State Trading Enterprises as Non‐Tariff Measures: Theory, Evidence, and Future Research Directions

AbstractWe review issues concerning the use of state trading enterprises (STEs) as a non‐tariff measure in importing countries. We focus on a tariff equivalent measure that captures the main features of markets where STEs are used, and we identify the factors that influence tariff equivalent effect. We supplement this discussion with case studies highlighting the potential to improve the transparency of trade‐distorting enterprises as employed across importing countries. These studies also highlight that, as the role of the STE changes, so too does the size of the tariff equivalent. Increasing the transparency of STEs can aid the treatment of them in trade negotiations.
Hegel's Theory of Measure
The final segment in Hegel's analysis of "being" is measure - the unity of quality and quantity. At stake in these chapters is the difference between quantitative and qualitative change. A being or thing is indifferent to quantitative change, which comes from the outside. For instance, a legislature can increase the stringency of zoning regulations, and yet the legislation is still constitutional "zoning." But there comes a point at which quantitative change effects a qualitative change - zoning becomes an uncompensated "taking" of property. This paper analyzes how Hegel, in the "Science of Logic," derives measure from the categories of quality and quantity, and how essence - the "beyond" of being/appearance is in turn derived. The paper is the third installment on a complete analysis of Hegel's most important (and least read) work - the Science of Logic (1831).

An Information Theory Measure for Television Programming

A content-free measure of television program form is developed. This measure is created from a rigorous general theory construction viewpoint. The basic terms of the theoretical measure are created from iconic aspects of programming. These terms are mapped into variables by considering their human information-processing implications. The definitions of the variables are in information theory entropy terms. The variables are used to score 168 television programs, and the results used to factor analyze the variables, creating two independent dimensions called Dynamics and Unfamiliarity. As a validation, the viewing patterns of 149 adolescents on these two dimensions are compared to two other measures of programming content. The information theory dimensions of form are found to detect nonrandom viewing patterns as well or better than either of the other measures of content.
Application of the fundamental measure density functional theory to the adsorption in cylindrical pores
In this work we have implemented the fundamental-measure density functional theory due to Kierlik and Rosinberg to describe the adsorption of Lennard-Jones molecules in cylindrical pores. The accuracy of the theory in predicting adsorption isotherms and particle density profiles is checked by comparison with grand canonical Monte Carlo simulations for a wide range of pore sizes, showing very good agreement in all cases. In addition, the theory has been applied to the adsorption in slitlike pores to study the influence of the pore geometry on this property. The results indicate that the confinement of the cylindrical geometry introduces significant differences in the shape of the adsorption isotherms and density profiles.
