Una reforma legítima, democrática y eficiente
The 1994 reform was the most legitimate and democratic act of a constitutional nature that occurred in that long history. Hence, through a brief synthesis of our constitutional history, in which there were two Constitutions sanctioned and that were not in force; wars that preceded the Constitution of 1853 and the reform of 1860; a Constitution repealed by a military proclamation and another Convention convened by that same military government, which ended with the abandonment of most of the conventional ones, after having sanctioned a single article, not forgetting that the extreme of having issued a military statute was reached to organize the constitutional government of 1973, the value acquired by the 1994 reform enacted after a process in which all the steps foreseen by the National Constitution in a framework of full republican democracy were demonstrated. Although it is not a perfect work, as it is not or has been none of this nature, it is noteworthy that none of the pessimistic forecasts disseminated by the opponents of the reform were produced before and during the operation of the Convention. Even legal actions were promoted and reached the Supreme Court of Justice to stop the reform process, which happily did not prosper. Attempts were also conjured to introduce reforms that were not planned and were totally inappropriate, such as allowing reelection of governors in some provinces. ; Fil: Menem, Eduardo. De ahí, que a través de una breve síntesis de nuestra historia constitucional, en la que hubo dos Constituciones sancionadas y que no tuvieron vigencia; guerras que precedieron a la Constitución de 1853 y a la reforma de 1860; una Constitución derogada por una proclama militar y otra Convención convocada por ese mismo gobierno militar, que terminó con el abandono de la mayoría de los convencionales, después de haber sancionado un solo artículo, sin olvidar que se llegó al extremo de haberse dictado un estatuto militar para organizar el gobierno constitucional de 1973, se demostrara el valor que adquiere la reforma de 1994 sancionada luego de un proceso en el que se cumplieron todos los pasos previstos por la Constitución Nacional en un marco de plena democracia republicana. Si bien no se trata de una obra perfecta, como no lo es ni ha sido ninguna de esta naturaleza, es de destacar que no se produjo ninguno de los pronósticos pesimistas que difundieron los opositores a la reforma antes y durante el funcionamiento de la Convención. Hasta se promovieron acciones judiciales que llegaron a la Corte Suprema de Justicia de la Nación para detener el proceso de reforma, las que felizmente no prosperaron. También se conjuraron tentativas de introducir reformas que no estaban previstas y eran totalmente improcedentes, como la de permitir la reelección de gobernadores en algunas provincias."
