By their very nature, satirists are political spoilsports. At the same time they are drawn to satire by their very interest in politics. So they do press the sore spots, yet they do it within self-imposed limits and they can have an impact only if they manage to provoke laughter by expressing what everyone feels rather than by pretending to influence anyone.

Western democracies are currently going through a period of what could be called "media fog". The media are being relocated, infotainment is replacing analytical information, the chattering media are thwarting or overtaking the institutional media, etc. These major changes are not without consequences for the modalities of political debate. The article examines these consequences regarding the three main types of communicative intentionality: propaganda, persuasion and seduction. Adapted from the source document.

Faced with competition from the private press & international radio & television stations, in the 1990s the media sector in West Africa undertook to reform itself. The goal of this process was to bring into being autonomous public media focused on the needs of citizens & engaged in the quest for democracy. In the absence of real will on high & serious engagement in the field itself, the undertaking has for the most part failed. Adapted from the source document.

Following eleven years of civil war & a period of political transition, Burundi today faces the challenge of organizing fair & democratic elections. This state of affairs recalls a previous election year -- 1993 -- which many remember as a year of trauma. Then, the media were seen as catalysts of conflict. In 2005, they are looked to as neutral entities whose role is to speak for all political tendencies. This article addresses the evolution of Burundi's media, public & private, & the part they have come to play in processes of national reconciliation & democratization.
