Rhetoric – the tool of politicians seeking to gain public support appeared and was developed in times of ancient Greece. In our days political rhetoric still is considered to be powerful tool in political arena and even survives kind of renascence. Politician as any other professional is obliged to be skilled user of methods of political rhetoric. Municipality elections are coming soon in Lithuania. Public discourse is going to be filled of different political speeches, examples of political rhetoric, perfect ones as well as worse ones. Object of this work is Persuasion methods in political rhetoric. The aim of this work – to define theoretical basics for the analysis of persuasion methods ant to research the efficiency of different persuasion methods used in political rhetoric. The main objectives were raised: to define, describe and classify persuasion methods; with the help of focus group method to research the efficiency of these methods used in political rhetoric. The descriptive, focus group and qualitative content analysis methods were used in this work. The results of the research proved the hypothesis that peripheral persuasion methods are more efficient than the methods used for central persuasion in political rhetoric. Focus group agreed that most persuasive speech was the speech where most methods of peripheral persuasion methods were used. Speeches where methods of central persuasion prevailed or methods of peripheral persuasion were used poorly did not persuade the group. Audience expects authority and honour from the orator. Eye contact is essential to attract and keep the attention from audience. Dialog imitation tools are effective when used together with the voice control and nonverbal communication elements. Audience is not disposed to analyse deeply the argumentation of political speech. Even the speech written according the canons of text constructing can be considered as non argumentative and not consistent if there are no facts, numbers and other elements equivalent to reality used in the speech and it is read with poor voice control and nonverbal communication. Elements of colloquial language used naturally are effective for the positive contact with the audience and making and image of expert for orator. Negative formulas can increase the persuasiveness of the critical text. Audience has the ability to perceive nonverbal signals and to evaluate their nature and suitability for corresponding context. Voice control, expressiveness and intonation help to create the positive image of the orator and to keep contact and audience attention Poor voice control and nonverbal communication decrease the clearness, consistency of the speech. Audience evaluates the attractiveness of the orator and ascribes some features to him stereotypically connected with corresponding element of appearance. Orator can be also collated with some well known politicians according common features or characteristics. Outcomes of this work can be useful for wider studies of political communication and rhetoric in Lithuania. It can also be used for the practices of political rhetoric as well as training material for new politicians.

Clinical legal education originated in United States of America as a balance for Langdell and Socratic methods. Though first steps were taken in the begging of the 20th century, it took nearly 50 years to gain its recognition. The main reason was the uncertain content of this education method. However, emerging in various parts of USA in different ways, it has reached a quality in content and in outcome. Clinical legal education consists of number of factors, therefore it is essential to modify clinics taking in account all of them. The factors include: the content of education, the structure of clinic, the personnel, the financial aid and attitude in society (both law school and outside), traditions and others. It should be stated that actualization of these factors is a guarantee to qualified integration of clinical legal education to legal studies programs. During the Third wave of clinical education, the method spread to the other countries and created a worldwide family of legal clinics. Regrettably, not every country managed to adopt clinical education to their legal education systems. Firstly, because educators were inflexible with the systems, they tried to implement their way of education. Secondly, number of circumstances: political, cultural, social, ethnical – were too influential to confront. Though in Lithuania clinical legal education method was adopted only in 1998, it was successfully integrated with support from Open Society Institute and clinicians from the USA. It surely needs further adjustments, but at the moment it is a satisfactory example. Seeking the quality of gained education as well as insurance of free legal aid, clinical legal education should seek for a closer cooperation with law schools and develop clinical traditions.

The aim of this method is to provide students on PhD/Mg programmes with theoretical knowledge and practical competencies on how to properly develop and conduct research on social and health issues of the elderly in care institutions and in the family environment by using the cross-border method through collaboration and the transfer of innovation. This method was constructed as an attempt to understand the challenges of an ageing society in the modern world, and to be able to assess them in research thereof from both intercultural and comparative perspectives. In order to adopt innovations and to transfer experience in the context of addressing the problems of an ageing society, there is a potential to contribute to the stability of social protection and the accessibility of social services for the elderly. The article presents the concept of the method as one of the results of the project, and as a part of the long-term scientific contributions to revealing the importance of international cooperation and innovation in meeting the challenges of an ageing society. A properly chosen method and well-conducted studies show the essence of the phenomenon of an ageing society and its patterns. The methods determine the quality and reliability of the knowledge of the research subject, and open up opportunities for developing political, learning and care strategies for the social protection of an ageing society in the context of demographic change.

This complaint system implemented at the Bondowoso District Inspectorate uses the form stipulated in the regent's regulation. In this system what is done is that the party making the complaint fills out the form by bringing evidence related to the reporting and must go to the Bondowoso Inspectorate office both this complaint individually or from an institution or non-governmental organization. The advantage of this system is that the inspectorate can interact directly with the party making the complaint so that when there is something less clear about the complaint, it can be asked directly to the applicant. But apart from all the advantages of the current system, the inspectorate still has to make a good inventory of complaints files, not to mention making assignments that must be done with a manual system so that it takes more time and takes up space. To overcome these problems, the authors feel the need to do an analysis to model the complaints system so that later the making of the complaints system can be well structured and meet the general description of the system needed. The design of this complaints system uses an object oriented method that can describe the behavior of objects related to the system. From the results of this modeling it was found that the complaints system modeling can accommodate problems that have occurred so far and facilitate the interaction of the reporter and the handling of reported cases.

In these days, an unstable economic situation in Lithuania, increasing of competition, foreign banks' penetration in the Lithuanian banking market, forcing banks to pay attention not only to the activities developed in its quality, but also the challenges: how to raise money so the banks can provide liquidity and lending to customers. The crisis of 2007 in the financial market is also requiring for greater attention of banks for effective emphasis on banks' liquidity risk assessment and management. EU, financial professionals and researchers are focused in to new ways of raising banks assets to ensure liquidity and to develop further activities. Work object – Method of securitization in Lithuania. Work aim – Identify the opportunities to adapt the method of securitization in Lithuanian commercial banks. Work tasks to achieve this aim: 1. Define the securitization, its development process, determine the benefits and advantages of the method compared with the classical bank financing satin. 2. Make securitization environmental analysis of the EU's commercial banking and financial system based on indicators. 3. To make a research of RL legislation and securities market research, to analyze Lithuanian commercial banks 'financial position, based on banks' liquidity and justify the adaptation of the securitization method in Lithuania. Work structure. The work consists of three main parts. The first section gives an overview securitization method and of diagrams showing how the banks' illiquid assets converted to cash. Define the application of this method to solve the liquidity problems of banks. Securitization forms and their impact on the financial system are analyzed. In the second part are dealing EU's commercial banking system and its structure. Described, major European bourse, observed the repartition of bonds by country publisher and an overview of country experience with securitization method. Identified how the EMU system coordinates the banking system, how help banks to provide liquidity and others. In the third part focuses on the Lithuanian legislation, the liquidity of banks as risk management tools and securities market analysis. Investigated, whether the existing legislation in Lithuania provides the opportunity to develop a method of securitization in Lithuanian commercial banks, calculated the Bank's liquidity indicators in order to find out how commercial banks manage risk. Main results - the present analysis shows that there are all the conditions necessary for the Lithuanian securities market development (the country's accession to the EU, the Vilnius Stock Exchange's integration into a common Nordic and Baltic stock exchange system). In Baltic debt securities market, securitization could help to increase the volume of the primary market and stimulate the secondary market for debt securities. In the legislation RL, there are no objections to apply the method of securitization in Lithuania. It is legally regulated only by mortgage bonds. However, in order to validate other forms of securitization and to allow the ABS and MBS in Lithuania, the legislation should be corrected and the new one accepted. It was found that securitized the loans could AB "SEB", AB "Swedbank" and DnB "NORD" banks.
