Wsparcie nowych mediów na Ukrainie w ramach polskiego programu pomocy rozwojowej ; Supporting new media in Ukraine through Polish Development Cooperation Program
W efekcie stosunkowo udanej transformacji systemowej niektóre młode, demokratyczne kraje, które jeszcze w latach 80-tych i 90-tych otrzymywały pomoc demokratyzacyjną, zaangażowały się w charakterze nowych donatorów we wspieranie pro-demokratycznych przemian w mniej rozwiniętych państwach. Relacje pomiędzy post-komunistycznymi donatorami a odbiorcami pomocy można obserwować na przykładzie współpracy rozwojowej Polski i Ukrainy. Artykuł koncentruje się na kwestii polskiego wsparcia rozwojowego, udzielanego Ukrainie w latach 2007–2017 w ramach Polskiej Pomocy. Niniejsza praca ma za zadanie udzielić odpowiedzi na pytania o to czy polskie, rządowe wsparcie dla ukraińskich mediów jest kontynuowane pomimo zmiany partii rządzącej oraz czy polskie organizacje pozarządowe, które realizują pomoc rozwojową w oparciu o finansowanie Ministerstwa Spraw Zagranicznych RP, dopasowują swoje projekty do aktualnych potrzeb beneficjentów wsparcia i aktualnej sytuacji na Ukrainie. Autorki stawiają sobie jako cel zwrócenie uwagi na związki pomiędzy zaangażowaniem państw zewnętrznych i istnieniem niezależnych mediów a procesami demokratyzacji i wysiłkami, jakie podejmowane są przez tzw. nowych donatorów w państwach partnerskich. ; After the relatively successful system transformation, some young democratic countries from Central and Eastern Europe which used to receive democratic aid in the 1980s and 90s have engaged as new donors in assisting pro-democratic changes in other post-communist countries. The donor-recipient relations between two post-communist countries can be observed on the example of the development of cooperation between Poland and Ukraine. This paper deals with Polish assistance to new media in Ukraine in from 2007-2017 as a part of supporting democracy in Ukraine under the Polish Cooperation Development Program. Firstly, this work examines whether the Polish government's support of Ukrainian media as part of cooperation development will be sustained regardless of changes in the Polish government. Secondly, the paper explores whether Polish NGOs tailor their projects, financed by the Polish MFA, to the recipients' respective needs and the current situation in Ukraine. By examining Polish media assistance, the authors aim to explain the efforts of the new donor in developing media in a partner country, emphasizing the relation between the involvement of external actors and the presence of independent media which play an important role in democratization processes.

Media społecznościowe jako narzędzie aktywizacji osób starszych w okresie pandemii COVID-19: Analiza funkcjonowania na Facebooku organizacji wybranych z czterech polskich miast

The restrictions related to the COVID-19 pandemic limited the functioning of society as a whole. For organizations working in the field of social activation, e.g., for older people, this meant that existing activities came to a stop. Was it, therefore, possible to continue activating older people? The aim of this study is to identify the ways in which selected organizations in Poland tried to cope with this situation through their Facebook pages. Posts from 20 accounts run by entities involved in the social activation of older people in four provincial cities were analyzed. As a result of a thematic analysis of the collected posts, it was possible to determine the spectrum in which the examined pages functioned, i.e., from a creator of reality providing the latest information, to a close friend who cares for, helps, and even talks to the recipients. Also connected to this was the form of activation carried out on the sites. The research revealed varying degrees of participation in activities conducted by organizations and institutions, and the conclusions presented here are a contribution to research into social media in public policy and the activation of older people.

Pomoc państwa dla mediów publicznych w prawie Unii Europejskiej ; State Aid to Public Service Media in the Law of the European Union
Przedmiotem artykułu są regulacje unijne dotyczące dozwolonej pomocy udzielanej mediom publicznym przez państwa członkowskie Unii Europejskiej oraz praktyka ich stosowania. Celem badań jest weryfikacja następującej tezy: prawo Unii Europejskiej w sposób ogólny reguluje kwestie dozwolonej pomocy państwa dla mediów publicznych, natomiast szczegółowe wytyczne formułowane są ad causum, w wyniku kontroli Komisji Europejskiej i pod wpływem orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej. W pierwszej części autorka przedstawi regulacje unijne obowiązujące w przedmiotowej dziedzinie. Istotne znaczenie dla sektorowych zasad udzielania i kontroli pomocy państwa w obszarze radiofonii i telewizji ma komunikat Komisji z 2009 roku w sprawie stosowania zasad pomocy państwa wobec radiofonii i telewizji publicznej (Dz. Urz. UE C 257 z dnia 27 października 2009 roku). Następnie omówione zostaną wybrane orzeczenia Trybunału Sprawiedliwości Unii Europejskiej, istotne z punktu widzenia zasad udzielania przez państwo pomocy dla mediów publicznych. ; The article discusses the European Union regulations on permitted aid provided to the public media by member states of the European Union (EU) and the practice of their application. The aim of the research is to verify the following thesis: European Union law regulates the permitted state aid to public media only generally, but detailed guidelines are formulated ad casum, as a result of the control of the European Commission and according to the case law of the Court of Justice of the European Union. The first part will discuss the EU regulations in this area. The important document for sectoral policies and the provision of State aid control in the area of radio and television is the Commission Communication of 2009 on the application of State aid rules to public service broadcasting (OJ. EU C 257 of 27 October 2009). Then it will be discussed selected judgments of the Court of Justice of the European Union, important for the relevant rules of granting state aid to public media.

Framing and Re-Framing Practices in the Round Table Media Discourse ; Praktyki ramowania i przeramowania w dyskursie medialnym dotyczącym Okrągłego Stołu
After more than 25 years since the beginning of the transformation it is worth considering the present socio-political cleavages in Polish society. The text will present the results of a research on framing analysis of the Round Table and transformation in the Polish weekly opinion magazines. Their journalists, despite changes in the media working formula, can still be regarded as the representatives of symbolic elite. They organize political discourse by defining "correct" ways of perceiving and interpreting reality. Under the broken reciprocity of perspectives the dynamics of discourse is affected by disputes which could be considered as "controversies," which can be understood, followed by Marek Czyżewski, as regarding both the communication and the metacommunication level (definition of the problem, assigning acting motives to the other side of the dispute). The dispute subjects are community symbolism and values on which the argumentation strategies adopted in the weeklies magazines are concentrated. Using the concepts of Jeffrey Alexander, it can be said that the parties involved in the discourse assign democratic code to themselves and undemocratic one to their adversaries. The objective of the article is to identify and describe framing and re-framing practices of the Round Table as initial event of Polish transformation. There are also presented some remarks concerning the problem of interpretive communities in the public debate. ; Po ponad 25 latach od początku transformacji warto zastanowić się nad obecnymi podziałami socjopolitycznymi w polskim społeczeństwie. W tekście zaprezentowane zostaną wyniki badań dotyczące praktyk ramowania w przypadku Okrągłego Stołu i transformacji w polskich tygodnikach opinii. Ich dziennikarze, mimo zmiany formuły działania mediów, wciąż mogą być traktowani jako reprezentanci elit symbolicznych. Organizują oni dyskurs polityczny, definiując "prawidłowe" sposoby postrzegania i interpretowania rzeczywistości. W warunkach zerwanej przekładalności perspektyw na dynamikę dyskursu wpływają spory, które można uznać za kontrowersje, rozumiane za Markiem Czyżewskim jako dotyczące zarówno poziomu komunikacyjnego, jak i metakomunikacyjnego (definicja problemu, przypisywanie motywów działania drugiej stronie sporu). Przedmiotem toczonych sporów stają się wspólnotowa symbolika i wartości, na których skoncentrowane są strategie argumentacyjne przyjmowane w tygodnikach. Używając pojęć Jeffreya Alexandra, strony zaangażowane w dyskurs przypisują sobie kod demokratyczny, a swym adwersarzom niedemokratyczny. Celem artykułu jest identyfikacja i opis praktyk ramowania i przeramowania Okrągłego Stołu jako wydarzenia inicjującego zmiany transformacyjne. W tekście znajdują się również uwagi dotyczące wspólnot interpretacyjnych w debacie publicznej.

The construction of fake war news. Specificities of disinformation in social media during the first six months of the Ukraine-Russia war (March-September 2022)

Modern warfare, including the Ukraine-Russia war, relies heavily on disinformation. Fake news on social media is an integral part of this. At the same time, each conflict is characterised by distinct communication specificities and in the context of the complex effects of fake news, questions arise about their specificity for a given conflict. The aim of the presented research was to answer the question of what the various fake news about the Russian-Ukrainian war disseminated in Polish-language social media have in common and what narrative they generate. The analysis covered the construction of the messages as well as their contexts: social, cultural, historical, and political. For this purpose, a three-stage analysis of ten fake news cases disseminated between March and September 2022 was conducted, applying a three-element analytical matrix. The research made it possible to identify the properties of fake news, generated narratives, and their possible effects.
Free airtime of election committees in Poland compared with similar solutions in other countries. The attitude of Poles to free election broadcasts in the Polish public media

The principle of equal electoral opportunities is implemented, inter alia, by allocating free airtime to political entities. In Poland, like in many other countries, the authorized committees have the right to use the public media's airtime free of charge during election campaigns. The present article's objective is to show the Polish solutions in this domain compared with the regulations in other countries and to present the research results and their analysis concerning Poles' attitude to free election broadcasts – including their assessment of the broadcasts as a source of knowledge about candidates and parties taking part in the election campaign. The studies were carried out based on the survey questionnaire, which was compiled using the five-level Likert scale. The sample was selected by the stratifiedquota method (N = 971). The conclusions resulting from the survey suggest the need to retain the regulation that enables political entities in Poland to use free election broadcasts during election campaigns. At the same time, they point out that it is necessary to seek more advantageous forms and content to put airtime to appropriate use during the campaign period.
Blockchain as a Non-Standard Response to the Limitation of Positive Law in the Social Media Environment ; Blockchain jako niestandardowa odpowiedź na ograniczenia prawa stanowionego w środowisku social mediów
Nowadays, most people use the Internet and social media. However, the Internet is a space in which there are various types of violations that are difficult to counteract with the use of legal institutions and tools, which are often not compatible with the fast-developing environment. The COVID-19 pandemic, which forced people to rearrange their lives in all fields and often move a significant part of their activities to the network, intensified negative phenomena including spreading false and socially harmful information. This article is an original reflection on the effectiveness of Polish legislation against the backdrop of the current activities of European Union bodies aimed at increasing the security of Internet users on the example of counteracting the dissemination of misinformation. In the author's opinion, both national and EU authorities do not seem to be interested in searching for alternatives based on technological solutions that could foster prevention of such infringements on the Internet, but rather focus on improving conventional protection models, whose effectiveness seems to be questionable. The article aims to start an interdisciplinary debate on the possibility to reduce the number of negative phenomena in the social media environment using blockchain technology, including the discussion on the possibility of developing appropriate regulations in this regard. ; W dzisiejszych czasach większość społeczeństwa korzysta z Internetu i rozwijających się tam social mediów. Internet jest jednak przestrzenią, w której bezsprzecznie dochodzi do różnego rodzaju naruszeń, którym trudno przeciwdziałać przy wykorzystaniu instytucji i narzędzi prawnych, często nieprzystających do dynamicznie rozwijającego się środowiska. Pandemia COVID-19, która zmusiła do przeorganizowania życia ludzi na wszystkich polach i przeniesienia go nierzadko do sieci, nasiliła negatywne zjawiska, w tym rozpowszechnianie nieprawdziwych i szkodliwych społecznie informacji. Niniejszy artykuł zawiera oryginalne rozważania na temat skuteczności polskiego ustawodawstwa na tle dotychczasowej działalności organów Unii Europejskiej ukierunkowanej na zwiększenie bezpieczeństwa użytkowników Internetu na przykładzie przeciwdziałania rozpowszechniania nieprawdziwych informacji. Zdaniem autorki zarówno organy krajowe, jak i organy unijne nie wydają się być zainteresowane poszukiwaniem alternatyw opierających się na rozwiązaniach technologicznych, które mogłyby sprzyjać zapobieganiu dalszym naruszeniom w Internecie, a raczej są skoncentrowane na udoskonaleniu konwencjonalnych modeli ochronnych, których skuteczność wydaje się dyskusyjna. Celem artykułu jest rozpoczęcie interdyscyplinarnego dyskursu na temat szansy zmniejszenia ilości negatywnych zjawisk w środowisku social mediów przy użyciu technologii blockchain, nie wyłączając podjęcia dyskusji na temat możliwości opracowania odpowiednich przepisów w tym zakresie.
