If the development of piracy off Somalia's coasts seems now under control, pirates have moved and now concentrate their attacks in West Africa waters. To bring captured pirates to justice, the international community has relied on the courts of the states of the region, while requiring them to respect the standards of fair trial and the human rights. Strong supports, technical, financial and legal, have then been offered to them to improve their capacity of action. As the results were not immediate, the idea of creating an international court for the judgment of pirates, or an internationalized Court, has been discussed in the UN Security Council. It was ultimately rejected in favour of a reinforced international policy aiming at strengthening the action of national judicial processes against piracy. ; La crise de la piraterie maritime qui a longuement sévi au large de la Somalie est en voie de résorption, mais les pirates n'ont pas cessé leurs ataques qui se produisent désormais dans les eaux de l'Afrique de l'ouest. Pour y faire face, et traduire les pirates en justice, la Communauté internationale s'est rapidement appuyée sur les tribunaux des États de la région, tout en exigeant d'eux le respect des standards du procès équitable ainsi que des droits de l'homme. Elle s'est engagée dans un fort soutien, à la fois technique, financier et juridique, à leur action. Les résultats n'ayant pas été immédiats, l'idée de créer une juridiction internationale, ou internationalisée, a été évoquée par le Conseil de sécurité des Nations Unies. Elle a finalement été rejetée, au profit d'un renforcement de l'action en faveur des processus judiciaires nationaux de lutte contre la piraterie.

The 1978 Spanish Constitution established a distribution of competences between the Central Government (Executive) and Spanish Regions (Comunidades Autónomas). Some of the competences remained exclusive to the Central Government (Executive) and others are shared with the Regions. Marine Salvage is a shared competence. The Central Government has the right to create Statutes, and the Regions can execute them. Each Region must create its own Statute of Autonomy in agreement with the Central Government. At national level, Maritime Salvage is regulated by the Spanish State Ports and Merchant Marine Act of 1992. This Statute created a Salvage National Service Agency (Sociedad de Salvamento y Seguridad Marítima - Sasemar) which has been ratified by the Spanish Constitutional Court as a valid rule. El salvamento marítimo es una facultad compartida entre los niveles políticos antes mencionados. Así, el Gobierno central tiene competencias legislativas sobre salvamento marítimo y las CCAA tienen competencias ejecutivas en esta materia. A nivel nacional, la Ley de Puertos del Estado y de la Marina Mercante de 1992 regula el salvamento marítimo creando la Sociedad de Salvamento y Seguridad Marítima (Sasemar), habiendo sido esta normativa declarada constitucional por el Tribunal Constitucional español. During the Late Bronze Age, a complex network of economic interactions constituted of various semi-independent political entities, yet economically interdependent, existed in the Lower Qishon. We conducted a comparative analysis of plainwares from different sites along the Lower Qishon to identify how they interacted during the LBA. We also performed a comparative study of the maritime-imported ceramics to uncover the maritime connections of the network. We conclude that the Lower Qishon network linked the southern Akko/Haifa Bay with the northwestern Jezreel Valley. On land, the network was in contact with Tel Hazor and the Transjordan. At sea, it was directly connected with Syro-Lebanese and Cypriote coastal sites and indirectly with Egypt, coastal Anatolia, and the Aegean. ; Durante la Edad del Bronce Final, existía en el cauce bajo del rio Qishon una compleja red de interacciones económicas constituida por varias entidades políticas semiindependientes, pero económicamente interdependientes. Para identificar cómo los diferentes yacimientos arqueológicos situados a lo largo del bajo Qishon interactuaban entre ellos, realizamos un análisis comparativo de sus cerámicas de uso común. También realizamos un estudio comparativo de las cerámicas importadas de ultramar para descubrir las conexiones marítimas de los asentamientos del bajo Qishon. Concluimos que, la red comercial situada en el bajo Qishon conectaba el sur de la bahía de Akko/Haifa con el noroeste del valle de Jezreel. Por tierra, la red enlazaba con Tel Hazor y Transjordania. Vía el comercio marítimo, estaba conectada de forma directa con varios yacimientos costeros sirio-libaneses y chipriotas, y de forma indirecta con Egipto, la costa de Anatolia y el Egeo.
