabytków jako złożonego i interdyscyplinarnego procesu – skorelowanych ze sobą oddziaływań na zabytkowy obiekt, w którym zabiegi konserwatorskie są kluczową, ale nie jedyną działalnością. Całością organizacyjną tych działań jest zarządzanie. Pomniki historii jako najcenniejsze dziedzictwo powinny być wzorem zarządzania dla krajowego, zabytkowego zasobu. Piętnastoletnie doświadczenia pomnika Twierdza Srebrna Góra pozwalają przybliżyć cele i złożone uwarunkowania powiązanych ze sobą działań zarządczych oraz wnioski adresowane do władz krajowych odpowiedzialnych za ochronę kulturowego dziedzictwa.
RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness. ; Celem artykułu jest ananliza wpływu procesów globalizacji na zarządzanie rozwojem regionalnym w Unii Europejskiej, w kontekście wzrostu konkurencyjności unijnych regionów w gospodarce globalnej. Problem badawczy odnosi się do określenia zakresu kompetencji odnoszących się do zarządzania rozwojem regionalnym implementowanych na rzecz poprawy ich pozycji konkurencyjnej w gospodarce globalnej. W tym kontekście omówiony został proces umacniania się wielopoziomowego charakteru systemu politycznego UE, w którym obok suwerennych państw, funkcjonują ponadnarodowi i subnarodowi aktorzy polityczni. Wykorzystane metody badawcze obejmują analizę instytucjonalno-prawną, odnoszącą się do głównych aktorów polityki oraz instrumentów zarządzania rozwojem regionalnym przez nich stosowanych, a także ustalenia zawarte w najnowszej literaturze przedmiotu. We wstępie przedstawione zostały jego główne założenia metodologiczne obejmujące analizowany obszar badawczy, wykorzystane podejście koncepcyjne i metody badawcze. W dalszej, zasadniczej części tekstu omówione zostały uwarunkowania kształtowania konkurencyjności regionów w gospodarce globalnej oraz wskazany zakres kompetencji i instrumenty stosowane przez UE na rzecz wzrostu konkurencyjności regionów, z odniesieniem do roli samych regionów w powyższym procesie. Wyniki analizy wskazują, że zakres kompetencji UE w obszarze zarządzania rozwojem regionalnym został określony w Traktacie o Funkcjonowaniu UE, natomiast presja globalnej konkurencyjności ma wpływ na formułowanie strategicznych kierunków działań UE w tym zakresie i podporządkowanie im interwencji Europejski Fundusz Rozowju Regionalnego i Europejski Fundusz Społeczny. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.

The paper gives a critical overview of macro-level management efforts to increase energy efficiency in Russia in 1995-2013 with special focus on the shift in goals, methods and approaches. We compare the pace and the trend of evolution of Russian ener- gy efficiency policy with world trends and discuss the effects of policy diffusion on interna- tional and regional levels. Research aim. Using the conceptual framework of an extended energy-efficiency gap, this study investigates the existing barriers to energy efficiency and suggests the possible solu- tions for improvement of energy policy on regional level. Method. We gathered the information for evaluation of effectiveness of current energy policy by empirical research in the form of a mix of medium-scale face-to-face inquiries and semi-structured interviews. Reg findings. The findings reveal that the most common barrier is the lack of expertise and competences to identify the inefficiencies, and opportunities to implement energy efficiency measures needs to be overcome first for further improvement of energy efficiency. The convergence of expertise can happen through horizontal interactions on regional level as well as specially organized training programs at the federal level with the participation of international experts.

This paper concerns the institutional and organizational structure of the Euroregion. It is multi-level and affects the functioning of the Euroregions, including, but not limited to, organized approach to the use of structural aid under the regional policy of the European Union (EU). The highest level of the organization is the Association of European Border Regions (AEBR), which lobbies for Euro-regions within the EU and provides professional services for broadly understood regional action. In turn, the Euroregion itself is also organized by having institutions. This allows for an orderly performing of tasks at the local level while showing a "different" approach to management, which can take many forms.
The article describes the mechanisms stimulating the rapid pace of developments in the reform of higher education in economics. The starting point for the analysis is the circumstances of the reforms of 1989: the pressure for reforms, the unpreparedness of the reformers and the reasons for it, breakdown of the hierarchy of authorities and maladjustment to the realities of market management. The author shows the reasons why these factors did not have the same influence on the transformation processes. Then he describes the factors that determined the success of the first phase of the changes and analyses the conflict of interests in the present situation. The analysis, based on mechanisms similar to cognitive dissonance, indicates the hardening of attitudes conducive to stagnation. This syndrome was called "changeophobia" and was contrasted to conscious, goal-oriented actions towards the vision of a readable system of institutional goals and credible mechanisms for translating them to personal career paths. ; W artykule wskazano mechanizmy, które przesądziły o dynamice wydarzeń w reformującym się sektorze wyższego szkolnictwa ekonomicznego. Punktem wyjścia do rozważań jest wskazanie okoliczności reform 1989 roku: nacisku na zmiany, braku przygotowania reformatorów, załamania się hierarchii autorytetów oraz niedostosowania do realiów zarządzania rynkowego. Wskazano powody, dla których wpływ tych czynników na procesy transformacyjne nie był równomierny. Następnie scharakteryzowano czynniki, które zdeterminowały sukces pierwszej fazy zmian oraz podjęto próbę analizy konfliktu interesów w obecnej sytuacji. Analiza - wykorzystująca mechanizmy analogiczne do dysonansu poznawczego - wskazuje na powstawanie postaw sprzyjających stagnacji. Syndrom ten określono jako zmianoholizm, a przeciwstawiono mu działania celowe i świadome, odnoszące się wizji czytelnego układu celów instytucjonalnych oraz wiarygodne mechanizmy przełożenia ich na ścieżki karier osobistych.

Wspólnota pozwala na dowolność kreowania przez państwa ich bilansów energetycznych, jednak unijne prawo musi być przestrzegane i wdrażane. W związku z tym polityka bezpieczeństwa energetycznego Polski, kreowana przez rząd oraz organizacje rządowe, pozarządowe, przedsiębiorców, a także społeczeństwo, powinna uwzględniać unijne priorytety, zwłaszcza w przypadku sektora odnawialnych źródeł energii. OZE są jednym z priorytetów polityki energetyczno-klimatycznej UE. Celem artykułu jest m.in. wskazanie roli prosumenta w zarządzaniu bezpieczeństwem energetycznym Polski oraz analiza tzw. energetyki prosumenckiej. Kwestię prosumenta reguluje w Polsce ustawa o OZE – proces nowelizacji w 2015 r, odbił się szeroką dyskusją nie tylko w gronie naukowym, ale i wśród przedstawicieli organizacji społecznych oraz środowisk skupiających prosumentów w Polsce. Zjawisko to było widoczne również i na początku 2016 r., gdzie nowy rząd, po dojściu do władzy (Patia Prawo i Sprawiedliwość), postanowił wznowić pracę nad zawartością ustawy. Należy podkreślić, że w polskim prawie nie było bezpośredniego wsparcia finansowego (określonego na poziomie ustawowym) dla małych producentów energii elektrycznej. Kredyty i uproszone rozwiązania administracyjne, nie zachęcały konsumentów do indywidualnych inwestycji. W wyniku nowelizacji ustawy o OZE prosument w ramach wsparcia może skorzystać m.in. z zakupu i montażu małych instalacji odnawialnych źródeł energii finansowanych z funduszy unijnych. Artykuł stanowi także próbę odpowiedzi na pytania: kim jest prosument, co to jest energetyka prosumencka oraz jakie są jej założenia? Jaka jest rola prosumenta w procesie zarządzania bezpieczeństwem energetycznym w Polsce? Artykuł koncentruje się na zagadnieniu aktualnym, co zwiększa jego atrakcyjność pod względem badawczym. ; Since its EU membership, Poland has paid special attention to the protection of the natural environment. The Community enables flexible creation of the energy balances by the Member States, but EU law must be respected and implemented. Therefore, the energy security policy created by the Polish government and governmental organizations, NGOs, businesses and the society should take into account the EU priorities, especially in the renewable energy sector. RES is one of the priorities of the energy and climate policy. This article aims to indicate the prosumer role in the management of energy security, and to analyse prosumer energy. The issue of prosumer-driven regulations in the field of renewable energy in Poland, amended in 2015, triggered a broad discussion not only among the scientific community, but also among the representatives of social organizations and communities gathering prosumers in Poland. This phenomenon was evident also at the beginning of 2016, when the new government came to power (the Law and Justice party) and decided to resume work on the content of the Act. It should be emphasized that the Polish law provided for no direct financial support (determined on a statutory level) for small power producers. Simplistic loans and administrative arrangements do not encourage consumers to individual investments. As a result of the amendment to the law on renewable energy in support of prosumer benefits from, among others, the purchase and assembly of small installations of renewable energy sources financed from the EU funds. This article aims to answer a few questions: who is the prosumer, who is the energy prosumer and what are their objectives? What is the role of the prosumer in the management of energy security in Poland? The article focuses on a topical issue, which makes it all the more interesting in terms of research.
The article presents issues related to the occurrence of political risk in local government in Poland. It will attempt to identify the symptoms to demonstrate the possibility of a political budget cycle in local government units. On the basis of budgetary data an empirical analysis of local governments will be carried out, with a particular emphasis on debt levels, capital expenditures, and a result of the budget in the years of local elections and pre-election periods. The presented research results cover all categories of local government units, i.e., municipalities, cities with poviat rights, poviats, and voivodships. The time range of the analysis is 2003-2019. The empirical part is preceded by a literature review, both in terms of the election cycle and the risk related to local debt management. The adopted structure of the article allows obtaining an answer to the question of whether there is a political risk in the surveyed entities. ; W artykule przedstawiono zagadnienia związane z występowaniem ryzyka politycznego w samorządzie lokalnym w Polsce. Podjęto próbę zidentyfikowania możliwości wystąpienia politycznego cyklu budżetowego w jednostkach samorządu terytorialnego. Na podstawie danych ze sprawozdań budżetowych została przeprowadzona analiza empiryczna finansów samorządowych z uwzględnieniem poziomu zadłużenia, wydatków majątkowych, a także wyniku budżetu. Prezentowane rezultaty badań obejmują wszystkie kategorie jednostek samorządu terytorialnego, tj. gminy, miasta na prawach powiatu, powiaty i województwa. Analiza obejmuje lata 2003-2019. Szczególne zainteresowanie wzbudziły lata wyborcze i okresy przedwyborcze. Część empiryczną poprzedza przegląd literatury zarówno w zakresie cyklu wyborczego, jak i ryzyka w zarządzaniu długiem lokalnym. Przyjęta struktura artykułu umożliwia uzyskanie odpowiedzi na pytanie: Czy ryzyko polityczne występuje w badanych podmiotach?
The main problem the author deals with at the very beginning of his article concerns the causes of failure of the tasks that were taken up to limit the number of directions with the aid of which a superior institution makes a subordinate institution act according to their own preference. The reason these problems were taken up for is the widely known lack of adaptation of some enterprises to the demand changes, as well as other deficiencies of a given enterprise activity. The author points out to some common features of all the situations in which the number of directions was limited. It is based on the existence of so called institutional verification. We can speak about the institutional verification only when the definitial decisive criterion to give an entreprise a money reward is a superior institution. The aim of this article is to show that there exists a permanent tendency of a superior institution to multiply the number of directions. The origin of this tendency is the impossibility to form such a system of directions which would make the industrial enterprise act according to the preferences of a suprior institution. Any limitation of the number of directions enlarges the divergence between the activity of an enterprise and the direction that a superior institution would desire. The aim of the article is to present self-government diplomacy as a novel, innovative form of international contacts realized by regional and local authorities, including the kujawsko-pomorskie voivodeship. The author has made a formal and statistical analysis of the various forms of functioning of this method of international cooperation. On this basis, the author concludes that local government diplomacy fosters the construction of international social, economic, cultural and other ties at local and regional level. ; Celem artykułu jest zaprezentowanie dyplomacji samorządowej jako nowatorskiej, innowacyjnej formy kontaktów międzynarodowych realizowanej przez samorządy regionalne i lokalne, w tym województwa kujawsko-pomorskiego. Autorka dokonała analizy formalnej i statystycznej różnych form funkcjonowania tej metody współpracy międzynarodowej. Na tej podstawie autorka wnioskuje, że dyplomacja samorządowa sprzyja budowie międzynarodowych więzi społecznych, gospodarczych, kulturalnych i innych na poziomie lokalnym i regionalnym.
Introduction: Over the last decade lifelong guidance has been given increasing attention at both European and national levels. It is recognised as a crucial dimension of lifelong learning, promoting both social and economic goals: in particular, improving the effi ciency and effectiveness of education, training and the labour market through its contribution to reducing drop-out, preventing skill mismatches and boosting productivity. Two EU Resolutions of the Education Council (20041; 20082) have highlighted the need for strong guidance services throughout the lifespan to equip citizens with the skills needed to manage their learning and careers, and the transitions between and within education/training and work. The Resolutions drew attention to four priority areas, i.e. the development of career management skills; accessibility of services; quality assurance; and co-ordination of services; and Member States were invited to take action to modernise and strengthen their guidance policies and systems. The basic goal of the article is analyse the current regulations about credit rating agency and their activity in European Union and United States and answer the question which one the issuer or investor paid credit rating model is better, as a result building the own credit rating management model. It has been made a literature review abut actual models of risk management. Then are presented the current trends and propositions of changes in regulations. There have been described models: "issuer pays" and "investor pays" and introduced the original model management agency, taking into account the rating of four players, namely: the investor, issuer, rating agency and supervisory institutions. It has been put the following hypothesis: The introduction of regulations on credit rating agencies and credit ratings, improve the social welfare and the quality of the presented notes. ; Celem artykułu jest analiza aktualnych przepisów regulujących działalność agencji ratingowych stosowanych w krajach Unii Europejskiej oraz Stanach Zjednoczonych, a także odpowiedź na pytanie, który z modeli: "emitent płaci" czy "inwestor płaci" jest lepszy z punktu widzenia funkcjonowania rynku finansowego i w związku z tym zbudowanie autorskiego modelu zarządzania agencją ratingową. Dokonano również przeglądu literatury dotyczącej aktualnych modeli zarządzania ryzykiem. Następnie zaprezentowano bieżące trendy i propozycje zmian w przepisach. Opisano modele "emitent płaci" i "inwestor płaci" oraz przedstawiono autorski model zarządzania agencja ratingową przy uwzględnieniu czterech graczy, a mianowicie: inwestora, emitenta, agencji ratingowej oraz instytucji nadzorczej. Postawiono hipotezę badawczą, że wprowadzenie regulacji prawnych dotyczących agencji ratingowych oraz credit ratingów poprawia wypłatę społeczną oraz podnosi jakość prezentowanych not.
The article attempts to indicate the operational principles of local government units in connection with a public task related to housing resources. The assumption of the analysis was to narrow down the issues to only two aspects: legal and financial. First, issues related to the legal grounds of the so-called housing management at the local government level were discussed, and then, the methods of financing tasks in this field by local government units. It should be emphasized that, despite an attempt to refer to local government units operating at various levels, a special place for the discussion was given to the municipality, for which the legislator has reserved the greatest number of housing management tasks. In connection with the functioning of this local government level, the principles of financing the housing management were discussed, taking into account organizational and legal forms and their relationship with municipal budget funds as well as the possibilities of obtaining extra-budgetary funds. ; W artykule podjęto próbę wskazania zasad funkcjonowania jednostek samorządu terytorialnego w powiązaniu z zadaniem publicznym związanym z zasobami mieszkaniowymi. Założeniem analizy było zawężenie problematyki wyłącznie do dwóch aspektów: prawnego i finansowego. W pierwszej kolejności omówiono kwestie związane z podstawami prawnymi tzw. gospodarki mieszkaniowej na szczeblu samorządowym, w drugiej zaś sposoby finansowania zadań z tego zakresu przez jednostki samorządu terytorialnego. Na podkreślenie zasługuje fakt, że mimo podjęcia próby odniesienia się do jednostek samorządowych działających na poszczególnych szczeblach szczególne miejsce na rozważania przypadło gminie, na rzecz której ustawodawca zastrzegł najwięcej zadań z zakresu gospodarki mieszkaniowej. W powiązaniu z funkcjonowaniem tego szczebla samorządowego omówiono zasady dotyczące finansowania gospodarki mieszkaniowej przy uwzględnieniu form organizacyjnoprawnych oraz ich powiązania z gminnymi środkami budżetowymi, a także możliwościami pozyskania środków pozabudżetowych.
Since the middle of the eighties changes have been taking place in relations between the state and higher education institutions. Legislative activity has been developing geared to create a new model of management of a higher education institutions. The article explains how scholars of higher education interpret the changes by means of the concept of the evaluating state and managerism. An attempt is also made to answer the question, whether despite the specific features of the historical development and traditional organisational Solutions of the higher educational system of various countries there are common tendencies of changes in management systems. The analysis was limited to the sector of universities and countries that are usually omitted in studies of this kind were used as examples, i.e. Denmark, Norway, Austria as well as the United Kingdom, where these changes started the earliest and are the most radical. ; W wielu krajach od drugiej połowy lat osiemdziesiątych zachodzą zmiany w stosunkach między państwem i szkołami wyższymi oraz rozwija się działalność legislacyjna nastawiona na stworzenie nowego modelu zarządzania szkołą wyższą. W artykule wyjaśniono, jak zachodzące zmiany są interpretowane przez badaczy problematyki szkolnictwa wyższego za pomocą koncepcji państwa ewaluacyjnego i menedżeryzmu. Autorka próbuje znaleźć odpowiedź na pytanie, czy - mimo specyficznych cech rozwoju historycznego i tradycyjnych rozwiązań organizacyjnych szkolnictwa różnych krajów - zarysowały się wspólne tendencje do zmian systemów zarządzania. Analiza została ograniczona do sektora uniwersytetów i zilustrowana przykładami krajów zazwyczaj pomijanych w badaniach, tzn. Danii, Norwegii, Austrii oraz Wielkiej Brytanii, w której zmiany zaczęły się najwcześniej i są najbardziej radykalne.
