The increase in the flow of Brazilians heading abroad, whether for tourism or emigration, coupled with the greater similarity of purposes of the consular and diplomatic agendas, have led the Cardoso administration to reformulate its foreign policy approach. In order to provide greater protection and assistance to Brazilian citizens abroad, the foreign office is involved in around ten projects, the goal of which is to direct consular activities towards the needs and aspirations of the Brazilian communities in foreign states, in a more democratic manner. In this text we analyse, in a comparative viewpoint, the manner by which the States of Rio Grande do Sul and Sao Paulo Inserted themselves in the brazilian fiscal federalism during the First Republic (1889-1930), establishing, when comparing these two regional formations, the singularities of such an insertion in the social and economic context of brazilian federalism. The Spanish-American war was the dominant subject of the Portuguese press between April and July of I898. This article analyses the Portuguese reactions to the I898 war. On one hand, it will focus the manner in which the commentaries about the military operations developed into an exercise in cultural critique. And, on the other hand, the way in which the war was used to open a debate on the relations between Portugal and Spain, through which the old Iberian federalism of the liberal left was finally put to rest. The manner in which the United States went to war against Iraq in 2003 was not a radical departure from the past. American history shows that the United States has had a propensity to become involved in unnecessary wars. These wars share the following characteristics: they were justified in the name of America's presumed historical mission; they were entered into on the basis of false premises; a small "war party" was indispensable to the decision to go to war; the two party democratic competition often acts as a stimulus to military action; the wars exhibit a kind of "law of unintended consequences.".
