Cet article examine la question des médias et d´une politique de communication dans le contexte de ce que l´on nomme maintenant les BRICS. L'analyse des relations entre les pays membres de cette conformation passe par de nombreuses interrogations : s'agit-il d'un réseau ? D'un réseau communicationnel, médiatique, interactif, collaboratif, connecté, horizontal ? Comment les spécialistes de ce thème abordent-ils ce sujet : un nouveau mode de communiquer dans une perspective d'extension des échanges symboliques ou l'actualisation des formes de communication traditionnelles, verticales et restrictives ? ; This paper examines the question of the media and communication policy in the countries now known as the BRICS. Any analysis of relationships between the countries that make up this group raises many questions. Are they a network ? If so, is it a communicational network, a media network, is it interactive, collaborative, connective, horizontal ? How do scholars tackle the subject in their research – are we seeing a new way of communicating with a view to expanding symbolic exchanges, or a modernisation of traditional, vertical and restrictive forms of communication ?

In China, the media and information and communication technologies are claimed by power as vectors for economic development, knowledge and communication. Western and Chinese analysts characterise this situation as a "entertainment society", meaning that the main messages of the media are directed towards consumption, enrichment and entertainment. However, through three of the four events in China, snow storm, riots in Tibet and earthquake, this article explores developments in the media and ICT reporting by the government and civil society by the government and civil society. ; Medias and ITC are presents in China are used as factors of development, of knowledge and communication. Le modèle de communication de l'Union européenne fonctionne mal pour quatre raisons fondamentales : il n'est pas assez stratégique, trop centralisé, trop monolingue en anglais et il repose trop sur le papier. Pour le changer il faut centraliser la totalité des budgets de communication dans les mains du président de la Commission, renforcer les pouvoirs et les moyens des délégués nationaux, respecter un multilinguisme intégral, et passer plus intensivement du papier au numérique grâce à Euronews. Il faut aussi réformer le contenu de cette communication, trop axée sur la macro-économie, pour la centrer sur la citoyenneté européenne. ; The European model of communication is dysfunctional for four main reasons: it lacks a strategic dimension, it is too centralised, too dominated by a single language, English, and over-re liant on paper. For this to change, all communication budgets need to be centralised under the European Commission presidency, the powers and means of national delegates need to be strengthened, all communication should be fully multilingual and a major shift is required from paper to digital media, via Euronews. There is also a need to reform the content of EU communication, which focuses too heavily on macro-economics, in order to shift the emphasis to European citizenship.

La définition des œuvres littéraires et des objets culturels, leurs formes et leurs modes de compréhension varient à l'intérieur de grandes configurations techniques et sociales elles-mêmes changeantes. Le champ de ces « médiamorphoses » réciproques recouvre, du XIXe au XXIe siècle, des genres et des domaines divers : de la poésie lettrée au roman-feuilleton, de la littérature à la publicité, des premières théories des mass-médias à nos modernes doxas politiques et intellectuelles. Lamartine, Dumas, Mallarmé ou Zola sont relus sous un angle permettant aussi de lire autrement Gabriel Tarde, Gramsci, Walter Benjamin ou McLuhan.

L'expression de l'alientité se fonde sur sa confrontation à celle de l'identité. Tandis que les identités font l'objet des représentations qui s'expriment au cours des expériences des échanges symboliques, des discours et de la communication, l'alientité désigne ce qui ne peut faire l'objet d'une représentation, ce qui se trouve à l'extérieur de l'espace public, en dehors des champs ordinaires du langage et des pratiques symboliques. On peut, ainsi, définir l'alientité comme ce qui n'est pas communicable, ce qui ne peut faire l'objet d'une représentation, ce qui se trouve exclu de l'espace public. La communication se fonde sur la reconnaissance d'une signification fondée sur la reconnaissance spéculaire des identités, tandis que la méconnaissance et la rupture du langage commun viennent peupler l'espace de porteurs d'alientité. En morcelant l'espace social entre des espaces de ghettos et d'identités séparées les unes des autres, la discrimination sociale rompt l'impératif démocratique de l'égalité et empêche que s'instaure une communication, condition de l'institution d'une identité et d'une citoyenneté partagées. ; « Alientity » is a term coined in opposition to « identity ». Whereas identities are the object of representations that are expressed in the course of symbolic exchanges, discourses and communication, « alientity » refers to what cannot be the object of representations, what is outside the public sphere and outside the ordinary spheres of language and symbolic practice. Therefore, « alientity » could be defined as what is not communicable, what cannot be represented, what is outside the public sphere. Communication is based on recognition of meaning that is itself based on a specular recognition of identities, while the world of alientity is peopled by the absence of recognition and the lack of any common language. By fragmenting the social sphere into ghettos and separate identities, social discrimination breaks up the necessity of equality in democracy and prevents communication, which is the precondition for establishing a shared identity and citizenship.

While the statistical results of the project about empty housing in Wallonia (Belgium) are mainly communicated from a scientific point of view, the media give their autonomy to these results, offering them to the civil society. It appears that this mediatized treatment of the statistical results occurred following parliamentary questions at the Walloon Parliament about the empty housing issue, notably in relation to a public policy waiting for its execution order. On the basis of an exhaustive corpus (from the media and the parliamentary questions), we analyse the influence of this autonomy on the extended Phase of the research, precisely financed in relation to the implementation of the above mentioned public policy.

Nous sommes à l'ère des médias, dynamique et numérisée, en activité constante, 24 heures sur 24 et 7 jours sur 7. Dans ce contexte, les flux de communication multilingues se multiplient et les pays des BRICS jouent un rôle majeur dans cette évolution. La présence des BRICS sur la scène médiatique mondiale a toutes les chances de prendre de l'ampleur au vu du développement convergent des contenus et des technologies mobiles via un Internet de plus en plus multilingue. La Chine est déjà le pays qui compte le plus grand nombre d'utilisateurs d'Internet, devant l'Inde, avec une utilisation qui passe majoritairement par des plateformes mobiles. La Russie, le Brésil et l'Afrique du Sud ont également enregistré une importante expansion des communications en ligne. Au cours des dix dernières années, l'Internet en langue russe (« RuNet ») a connu une croissance exceptionnelle tandis qu'en Chine, le gouvernement ainsi que des cyber-sociétés (à l'instar d'Alibaba) se font les champions de la promotion de l'Internet pour défendre la place de deuxième économie mondiale du pays. L'Inde, qui dispose d'un ambitieux programme de développement du numérique (« Digital India ») et de la plus grande industrie cinématographique du monde, est aussi un centre névralgique de l'industrie informatique mondiale et son potentiel d'exportation des produits culturels est en forte croissance. Internet connaît une progression rapide au Brésil, où les pouvoirs publics ont entrepris des expériences innovantes en matière d'administration du web. L'Internet mobile devrait également gagner du terrain en Afrique du Sud, au fur et à mesure que la technologie 4G y devient plus abordable. Quelles conséquences cette connectivité numérique va-t‑elle avoir sur les flux d'actualités, l'organisation de l'information et de la communication, et la pluralité des médias à l'échelle mondiale ? Quelles en seront les implications pour les sciences de l'information, de la communication et des médias, discipline qui a vu le jour en Occident ? L'article montre que les BRICS sont bien placés pour restructurer la recherche mondiale en communication, contribuer à la démocratisation des médias internationaux dans un monde polycentrique et favoriser la poursuite de la désoccidentalisation des médias et de la recherche qui leur est consacrée. ; In our dynamic, digitised, 24/7 media age, multilingual communication is increasing, with the BRICS countries playing a key role. The global presence of BRICS media is likely to expand with the growing convergence of mobile communications technologies and content via the increasingly multi-lingual Internet. China already has the world's largest population of Internet users, ahead of India, mainly using mobile phone platforms. Russia, Brazil and South Africa are also seeing rapid growth in on-line communication. In the last ten years, Runet, the Russian-language Internet, has expanded greatly, while the Chinese government and cyber-companies such as Alibaba have taken the lead in promoting the country's Internet to support its position as the world's second largest economy. India, with its ambitious 'Digital India' programme and the world's largest film industry, as well as its position as a hub for the global IT industry, has growing potential for cultural exports. In Brazil, the Internet is also expanding rapidly and the government has launched innovative experiments in Internet governance, while mobile internet expansion in South Africa is set to accelerate as 4G connections become more affordable. What impacts will this digital connectivity have on global news flows, the organisation of information and communication and media plurality around the world ? What will be the implications for information, communication and media studies, a field that developed in the West ? Our paper suggests that the BRICS nations have the potential to reframe global research on communication, contribute to the democratisation of global media in a polycentric world and thus to further the de-westernisation of the media and media studies.
