Torres del Parque Residential Complex was designed and created by Colombian architect, Rogelio Salmona, of french descent. The complex was built in the 1960s in the city of Bogotá, Colombia. Here and then, the influence of a group of local architects was identified in the middle of the dilemma posed by a Modern Moement.They were able to embody their rebel appropriation of spaces based on elements and values belonging to city's geographical, historical and social conditions. What is hidden behind Torres del Parque Residential Cornplex? That is the main question giving meaning to this paper. Unveil the deep reasons by which this early work of Salmona has been recognized as the milestone of Bogotá during the 21st Century-and one of the most significant works in Latin America during the 20th Century- has meant digging into the roots of the Residential Complex. The Residential Complex project received and addressed Salmona's lite experiences -understood as the lite of an artist in close relation with the city of Bogotá during the 60s- to be, later, molded by the spirit of a decisive epoch in history and provide a conclusive and original contribution to contemporary Bogotá. Irnagined and drawn by Salmona, its construction must be understood as a collective work. lt will also be the outcome of eclectic influences, readings and cares, certainty and confrontations on the particular sociopolitical conditions and geographical features of a city located at the foot of an Andes mountain range plateau. The project is unveiled through research, as the essence that condenses the concerns and obsessions raised by the deep knowledge of Western architecture thread of history and Salmona's work and academic experience, which was acquired in relation to two 20th Century antagonist architects: Le Corbusier and art sociologist, Pierre Francastel. The renowned influence acquired from social sciences gives Salmona's work, especially the project subject matter ofthis paper, a condition that is consequent with such concepts as openness, democracy, transparency, the idea of encouraging the benefit of the mass over the particular benefit, ethics, policies and responsibilities of the artist as a builder of civilization, transcending the scope of space. Throughout eleven chapters, this paper develops the purpose of this research in a fashion that simulates the path followed to build an idea. Each chapter was structured as a way through the architect's work, since for Salmona "going over" is the fundamental and necessary action to transfer architecture's experience and emotion beyond "inhabiting" or "remaining". That is how the residential complex project was explored: based on its history, the development of its generating idea, its construction process, the memoir of the architect, every-day news from the written media and through a physical setting linked to the city and the view. ; El Conjunto Residencial El Parque, diseñado y gestado por el arquitecto colombiano de origen francés, Rogelio Salmona, fue construido durante la década de 1960 en la ciudad de Bogotá, Colombia . Develar las razones profundas por las cuales esta obra temprana del arquitecto ha sido reconocida como el ícono de la ciudad en el siglo XXI, -y una de las obras más significativas en Latinoamérica durante el siglo XX-, ha significado entrar a sus fondos. El proyecto, recibió y dirigió hacia su interior, la historia de la vida del arquitecto, -entendida como la de un artista en relación con la ciudad de Bogotá durante la década de los años sesenta-, y se moldeará a merced del espíritu de una época definitiva, para hacer un aporte concluyente y original en la configuración de la ciudad contemporánea. Imaginado y dibujado por Salmona, su construcción debe comprenderse en cambio, como un trabajo colectivo. Será también, el producto de influencias tamizadas, lecturas y afanes, certezas y confrontaciones sobre las particulares condiciones sociopolíticas y las cualidades geográficas de una ciudad, situada en las faldas de una meseta de la cordillera de los Andes. Este proyecto se revela a través de la investigación, como la esencia que condensa las inquietudes y obsesiones cultivadas a través del conocimiento profundo del curso de la historia de la arquitectura occidental y de la experiencia laboral y académica de Salmona, adquiridas de la mano de dos protagonistas antagónicos del siglo XX: el arquitecto Le Corbusier y el sociólogo del arte, Pierre Francastel. La reconocida influencia adoptada desde las ciencias sociales, confiere a la obra de Rogelio Salmona y particularmente al proyecto investigado, una condición consecuente con conceptos como apertura, democracia, transparencia, beneficio general por sobre el particular, ética, politica y responsabilidad del artista como constructor de civilización, que trascienden el ámbito de lo espacial. A través de once capítulos, esta tesis desarrolla el propósito de la investigación en un orden que emula el camino para construir una idea. Cada uno fue estructurado como un modo de atravesar la obra, ya que para Salmona "recorrer" es la acción fundamental, necesaria para transmitir la experiencia y la emoción de la arquitectura, por encima de "habitar" o "permanecer". El planteamiento principal que se persigue con esta Tesis Doctoral es abordar la evolución del nivel de vida biológico y la calidad de vida en el sureste de Castilla-La Mancha durante el siglo XX. En esta centuria, los indicadores macroeconómicos se caracterizan por la modernización de las estructuras productivas y un crecimiento económico interrumpido por la Guerra Civil y la posguerra. Se trata de un periodo trascendental de nuestra historia económica y social, marcado por profundas transformaciones y cambios políticos. Esta Tesis doctoral pretende analizar el impacto que los cambios estructurales produjeron en los niveles de vida y el bienestar biológico de Castilla-La Mancha. Para ello, se exploran las relaciones existentes entre el desarrollo económico, los cambios demográficos, la desigualdad y el papel desempeñado por las instituciones y los poderes públicos, cuyo objeto es comprobar cómo estas relaciones influyeron en el bienestar humano de la zona de estudio elegida: el municipio de Hellín (Provincia de Albacete). Como principal fuente se usan los datos de talla contenidos en los Expedientes Generales de Reemplazo (Capítulo 2). Esta fuente alberga el conjunto de mozos que fueron medidos para cumplir con el servicio militar entre 1908 y 1985. E periodo es suficientemente largo como para explorar la tendencia secular de la estatura. Dicha investigación se apoya también en un tratamiento metodológico (Capítulo 2) relativamente nuevo para los historiadores. En este sentido, utiliza indicadores del bienestar humano poco convencionales desde el punto de vista económico como la estatura, el peso y el índice de masa corporal. Así pues, el marco teórico-metodológico se sustenta en las recientes investigaciones de historia antropométrica, llevadas a cabo por historiadores económicos en colaboración con antropólogos físicos y expertos en biología humana. El planteamiento se lleva a cabo a partir de un estudio de caso: el municipio de Hellín. En este municipio predominaron las actividades agrarias, no existió un proceso firme de industrialización y se caracterizó por la escasez de provisiones de bienes e infraestructuras (Capítulo 3). La hipótesis central parte del siguiente supuesto: el bienestar y el nivel de vida biológico tuvieron niveles más bajos que en otras zonas de la España interior. Y desde luego, tuvieron niveles de vida inferiores a los alcanzados en otras zonas rurales de la España mediterránea, económicamente más dinámicas. La serie de estatura promedio reconstruida ha permitido: I) explorar la relación que existe entre la estatura media y otros indicadores del bienestar, II) realizar estudios comparativos con otras series para conocer la evolución de la estatura de los españoles en distintos contextos medioambientales, III) explorar el peso que tuvo la inmigración en la tendencia secular de la estatura media del municipio (Capítulo 4), y IV) analizar la desigualdad social y económica a partir de las estaturas según residencia rural-urbana, profesión, clase social y acceso a la educación (Capítulo 5). Los resultados antropométricos evidencian que en el curso del siglo XX hubo importantes mejoras del bienestar y del nivel de vida biológico en Hellín. Sin embargo, las tallas promedio se situaban entre las más bajas de España. El hecho muestra que la pobreza del estado nutricional estaba mucho más extendida en la zona estudiada que en la España mediterránea. De los avances de la talla se infiere que el incremento de la renta, las mejoras de la salud y la asistencia médica, así como la inversión en infraestructuras, permitieron que la población accediera a las principales fuentes de recursos: alimentos, sanidad y educación. De este modo, la talla de los reemplazos aumentó 7,7 cm en el periodo 1908-85, y sólo entre 1955-85 incrementó 6,8 cm. Los datos muestran el impacto de la Guerra Civil (1936-1939) y las nefastas políticas autárquicas del franquismo. El incremento de la estatura en el primer tercio del siglo XX, estimado en 2,1 cm entre 1908-38, se vio interrumpido durante la Guerra Civil y la larga posguerra. En los 'años del hambre' (1939-55), la talla cayó 1,8 cm. El estudio concluye que el municipio de Hellín gozó de un nivel de vida biológico más pobre que otras poblaciones próximas, y que el deterioro de la talla se hizo más evidente en épocas de privación y escasez, sobre todo durante la posguerra, donde el impacto negativo fue mucho mayor. Finalmente, se destaca la desigualdad, en función del lugar de residencia, la profesión y la educación. En términos generales, los reclutas que vivían en la ciudad, sabían leer y escribir y en el momento de ser tallados desempeñaban una profesión que requería cierta cualificación. De este modo, los mozos urbanos gozaron de un mayor nivel de vida biológico frente a los que residían en ámbitos rurales, que eran además analfabetos y cuya profesión estaba vinculada al sector primario y sin cualificación. ABSTRACT This Doctoral Thesis explores the evolution of the biological standard of living in Castile-La Mancha during the twentieth century. In this century, macroeconomic indicators are characterized by the modernization of productive structures and economic growth in the long term, only interrupted by the Civil War and its aftermath. This is a period in our economic and social history marked by profound changes and political changes that conditioned the prosperity and human welfare. The main objective is to analyze the impact of structural changes on living standards and biological welfare of Castile-La Mancha. In this doctoral thesis, the relationship between economic development, demographic change, inequality and the role of institutions and public authorities are explored. In this way it is verified how these relationships influence human well-being in the studied area: the town of Hellín (Province of Albacete). General Records Replacement (Expedientes Generales de Reemplazo) are used as main data source (Chapter 2). This source contains data of all conscripts that were measured for military service between 1908 and 1985. That period is long enough to explore the secular trend in height. This research is also supported by a relatively new methodological approach for historians (Chapter 2). In this sense, unconventional indicators of human welfare from the economic point of view, as height, weight, and body mass index are used. Thus, the theoretical and methodological framework is based on recent research of the anthropometric history. This field is conducted by economic historians in collaboration with physical anthropologists and experts in human biology (auxologists). The analysis is brought from a case study: the town of Hellín. In this town, the agricultural activities were the main ones, there was no strong industrialization process, and was characterized by a shortage of supplies of goods and infrastructure (Chapter 3). The central hypothesis follows this assumption: the human welfare and biological standard of living in this town had lower levels than in other areas of inland-Spain. And had lower levels than those achieved in other rural areas more economically dynamic of the Mediterranean Spain. Height data series highlight the following outcome: I) to explore the relationship between the average height and other indicators of human well-being; II) to compare with other series over the evolution of the Spaniards stature in different environmental contexts, III ) to explore the influence that immigration had on the height secular trend of the municipality (Chapter 4), and IV) to analyze the social and economic inequality from heights: rural-urban residence, profession, social class, and access to education (Chapter 5). Anthropometric results show that in the course of the twentieth century were significant improvements in well-being and biological standard of living in Hellín. However, the average heights were among the lowest in Spain. This fact shows that poverty nutritional status was much more widespread in the studied area than in the Mediterranean Spain. The progress of the stature follows that the increase in income, improvements in health and medical care, as well as investment in infrastructure, allowed the population to access to the main resources: food, health and education. So, height increased 7.7 cm in the period 1908 to 1985, but increased 6.8 cm in the 1955-1985 period. Despite the progress of the biological welfare in the twentieth century, this thesis highlights the negative impact of the Civil War (1936-1939) and Franco autarkic policies. The increase in height in the early twentieth century, estimated at 2.1 cm from 1908 to 1938, was interrupted during the Civil War and its aftermath, which lasted during the 1940s. In the 'years of hunger' (1939-1955), height decreased 1.8 cm. The study concludes that the municipality of Hellín suffered a poorer biological standard of living than other nearby towns. Thus, that the deterioration of the stature became more evident in times of hardship and scarcity, especially during the war where the negative impact was higher. Finally, the thesis highlights the inequality. The relationship between place of residence, profession and education and the gap between tall and short men is revealed. Overall, city inhabitants who could read and write (literate), and white or blue collar professionals tended to be higher. Urban residents enjoyed the high level of biological welfare versus those rural residents, who were also illiterate and linked to the primary sector, no qualified workers. The height is shown as a function of health, wealth and education.

It is important to mention that the starter point of this essay was precisely to give an introductory background of the importance that has have those two case studies in the development of the city. It is not a secret that Colombia has suffered a period of violence and instability since the second part of the XX century so at first glance it is curious to study and research about an almost contradictory topic such as Culture in a "war country". But at the same time, the "beauty" of this study relies precisely in its contradictory nature: How a country with those characteristics can hold two of the most important and respected free theatre festivals and music festivals in all Latin America? This essay will try to explain that culture when it's conceived with some specific characteristics will bring democracy and peace. A series of deep and abstract concepts will be discussed. This essay was thought just as an introduction and approximation to the topic of public and private, public sphere, culture and development just to mention some examples. Same with authors and thinkers used to elaborate the structure of this study. Once again it should be taken as an approximation rather than a full and elaborated research. The aim is to structure a series of ideas and concepts around one thesis: Those festivals have helped to make Bogotá a better city thus that is the main point of the relation between urban spaces and creativity: It fosters a better understanding of a society overall. At the end of the essay, in the appendix section, some photos are presented to visually recreate the two festivals, its dimensions and its importance. Cities as spaces for the public To fully understand the concept of "Public Realm" and "Public Sphere", one has to address the theory of the city and its relation with the concept of public and private. The concept of "city" has had many meanings through time. There are different ways to approach the concept; however, for the nature of this essay an urban sociological perspective will be approached. Mumford (1937) states the city as a space undoubtedly bonded with the development of human potential: "a city is an expression of the human spirits, and they exist to nurture human personality"2. Weber (1921), one of the founders of modern sociology sees a city in terms of connectivity and settlement between commuters, in that way, the concept of a city, according to Weber, is about the networking, the political and economic participation and the organization among communities. Landry (2013) defines the city as "a complex organism and in constant movement with perspectives, opinions and priorities about what is right often clashing"3. Simmel (1950) explained the correlation of man and the scenarios created by the capitalism and modern society called "The Metropolis". There is always a struggle between the man (individual) and his society (public): "The deepest problem of modern life arises out of the attempt by the individual to preserve his autonomy and individuality in the face of the overwhelming social forces of a historical heritage, external culture and technique of life"4. Simmel's concept of a city as a place where modern man struggle to find his individuality within "overwhelming social forces" is key to understand the theory of the city, specifically one attached with the words: Public -Private. He starts explaining the meaning of public and private. Although its historical background, coming from the Greeks and the idea of Oikos and Polis as the Private and Public respectively, Sennett comments that "the public" in modern times, started to develop in the eighteen century that is as a direct consequence of the industrial revolution and the liberalism ideas coming from The Enlightenment. "Public came to mean a life passed outside the life of family and close friends. In the public region diverse, complex social groups were to be brought into ineluctable contact the focus of this public life was the city"5 The public life is also the ground to understand modern democracy and public political institution. Sennett, citing Hanna Arendt's book The Human Condition shows how the public life in cities can be a scenario where ideas and opinions are discussed and debated. "Private circumstances have no place in the public realm". 6 Arendt even manifests that cities are "democracy's homes"7 This notion of public started to be more evident when places to meet strangers (people from outside the private sphere) within the city started to grow up. Examples of those "places" are the coffee houses and salons (Habermas will mention those examples to explain his theory of public sphere). Those spaces are called "Public Realm" by Sennett. Public Realm, in other words, are spaces where strangers meet. This encounter is characterized by "anonymity". In "The Conscience of The Eye" Sennett (1992) also says that anonymity is the power of modern cities: "The power of the city lies in its diversity; in the presence of difference people have at least the possibility to step outside themselves (.) The city can give them experiences of otherness"8 The concept of Teatro Mundi is an interesting way to look at the public sphere. According to Sennett, "Teatro Mundi" are spaces full of vitality, differences and disorder. Places where the differences connect and all citizens participate: "Society is a theatre and people are actors". Habermas and the Public Sphere Even though the previous chapter gave an account of the concepts of private-public, it is important to highlight them according to the theory of Habermas. Recognized as one of the most influential sociologist and philosopher of our times, Habermas theories of the public sphere (phrase from the German Öffentlichkeit), and modern democracy as well as his theory of action communicative have been enormously influential for modern sociology9. Firstly Habermas' thought is marked in the tradition of the Frankfurt School. His first mayor publication "The Structural Transformation of the Public Sphere" argues that instrumental rationality is implicit in the Public Sphere. However, Habermas took distance from the classical notion of the critical theory when argues that participation in the public sphere (he exemplified the coffee shops and the salons in Paris and London in the XVIII century) is free and autonomous in order to shape a common good: "The public sphere consisted in voluntary associations of private citizens united in a common aim, to make use of their own reason in unconstrained discussion between equals"10(Later on, Habermas is going to present how mass media eroded individuality and declined the public sphere). It is important to mention the dichotomy of the words public-private for Habermas. Although different, both are dependents to each other. In that way the private sphere and the public sphere instead of being exclusive are inclusive. Susen (2011) defines the public sphere, taking into account Habermas' theory, as: "The socialized expression of individuals' reciprocally constituted autonomy: individuals are autonomous not in isolation from but in relation to one another, that is, in relation to a public of autonomous beings".11 9Finlayson, J .2005. (Accessed 13 January 2014). 7 Several questions came to mind: How this socialization is constructed? What does an autonomous individual mean? And how can individual reach autonomy? For Habermas, the answer relies on a rational communicative action. The aim of the public sphere is to create a consensus through the active participation of all individuals involved. This consensus is created by a rational approach of the language: "The public sphere is a collective realm in which individuals' cognitive ability to take on the role of critical and responsible actors is indicative of society's coordinative capacity to transform itself into an emancipatory project shaped by the normative force of communicative rationality"12. Rationality in terms of Habermas does not consist in knowledge per se but "how speaking and acting subjects acquire and use knowledge"13. This type of rationality is different from the instrumental rationality from the Enlightenment, widely criticized by the Frankfurt School, since it is "practical, epistemological and more important, intersubjective"14. The public sphere, considering the above, not only describes the space where the encounter occurs but moreover, the public sphere has within itself an emancipator and a transformative component. Some critics find Habermas ideas "too utopian and idealistic"15. The next chapter the link between Habermas and Sennett notion of Public Realm in the city will be tracked. The Open City Sennett takes Habermas as a mayor inspiration for constructing his idea of the Public Realm in the city. (Accessed 13 January 2014). 15 Ibid. 8 Internet could be seen as an example of public sphere: "In today's cities, an internet cafe would be more likely to excite him than Trafalgar Square" 16 The place where strangers meet, as Sennett defines Public Realm, could be anywhere: An event, a medium, etc. that encourages communication between strangers. Eventually, Sennett argues, cities that promote those types of encounters are called cities with open systems and on the contrary, cities that lack a real public realm or just promote the privatization of spaces are called cities with closed systems. Based on sociologist Jane Jacobs(1961) and her book "The death and life of great American cities"17, Sennett(2006) imagines a city with a closed system with two attributes: Equilibrium and Integration18. Equilibrium is related with balance, with harmony and with a static idea of conceiving a city. Public Spaces as spaces full of differences, dissents and disorders are not part or are reduced in a closed system. By integration, Sennett means that everything is connected and is part of a greater and unique vision. Thus, everything that is not part of that unique vision is expelled and rejected: "The logic of integration is to diminish in value things that don't fit in (.) Closed system cities refuse to evolve and has paralysed urbanism", concludes Sennett. Opposing a closed system, the open system is all about diversity and finding a place for differences, dissents and disorders. It is about complexity, about how a place adapts itself to the always changing community and its processes. Sennett lists three elements of an open city: Passage territories, incomplete form and development narratives. Passages territories means to diffuse boundaries and different territories within the cities; incomplete form is regarding "empty spaces" so the public can interact in it. Development narratives means to allow dissident voices to express and to fully participate. Wirth (1938) summarize the above by saying: "The juxtaposition of divergent personalities and modes of life tends to produce a relativistic perspective and a sense of toleration of differences"19 Taking into consideration the above characteristics of an open city, one can say that an open city is a place for democracy, "not in the legal sense but in the physical experience" says 16 Sennett, R. 2008. This thesis is important to understand the importance of public spaces in construction of a fully democratic society and thus is connected to the idea of development and equality. ¿What are examples of an open system? Can one give an account of a public sphere? The next chapter will give an account of the relationship between the street festivals and the public sphere, understanding them as a significance example of public realm. Street Festivals and the Public Sphere To begin with, Street Festivals or Urban Festivals as any other cultural event placed in the public sphere are related of what Durkheim called "collective effervescence". As Durkheim pointed out when a group gathers to perform a "religious ritual" experiences a sense of encounter and unity, "leading participants to a high degree of collective emotional excitement or delirium"21. However as Sassatelli(2011) adds, although Festivals are also part of a collective delirium, taking all participant apart from the everyday life, they are also places where the social encounter is made of "polyvalent performances, rather than unified signifiers of a consensual collective conscience"22 Sassatelli complements that street festivals contrasted with museums: By its living dimension as well as its unrestrained sensory experience. Sennett (1992) also talks about spaces "full of live" as narrative spaces where every dweller constructs a disorder and kaleidoscope meaning of the public. This could lead to the erosion of the boundaries of high and low culture in the sense of the Frankfurt School understood the "cultural industries". namely they turn into instances of communication and instances of production of collective meanings and desires. 20 Sennett, R 2006. Pp 12-19 10 If Habermas, the notion of the "Public Sphere" is related as the area where rational individuals communicate to each other to discuss their social problems; nowadays as McGuian(2011) argues, there are different ways to look at the public sphere, not only inside a rational communicative system as Habermas states, but from other types of communication that also create a sense of public sphere. One of those "public spheres" is the cultural public sphere, namely a sphere within the public where different modes of communications, for instance "affective-aesthetics and emotional are articulated with the public and the private"23 "The public sphere nowadays operates though various channels and circuits of mass popular culture and entertainment facilitated the routinely mediated aesthetic and emotional reflections on how we live and imagine the good life (.) festivals are the aestheticization of politics as the ground for festivals is the democratization of an independent thought by the spectators transformed into active actors". . Although McGuian theorized the cultural public sphere for the mass media and populism culture, undoubtedly street festivals share that conception in an emotional and aesthetic way of "come together as a public" and to transcend the private sphere into a societal integration as Habermas explained. Fabiani (2011) explained as well: 24 Street Festivals are also part of the Sennett's idea of "Teatro Mundi". Different approaches coming from the research of the UNESCO on the relationship between culture and development as well as the studies of the creative class by Michael Florida and the Creative cities by Michael Landry. . People act as in they were in a "role playing" to create a sense of "equality", even if they do not share their same social class, race, sexual orientation, etc. Street Festivals have this "communicative power" of involve everyone together. Street Festivals as mechanism for sustainable development How could we connect street festivals as examples of the cultural public sphere with the idea of development? In other words, is there any connection between street festivals, understood as a cultural manifestation, and sustainable development? This chapter will introduce the concept of "Culture for Development"26 In the last few decades, UNESCO programs have been focused in how culture should be at the centre of economic development in developed and especially in developing countries. One of the last attempts to foster that was the Hangzou Congress in 2013 in China. The final conclusion was: "Placing Culture at the Heart of Sustainable Development Policies"; a term coined by UNESCO in a variety of its programs wide world specially for developing nations and will give an account of the link between that term and street festivals as examples of a cultural industry. 27 25 Sennett, R. 2008. His theory of human capital, called creative capital theory, shows how by fostering tolerance, high education levels and social adaptation to changes, a social class can help to develop their communities. This creative class and its idea of create "new forms of meanings"30 The bond between the cultural public sphere with democracy and the idea of an Open City, explained before, is also a seminal part of how through cultural manifestations, a society can develop and tackle social problems. are attached to the idea of UNESCO's Culture for development program. Case Studies: The Iberoamerican Theatre Festival of Bogotá and the "Rock al Parque" Festival This essay will present two cases studies of street festivals and its relation with the city and its sustainable development: The Iberoamerican Theatre Festival of Bogota (Festival Iberoamericano de Teatro de Bogotá) and The Rock al Parque Festival. Iberoamerican Theatre Festival of Bogotá Declared in December 2013 as "cultural heritage of Colombia"31, The Ibero-American Theatre Festival of Bogotá is a biannual cultural event held in Bogotá and organized by the Fundación Teatro Nacional (National Theatre Foundation) an NGO dedicated to theatre with private and public funding. It is considered as one of the most important theatre festival in Latin America and the most significant cultural event in Colombia32 The history of the festival is in every sense "quixotic": Launched in 1988 when the country was immersed in drug-related violence and when the public institutions and the general idea of democracy were at crisis, Ramiro Osorio, a renowned cultural entrepreneur and Fanny Mikey, considered one of the icons of theatre and culture in Colombia, created the theatre Festival as a "Act of Faith" in order to promote culture as an answer to defeat the prevailing violence of those years. . It is important to mention somehow the significant role of the National Theatre Foundation in the conformation and development of the theatre in Colombia. Founded in 1981 by Fanny Mikey, an Argentinean émigré, with the play "El Rehén" nowadays has three major venues with a wide programme throughout the year as well as an art college a social programme for deprived communities and an international tours of their plays33 The first Ibero-American theatre festival, held from 25th march to 3th of April 1988, gathered 59 theatres companies from 21 countries with an estimated of no more than 100.000 spectators. In 2012, 26 years later, the festival had more than 3 million spectators and 200 theatres companies from 32 countries and 5 continents. 34 31El Espectador. 2013. Instituto Complutense de CC Musicales. 33 Ibid 34 Ibid 14 The conception of the festival as a "carnival of the city" relies on the stress in the use of the public space: There are plays presented in the streets, plazas and parks from all over the city: From slums to rich areas covering all significance area of the city. In 2012, the festival presents 218 street plays in 4 major parks (Simón Bolívar, Tunal, Nacional y Plaza de Bolívar) 7 public spaces for street plays, 4 community centres, 2 big parades starting from the north of Bogota (Calle 80) until the Bolivar's Square, the biggest plaza in Bogotá. The Festival was in 11 out of the 21 districts of Bogota. In average, around 2, 5 millions of spectators participate in the festival. 35 "Rock al Parque" Festival In March 2012, Bogotá was chosen by the UNESCO as Creative City of Music along with European cities such as Bologna (Italy), Ghent (Belgium), Sevilla (Spain) and Glasgow (Scotland).36 This recognition is part of the strategy of the secretary of culture of Bogotá of positioning the city as a major culture hub in Latin-American especially in the music field. In recent years and after the creation of the central roadmaps namely the "Políticas Culturales Distritales 2004-2016"37 The link between urban public spaces and public festivals as cultural policies is more visible in the "Festivales al Parque" (Park Festivals) which consists in five annual free music festivals held in different times of the year and performed in important free venues and public parks. They are managed and executed by the Institute for arts in Bogotá (A sub division of the Secretary of Culture of Bogotá) "IDARTES". and the "Plan Decenal de Cultura 2011-2021" the music field and their relation with public spaces have being an important core of the cultural policies in Bogotá. There are 5 "festivales al parque" dedicated to the 5 most popular rhythms that conformed the music scene in the city: Hip Hop, Jazz, Colombia (traditional music) and Rock. Created in different years, the "Festivales al Parque" conforms a local identity and a cultural highlight of the city. 35 Ibid 36 Cultura y Entretenimiento. 2012. Políticas Culturales Distritales (Online) Available at: http://www.culturarecreacionydeporte.gov.co/sites/default/files/politicas_culturales_distritales_2004-2016.pdf (Accessed 13 January 2014). 15 The pioneer and the biggest in terms of audience of the "Festivales al Parque" is "Rock al Parque" a 3 days rock festival created in 1995 and hosted in the biggest public park of the city, Parque Simón Bolivar; it was organized by musicians Mario Duarte and Julio Correal as a strategy to create a bond between citizens of different socio economic background with the public space during the Antanas Mockus' mayor. The XVIII edition of the festival in 2012 congregated more than 70.000 people per day, making the Festival, the biggest public rock festival in Latin America in terms of audience38. Places for sustainable development: conclusions studies. Although each festival has its own characteristics a study conducted by Obgregón (2007) shows 5 main conclusions that "Rock al Parque" festival has brought to the city. In a similar study done for the Iberoamerican Theatre Festival, Cepeda (2010) also concluded that the festival helped the city in similar ways of the five elements of Obregon. Those five elements also share the same roots of the elements of Culture for Development by the UNESCO. This is an interesting discovery that shows how festivals if they are organized inside the language of Open City -Teatro Mundi (Sennett) and in the Cultural Public Sphere all share similar benefits: 38 Obregon, J. 2007. Five mains benefit of the Iberoamerican Theatre Festival and Rock al Parque Festival to Bogotá. 16 1. Improve the image of the city Both festivals improve the image of the city, for both its inhabitants and foreigners audiences. Leguizamón, Moreno and Tibazisco(2013) have argued the relation between the festivals and the local economy especially in the touristic field: "Bogotá is a touristic destiny who takes advantage of its public festivals as an important opportunity to retain tourists interested in performing arts because they visit the city only one time. This advantage depends on quality improvements which tourist perceived around touristic products and services offered like: security, hospitality, environmental practices, mobility and connectivity."39 UNESCO (2001) has also states how cultural tourism has increased in recent years: In 2010, international tourism generated 919 billion dollars in export earnings. Emerging and developing countries accounted for 47 per cent of world international tourism arrivals and 36.9 per cent of world international tourism receipts in 2010. Cultural tourism presently accounts for 40 per cent of world tourism revenues. Taking into account the statistics of the monitoring centre for culture of IDARTES conducted in 2011 the percentage of tourist that visited the city exclusively to assist to "Rock al Parque" Festival were 16,16% compared to 6,03% in 199740. 2. Create a sense of identity Wyss (2012) states that for 17 days, "the Iberoamerican Theatre Festival transformed a chaotic metropolis like Bogotá (more than 8 million inhabitants) into a cultural Mecca", The general director of the Festival, Ana Marta de Pizarro also argues than the festival is "the carnival of the city, crime rates are significantly reduced and the general atmosphere of the dwellers is of great joy and party"41 39 Leguizamon, M; Moreno, E and Tobavizco N. 2013. (Accessed 13 January 2014) 17 Similar to Wyss, Obregon citing Cante(2007), says that the idea of Rock al Parque has brought a sense of "social cohesion through the construction of an identity of tolerance and coexistence. It creates a civil culture in the city"42. 3. Help to build an audience Obregon (2007) and Cepeda (2010) states that one of the most important benefits of Rock al Parque and the Iberoamerican Theatre Festival is that those events have helped to build an audience in music and performative arts respectively. In the case of Rock al Parque, the event helped to massify a genre that wasn't part of the mainstream in Colombia as Rock. According to IDARTES (2011), almost 60% of the audience that assisted to the Festival in 2011 has been to a different free rock concert. Almost 80% has already assisted to more than two versions of Rock Al Parque. Cepeda (2010) concludes that the Iberoamerican Theatre Festival has collaborate to "enrich the theatre market in the city and to put it in one of the top in Latin America". 65% of the public, who assisted to the Festival in 2010, has seen a play regularly outside the Festival, according to the study. 4. Visibilization of a minority group This point is connected to the last conclusion. By building an audience, the festivals helped to make visible an audience. In Rock al Parque an "underground culture" as the rock scene, stigmatized before as "antisocial, started to have a better image in the community. IDARTES (2011) indicates that 60% of the audience of Rock al Parque has been to a Rock Concert without any kind of stigmatization43. 5. Tolerance and social cohesion Another important point about the two festivals is regarding the social cohesion and zero violence culture that promotes. Cepeda (2010) is very emphatic describing the impact of the Iberoamerican Theatre Festival with the violence and crime rates in the city: 42 Obregon, J.2007. Desconfianza, civilidad y estética. This festival dared to make public performatives acts in the streets when the crimes rates were really high. Those events had an amazing and significative success. One could say that in the 17 days of the festival, crimes and violence stops. Police informs that the crime rates during those two weeks are the lowest of the year."44 93,48% of the spectators of the 2011 "Rock al Parque" felt that the event help to promote a non-violence culture. Still, both festivals shares the unique values of the "Teatro Mundi": Every spectator is equal, no matter his race, gender, social class, etc. The rates of zero violent deaths in the history of both festivals are also an example of how those events are truly places for democracy and peace. Conclusion As it has been seen through the different chapters that conform this essay, the benefits of creating public cultural events in urban spaces bring, undoubtedly a notion of democracy and development. Although Habermas did not specifically discuss street festivals and public festivals in urban spaces as examples of his theory of both public sphere and the theory of communicative action, the essay helped to shape a theoretical background to such events according to Habermas's notions. In the end, the link between Cultural Public Spaces and the UNESCO definition of Culture for Development was an interesting discovery that is worthwhile to keep researching. As mentioned in the introduction, the aim of the essay was to create a structure to understand the Iberoamerican Theatre Festival and the Rock al Parque Festival as examples of cultural public sphere and based on that give an account of the relationship between those spaces and the idea of development. Culture and Cultural manifestations are always moving and changing as society itself. Street Festivals are manifestations that definitely have to be fully addressed. All the rich variety of characteristics that those kinds of events possesses as the essay presented, make them a unique type of cultural products. Could culture transform a society? Definitely. Not only culture transformed society but improves it. Bogota is a better city, with more possibilities with events like the ones studied. In the future, and as part of a cultural policies plan, More events such those, should be created. El modelo de Estado Social de Derecho se adopta bajo el marco de la Constitución de 1991 y es asumido como una concepción jurídica que busca la garantía de los derechos, privilegiando aquellos relacionados con la protección a la vida y los bienes de los ciudadanos. Es por esto que surge la necesidad de garantizar el derecho a la seguridad, término que ha variado con el correr de los tiempos y el desarrollo de las sociedades humanas, especialmente, como consecuencia del conflicto armado. En este orden de ideas, el Estado, al tener como eje principal la protección de la vida propende por un orden público democrático que, elimine todo tipo de amenazas a la población y garantice la protección de los derechos y las libertades de los ciudadanos. Es así que el Estado colombiano frente a los retos que implica el cambio en las formas de violencia y de los actores que las llevan a cabo, y teniendo en cuenta la dicotomía existente entre conflicto armado interno y la urgencia de desarrollar una política pública de seguridad ciudadana con enfoques en seguridad en orden público, se ha dotado de herramientas para cumplir, total o parcialmente, con su función de buscar mecanismos de protección ante la violencia social en procura de garantizar el goce de los derechos de los ciudadanos. Ahora bien, para hacer efectivo el cumplimiento de los derechos de los ciudadanos se acogió y adaptó la concepción de seguridad ciudadana; que constituye una de las dimensiones de seguridad humana que, en términos de Charles-Phillipe David (2008), se define de la siguiente manera: 8 Análisis de la política de seguridad ciudadana y su aporte como herramienta para garantizar derechos a los ciudadanos mediante los planes de desarrollo 2002-2018. Bertha Lucía Moreno Martínez La seguridad humana se distingue esencialmente [de la seguridad estatal o clásica] por el hecho de que tiene por objeto la protección del individuo y no la protección del Estado, y por el hecho de que las amenazas provienen al mismo tiempo del exterior y del interior de los Estados (p. 62) Por otra parte, el concepto de seguridad ciudadana se orienta a preservar la tranquilidad individual y colectiva de la sociedad ante peligros que pudieran afectarla, garantizando el ejercicio de los derechos y libertades de los ciudadanos, es preciso señalar entonces que, la seguridad ciudadana no solo constituye la lucha contra el crimen, sino que además propende por la creación de un ambiente propicio y adecuado para la convivencia pacífica de las personas, es decir, procura la consolidación de procesos que mejoren las relaciones entre la comunidad y las instituciones encargadas oficialmente de brindar seguridad. De tal forma, dada la amplitud y complejidad de un tema como la seguridad ciudadana, se requiere para su regulación del diseño e implementación de políticas públicas, concepto que para fines de este documento, se adoptó del autor Roth (2017) quien las concibe como: (…) un conjunto de medios y acciones que son tratados, por lo menos parcialmente, por una institución u organización gubernamental con la finalidad de orientar el comportamiento de actores individuales o colectivos para modificar una situación percibida como insatisfactoria o problemática‖. ( p.27) El anterior concepto permite esclarecer el fenómeno de la política pública, tal y como lo señala el autor, haciendo referencia a toda acción que desarrolle el Estado para alcanzar los fines u objetivos ante situaciones consideradas como problemáticas o insatisfactorias, a fin de armonizar y/o afrontar falencias. Esto indica que el Estado, una vez vislumbrada la necesidad de proteger al individuo y el libre ejercicio de sus derechos y libertades, a partir de la garantía de la 9 Análisis de la política de seguridad ciudadana y su aporte como herramienta para garantizar derechos a los ciudadanos mediante los planes de desarrollo 2002-2018. Bertha Lucía Moreno Martínez seguridad de los ciudadanos, acoge las políticas públicas en materia de seguridad ciudadana como mecanismo para el cumplimiento de su fin. No obstante, la seguridad ciudadana, entendida bajo la perspectiva de Carranza (1995), involucra un concepto verdaderamente amplio y completo, que: Concibe la seguridad de los habitantes, no solamente como la tranquilidad de no ser víctima de hechos delictivos sino, también, de vivir en un Estado constitucional de derecho y de participar de los beneficios del desarrollo en materia de salud, educación, vivienda, y todos los ámbitos del carácter social (p. 21). En términos generales, el Estado ha enfrentado retos a través de la implementación de normatividad e imposición de la fuerza pública, e instituciones encargadas de la seguridad a través de la delegación de funciones, aspecto que se contempló desde la Constitución de 1991 en el artículo 314, que facultó a los alcaldes llevar a cabo el ejercicio de la seguridad, por ser considerados como la primera autoridad de policía. Posteriormente, con la Ley No 62, 1993 se determinó que, tanto alcaldes como gobernadores, junto con la Policía Nacional, deberían diseñar y desarrollar planes integrales de seguridad para las entidades territoriales, conocidos estos como Planes Integrales de Convivencia y Seguridad Ciudadana (PISCC), que resultan de un proceso interinstitucional para el fortalecimiento de la garantía de la seguridad ciudadana. En tiempos más recientes, con la Ley No 1801, 2016 que establece el Código Nacional de Policía, se reglamenta en su artículo 5, capítulo II la convivencia, entendida como ―la interacción pacífica, respetuosa y armónica entre las personas, con los bienes y con el ambiente, en el marco del ordenamiento jurídico‖. 10 Análisis de la política de seguridad ciudadana y su aporte como herramienta para garantizar derechos a los ciudadanos mediante los planes de desarrollo 2002-2018. Bertha Lucía Moreno Martínez Sin embargo, a pesar de que el Estado colombiano, es un Estado Social de Derecho, que goza de amplia normatividad e institucionalidad, aún se evidencia y de manera cotidiana en los medios de comunicación masiva, una alteración en el goce de los derechos de los ciudadanos en materia de seguridad ciudadana, contrarrestando o menoscabando lo estipulado tanto en la ley, como en las políticas públicas que han sido diseñadas para tal fin. Lo anteriormente expuesto lleva a formular la siguiente pregunta: ¿Cómo en su calidad de políticas públicas, los planes de desarrollo del período 2012-2018, han incidido y contribuido a garantizar el derecho a la seguridad ciudadana? El fundamento de la problemática radica en la necesidad que el Estado busque mecanismos para el cumplimiento de los fines que democráticamente le fueron impuestos, pues el fortalecimiento del orden social, no solo se consolida con la eliminación de factores que puedan desequilibrar a la comunidad, sino con los mecanismos que se impartan para tratarla. Sin embargo, como una posible respuesta a la pregunta planteada se observa que, si bien es cierto, las políticas públicas generan un impacto directo en el bienestar de la sociedad, con el transcurrir de los años y con los índices que se reflejan en los medios de comunicación no se evidencian avances significativos en materia de seguridad ciudadana, respecto a las políticas públicas implementadas para el manejo de la seguridad ciudadana, persistiendo falencias en el sistema. Por tanto, no se ven reflejados en la población, avances significativos en el tema de seguridad ciudadana, en relación al ámbito social, es decir, en el libre goce de los derechos y libertades, por ello, los planes de desarrollo como política pública que regulan el ámbito de la 11 Análisis de la política de seguridad ciudadana y su aporte como herramienta para garantizar derechos a los ciudadanos mediante los planes de desarrollo 2002-2018. Bertha Lucía Moreno Martínez seguridad se han limitado y no han incidido de manera tal, que den una respuesta positiva frente a la seguridad ciudadana. Ahora bien, para dar respuesta a la pregunta planteada, se tiene como objetivo general i. Estudiar las políticas públicas entre los periodos 2002 a 2018, en materia de seguridad ciudadana, e identificar las líneas de acción y su continuidad en el tiempo. Así mismo, se contemplan como objetivos específicos ii. Conceptualizar las políticas públicas e identificar sus fases y contextualizar la seguridad ciudadana, y también iii. Identificar las herramientas para llevar a cabo el cumplimiento de las políticas, respecto a la seguridad ciudadana. Una vez analizado lo anterior, se tendrá un diagnóstico para esclarecer qué aporte o influencia han tenido los planes de desarrollo, como políticas públicas, en la garantía de los derechos de los ciudadanos, en materia de seguridad ciudadana. De modo tal, que una vez esté recopilada la totalidad de la información y el contenido, respecto al tema objeto de análisis, se podrá dar respuesta a la pregunta formulada. De manera que, para la construcción de una respuesta sólida a la pregunta planteada en este documento, fue necesario concebirla haciendo uso del método cualitativo, dado que se aborda un fenómeno con sus principales problemáticas, y cuyo propósito es la descripción del objeto que se estudia distinguiendo sus características. Igualmente se acudió al método histórico lógico que permite ver el progreso, desarrollo y evolución de las instituciones y normas jurídicas precisando transformaciones de un fenómeno socio jurídico. Por último, la respuesta se halla con apoyo de la dimensión jurídica, teniendo en cuenta que corresponde a la línea del derecho que como conjunto de preceptos conforman un sistema estructurado, con coherencia, y cuya finalidad 12 Análisis de la política de seguridad ciudadana y su aporte como herramienta para garantizar derechos a los ciudadanos mediante los planes de desarrollo 2002-2018. That is why the need arises to guarantee the right to security, a term that has varied over time and the development of human societies, especially as a result of the armed conflict. In this order of ideas, the State, having as its main axis the protection of life, tends for a democratic public order that eliminates all kinds of threats to the population and guarantees the protection of the rights and freedoms of citizens. In this way, the Colombian State faces the challenges implied by the change in the forms of violence and the actors that carry them out, and taking into account the existing dichotomy between internal armed conflict and the urgency of developing a public security policy citizen with security approaches in public order, has provided tools to fully or partially comply with its function of seeking mechanisms of protection against social violence in order to guarantee the enjoyment of the rights of citizens. Bertha Lucía Moreno Martínez Human security is distinguished essentially [from state or classical security] by the fact that it is aimed at the protection of the individual and not the protection of the State, and by the fact that the threats come simultaneously from outside and inside of the States (p. 62) On the other hand, the concept of citizen security is aimed at preserving the individual and collective tranquility of society against dangers that could affect it, guaranteeing the exercise of the rights and freedoms of citizens, it is necessary to point out that, citizen security not only It constitutes the fight against crime, but also promotes the creation of a favorable and adequate environment for the peaceful coexistence of people, that is, it seeks to consolidate processes that improve relations between the community and the institutions officially responsible for providing security. Thus, given the breadth and complexity of an issue such as citizen security, it is required for its regulation of the design and implementation of public policies, a concept that was adopted by the author Roth (2017) for the purposes of this document, who conceives them as : (.) a set of means and actions that are treated, at least partially, by a government institution or organization in order to guide the behavior of individual or collective actors to modify a situation perceived as unsatisfactory or problematic problem. (p.27) The previous concept allows to clarify the phenomenon of public policy, as indicated by the author, referring to any action that the State develops to achieve the ends or objectives in situations considered as problematic or unsatisfactory, in order to harmonize and / or face shortcomings. This indicates that the State, once envisioned the need to protect the individual and the free exercise of their rights and freedoms, from the guarantee of the 9 Analysis of citizen security policy and its contribution as a tool to guarantee rights to citizens through the development plans 2002-2018. Bertha Lucía Moreno Martínez citizen security, welcomes public policies on citizen security as a mechanism for the fulfillment of its purpose. However, citizen security, understood from the perspective of Carranza (1995), involves a truly broad and complete concept, which: conceives the safety of the inhabitants, not only as the peace of mind of not being a victim of criminal acts but, also, to live in a constitutional state of law and to participate in the benefits of development in health, education, housing, and all areas of social character (p. 21). In general terms, the State has faced challenges through the implementation of regulations and enforcement of the public force, and institutions responsible for security through the delegation of functions, an aspect that was contemplated since the 1991 Constitution in article 314 , which empowered the mayors to carry out the exercise of security, for being considered the first police authority. Subsequently, with Law No. 62, 1993, it was determined that both mayors and governors, together with the National Police, should design and develop comprehensive security plans for territorial entities, known as Integral Plans for Coexistence and Citizen Security (PISCC) , which result from an inter-institutional process to strengthen the guarantee of citizen security. Bertha Lucía Moreno Martínez However, despite the fact that the Colombian State is a Social State of Law, which enjoys broad regulations and institutions, it is still evident and on a daily basis in the mass media, an alteration in the enjoyment of the rights of the citizens in matters of citizen security, counteracting or undermining what is stipulated both in the law and in the public policies that have been designed for this purpose. The foregoing leads us to ask the following question: How, in your quality as public policies, have the development plans for the 2012-2018 period influenced and contributed to guaranteeing the right to citizen security? The basis of the problem lies in the need for the State to seek mechanisms for the fulfillment of the ends that were democratically imposed, since the strengthening of the social order is not only consolidated with the elimination of factors that can unbalance the community, but with the mechanisms taught to treat it. However, as a possible answer to the question posed, it is observed that, although it is true, public policies generate a direct impact on the well-being of society, with the passing of the years and with the indexes that are reflected in the media of communication there are no significant advances in citizen security, regarding the public policies implemented for the management of citizen security, persisting flaws in the system. Therefore, significant advances in the issue of citizen security are not reflected in the population, in relation to the social field, that is, in the free enjoyment of rights and freedoms, therefore, development plans as a public policy that regulate the scope of the 11 Analysis of citizen security policy and its contribution as a tool to guarantee rights to citizens through the development plans 2002-2018. However, in order to answer the question posed, it has as a general objective i. Study public policies between 2002 and 2018, in terms of citizen security, and identify the lines of action and their continuity over time. Likewise, they are contemplated as specific objectives ii. Conceptualize public policies and identify their phases and contextualize citizen security, and also iii. Identify the tools to carry out the compliance of the policies, regarding citizen security. Once analyzed the above, there will be a diagnosis to clarify what contribution or influence the development plans have had, such as public policies, in guaranteeing the rights of citizens, in terms of citizen security. Thus, once all the information and content have been compiled, regarding the subject under analysis, the question asked can be answered. So, for the construction of a solid answer to the question posed in this document, it was necessary to conceive it using the qualitative method, given that a phenomenon with its main problems is addressed, and whose purpose is the description of the object being studied distinguishing its characteristics. Likewise, the logical historical method that allows to see the progress, development and evolution of the institutions and legal norms was required, requiring transformations of a socio-legal phenomenon. Finally, the answer is supported by the legal dimension, taking into account that it corresponds to the line of law that, as a set of precepts, forms a structured system, with coherence, and whose purpose 12 Analysis of citizen security policy and its contribution as a tool to guarantee rights to citizens through the development plans 2002-2018. "If there was ever a doubt about just how American Mr. Obama is, Sunday's raid eliminates it better than any long-form birth certificate. This was his finest hour." Bret Stephens, the Wall Street Journal Late at night on Sunday May 1st President Obama announced to the nation that Osama Bin Laden had been found and killed by a US Navy Special Operations team. The Navy SEAL team Six, as it is known here, landed two helicopters inside a walled three-story compound in Abbottabad, Pakistan, where years of painstakingly gathered intelligence had led authorities to believe there was a high chance the Al Qaeda leader may be hiding. This may well have been the largest, most successful intelligence operation in US history; the President acted boldly and decisively and for that he received accolades from both sides of the political divide. Coming as it did just a month after the President launched his re-election campaign, this victory immediately boosted his approval rate by eleven points, according to surveys.Even if the strategic defeat of Al Qaeda has not yet been accomplished, this was a huge milestone and the closing of a chapter that started ten years ago when the hunt for Osama Bin Laden was launched by the Bush administration. Last week's operation resulted in the largest trove of data ever found on Al Qaeda, including information on immediate threats being planned, location and structure of its leadership, and scores of data that will help piece together a deeper understanding of their long-term tactics, techniques and procedures.Disposing of such a reviled figure who, for over ten years had ordered the killing of innocent civilians around the world, is undoubtedly a great blow both symbolic and real, to Al Qaeda, a decentralized movement whose members are tied together mainly by feelings, emotions and mythology. But does it sound the death knell for the organization? What are its short and long term implications? Al Qaeda has proven to be quite resilient, but is it still spreading and growing? More importantly, how relevant is it in the face of the Arab Spring moving throughout the Middle East and Northern Africa?All these questions need to be pondered carefully, since they have deep implications for US foreign policy in the region, for the war in Iraq and Afghanistan, and for its difficult and troubled relation with Pakistan. This unexpected win will lead to a comprehensive reassessment of US military presence in the area, its strategies of counterinsurgency and counterterrorism, and its alliance with Pakistan.American reaction to Osama Bin Laden's death was one of noisy, overt celebration in New York and DC, and of relief and jubilation in the rest of the country. It was indeed the reverse of the deep shock, terror and bereavement of 9-11, but both instances had one common denominator: there was a sense of collective emotion, of a long-forgotten and now recovered national unity. However, this did not last long as incipient criticism and second-guessing started 24 hours later over Bin Laden's burial at sea and the decision by the administration not to show pictures of his death. It came from both sides of the ideological spectrum and, in some cases, it was bolstered by strong arguments. For example Alan Dershowitz, the Harvard Law professor, considered the burial at sea a "willful destruction of evidence that may arise suspicions that there was something to hide." Others used the occasion to stir up doubts and demanded pictures to certify Bin Laden's death, but then again, these are not to be taken seriously sine they were the same groups that had to be shown a long version of the President's birth certificate as evidence he was American. A second criticism coming mainly from some Neo-conservatives, was the administration's failure to recognize publicly that the intelligence gathering that led to the finding and killing of Bin Laden was a vindication of the "enhanced interrogation techniques" (read: water boarding) used by the Bush administration in foreign detention centers and at Guantánamo, which Obama had consistently and very publicly condemned during the 2008 campaign and into his years in office.To the first, members of the administration responded that the point was to dispose of his body in a respectful manner, not because he deserved it but to deny a source of friction with other Muslims and to deprive his followers with a shrine and an opportunity to exploit him as an iconic martyr. A similar argument was used to explain the decision not to release the pictures: the President wants to avoid ostentatious displays of triumphalism that may come back to haunt him. His sobriety and restraint further reinforce the boldness of his decision and his steadfast determination to "disrupt, dismantle and defeat" Al Qaeda and not be distracted from his goal by premature claims of "mission accomplished".To the second claim, the White House responded that the success of the operation is far from a vindication of such unconstitutional techniques, since it was the result of the hard work of professionals over time and across two administrations, who integrated thousands of small pieces of intelligence gathering coming from human and technological sources into one gigantic puzzle, and that no one single piece led the US to Bin Laden. It took all the resources only the US can muster, from military bases to networks of human intelligence, to electronic eavesdropping, to specially trained forces, to locate and kill one hidden individual in a foreign country, and then match his DNA in an aircraft carrier before disposing of the corpse. But it also took a courageous American president to make such a risky call, namely, authorizing a covert operation deep into Pakistani territory based on circumstantial evidence at best, and without alerting the Pakistani authorities about it. Fortunately, wide recognition was given to the President's courage and many on the Right called it "Obama's Finest Hour". Both former President Bush and his prickly vice-president Cheney congratulated Obama and gave him full credit.A more productive conversation that has already started in academic and diplomatic circles is how relevant Bin Laden's death is for the Arab world. If he had died eight years ago, says one French scholar, he would have instantaneously become a martyr in the Arab street, an icon of anti-Western sentiment. However, in 2011, he had receded into the back of the consciousness of young Arabs for several reasons. First, because he had been in hiding for so long that his presence in the media had been noticeably diminished: out of sight, out of mind. Time spent out of the limelight erases mystiques and cools down emotions. Secondly because many saw him as the culprit for bringing the United States into Iraq and Afghanistan, which in turn gave an excuse for authoritarian regimes in the region to become even more repressive and extend their time in power. In Iraq, local Sunnis blame Al Qaeda for bringing the Shiites to power and expanding the influence of Iran in their country. Also, Bin Laden and Al Qaeda had increasingly lost the allegiance of many Muslims around the world for their indiscriminate bombings of hospitals, mosques and shrines and the killings of non-combatant Muslims in Baghdad, Basra and Amman (even if many were Shiite, the slaughter of innocent women and children caused revulsion in these populations).More importantly, the wave of pluralistic revolutions sweeping the Middle East and North Africa has rendered Al Qaeda irrelevant. There is an emerging sense of strong national identities, whereby the masses are thinking of themselves first as Egyptians, Tunisians or Libyans, with ethnicity and religion taking a secondary role. Indeed, Nasser's Pan-Arabism died the 1960sm, and the dream of a Caliphate "extending Islamic rule from Indonesia to Spain", which Bin Laden proposed as Al Qaeda's ultimate goal is no longer an interesting proposition to the extremely young populations of the region, many of whom have access to the new social media in the Internet, and who crave freedom and modernity more than anything else. The "Arab Spring" may spell the end of Al Qaeda's political aspirations for the region: the Turkish model of a secular, modern state with an overwhelmingly Islamic population and a pluralistic party system is far more appealing than the pan-Islamic caliphate of the Prophet's era. In the words of Professor Fouad Ajami, "It is risky to say, but Arabs appear to have wearied of violence…It was Bin Laden's deserved fate to be struck down when an entirely different Arab world was struggling to be born."Time and treasure spent in a ten-year war have also changed perspectives in America, especially for the younger generations. There is an on-going unofficial revision of the Bush doctrine of invading whole countries "that harbor, train or fund terrorists" in favor of narrower, more focused actions against the terrorists themselves. The wars in Iraq and Afghanistan have taken their toll on the American military as far as recruitment and resources. The main concern of voters is the American economy, especially unemployment and the ever-expanding national debt. A hundred and forty thousand American and NATO troops are involved in counterinsurgency operations in Afghanistan, with no endgame in sight. Killings of Americans by despondent Afghan soldiers and other groups whose "hearts and minds" the US is supposed to win, occupy the headlines daily. Counter-terrorism increasingly seems to be a much more appealing and productive strategy. Expressing this widely-held sentiment, Senator Kerry recently declared: "There is no possible victory to be had in Afghanistan".Even though President Obama called it a war of necessity and has invested deeply in it, this is no longer a popular war: two-thirds of the American electorate is against it. Therefore, there will be pressure on President Obama to accelerate the phased withdrawal from Afghanistan, and complete it before the set deadline of 2014. He is a rational decision-maker who does not easily cave under pressure, but the 2012 election is likely to enter into his calculations. As a champion of counter-terrorism and opposing counter-insurgency from early on, Vice-president Biden might still be vindicated in his wisdom. When Obama opted for the surge in Afghanistan two years ago, he overruled Biden and sided with the military. Will he change his mind and speed up the withdrawal now? The killing of Bin Laden certainly gives him an opening to change his initial timetable. "Al Qaeda is no longer there, and the Taliban must be beaten by Afghans themselves", says Leslie Gelb, president emeritus of the Council of Foreign Relations.Finally, the fact that Pakistan has proved to be an unreliable partner in the war against terrorism is also putting pressure on the President to review his Afghan policy. The alliance is frayed; Pakistan is giving sanctuary to violent militants of all sorts, and another high Al Qaeda operative now in American custody, Khalid Sheik Mohammed, was also found in Pakistan (Rawalpindi). Indeed, by the rationale of the Bush doctrine, the US should be invading Pakistan next. The White House says they have no evidence that there was any "foreknowledge" by the Pakistani leadership that Bin Laden was holed up in a one-million-dollar compound, in a military town, only 30 miles away from Islamabad. Pakistan will conduct its "own investigation" and will have to prove itself a worthy ally, for example, by sharing information gleaned from Bin Laden's three wives and several children now held under Pakistani custody. On the other hand, veteran security experts retort, more terrorists have been arrested by the Pakistani authorities since 2001 than anywhere else in the world. In this case, was it incompetence or complicity? Pakistan is a very complex country, where the military are an autonomous force above civilian rule, and they also control the Intelligence Services (ISI). It is a house divided against itself. It harbors numerous militant groups, and goes after some but not others. It hedges its bets this way so as not to lose influence and power in the region, for example by supporting the Taliban and Haqqani networks fighting to seize power in Afghanistan, and the Lashkar-e-Taiba organization against India in Kashmir. Pakistan's foreign and national security policy is built around its obsession with India, its most vilified enemy and against which it has fought several wars. It is clear now that ISI gave sophisticated support to the Mumbai terrorist attack in 2009. Pakistan needs a friendly government in Afghanistan so that it can maintain its "strategic depth" vis à vis India. Armed with over a hundred nuclear weapons and with some control over this wide array of militant groups, Pakistan is pivotal in the stability of South Asia. Those are the two main reasons why the US-Pakistani relationship survived after the Cold War ended. Because of the weakness and corruption of civilian governments, past and present, the US has preferred to engage with the military, who control the nuclear arsenal, and has made them the recipient of most US aid (indeed, by the end of this year alone the Pakistani military will have received $3 billion from the US). But this may be about to change if Pakistan rejects the US request to be in charge of the internal investigation on whether Bin Laden was given sanctuary, and if so, by whom.Now that its main leader has been killed, and in spite of its virtual irrelevance, Al Qaeda is likely to undergo an internal struggle to determine its future. The mystique of its international role has already somewhat dissipated and the different groups in the network are shifting their focus to their national agendas. Indeed, this has already been the case in Egypt, where after days of ominous silence on the Tahrir Square Revolution, Al Qaeda's second in command, Egyptian-born Al-Zwahiri injected himself in the process by supporting the leader of an Islamist party that wants post-Mubarak Egypt to adopt Sharia law. But his attempt did not resonate with the young revolutionaries, most of which want a pluralistic society and are much more concerned with jobs and government accountability than with religious utopia. However, revolutions are just the beginning of a long process, transition periods are by definition unstable, and post-revolutionary regimes have historically been highjacked by extremists. So one can only be cautiously optimistic about what will come next, but it appears as if the Middle East and the Arab world are moving on and beginning to spell the end of Al Qaeda's aspirations. Las evaluaciones ecotoxicológicas son herramientas fundamentales en las estimaciones de riesgo ambiental y la toma de decisiones de políticas de control y prevención de daños ecológicos. A nivel regional la caracterización ecotoxicológica de sedimentos se determina principalmente evaluando en ellos niveles de contaminantes considerados como prioritarios, sin tener en cuenta factores tales como biodisponibilidad, resuspensión posibles interacciones o impacto sobre estructura y funcionamiento de las comunidades asociadas a sedimentos. En ese sentido los bioensayos son herramientas esenciales para evaluar la calidad del ambiente porque responden de manera integrada a los efectos adversos de mezclas químicas complejas con las que están en contacto y cuya ecotoxicidad interesa conocer. Los bioensayos con anfípodos tienen considerable relevancia en la evaluación toxicológica de agua dulce, siendo Hyalella azteca, de amplia distribución en el hemisferio norte, la especie más utilizada. Los protocolos para bioensayos estandarizados fueron diseñados en el hemisferio norte en función de los requerimientos y biología de esta especie. Además, estos protocolos se centran primordialmente en la evaluación de parámetros tradicionales (mortalidad y crecimiento) sobre los anfípodos, asumiendo que la ausencia de efecto indica que el medio de ensayo es ecotoxicológicamente aceptable. Sin embargo, hay una tendencia mundial a evaluar el impacto de los contaminantes en un sistema acuático particular a través del monitoreo ecotoxicológico con especies nativas. La necesidad de utilizar especies locales se hace evidente, entre otras razones, porque el uso de las mismas adaptadas a las características del ambiente, pueden proporcionar resultados mucho más cercanos a la realidad que los obtenidos con una especie exótica. Por lo tanto, debido a que las especies propuestas en los protocolos internacionales no son las mismas que encontramos en nuestros ecosistemas acuáticos, es muy importante evaluar el efecto de los contaminantes sobre especies autóctonas sobre la base del conocimiento biológico, ya que estas pueden mostrar requerimientos y características diferentes a las de las especies estandarizadas en dichos protocolos. Es recomendable que cada región geográfica tenga protocolizado diversos métodos de ensayo donde las especies autóctonas estén representadas. Este trabajo presenta resultados obtenidos a partir de la evaluación de efectos de matriz acuosa y sedimentos contaminados sobre dos especies de anfípodos dulceacuícolas presentes en la región: Hyalella curvispina y Hyalella pseudoazteca, por medio de bioensayos de toxicidad en condiciones controladas de laboratorio. Utilizando organismos de dos estadios de vida, se realizaron ensayos de exposición aguda y subcrónica a dos metales pesados, tóxicos referentes (cobre y cadmio) en matriz acuosa, sedimento procesado y agua de poro extraída del mismo, adaptando una metodología estandarizada para H. azteca. Los puntos finales fueron concentración de metal en tejidos, sobrevivencia y crecimiento, siendo los dos últimos parámetros tradicionales para estos protocolos experimentales. A su vez, se investigó la utilidad del Índice de Masa Corporal (IMC) como nuevo parámetro evaluador de efecto subletal. Con el objetivo de utilizar nuevos puntos finales de evaluación de efecto temprano por exposición a metales en H. curvispina, se determinaron efectos sobre el contenido de glucógeno, proteínas totales, lípidos totales, triglicéridos, arginina fosfato, niveles de peroxidación lipídica (TBARS) y actividad de catalasa (CAT), superóxido dismutasa (SOD) y Na+/K+ ATPasa, en matriz sólida y acuosa. Además se ajustó e implementó para esta especie la técnica de sistema de transporte de electrones (ETS) como biomarcador de estado metabólico. Se llevó a cabo la evaluación de la ecotoxicidad de sedimentos ambientales realizando ensayos con sedimento completo y agua de poro, utilizando a H. curvispina como organismo prueba, evaluando como puntos finales parámetros tradicionales de efecto. A su vez, sobre muestras de sedimento completo se investigó la utilidad de biomarcadores de efecto temprano (niveles de lipoperoxidación y actividad de SOD, CAT y ETS). En relación al efecto del cadmio y cobre en solución H. curvispina probó ser sensible a concentraciones ecológicamente relevantes de ambos metales. Los resultados reafirman su importancia como una especie adecuada para ensayos de evaluación ecotoxicológica en cuerpos de agua dentro de su área de distribución. Con respecto a la toxicidad de ambos metales en bioensayos en matriz sólida, se demostró que ambas especies sufren efectos negativos sobre el crecimiento a concentraciones de Cd y Cu cercanas a los Niveles Guía de Calidad de Sedimentos (SQGs), desarrollados para el hemisferio norte, siendo el IMC el mejor parámetro discriminador de efecto. En cuanto al desarrollo de nuevos puntos finales de efecto temprano para ensayos con anfípodos se confirmó que la exposición a Cu ó Cd, tanto en solución como en sedimento, afectó de manera significativa a la mayoría de los parámetros metabólicos y bioquímicos evaluados. Se postula al ETS como nuevo biomarcador de efecto en bioensayos ecotoxicológicos con H. curvispina. El protocolo aplicado, los parámetros determinados y la especie test elegida, resultaron ser aptos para monitorear la calidad toxicológica de sedimentos ambientales. El uso de biomarcadores demostró una mayor sensibilidad y un más preciso ajuste de evaluación de efectos que el obtenido por el ensayo estándar de sobrevivencia y crecimiento, y se revelan más contundentes en relación a la evaluación de efectos proponiéndose su implementación en estudios de biomonitoreo de sedimentos. Por último, se estableció una línea de base como contribución al incremento del conocimiento biológico de las especies de ensayo, utilizando como criterio el IMC y parámetros del metabolismo energético, comparando el estado general de los animales en medio acuoso y sedimento en situaciones control. Se concluyó que H. curvispina puede ser empleada en bioensayos tanto en matriz sólida como acuosa, pero la especie resulta más apropiada para la realización de bioensayos en presencia de sedimentos. Con respecto a H. pseudoazteca resulta una especie apropiada para su uso en bioensayos en matriz sólida, pero no es recomendada para su utilización en ensayos en matriz acuosa. ; Ecotoxicology assays are fundamental tools for assessing environmental risks and making political to control and prevent environmental damage. At a regional level, ecotoxicological characterization of sediments is determined mostly by analysing the toxic levels present in them that are prioritized, not taking into account variables such as bioavailability, resuspension, possible interactions or impact on the structure and functioning of the communities associated to the sediments. In this sense, bioassays are essential tools for assessing environmental quality because they respond in an integral way to adverse effects of complex chemical mixtures with which they come in contact and of which there is an interest in knowing their ecotoxicity. Bioassays with amphipods are of remarkable relevance for toxicological assessment in freshwater, being Hyalella azteca, widely distributed across the northern hemisphere, the most employed species. Standardized bioassay protocols were designed in the northern hemisphere based on the requirements and biology of this species. Moreover, these protocols are focused mainly on the assessment of traditional parameters (growth and mortality) of amphipods, assuming the absence of an effect implies that the assay medium is ecotoxicologically acceptable. However, there is a worldwide trend to assess toxic impact in a particular aquatic system through ecotoxicological monitoring with native species. The need to use local species becomes evident, among other reasons, because using these adapted to the environmental characteristics can give results which are much closer to reality than those obtained using an exotic species. Therefore, considering the species proposed by international protocols are not the ones we find in our aquatic ecosystems, it is extremely important to assess the effect of pollutants on native species on the basis of biological knowledge, since native species may present requirements and characteristic that are different to those of the standardized species in said protocols. It is advisable that each geographic region have a diversity of standardized assay protocols where native species are represented. This work presents results obtained from the assessment of the effects of polluted sediments and liquid matrix on two freshwater amphipod species present in the region: Hyalella curvispina and Hyalella pseudoazteca, through toxicity bioassays in controlled laboratory conditions. Acute and subchronic exposure to two heavy metals, reference toxics (copper and cadmium) in liquid matrix, processed sediment and groundwater assays were performed, adapting a methodology standardized for H. azteca, using organisms at different life stages. Endpoints were metal tissue concentration, survival and growth, being these last two the traditional parameters for these experimental protocols. At the same time, utility of the body mass index (IMC) as a new parameter to evaluate sublethal effects was assessed. Aiming to use new endpoints to evaluate early effects of metal exposure in H. curvispina, the effects on glycogen, total proteins, total lipids, triglycerides, phosphate arginine, lipids peroxidation levels (TBARS) and catalase activity (CAT), superoxide dismutase (SOD) and Na+/K+ ATPase were determined in both solid and liquid matrix. In this work, the electron transportation system (ETS) technique was adjusted and implemented for this species as a metabolic state biomarker. Environmental sediment ecotoxicity assessment was carried out with complete sediment and pore water assays using H. curvispina as test organism, taking as endpoint the traditional effect parameters. Utility of early effect biomarkers (lipoperoxidation levels and SOD, CAT and ETS activity) was also assessed using complete sediment samples. With regard to the effect over cadmium and copper in solution, H. curvispina showed sensitivity to concentrations of both ecologically relevant metals. The results reasserted its significance as an adequate species for ecotoxicological assessment assays in water bodies inside their area of distribution. As for the toxicity of both metals in bioassays with solid matrix, it showed that both species suffer negative effects on growth when using concentrations of Cd and Cu close to the Sediment Quality Guideline (SQG) levels (developed for the North hemisphere), with the IMC being the best parameter for effect discrimination. With regard to developing new early effect endpoints for assays with amphipods, it was confirmed that the exposition to both metals significantly affected most of the intermediary metabolism parameters and biochemical oxidative damage evaluated, both in solution and in sediment. ETS is presented as a biomarker of effect in ecotoxicological bioassays with H. curvispina. The applied protocol, the determined parameters and the test species chosen were adequate for monitoring the toxicological quality of environmental sediments. The use of biomarkers showed a higher sensitivity and a more precise effect evaluation adjustment than the one obtained through the use of the standard survival and growth assay. Since they are also more telling in regards to the effects evaluation, its implementation in sediment biomonitoring studies is proposed. Finally, a baseline was established as contribution to the increment of biological knowledge of the test species, using the IMC and parameters from the energetic metabolism as criteria, comparing the general state of the animals in water and sediment media in control situations. It is concluded that H. curvispina can be used in bioassays with both solid and water matrix, but the species is more adequate for carrying out bioassays in presence of sediments. With regard to the H. pseudoazteca, it is an adequate species to be used in solid matrix bioassays, but it is not recommended for its use in water matrix trials. ; Fil:Giusto, Anabella. La agricultura ha provisto de alimentos al ser humano desde su origen, pero en el último siglo, la producción agraria se ha intensificado gracias, entre otros, al empleo de insecticidas. Sin embargo, esta intensificación no ha estado exenta de problemas de contaminación por residuos en los alimentos o de efectos negativos sobre la biodiversidad y el medioambiente. La legislación agraria actual promueve una agricultura acorde con la creciente preocupación de los consumidores por la salud y por el medioambiente. En este escenario, el desarrollo de estrategias ambientalmente sostenibles y seguras para los consumidores se sitúa en primera línea en los programas de investigación para el control de plagas. Los ascomicetos mitospóricos entomopatógenos (AMEs) y en particular el género Metarhizium, cumplen los requisitos de seguridad para el ser humano y el medio ambiente y además han mostrado un gran éxito en el control de plagas de insectos debido a su modo de acción por contacto, su presencia natural en diversos ecosistemas y su capacidad de secretar compuestos con actividad insecticida. No obstante, la implantación en el mercado de los micoinsecticidas es lenta, y tropieza con una barrera fundamental que es la escasa información sobre el destino de algunos metabolitos secundarios en la cadena alimentaria y su riesgo para la salud humana y animal, información clave para abordar su registro. Por tanto, existe la necesidad de desarrollar y validar métodos analíticos con alta sensibilidad para su determinación a bajas concentraciones en diferentes matrices biológicas. La destruxina A es uno de los principales metabolitos secundarios producidos por el AME Metarhizium spp., pero la falta de estudios sobre su producción por parte del hongo es probablemente el mayor obstáculo para el registro de nuevas cepas de esta especie fúngica. El objetivo principal de esta tesis ha sido desarrollar nuevas herramientas para la detección y cuantificación de destruxinas, así como investigar el destino de la destruxina A en la cadena trófica. En el capítulo II de esta Tesis, se ha determinado la producción de destruxinas por parte de cuatro cepas de Metarhizium (BIPESCO5, EAMa 01/58-Su, ARSEF 23 y ART 2825) con un método mejorado de cromatografía líquida de ultra alto rendimiento en tándem con espectrometría de masas (UHPLC-MS / MS) en cuatro medios de cultivo (CM, MM, CN2, OSM) que representan diferentes condiciones de estrés. Cada 3 días durante 18 días se tomaron muestras para análisis que permitieron detectar 15 destruxinas, siendo las destruxinas A y B las más abundantes. Además, se detectaron diferencias significativas entre las cepas en la producción de destruxinas, que a su vez fue altamente dependiente del medio de cultivo. En el capítulo III la colonización endofítica y la producción de destruxina A en plantas de patata se monitorizaron a las 24, 48, 72, 96 y 120 h después de la inoculación con dos cepas de Metarhizium brunneum Petch. (BIPESCO5 y EAMa 01/58-Su), lo que puso de manifiesto que la concentración de destruxina A en los tejidos vegetales es muy baja en comparación con los niveles de colonización. Aunque se observó una colonización similar para ambas cepas, hubo diferencias a lo largo de la planta, con valores más altos en las hojas a 96 h para EAMa 01/58-Su (83.3 %) y BIPESCO5 (81.6 %), y más bajos en tubérculo y raíz a las 72, 96 y 120 h después de la inoculación para ambas cepas (10.0-13.3 %). Para la cepa EAMa 01/58-Su, la destruxina A se cuantificó a las 24 h en el tubérculo y la raíz (2.0 ± 1.4 y 2.49 ± 1.7 μg / kg, respectivamente) y a las 96 h con igual concentración también en tubérculo y raíz (2.5 ± 1.7 μg /kg); para BIPESCO5, solamente se cuantificó destruxina A en el tubérculo a las 24 h y en la raíz a las 48 h (6.8 ± 4.8 y 2.1 ± 1.4 μg / kg, respectivamente). En el capítulo IV se investiga por primera vez la dinámica de crecimiento de las cepas BIPESCO5 y EAMa 01/58-Su de M. brunneum y la secreción de destruxina A durante el proceso de infección de larvas del insecto modelo Galleria mellonella L. (Lepidoptera; Pyralidae). Se observó que la secreción de destruxina A fue paralela a la evolución de la cantidad de ADN fúngico en el interior del insecto para la cepa EAMa 01/58-Su, no así para BIPESCO5. Las cepas EAMa 01/58-Su y BIPESCO5 secretaron destruxina A desde los días 2 al 6 y desde el día 2 hasta el día 5 después del tratamiento, respectivamente. Para EAMa 01/58-Su y BIPESCO5, la máxima cantidad de destruxina A producida en el insecto hospedante fue de 0.369 y 0.06 μg/larva a los 4 días del tratamiento, respectivamente, y a lo largo del proceso patogénico, la producción fue de 0.6 y 0.09 μg / larva, respectivamente. En el capítulo V se realizaron bioensayos presa-depredador para evaluar el comportamiento y la supervivencia de las larvas del depredador generalista Chrysoperla carnea (Stephens) (Neuroptera; Chrysopidae) al alimentarse con larvas insecto polífago Spodoptera littoralis (Boisd.) (Lepidoptera; Noctuidae) inoculadas con las cepas BIPESCO5 y EAMa 01/58-Su. Además, se llevaron a cabo estudios ecotoxicológicos para supervisar el destino de la destruxina A en el sistema presa-depredador. La concentración máxima de destruxina A producida por la cepa BIPESCO5 fue el día 4 con un valor de 0.000054 μg/insecto (aproximadamente 0.014 μg/g) y para la cepa EAMa 01/58-Su el día 5 con 0.00012 μg/insecto (aproximadamente 0.031 μg/g), mientras que el metabolito no se detectó en larvas de C. carnea. El porcentaje de crisopas que se alimentó de larvas de S. littoralis 24 horas después de la infección fue de 96.6, 75.0 y 65.0 % para el control, EAMa 01/58-Su y BIPESCO5, respectivamente, mientras que 5 días después de la infección fue 38.3 % para control y 33.3 % en los tratamientos con las cepas EAMa 01/58-Su y BIPESCO5. La cantidad de larvas de S. littoralis consumidas por C. carnea 24 h después de la infección fue 5.6, 2.2 y 2.3 para las tratadas con el control, EAMa 01/58-Su y BIPESCO5 respectivamente, mientras que 5 días después de la infección consumió una sola larva per cápita. Esto puso de manifiesto que los tratamientos de M. brunneum contra las larvas de S. littoralis fueron seguros para C. carnea debido tanto a la ausencia de mortalidad relacionada con los hongos en el depredador como a la falta de movimiento de la destruxina A de la presa al depredador. Es importante resaltar que en los capítulos IV y V, para ambas cepas, la mortalidad de las larvas debido a otras causas fue mucho mayor que la mortalidad con crecimiento fúngico. Sin embargo, la secreción de destruxina A fue mayor para EAMa 01/58-Su que para BIPESCO5, lo que sugiere que la destruxina A podría ser un factor de virulencia de la primera, mientras que la segunda podría requerir la participación de otros factores además de destruxina A durante el proceso de infección. Los resultados obtenidos proporcionan métodos analíticos valiosos para llevar a cabo evaluaciones de riesgo sobre el empleo de AME, así como resultados que indican que su empleo supone un bajo nivel de riesgo para la salud humana, animal y medio ambiental. ; Agriculture produces the vast majority of the world's food supply, and in last century the global food production has grown at a huge rate mainly from the increased yields resulting from greater inputs of insecticides and other technologies. Meanwhile overuse or improper use of insecticides and other agrochemicals has raised issues about related environment and health costs, with current legislation promoting sustainable agriculture, in which scenario, the development of environmentally sustainable strategies is mandatory for research programs regarding pest control. The entomopathogenic mitosporic ascomycetes (EMAs) and in particular the genus Metarhizium have shown great success in the control of insect pests due to their contact mode of action, natural presence in the ecosystems and their ability to secrete compounds with insecticidal activity, and even, they comply with the security requirements for human health and environment, whereas information about the fate of their secondary metabolites in the food chain and their risk to human and animal health is still scarce. There is a need to develop and validate analytical methods with high sensitivity for metabolite determination at low concentrations in different biological matrices. Destruxin A is one of the major secondary metabolite produced by the genus Metarhizium spp., but the lack of studies concerning destruxin A production is most likely the biggest obstacle for registration of new fungal strains. The main goal of this research has been to develop new tools for destruxin detection and quantification and to investigate the fate of destruxin A in the trophic chain. In chapter II, destruxin production for Metarhizium strains BIPESCO5, EAMa 01/58- Su, ARSEF 23 and ART 2825 was determined with an improved method of ultra-high performance liquid chromatography-tandem mass spectrometry (UHPLC-MS/MS), which has shown high precision in the detection and quantification of destruxins in four culture media (CM, MM, CN2, OSM) representing different stress conditions. Every 3 days samples were taken for analysis over 18 days that allowed detecting 15 destruxins, with destruxin A and B as the most abundant. However, significant differences among strains in destruxin production were detected, and for each strain, destruxin production was highly dependent on culture medium. In chapter III, endophytic colonisation and destruxin A production on potato plants were monitored at 24, 48, 72, 96 and 120 h after inoculation with Metarhizium brunneum strains (BIPESCO5 and EAMa 01/58-Su), which showed that the concentration of destruxin A in plant tissues was very low compared to the colonisation levels. Although a similar colonisation was observed for both strains, there were differences in percentages in different parts of the plants, with the higher values occurring in the leaves at 96 h for EAMa 01/58-Su (83.3 %) and BIPESCO5 (81.6 %), and the lower ones, 10.0-13.3 %, observed in tuber and root at 72, 96 and 120 h post-inoculation for both strains. For strain EAMa 01/58- Su, destruxin A was quantified at 24 h (2.49 ± 1.7 and 2.0 ± 1.4 μg/kg, respectively), and the same concentration was found in both tuber and root at 96 h (2.5 ± 1.7 μg/kg); for BIPESCO5, the concentrations differed in tuber at 24 h and in root at 48 h (6.8 ± 4.8 and 2.1 ± 1.4 μg/kg, respectively). In chapter IV, the dynamic of fungal growth and secretion of destruxin A by strains BIPESCO5 and EAMa 01/58-Su of Metarhizium brunneum Petch. during the infection process of larvae of the model insect Galleria mellonella L. (Lepidoptera; Pyralidae) was monitored for the first time. Data showed that destruxin A secretion was parallel to the fungal growth of EAMa 01/58-Su but not coupled with that for BIPESCO5. EAMa 01/58-Su and BIPESCO5 strains secreted destruxin A from days 2 to 6 and from day 2 to day 5 post treatment, respectively. For EAMa 01/58-Su and BIPESCO5, the maximum titer in the host on day 4 after treatment was 0.369 and 0.06 μg/larva, respectively, and throughout the pathogenic process, the production was 0.6 and 0.09 μg/larva, respectively. In chapter V, predator-prey bioassays were performed to evaluate the behavior and survival of larvae of the generalist predator Chrysoperla carnea (Stephens) (Neuroptera; Chrysopidae) when feeding on larvae of the polyphagous pest Spodoptera littoralis (Boisd.) (Lepidoptera; Noctuidae) challenged by M. brunneum BIPESCO5 and EAMa 01/58-Su strains. In addition, ecotoxicological studies based on HPLC-MS were performed to monitor the fate of destruxin A in the prey-predator system. The maximum concentration of destruxin A produced by the BIPESCO5 strain was on day 4 after treatment with a value of 0.000054 μg/insect (approx 0.014 μg/g), and for EAMa 01/58-Su was on day 5 with a value of 0.00012 μg/insect (approx 0.031 μg/g), whereas the metabolite was no detected in C. carnea larvae. The percentage of lacewings feeding on S. littoralis larvae 24 hour-post infection was 96.6, 75.0, and 65.0 % for the control, EAMa 01/58-Su, and BIPESCO5 treatments, respectively, whereas 5 days-post infection armyworm larvae were consumed by only 38.3 % of the control lacewings and 33.3 % of the EAMa 01/58-Su and BIPESCO5 treatment groups. C. carnea larvae feeding on 24 h-post infection armyworm larvae preyed 5.6, 2.2 and 2.3 larvae for the control, EAMa 01/58-Su and BIPESCO5 treatments, respectively, whereas those predator larvae feeding on 5 days-post infection armyworm larvae preyed on only one per capita larva. It showed that the M. brunneum treatments against S. littoralis larvae were safe for C. carnea due to both the lack of fungus-related mortality in the predator and the lack of movement of destruxin A from the prey to the predator. Notably in chapters IV and V, in both M. brunneum strains, mortality from other causes was higher than mortality with fungal outgrowth. However, destruxin A secretion was higher for EAMa 01/58-Su than for BIPESCO5. These results suggested that destruxin A could be a virulence factor for EAMa 01/58-Su strain, whereas for BIPESCO5, the virulence could require the involvement of other factors as well as destruxin A during the infection process. The results obtained provide valuable analytical methods for carrying out risk assessments on the use of EMAs. In addition, results indicate that their use poses a little potential hazard to human and animal health and the environment.
Criterio Libre magazine has played an important role in promoting scientific dissemination as a fundamental mechanism in the transformation processes of our Latin American nations towards better formed societies, with a healthy balance between the necessary growth of the production of tangible and intangible goods and a more fair distribution of wealth, for the benefit of all its populations, which seek to eradicate poverty, which is the greatest scourge that humanity has not yet been able to overcome. Therefore, we rely on criteria of the development of science that contribute to these ideals, choosing then the best articles, subjected to rigorous evaluation processes by recognized national and international researchers, who have also contributed to raise the scientific quality of them through his thoughtful observations and also to develop scientific thinking and the use of the best style for their communication, enriching the social scientific thought in our nations. We can summarize these principles as follows: the development of science and technology as an expression of given sociocultural and valorative systems, the development of science at the service of productive transformation for the benefit of society, the awareness of the role of science and technology in the definition of power relations at the national and international levels and its insertion in development policies, the use of science and technological innovation as instruments of autonomy, openness to novel approaches in the consolidation of social science, the freedom of critical thinking at all levels of scientific knowledge management, among others. In this sense, we have tried to strengthen the analysis and critical development of economic, administrative, financial and accounting sciences, opening a space for the discussion and development of the epistemology of these social sciences, which increasingly becomes the central axis of our magazine. The present edition of Criterio Libre includes two articles that enrich this epistemological discussion: in the first one the researcher José J. Ortiz B. poses a dilemma that accompanies the development of accounting science, "The crisis of accounting representation: problems of science social or power politics?", which seeks to clarify the factors that originate the problem of accounting representation from a reflection on the theoretical foundations that support this important topic and the empirical references that show this problem, factors that have been seen as an epistemic obstacle in the consolidation of this young science and to which the author intends to contribute in his epistemological clarification and in the proposal of alternative solutions, which he proposes for discussion to the scientific community with an interdisciplinary approach and from the paradigm of complexity. In the second article, Professor Jean Paul Sarrazin poses an interesting dissertation on "Religion: do we know what we are talking about? Examination on the feasibility of an analytical category for the social sciences". The objective of this review was to find an analytical category that is precise, clear and sufficiently broad to study empirically the vast range of sociocultural phenomena that can be or have been considered as "religious". It concludes that in spite of the absence of a unified analytical category, some of the most prominent elements in the different definitions can constitute, by themselves, useful analytical categories for empirical research. It can be deduced that this section has been faithful to the principles that we exposed at the beginning of this editorial and that we hope will continue to become an open forum for the scientific development of our disciplines. A second section, devoted to accounting and finance, defines topics that have become of substantial interest due to the strong theoretical development that these disciplines have reached, arriving to a phase in which the disputes of the paradigms that support different approaches have been decanted, and it is in this field where contributions arise that consolidate important theoretical schemes or that, on the other hand, discard hypotheses that allow debugging systems that, in the manner of the layers of an onion, are grouped by levels, which contributes to the consolidation of the social sciences. In this section we find two important articles oriented under this philosophy: the first one analyzes the effects on the accounting information of public companies in the Colombian electricity sector of the implementation of Resolution 743 of 2013 regarding the adoption of International Financial Reporting Standards (IFRS) for some public companies. This topic is one of the applications of the important advances in the development of accounting theory for the financial economy, which in spite of this does not manage to establish solid roots for the conditions of the developing countries, as this article proves that the transformations assumed are the result of a change in the organizational economic model, where, rather than attending to the international regulation model, it responds to a process of concentration of strategic assets by actors that have the ability to capture regulation, demonstrating that the interdisciplinary approach is a fertile ground to explain in a better way the reality of these countries in the globalizing environment that characterizes the current economy of these countries. The second article, about the "Impact of self-financing on the innovation of micro, small and medium-sized Colombian companies," allows us to delve into an aspect that has not been explicitly studied and that is located at the frontiers of knowledge between economics, finance and the administration, especially directed at an important sector of the economy of the developing countries, that of the MSME companies, which despite their great contributions to the economic well-being of the population, occupying 80% of it in these countries, no intellectual effort has been devoted by our researchers, wasting a space of potential development of autonomy that will clear the way for the true socioeconomic development of our region. The descriptive results show that Colombian MSMEs use their own resources as a priority for their investments, and inferential results obtained through linear regressions indicate that internal financing has a positive and significant influence on their overall innovation, as well as on their products/services, productive processes and management. This is a variable of fundamental importance to be involved in the development policies for the Latin American industry and that very little is taken into consideration until now, in what has been called the Orange economy, which countries like Colombia want to promote. The reality is that internal or own resources are still the main source of funding for the investment projects of these companies, and while this is consistent with the postulates of the theory of financial hierarchy, everything seems to indicate that the reasons for this are mainly the barriers they encounter to access the external financial market. The next section, dedicated to economic discipline, shows us an important article focused on the analysis of the relationship between "Good governance and effectiveness of development aid", a topic of high relevance for our economies. The article aims to deepen the origin and changes experienced by the notion of good governance; analyzes the constituents and determinants of it, as well as its relationship with close concepts such as institutional quality, and above all, the ideas and evidence created on the relationship between good governance and the effectiveness of development aid. Finally, it concludes that there is no general consensus that aid has been effective in promoting economic growth, and there are both supporters and opponents of this idea. Reflectively, it paves the way for empirically verifying the true effects of economic aid and the conditions under which better results would be possible for the benefit of large masses of the population. This edition closes with two sections: the first one, traditional on topics of administration as a discipline that is structurally integrated with the economic, accounting and financial, and where two articles are developed: the first of these is entitled "Co-creation and new challenges of generating value that organizations face". This matter is very topical and marks a trend in modern administrative theory, which is revolving around the new approaches to the generation of value. It is concluded that, in order to generate a sustained value in organizations, the focus of the managers' actions must be the creation of joint value with their clients and not the exclusive goal of increasing the sales of their products or services usually designed internally and closed. The second article, under the title "Model to analyze the incidence of social capital in human development in Bogotá, DC", focuses on identifying whether there is a type of relationship between social capital and human development in the endogenous context of the city of Bogota. For this purpose, it is proposed to conduct a descriptive investigation, based on multiple regression analysis, which facilitates the proposal of a model that determines the level of incidence of social capital in human development, based on the calculation of the Human Development Index and the Index Decomposed social capital in cognitive capital index, ICSC, structural social capital index, ICSE, social representation index of social capital, IRSCS, components of the integral calculation of the social capital index. Based on these calculations, it is verified that the scope and use of social capital are unknown in the city, which generates a society with a high level of atomization and disinterest about the problems of citizenship. Being able to verify these assertions has the utmost importance to adopt policies of social and human development in the D.C., taking into account the different analytical components that were used in the study. In the last section, dedicated to knowledge management, the issue of bullying is analyzed pedagogically by sexual orientation among male students in the environment of secondary education, which seeks to contribute to the prevention of bullying behaviors, due to the effects that this has in the welfare of a population that tends to segregate in an undemocratic manner and that is already part of the educational models that should be oriented towards the formation of values. As pedagogues, we believe that education can and should create environments of respect and appreciation of difference, where everyone can access it, regardless of sexual orientation, gender or other social or cultural constructions. The set of the eight articles that we put at the disposal of the academic community, organized in the sections oriented according to the principles that support the scientific philosophy and the editorial policy of the magazine, is configured in a new effort that we are sure will contribute to the strengthening of the scientific and technological development of our disciplines in an environment that is ours, but that dialogues with the universality of knowledge at a global level, and that progressively will become the great pillars of our human and social development ; La revista Criterio Libre ha venido desempeñando un rol importante en la promoción de la divulgación científica como mecanismo fundamental en los procesos de transformación de nuestras naciones hispanoamericanas hacia sociedades mejor conformadas, con un sano equilibrio entre el necesario crecimiento de la producción de bienes tangibles e intangibles y una más justa distribución de la riqueza, en beneficio de todas sus poblaciones que buscan la erradicación de la pobreza, el mayor flagelo que la humanidad aún no ha podido superar. En ese orden de ideas, nos hemos fundamentado en criterios del desarrollo de la ciencia que contribuyan a esos ideales, seleccionando los mejores artículos, sometidos a procesos rigurosos de evaluación por reconocidos investigadores nacionales e internacionales, quienes también han contribuido a elevar la calidad científica de los mismos con sus atinadas observaciones y también a desarrollar el pensamiento científico y la utilización del mejor estilo para su comunicación, enriqueciendo el pensamiento científico social en nuestras naciones. Dichos principios los podemos sintetizar de la siguiente manera: El desarrollo de la ciencia y la tecnología como expresión de sistemas valorativos y socioculturales dados, el desarrollo de la ciencia al servicio de la transformación productiva en beneficio de la sociedad, la concientización del papel que tienen la ciencia y la tecnología en la definición de las relaciones de poder en los niveles nacional e internacional y su inserción en las políticas de desarrollo, la utilización de la ciencia y de la innovación tecnológica como instrumentos de autonomía, la apertura a enfoques novedosos en la consolidación de la ciencia social, la libertad del pensamiento crítico en todos los niveles de la gestión del conocimiento científico, entre otros. En tal sentido hemos querido fortalecer el análisis y desarrollo crítico de las ciencias económicas, administrativas, financieras y contables, abriendo un espacio para la discusión y desarrollo de la epistemología de estas ciencias sociales, que cada vez más se convierte en columna vertebral de nuestra revista. En el presente número se incluyen dos artículos que enriquecen dicha discusión epistemológica: en el primero de ellos el investigador José J. Ortiz B. nos plantea un dilema que acompaña el desarrollo de la ciencia contable, "La crisis de la representación contable: ¿problemas de la ciencia social o de la política del poder?", en donde busca dar claridad a los factores que originan la problemática de la representación contable a partir de una reflexión sobre los fundamentos teóricos que sustentan este importante tópico y los referentes empíricos que muestran dicha problemática, factores que necesariamente se han expresado como un obstáculo epistémico en la consolidación de esta joven ciencia y al que el autor pretende aportar tanto en su esclarecimiento epistemológico, como en la propuesta de alternativas de solución, que pone para discusión a la comunidad científica con un enfoque interdisciplinario y desde el paradigma de la complejidad. En el segundo artículo el profesor Jean Paul Sarrazin nos plantea una interesante 18 Universidad Libre disertación alrededor del concepto "Religión: ¿sabemos de lo que estamos hablando? Examen sobre la viabilidad de una categoría analítica para las ciencias sociales". El objetivo de esta revisión fue encontrar una categoría analítica precisa, clara y suficientemente amplia para estudiar empíricamente la vasta gama de fenómenos socioculturales que pueden ser o han sido considerados como "religiosos". Se concluye que a pesar de la ausencia de una categoría analítica unificada algunos de los elementos más destacados en las diferentes definiciones pueden constituir, en sí mismos, categorías analíticas útiles para la investigación empírica. Se puede deducir que esta sección ha sido fiel a los principios que expusimos al comienzo de este editorial y que esperamos se siga convirtiendo en tribuna abierta para el desarrollo científico de nuestras disciplinas. Una segunda sección, dedicada a la contabilidad y las finanzas, define temáticas que se han tornado de interés sustancial dado el fuerte desarrollo teórico que han venido alcanzado esas disciplinas, llegando a una fase en que las disputas de los paradigmas que sustentan diversos enfoques se han venido decantando y es en ese terreno donde florecen aportes que consolidan esquemas teóricos importantes o que, por otro lado, descartan hipótesis que permiten depurar sistemas que, a la manera de las capas de la cebolla, se van agrupando por niveles, lo cual contribuye a la consolidación de las ciencias sociales. En esta sección encontramos dos importantes artículos orientados bajo esa filosofía: el primero de ellos analiza los efectos que sobre la información contable de las empresas públicas del sector eléctrico colombiano tuvo la implementación de la Resolución 743 de 2013, la cual se refiere a la adopción de Normas Internacionales de Información Financiera (NIIF) para algunas empresas públicas, siendo este tópico uno de los aplicativos de los avances importantes del desarrollo de la teoría contable para la economía financierista, que a pesar de ello no logra asentar sólidas raíces para las condiciones de los países en desarrollo, como lo comprueba este artículo que encuentra que las transformaciones asumidas son el resultado de un cambio de modelo económico organizacional, en donde más que atender el modelo de regulación internacional, responde a un proceso de concentración de activos estratégicos por parte de actores que tienen la capacidad de capturar la regulación, demostrando que es el enfoque interdisciplinario un campo fértil para explicar de una mejor manera la realidad de estos países en el entorno globalizador que caracteriza la economía actual de dichos países. El segundo artículo acerca del "Impacto del autofinanciamiento sobre la innovación de las micro, pequeñas y medianas empresas colombianas", permite profundizar en un aspecto que no ha sido explícitamente estudiado y que se ubica en las fronteras del conocimiento entre la economía, las finanzas y la administración, dirigido especialmente a un sector importante de la economía de los países en desarrollo, el de las empresas Mipymes, que a pesar de sus grandes aportes al bienestar económico de la población al ocupar 80% de la misma en estos países, no se le ha dedicado un esfuerzo intelectual por parte de nuestros investigadores, desaprovechando un espacio de potencial desarrollo de la autonomía que permitirá desbrozar el camino del verdadero desarrollo socioeconómico de nuestra región. Los resultados descriptivos muestran que las Mipymes colombianas utilizan prioritariamente recursos propios para sus inversiones, y los resultados inferenciales obtenidos mediante regresiones lineales señalan que el financiamiento interno influye positiva y significativamente en su innovación global, así como en la de sus productos/servicios, procesos productivos y gestión. Esto es una variable de importancia fundamental para ser involucrada en las políticas de desarrollo para la industria latinoamericana y que muy poco se toma en consideración hasta ahora, en lo que se ha venido denominando la economía naranja, que países como Colombia quieren fomentar. La realidad es que los recursos internos o propios siguen siendo la principal fuente de financiación para los proyectos de inversión de estas empresas y si bien ello es coherente con los postulados de la teoría de la jerarquía financiera, todo parece indicar que las razones de esto son principalmente las barreras que encuentran para acceder al mercado financiero externo. Nuestra siguiente sección, dedicada a la disciplina económica, nos muestra un importante artículo enfocado al análisis de la relación entre "Buen gobierno y eficacia de la ayuda al desarrollo", tema de altísima pertinencia para nuestras economías. El artículo se propone profundizar en el origen y los cambios experimentados por la noción de buen gobierno; analiza los constituyentes y determinantes del mismo, así como su relación con conceptos cercanos como el de calidad institucional, y sobre todo, las ideas y la evidencia creada sobre las relaciones entre el buen gobierno y la efectividad de la ayuda al desarrollo. Finalmente llega a la conclusión de que no existe un consenso general en cuanto a que la ayuda haya sido eficaz para promover el crecimiento económico, y existen tanto defensores como detractores de esta idea. De manera reflexiva deja abierto el camino para verificar empíricamente los verdaderos efectos de la ayuda económica y las condiciones bajo las cuales se harían posibles unos mejores resultados en beneficio de grandes masas de la población. Cerramos este número con dos secciones: la primera, tradicional sobre temas de administración como disciplina que se integra estructuralmente con la económica, la contable y financiera, y donde se desarrollan dos artículos: el primero de estos se titula "La co-creación y los nuevos retos de generación de valor que enfrentan las organizaciones", siendo esta temática de gran actualidad y que marca una tendencia en la moderna teoría administrativa, que está girando sobre los nuevos enfoques de la generación de valor. Se concluye que, para generar un valor sostenido en las organizaciones, el foco de las acciones de los gestores debe ser la creación de valor conjunta con sus clientes y no la exclusiva meta de aumentar las ventas de sus productos o servicios habitualmente diseñados de manera interna y cerrada. El segundo artículo bajo el título "Modelo para analizar la incidencia del capital social en el desarrollo humano en Bogotá, D.C.", se centra en identificar si existe un tipo de relación entre el capital social y el desarrollo humano en el contexto endógeno de la ciudad de Bogotá. Para tal fin, se propone hacer una investigación descriptiva basada en análisis de regresión múltiple que facilita la proposición de un modelo que determina el nivel de incidencia del capital social en el desarrollo humano, partiendo del cálculo del Índice de desarrollo humano y del Índice de capital social descompuesto en índice 20 Universidad Libre de capital cognitivo, ICSC, índice de capital social estructural, ICSE, Índice de representación social del capital social, IRSCS, componentes del cálculo integral del índice de capital social. Con base en esos cálculos se llega a comprobar que en la ciudad se desconocen el alcance y uso del capital social, lo que genera construir una sociedad con alto nivel de atomización y desinterés por los problemas de la ciudadanía. Poder comprobar estos asertos es de suma importancia para adoptar políticas de desarrollo social y humano en el D.C., atendiendo los diferentes componentes analíticos que se utilizaron en el estudio. En la última sección, dedicada a la gestión del conocimiento, se analiza pedagógicamente el tema del bullying por orientación sexual entre estudiantes masculinos en el ambiente de la educación media, que busca contribuir a la prevención de comportamientos de bullying, por los efectos que ello tiene en el bienestar de una población que tiende a segregarse de manera antidemocrática y que ya hace parte de los modelos educativos que deben orientarse a la formación de valores. Como pedagogos, creemos que la educación puede y debe crear ambientes de respeto y valoración de la diferencia, en donde todos puedan acceder a ella, sin importar la orientación sexual, el género u otras construcciones sociales o culturales. El conjunto de los ocho artículos que ponemos a disposición de la comunidad académica, organizados en las secciones orientadas según los principios que fundamentan la filosofía científica y la política editorial de la revista, se configura en un nuevo esfuerzo que estamos seguros contribuirá al fortalecimiento del desarrollo científico y tecnológico de nuestras disciplinas en un entorno que nos es propio, pero que dialoga con la universalidad del conocimiento a nivel global, y que progresivamente se constituirán en los grandes pilares de nuestro desarrollo humano y social. ; La revue Criterio Libre a occupé un important rôle en promouvoir la divulgation scientifique comme mécanisme fondamental dans les procès de transformation de nos nations latino-americaines vers sociétés meilleure conformées, avec un sain équilibre entre la nécessaire croissance de la production de biens tangibles et intangibles et une plus juste distribution de la richesse, au profit de toutes ses populations, que cherchent éradiquer la pauvreté, qu'il est le majeur fléau que l'humanité encore n'a pas pu surpasser. Nous pouvons résumer dits principes: le développement de la science et la technologie comme expression de systèmes d'évaluation et socio-culturelles donnés, le développement de la science au service de la transformation productive au profit de la société, la prise de conscience du rôle de la science et la technologie dans la définition des relations de pouvoir en les niveaux nationaux et internationaux et son insertion dans les politiques de développement, l›utilisation de la science et de l›innovation technologique comme des instruments d›autonomie, l›ouverture à nouvelles approches dans la consolidation de la science sociale, la liberté de la pensée critique en tous les niveaux de la gestion de la connaissance scientifique, entre autrui. Dans ce sens, nous avons essayé fortifier l'analyse et développement critique des sciences économiques, administratives, financiers et comptables, en ouvrant un espace pour la discussion et développement de l'epistemologie de ces sciences sociales, que de plus en plus se convertit dans l'axe central de notre revue. La présente édition comprend deux articles qu'ils enrichissent dite discussion epistémológique: en le premier d'ils le chercheur José J. Ortiz B. pose un dilemme qu'accompagne le développement de la science comptable, "La crise de la représentation comptable: ¿problèmes de la science sociale ou de la politique du pouvoir?", dans lequel cherche éclaircir les facteurs qu'ils causent la problématique de la représentation comptable à partir d'une réflexion sur les fondements théoriques qu'ils soutiennent cet important question et les référents empiriques qui montrent cette problématique, facteurs qui ont été considérés comme un obstacle épistémique à la consolidation de cette jeune science et aux quels l›auteur entend contribuir dans sa clarification épistémologique et dans la proposition de solutions alternatives qu›il donne à lacommunauté scientifique avec une approche interdisciplinaire et du paradigme de la complexité. Dans le deuxième article, le professeur Jean Paul Sarrazin fait une thèse intéressante sur "Religion: savons-nous de quoi nous parlons? Examen de la faisabilité d›une catégorie analytique pour les sciences sociales". L'objectif de cette revue était de trouver une catégorie analytique précise, claire et suffisamment large pour étudier empiriquement la vaste gamme de phénomènes socio-culturelles qui peuvent être ou ont été considérés comme "religieux". Il conclut qu'en dépit de l›absence d›unecatégorie analytique unifiée, certains éléments les plus saillants des différentes définitions peuvent euxmêmes constituer des catégories analytiques utiles à la recherche empirique. On peut déduire que cette section a été fidèle aux principes que nous avons énoncé au début de cet éditorial et que nous espérons qu'ils continuera à devenir une plateforme ouverte pour le développement scientifique de nos disciplines. Une deuxième section, consacrée à la comptabilité et à la finance, définit les sujets qui sont devenus d›un intérêt substantiel en raison du fort développement théorique que ces disciplines ont atteint, atteignant une phase dans la quelle les différends des paradigmes qui soutiennent diverses approches ont été réglés et c'est dans ce domaine que les contributions surgissent qui consolident des schémas théoriques importants ou qui, d'autrepart, écartent les hypothèses qui permettent des systèmes purifiants qui, à la façon des couches d›oignons, sont regroupés par niveaux, contribuant ainsi à consolider les sciences sociales. Dans cette section, nous trouvons deux articles importants orientés selon cette philosophie: le premier analyse les effets sur l›information comptable des entreprises publiques du secteur de l'électricité colombien de la mise en oeuvre de la résolution 743 de 2013 concernant l'adoption des normes internationales d›information financière (IFRS) pour certaines entreprises publiques. Ce sujet est l›une des applications des avancées importantes dans le développement de la théorie comptable pour l›économie financieriste qui malgré cela ne parvient pas à établir des racines solides pour les conditions des pays en développement, comme enté moigne cet article qui constate que les transformations supposées sont le résultat d›un changement du modèle économique organisationnel, où, plutôt que de s›intéresser au modèle de réglementation internationale, répond à un processus de concentration des actifs stratégiques par des acteurs qui ont la capacité de saisir la réglementation, démontrant que l'approche interdisciplinaire est un terrain fertile pour mieux expliquer la réalité de ces pays dans l'environnement mondialisant qui caractérise l›économie actuelle de ces pays. Le deuxième article, intitulé "Impact de l›autofinancement sur l'innovation dans les micro, petites et moyennes entreprises colombiennes», donne un aperçu d'un aspect qui n›a pas été explicitement étudié et qui se situe aux frontières de la connaissance entre économie, finance et administration, en particulier dans un secteur important de l›économie des pays en développement, celle des MPME, qui malgré leur grande contribution au bien-être économique de la population, occupant 80% de la population de ces pays, n'a pas fait l›effort intellectuel de nos chercheurs, gaspillant un espace de développement potentiel d'autonomie qui ouvrira la voie à un véritable développement socioéconomique de notre région. Les résultats descriptifs montrent que les PMI colombiennes utilisent principalement leurs propres ressources pour leurs investissements, et les résultats inférentiels obtenus par régression linéaire indiquent que le financement interne a une influence positive et significative sur leur innovation globale, ainsi que sur celle de leurs produits/services, processus de production et gestion. Il s›agit d'une variable d›une importance fondamentale à impliquer dans les politiques de développement de l'industrie latino-américaine et que trèspeu de choses sont prises en considération jusqu›à présent, dans cequ›on a appelé l'économie orange, que des pays comme la Colombie veulent promouvoir. En réalité, les ressources internes ou propres restent la principale source de financement des projets d'investissement de ces entreprises et, bien que cela soit conforme aux postulats de la théorie de la hiérarchie financière, tout semble indiquer que les raisons en sont principalement les obstacles qu›elles rencontrent pour accéder au marché financier extérieur. Notre prochaine section, consacrée à ladiscipline économique, nous présente un article important centré sur l'analyse de la relation entre "La bonne gouvernance et l'efficacité de l'aide"; un sujet de la plus haute pertinence pour nos économies. Il analyse les composantes et les déterminants de la bonne gouvernance, ainsi que sa relation avec des concepts étroitement liés tels que la qualité institutionnelle et, surtout, les idées et les preuves créées sur la relation entre bonne gouvernance et efficacité de l'aide au développement. En fin, il conclut qu'il n'y a pas de consensus général sur l'efficacité de l'aide dans la promotion de la croissance économique, et qu'il y a à la fois des défenseurs et des détracteurs de cette idée. D'une manière réfléchie, elle laisse ouverte la voie à la vérification empirique des effets réels de l'aide économique et des conditions dans les quelles de meilleurs résultats seraient possibles pour le bénéfice de larges masses de la population. Nous clôturons ce numéro avec deux sections : la première, traditionnelle sur les thèmes de l›administration en tant que discipline structurellement intégrée à l'économie, la comptabilité et lafinance, et où deux articles sont développés: le premier d'entre eux estintitulé "Co-création et lesnouveaux défis de création de valeur aux quels les organisations font face. Ce sujet est d›actualité et marque une tendance de la théorie administrative moderne, qui s›articule autour de nouvelles approches de la création de valeur. Il est conclu que, pour générer une valeur durable dans lesorganisations, les actions des gestionnaires doivent être axées sur la création de valeur conjointe avec leurs clients et non sur l›objectif exclusif d'augmenter les ventes de leurs produits ou services habituellement conçus en interne et de façon fermée. Le deuxième article, intitulé "Modèle d'analyse de l'incidence du capital social sur le développement humain à Bogotá, D.C.", vise à identifier s›il existe un type de relation entre capital social et développement humain dans le contexte endogène de la ville de Bogotá. Cette fin, il est proposé demener une recherche descriptive, fondée sur une analyse de régression multiple, qui facilite la proposition d'un modèle qui détermine le niveau d'incidence du capital social dans le développement humain, à partir du calcul de l'indice de développement humain et de l'indice de capital social répartis en composantes du calcul intégral de l'indice de capital social, soit l'indice de capital cognitif, l'ICSE, l'indice de capital social structurel, l'ICSC et l'IRSCS, et de l'indice de représentation du capital social. Sur la base de ces calculs, on constate que l'ampleur et l'utilisation du capital social dans la ville sont inconnues, ce qui engendre la construction d'une société avec un haut niveau d'atomisation et un désintérêt pour les problèmes de citoyenneté. Pouvoir vérifier ces affirmations a une importance capitale pour l'adoption de politiques de développement social et humain à Bogotá, D.C., en tenant compte des différentes composantes analytiques qui ont été utilisées dans l'étude. Dans la dernière partie, consacrée à la gestion des connaissances, le sujet des brimades dues à l'orientation sexuelle chez les élèves de sexe masculin estanalysé pédagogiquement dans l'environnement de l'enseignement secondaire, qui cherche à contribuer à la prévention des comportements debrimades, en raison des effets que cela a sur le bien-être d'une population qui tend à se séparer de manière antidémocratique et qui fait déjà partie des modèles éducatifs qui doivent être orientés vers la formation des valeurs. En tant que pédagogues, nous croyons que l'éducation peut et doit créer des environnements de respect et de valorisation de la différence, où chacun peut y accéder, indépendamment de son orientation sexuelle, de son sexe ou d'autres constructions sociales ou culturelles. L'ensemble des huit articles que nous mettons à la disposition de la communauté académique, organisés en sections orientées selon les principes qui sous-tendent la philosophie scientifique et la politique éditoriale de la revue, s'inscrit dans un nouvel effort qui, nous en sommes sûrs, contribuera à renforcer le développement scientifique et technologique de nos disciplines dans un environnement qui nous est propre mais qui dialogue avec l'universalité du savoir à un niveau global et qui deviendra progressivement les grands piliers de notre développement humain et social. ; A revista Critério Livre tem desempenhado um importante papel em promover a divulgação científica como um mecanismo fundamental nos processos de transformação de nossas nações latino-americanas para sociedades melhor formadas, com um equilíbrio saudável entre o necessário crescimento da produção de bens tangíveis e intangíveis e uma mais justa distribuição da riqueza, em benefício de todas as suas populações, que buscam erradicar a pobreza, que é o maior flagelo que a humanidade ainda não conseguiu superar. Pelo exposto, nos baseamos em critérios do desenvolvimento da ciência que contribuam para esses ideais, escolhendo então os melhores artigos, submetidos a rigorosos processos de avaliação por renomados pesquisadores nacionais e internacionais, que também contribuíram para elevar a qualidade científica dos mesmos através de seus atinadas observações,e também a desenvolver o pensamento científico e a utilização do melhorestilo para sua comunicação, enriquecendo o pensamento científico social em nossos países. Podemos resumir esses princípios assim: o desenvolvimento da ciência e da tecnologia como expressão de sistemas valorativos e socioculturais dados, o desenvolvimento da ciência a serviço da transformação produtiva em benefício da sociedade, a conscientização sobre o papel da ciência e da tecnologia na definição das relações de poder nos níveis nacional e internacional e sua inserção nas políticas de desenvolvimento, a utilização da ciência e da inovação tecnológica como instrumentos de autonomia, a abertura a abordagens inovadoras na consolidação da ciencia social, a liberdade do pensamento crítico em todos os níveis da gestão do conhecimento científico, entre outros. Neste sentido, tentamos fortalecer a análise e o desenvolvimento crítico das ciências econômicas, administrativas, financeiras e contábeis, abrindo um espaço para a discussão e desenvolvimento da epistemologia de estas ciências sociais, que cada vez mais torna-se o eixo central de nossa revista. A presente edição inclui dois itens que fazem parte desta discussão epistemológica: no primeiro deles, o pesquisador José J. Ortiz B. planta um dilema que acompanha o desenvolvimento da ciência contábil, "A crise da representação contábil: problemas da ciência social ou política do poder?", em que busca esclarecer os fatores que originam a problemática da representação contábil a partir de uma reflexão sobre os fundamentos teóricos que sustentam este importante tema e os referentes empíricos que mostram esta problemática, fatores que foram vistos como um obstáculo epistémico na consolidação dessa jovem ciência e o que o autor pretende contribuir para seu esclarecimento epistemológico e a proposta de alternativas de solução, que propõe para discussão com a comunidade científica com uma abordagem interdisciplinar e a partir do paradigma da complexidade. No segundo artigo, o profesor Jean Paul Sarrazin levanta uma interessante dissertação sobre "Religião: nós sabemos do que estamos falando? Análise da viabilidade de uma categoria analítica para as ciências sociais". O objetivo desta revisão foi encontrar uma categoria analítica, precisa, clara e suficientemente ampla para estudar empiricamente a vasta gama de fenômenos sócio-culturais que podem ser ou foram considerados como "religiosos". Conclui que, a pesar da ausência de uma categoria analítica unificada, alguns dos elementos mais destacados nas diferentes definições podem constituir, em si mesmos, categorias analíticas úteis para a investigação empírica. Pode-se deducir que esta seção tem sido fiel aos princípios que expusemos no início deste editorial, e que esperamos que continue transformando em uma tribuna aberta para o desenvolvimento científico de nossas disciplinas. Uma segunda seção, dedicada à contabilidade e as finanças, define temáticas que se tornaram de interesse substancial devido ao forte desenvolvimento teórico que atingiram essas disciplinas, chegando a uma fase em que as disputas dos paradigmas que sustentam várias abordagens foram decantado e é nesse terreno onde surgem contribuições que consolidam os importantes esquemas teóricos ou que, por outro lado, descartam hipótese que permitem depurar sistemas que, à maneira das camadas duma cebola, serão agrupadas por níveis, o que contribui para a consolidação das ciências sociais. Nesta seção encontramos dois importantes artigos orientados sob desta filosofia: o primeiro analisa os efeitos que sobre a informação contabilística das empresas públicas do setor elétrico colombiano teve a implementação da Resolução 743 de 2013, relativa à adopção de Normas Internacionais de Informação Financeira (NIIF) para algumas empresas públicas. Este tópico é um dos aplicativos de importantes avanços do desenvolvimento da teoria contábil para a economia financierista, que apesar disso não consegue establecer sólidas raízes para as condições dos países em desenvolvimento, como o comprova este artigo que encontra que as transformações assumidas são o resultado de uma mudança de modelo econômico, organizacional, onde, mais que atender o modelo de regulação internacional, responde a um processo de concentração de ativos estratégicos por parte de atores que têm a capacidade de capturar a regulação, demonstrando que a abordagem interdisciplinar é um campo fértil para explicar de uma maneira melhor a realidade destes países no ambiente globalizador que caracteriza a economía atual de tais países. O segundo artigo, sobre "o Impacto do autofinanciamento sobre a inovação das micro, pequenas e médias empresas colombianas", permite aprofundar um aspecto que não tem sido explicitamente estudado e que se situa na fronteira entre a economia, as finanças e a administração, dirigido especialmente a um setor importante da economia dos países em desenvolvimento, as empresas Mipymes, que apesar de suas grandes contribuições para o bem-estar económico da população, ao ocupar 80% da mesma em cada um destes países, não lhe foi dedicado um esforço intelectual por parte dos nossos investigadores, desaprovechando um espaço potencial de desenvolvimento da autonomia que permite desbrozar o caminho do verdadeiro desenvolvimento sócio-econômico de nossa região. Os resultados descritivos mostram que as Mipymes colombianas utilizam prioritariamente os recursos próprios para os investimentos, e os resultados inferenciales obtidos através de regressões lineares indicam que o financiamento interno influencia positiva e significativamente na inovação global, assim como a de seus produtos/serviços, processos produtivos e de gestão. Esta é uma variável de importância fundamental para ser envolvida nas políticas de desenvolvimento para a indústria latino-americana e que muito pouco se leva em consideração até agora, no que se tem denominado a economía laranja, que países como a Colômbia querem promover. A realidade é que os recursos internos ou próprios continuam sendo a principal fonte de financiamento para os projectos de investimento destas empresas, e se bem que isso é coerente com os postulados da teoria da hierarquia financeira, tudo parece indicar que as razões são principalmente as barreiras que encontram para acessar o mercado financeiro externo. A nossa seguinte secção, dedicada à disciplina económica, mostra-nos um importante artigo focado à análise da relação entre "Bom governo e eficácia da ajuda ao desenvolvimento", tema de altísima pertinência para as nossas economias. O artigo propõe-se aprofundar na origem e as mudanças experimentadas pela noção de bom governo; analisa os constituintes e determinantes do mesmo, bem como a sua relação com conceitos próximos como a qualidade institucional, e sobretudo, as ideias e a evidência criada sobre as relações entre o bom governo e a efetividade da ajuda ao desenvolvimento. Finalmente chega à conclusão de que não existe um consenso geral quanto a que a ajuda seja eficaz para promover o crescimento económico, e existem tanto defensores como detratores desta ideia. De maneira reflexiva deixa aberto o caminho para verificar empiricamente os verdadeiros efeitos da ajuda económica e as condições baixo as quais seriam possíveis uns melhores resultados em benefício de grandes massas da população. Fechamos esta edição com duas secções: a primeira, tradicional sobre temas de administração como disciplina que se integra estruturalmente com a económica, a contável e financeira, e onde se desenvolvem dois artigos: o primeiro destes se titula "A co-criação e os novos reptos de geração de valor que enfrentam as organizações". Esta temática é de grande atualidade e marca uma tendência na moderna teoria administrativa, que está a girar sobre as novas focagens da geração de valor. Conclui-se que, para gerar um valor sustentado nas organizações, o foco das ações dos gestores deve ser a criação de valor conjunta com os seus clientes e não a exclusiva meta de aumentar as vendas dos seus produtos ou serviços habitualmente desenhados de maneira interna e fechada. O segundo artigo, baixo o título "Modelo para analisar a incidência do capital social no desenvolvimento humano em Bogotá, D.C.", centra-se em identificar se existe um tipo de relação entre o capital social e o desenvolvimento humano no contexto endógeno da cidade de Bogotá. Para tal fim, propõe-se fazer uma investigação descritiva, baseada em análise de regressão múltipla, que facilita a proposição de um modelo que determina o nível de incidência do capital social no desenvolvimento humano, partindo do cálculo do Índice de desenvolvimento humano e do Índice de capital social decomposto em índice de capital cognitivo, ICSC, índice de capital social estrutural, ICSE, Índice de representação social do capital social, IRSCS, componentes do cálculo integral do índice de capital social. Com base nesses cálculos chega-se a comprovar que na cidade se desconhecem o alcance e o uso do capital social, o que gera construir uma sociedade com alto nível de atomização e desinteresse pelos problemas da cidadania. Poder comprovar estes asertos é de soma importância para adotar políticas de desenvolvimento social e humano no D.C., atendendo os diferentes componentes analíticos que se utilizaram no estudo. Na última secção, dedicada à gestão do conhecimento, analisa-se pedagógicamente o tema do bullying por orientação sexual entre estudantes masculinos no ambiente da educação média, que procura contribuir à prevenção de comportamentos de bullying, pelos efeitos que isso tem no bem-estar de uma população que tende a segregarse de maneira antidemocrática e que já faz parte dos modelos educativos que devem orientar à formação de valores. Como pedagogos, achamos que a educação pode e deve criar ambientes de respeito e valoração da diferença, em onde todos possam aceder a ela, sem importar a orientação sexual, o género ou outras construções sociais ou culturais. O conjunto dos oito artigos que pomos ao dispor da comunidade académica, organizados nas secções orientadas segundo os princípios que fundamentam a filosofia científica e a política editorial da revista, se configura em um novo esforço que estamos seguros contribuirá ao fortalecimiento do desenvolvimento científico e tecnológico das nossas disciplinas em um meio que nos é próprio, mas que dialoga com a universalidade do conhecimento a nível global, e que progressivamente constituir-se-ão nos grandes pilares do nosso desenvolvimento humano e social.
