The article justifies the conclusion that small and medium business is the most important component of the development of a modern state, a mean for achieving its social and economic goals. The overall objectives of the country's development are simultaneously the goals of state support for small and medium-sized businesses. Thus, in recent years, attempts have been made to move the national economy and Belarusian society to a new model of economic development, to increase economic activity of small and medium-sized businesses as the most important catalysts for the state's advancement. The phenomenon of a modern representative of the Belarusian small and medium business is studied in the work. His essence, development tendencies and their refraction in the Belarusian social and economic reality are determined, a sociological model of motivation and characteristic personal traits, qualities and characteristics is proposed.

The article deals with the problems of small and medium entrepreneurship (SME) in Germany, its role in the country's economy. It reveals the mechanism of interaction of government structures, political parties, business alliances and the expert community in formulating and carrying out policies aimed at supporting SME. It shows that real business conditions in Germany differ substantially from what is usually offered to potential investors in advertising brochures. The Total Early-Stage Entrepreneurial Activity Index (TEA-Quote) puts Germany far behind its competitors. For several consecutive years the number of liquidated small and medium enterprises has been higher than that of newly created ones. Germany's new generation prefers to seek jobs in big companies or in the civil service. Germany seems to have lost the Gründer spirit. Entrepreneurs complain about the great number of bureaucratic procedures, the growing shortage of skilled workforce, high electricity prices, and difficulties in accessing bank credits for micro and small enterprises. An underdeveloped market of venture capital has been a drag on innovative startups. A successful cluster policy, which gave a new impulse to the development of several territories, has not offset serious shortcomings in the country's entrepreneurial climate. While not dramatizing the situation, the author considers as mistaken a common point of view found in Russian publications. This point of view holds that framework conditions for business in Germany constitute a near-ideal model, which leads to success as long as it is copied faithfully. The article analyses public discussion in Germany about the problems of SMEs, complains of small and medium business against the authorities. The key provisions of the government strategy to develop small and medium business adopted in 2019 and a cessionary package to mitigate damage of the coronavirus outbreak on the German economy adopted in 2020 are reviewed. The main conclusion of the author is that the German experience should be treated selectively, taking into account overall internal political, economic and social conditions under which the German policy of supporting SMEs is designed. The strengths of this policy lie in its systemic nature and a commitment to align it with industrial, innovative, social, research, and educational policies.

SMEs has performed an unparalleled role in coming to the Nigeria economic growth and assist as a training ground for entrepreneurs and a provider of solutions to address the challenges of unemployment in all consuming labours and promoting marketing growth. An opportunity for the wholesome advancement of SMEs in Nigeria was in connection to the sea change and growth policy as a consequence of the rapid advancement of the global economic system. But with the world economic unification, SMEs business environment is facing tremendous changes and more intense competition. Hence, the reason for this study is to confront the sources of SME firm financing, conceptualise its financial challenges and source causes with objectives to exploit the increase and advancement of SMEs prospectively.
Nigerian Small and Medium Business Management: An Effect of Entrepreneurship Skills
The study investigated the Nigerian Small and Medium business management; an effect of entrepreneurship skills using SME's located in business layouts and streets in Warri and Effurun, Delta State. The paper used primary and secondary data to gather the information. Stratified random sampling technique was employed to select the locations and the sample size. The data were analysed using mean, standard deviation; simple regression and analysis of variance (ANOVA) while F-distribution statistics were used to test for the significance between means at 0.05 level of significance. The research findings were; contemporary entrepreneurs should applied entrepreneurship skills involving, planning and managing SME's and the SME's business ethical standard and improved upon by entrepreneurs while one of the recommendations is for Governments to improve the infrastructural facilities for SME's to succeed.

European Context of Support for Small and Medium Businesses Administration in Lithuania
Impact of the European small and medium enterprises policy principles on the development of institutionalframework in Lithuania has been analyzed in the paper. Exploring the topic changing criteria of small and mediumenterprises in European Union has been taken into account, as well as changes of the institutions, andstages of their development. Problems of public finance support for creating business advisory service systemhave been discussed in the paper. Instruments of direct (PHARE program) and indirect (membership negotiations)of European Union have been characterized. Author concludes that despite the increasing support forsmall and medium enterprises in the amount and innovating forms, it is not sufficient for coping with marketpressure both within Community and externally.

International audience ; In July 2011, the European Commission said it would open a consultation on the definition of SMEs in 2012. In Europe, there are three broad parameters which define SMEs: • micro-entities are companies with up to 10 employees;• Small companies employ up to 50 workers;• Medium-sized enterprises have up to 250 employees [1]. The European definition of SME follows: "The category of micro, small and medium-sized enterprises (SMEs) is made up of enterprises which employ fewer than 250 persons and which have an annual turnover not exceeding 50 million euro, and/or an annual balance sheet total not exceeding 43 million Euro. EU member states have had individual definitions of what constitutes an SME. For example, the definition in Germany had a limit of 255 employees, while in Belgium it could have been 100. The result is that while a Belgian business of 249 employees would be taxed at full rate in Belgium, it would nevertheless be eligible for SME subsidy under a European-labelled programme.
