Der vorliegende Beitrag ist ein Teilbericht zur Parlamentsstudie 1980 des Zentralinstitutes für Jugendforschung der DDR. Er enthält Angaben zur Wirkung von Massenmedien in der DDR auf Jugendliche. Als Auftrag der Massenmedien in der DDR geben die Autoren die "Erziehung des Volkes im Geiste des Sozialismus und die Befriedigung geistig-kultureller Bedürfnisse der Werktätigen" an. In diesem Zusammenhang diskutieren sie folgende Untersuchungsergebnisse: (1) Zeitaufwand für die Mediennutzung in Stunden pro Woche bei Fernsehen, Lesen, Radiohören und Kinobesuch; (2) den Prozentsatz der nahezu täglichen Leser der offiziellen Jugendzeitschrift "Junge Welt" 1968, 1972, 1976 und 1978; (3) die Stabilität und Veränderung der politisch-ideologischen Haltung bei jungen Arbeitern in Abhängigkeit vom Empfang politischer Information aus der DDR und der Bundesrepublik. This article aims to solve the following scientific problem: to study the ways of interaction between mass media, audience and authorities used in regional practice. The relevance and scientific significance of solving the above-mentioned problem lies in the fact that modern mass media exist in a dynamically changing social space. The main objective is to determine how fully events of the political and public life of a country or region are reflected in the daily practice of regional mass media. Based on the analysis of print media, the authors of the article consider the authenticity, completeness and objectivity of the information worldview created by journalists of the Arkhangelsk Region. The contractual mechanism of information services used by authorities forces journalists to resort to self-censorship and non-disclosure of socially important information, which leads to the creation of media myths and the loss of professionalism, as well as changes essential characteristics of journalism. It is indicated that it is much more dangerous for this profession to consciously distort the reflected reality by emphasizing some events or certain aspects of the displayed phenomena and concealing others, i.e. manipulating mass consciousness through non-disclosure. Non-disclosure not only erases, destroys and eliminates facts, but also creates a mythical, distorted and unreliable information worldview.
Die Expertise zur Vorbereitung der Kulturkonferenz der FDJ beinhaltet Erkenntnisse des Zentralinstituts für Jugendforschung der DDR zur Kulturfunktion der Massenmedien. Unter der Prämisse, daß die Gesamtprogramme der Medien sowie fast alle Presseorgane zur Persönlichkeitsentwicklung der Jugend beitragen müssen, behandelt die Expertise folgende Thematiken: (1) Die Rolle der Massenmedien im kulturellen Alltag Jugendlicher; (2) Probleme der Herausbildung von Erwartungen gegenüber Kunst und Literatur; (3) die Verantwortung der Massenmedien für die Entwicklung von Kunstverständnis und der Fähigkeit, mit Kunstwerken zu kommunizieren; (4) das Problem der Wirksamkeit der Massenmedien und sich daraus ergebende Schlußfolgerungen. Die Autoren bemerken abschließend, daß erfolgreiche Einwirkungsmöglichkeiten auf Jugendliche nur durch langfristige Aktivitäten der Massenmedien im Zusammenhang mit solchen der FDJ-Organisationen, der Schule und anderen Institutionen realisiert werden können. El presente artículo se propone un análisis histórico, desde lateoría clásica, de la relación entre poder y comunicación. El abordaje tieneen cuenta los orígenes del poder y su mutación a través de los tiempos,hasta tornarse capitalismo y cómo la razón, la ciencia, la técnica, sonpuestas al servicio de una clase dominante a la vez que la comunicaciónofrece la falsa noción de consenso democrático. Se evidencia la necesidadde lograr verdaderos actos comunicativos que contribuyan a un consensoreal y una mayor democracia en la construcción de los sentidos.The present article proposes a historic analysis, from the classicaltheory, of the relationship between power and communication. Theanalysis takes into account the origins of power and its mutation throughtimes, to become capitalism, as well as how the reason, science andtechnique, are at the service of a dominant class when communicationoffers the false notion of democratic consent. The need to achieve truecommunicative acts that contribute to a real consensus and a biggerdemocracy in the construction of the senses becomes evident.
Una de las características de la era digital más aceptada en términos generales la "democratización masiva" por el amplio acceso a los "mass media". Sin embargo, no existe una relación directa entre la apropiación tecnológica y la calidad de la noticia. Los medios de comunicación trabajan con la información, entendida ésta como un bien público al que la ciudadanía puede y debe acceder en miras a poder estar informado sobre lo que acontece a su alrededor. Expresarse libremente y estar bien informados constituyen doscondiciones esenciales de la democracia. Sin embargo los medios de comunicación producen las noticias que transmiten. Los medios son emisores además de transmisores de noticias que lejos están de ser neutrales y absolutas. Nos resta preguntarnos cómo es posible convertir a los dispositivos tecnológicos en herramientaspara lograr el empoderamiento de la información en las ciberdemocracias del siglo XXI. Recuperar el sentido de la acción ayudados por los mecanismos tecnológicos. Media works with information, understood as a public good that citizens can and should be able to access in order to be informed about what is happening around them. Ausgehend von Beispielen aus den verschiedenen Anfragen von Medienvertretern an Psychologen werden Überlegungen zur Rolle von Psychologen in den Medien angestellt. Dabei wird auf die folgenden Fragen eingegangen: (1) Welche gesellschaftlichen Hintergründe können solche Anfragen von Medienvertretern haben? (2) Welche Kriterien lassen sich finden, um unsinnige bzw. nicht zu beantwortende Anfragen von sinnvollen zu trennen? (3) Welche Form der Antwort lässt sich mit den Standards der Psychologie als Wissenschaft vereinbaren?
La prensa forma parte de la vida diaria del ciudadano y se conforma como medio de información y entretenimiento dentro del conjunto de los mass media. En el panorama mediáticocomunicacional actual, la prensa (tanto en papel como online), constituye un elemento clave en la influencia, modificación de hábitos y comportamiento del ciudadano, de ahí que sea un importante agente educador, desde un doble criterio: por un lado, como instrumento de socialización del individuo, y por otro, como agente manipulador que conduce al individuo hacia los planteamientos e intereses de grupos mediáticos, gobiernos y organizaciones. El mensaje periodístico presenta un doble carácter: manipulador y agente educador en la era digital. La función educadora de la prensa se analiza desde varios puntos de vista: social, económico, cultural y ético. ; The press forms a part of the daily life of the citizen and conforms as way of information and entertainment inside the outfit of the mass media. In the media — communication current outlook, the press (so much in paper as online), constitutes a key element in the influence, modification of habits and behavior of the citizen, of there that is an important educational agent, from a double criterion: on the one hand, like instrument of socialization of the individual, and for other one, as manipulative agent who leads the individual towards the expositions and interests of media groups, governments and organizations. The journalistic message presents a double character: manipulator and educational agent in the digital age. The educational function of the press is analyzed from several points of view: social, economic, cultural and ethical.
In modern society, "the public" is inevitably a mediated sphere as only media can bridge its spatial, temporal and topical diversity. While this media has traditionally been mass media (one-to-many), the arrival of the Internet has popularised meso media (many-to-many). In that context, the mediated public sphere has undergone significant changes. On the one hand, media theorists emphasise the enabling characteristics of digital media, hoping for an egalitarian public sphere and an empowerment of media users. On the other hand, critics discuss the regulatory attributes of social media platforms, which allow to preformat and to sanction communication more efficiently than ever before. This overview paper discusses the generic relationship between social media and mass media from a systems-theoretical point of view. Further, it addresses the question of whether the social web is in fact on the path to democratising the "public sphere". ; Die "Öffentlichkeit" in der modernen Gesellschaft ist zwangsläufig eine mediatisierte Sphäre, da allenfalls Verbreitungsmedien - traditionellerweise Massenmedien - ihre sachliche, räumliche und soziale Diversität überbrücken können. Seit den 1990er-Jahren bietet indes das Internet als Universalmedium eine ideale Projektionsfläche für Hoffnungen auf liberalere Öffentlichkeitsstrukturen, die mit einem Empowerment der Mediennutzer und einem Bedeutungsverlust klassischer massenmedialer Anbieter einhergehen sollen. Von den kommunikationserleichternden Effekten der Onlinetechnologien unmittelbare Veränderungen in den grundsätzlichen Strukturen gesellschaftlicher Öffentlichkeit abzuleiten, wäre allerdings ein technikdeterministischer Fehlschluss, der zuletzt immer wieder zu übersteigerten Erwartungen geführt hat. Vor diesem Hintergrund stellt das vorliegende Übersichtspapier auf der Basis systemtheoretischer Einsichten zunächst ein Einordnungsmodell für Social Media und Massenmedien vor, das ihre unterschiedlichen Wirkungsbereiche in der gesellschaftlichen Wirklichkeitskonstruktion herausarbeitet, und diskutiert daran anknüpfend, inwieweit sich bis dato tatsächlich von einer Demokratisierung der Öffentlichkeitsstrukturen durch das Social Web sprechen lässt.
Information security is vital for national security, especiallyduring martial law. The influential role of the media in the socio-political landscape of Ukraine underscores the need to studyits impact on the system of public management of informationsecurity. This research aims to identify the extent and directionsof such impact, using statistical analysis and comparative lawmethodology. The findings reveal information security challengesrelated to social media in Ukraine, such as distorted information,manipulation, propaganda, imperfect regulation and subordination ofmedia to the interests of their owners. International experiences suggestaddressing these problems by promoting digital literacy, facilitating faircompetition and fostering relations between the state, media and citizens.By way of conclusion, the significant influence of the media on publicopinion and political processes is confirmed, with both positive (coverageof important information) and negative (misinformation, manipulation)aspects in the system of public management of information security.
Páginas 187-209. ; El presente artículo tiene como objetivo principal discutir la influencia de los mass media y de otros agentes de la educación informal en las preferencias musicales de estudiantes de enseñanza secundaria en Brasil. Como datos empíricos, fue desarrollado una investigación con 940 estudiantes (mujeres y hombres) de Vitória (Espírito Santo-Brasil), los cuales confirmaron los mass media como los principales agentes determinantes en su predilección musical, entre los cuales se destacan el internet y la radio, seguidos por la influencia de los amigos y de la televisión. Por lo tanto, se enfatiza la importancia de crear políticas públicas que favorezcan el acceso y difusión musical por diferentes medios, valorizando especialmente su inserción en la educación formal y no-formal, hecho que probablemente suavizaría la potencial soberanía de los agentes mediáticos. ; The main objective of this article is to discuss the influence of mass media and some other non-formal education agents in the musical preferences of high school students in Brazil. The research was developed with 940 students (men and women) from Vitória (Espirito Santo – Brazil). They confirmed mass media to be the key agent determining their musical preferences, being the internet and the radio the most relevant, followed by T.V and peer influence. This fact emphasizes the importance of creating new public policies that favor the access and dissemination of music through different media, giving a special value to its insertion in formal and non-formal education. The importance of this strategy lies in the fact that it would probably help moderate the potential dominance of media agents over educational figures and institutions. ; Cet article a comme objectif principal celui de discuter l'influence des médias et d'autres agents de l'éducation informelle dans les préférences musicales des élèves de l'école secondaire au Brésil. Servant comme des données empiriques, on a développé une recherche avec 940 élèves (garçons et filles) de Vitória (Espírito Santo, Brésil), ceux qui ont confirmé les médias comme les principaux agents déterminants dans leur prédilection musicale. On y met en relief l'Internet et la radio, suivis par l'influence des amis et de la télévision.
