Medicine is the oldest (along with philosophy) science. But the philosophy is the basic method of scientific knowledge. The philosophical category of "bioethics", "morality", "ethics" boldly called interdisciplinary, touching and medical science. This article discusses the above concepts of Michel Foucault in their relationship with medicine.

Биополитика Фуко – это прежде всего практики, вырастающие из понимания роли населения как главного государственного ресурса; другой стороной этого является переход от насильственной власти суверена к буржуазным практикам «заботы о себе». Однако последнее ныне неожиданно превращается в основание для легитимации неолиберальных практик удаления государства из сферы социального регулирования и дискредитации идеи «социального государства». ; Today biopolitics is not only a theoretically articulated problem. This is a set of sociopolitical practices and approaches to the organization of daily activities of people that is currently discussed in the current political agenda. Michel Foucault proposed his original vision of biopolitics, when he linked its emergence and evolution with the evolution of European liberal law and modern liberal state. Foucault's biopolitics is primarily a practice that grows out of understanding the role of the population as the main state resource; the other side of this is the transition from the violent power of the sovereign to the bourgeois practices of «self-care». However, the latter now does not form the basis for legitimizing neo-liberal practices of removing the state from the sphere of social regulation and discrediting the idea of a welfare state.
Homosexuality has recently become a matter of international politics. UNO General Secretary announced LGBT rights a global agenda and called for rejection of discriminatory laws in national legislatures. Former president of the USA supported widening of sexual citizenship by inclusion of samesex couples. Similar tendencies have been demonstrated by the European Union countries. Yet, simultaneously, there are attempts to criminalize homosexuality in a somewhat concurrent camp of the global debate: new round of criminalization in India, prison terms for gay men in Uganda, or capital punishment in Zimbabwe. Ban of so called 'propaganda of nontraditional sexual relations' stands in this row. It was enacted in Russia in 2013 to protect children from becoming gay by learning information on LGBT issues. This initiative has been interesting for members of parliament in other post-Soviet republics. It seems like the world is divided in two parts by the question of homosexuality. But this perception is an oversimplification. Both inclusive and exclusive approaches use the same power technics and come from the same source. I use ideas of Michel Foucault and queer theory to show the ways how a complex analysis of the situation might be brought about. In this sense, power does not come from only one source, but is always embedded in relations between forces. Hence, there are intersecting currents of power that make the international discussion of homosexuality possible.

Прежде всего на уровне эпистемологии мы рассмотрим фундаментальные понятия течений внутри лингвистического структурализма, которые мы объединим под общим названием «ранний структурализм», в историческом контексте раннесоветского периода, чтобы затем выяснить их значение в рамках теорий действия, социальной и политической философии как в Европе, так и в (пост)колониальном мире. Согласно нашей главной гипотезе, язык –– это указатель социальных интересов, чья взаимосвязь меняется в зависимости от властных отношений, которые в свою очередь косвенно влияют на язык. ; In this paper, our analysis lays on two different levels. Firstly, we discuss the central concepts of the early Russian structuralism within an epistemological framework focusing on the way in which linguistic knowledge is structured. In order to achieve this goal, we mobilize the concept of episteme developed by Michel Foucault in his works The Order of Things (1966) and The Archaeology of Knowledge (1969). This Foucauldian approach leads us to highlight a new episteme which is different from those that Foucault described in the Order of Things. Secondly, we analyze the political and social implications of this epistemological approach in the context of European and (post)colonial history. We highlight the material "action" of the linguistic knowledge under discussion. This second dimension of our approach is important insofar it represents a critic of the idea according to which the theoretical knowledge is separated from praxis. Our hypothesis is that the language constitutes a marker of particular social interests, which are overdetermined by power relations.

The Swedish colony of Gammalsvenskby (Старошведское) was founded 1782 on the lands of New Russia (Новороссия) by fishermen from the island of Dagö/Hiiumaa in the Baltic Sea. Villagers had frequent contacts with Sweden and the Grand Duchy of Finland throughout the nineteenth century. A number of Swedish cultural institutes (school, new church, library, chorus etc.) were built due to the Scandinavian aid in the village and as consequence the colonists received "an inoculation" of modern Swedish nationalism. During the first half of the 20th century the Swedish community near the Black Sea became the subject of the series of social experiments on the part of the different political regimes. The aim was to change the collective identity of the colonists and creation of loyalty of Swedes towards the new authorities. In 1923-1929 in the village under the guidance of the Ukrainian Central Commission for the National Minorities (ЦКНМ) the politics of the indigenization was provided with the aim of transforming former foreign colonists of the Russian Empire into a loyal ethnic minority of the Soviet Ukraine. However in 1929 the whole village (888 persons) emigrated to Sweden after negotiations between the Swedish and Soviet governments. In the historic fatherland a new large scale experiment was undertaken under the control of the specially created Committee (Gammalsvenskbykommittén). The aim of this experiment was to fully integrate the "archaic" Ukrainian Swedes into the modern Swedish society through their transformation into the successful Swedish farmers. The emigrants were denied a separate settlement in Sweden and newcomers were dissolved throughout the country to undergo "instruction of the Swedish norms of economic and every day activities." Appointed by the Committee inspectors were monitoring all the aspects of the integration of the old Swedes into the Swedish society. About 300 Swedish colonists who were not agree with the policy of Sweden voluntarily returned to the Soviet Union according to their own will. There in Röda Svenskby during five years under the guidance of the Comintern and rule of the Swedish Communist Party led by Hugo Sillén the experiment on the implementing the first Swedish kolkhoz and Swedish intentional community in the Soviet Union took place. The Soviet Union was unlike many other states in the world. This difference concerns not only the abolishment of private property and the dictatorship of the Communist Party, but also a nationalities policy based on internationalism. While ethnic minorities faced discrimination across Europe, the Soviet Union proclaimed in 1923, and then realized, a policy of full support of cultural and linguistic rights for ethnic minorities. However this policy changed dramatically when, in 1937, the Soviet government and the secret police (NKVD) started a mass operation in order to execute members of several ethnic minorities. For fourteen months in 1937 and 1938 roughly 250,000 people representing some 25 ethnic minorities from Finns to Iranians were executed by NKVD. The mass arrests did occur in Gammalsvenskby in 1937-38 and included 22 individuals from 41 Swedish families. The promotion of the Swedish culture was fully stopped simultaneously with the era of terror. In 1938 the Swedish school was closed, the national village council was dismissed and the administrative positions there were taken by non-locals. During World War II Swedish colonists accepted the status of Volksdeutsche. In 1943 all villagers together with their German neighbours were evacuated to Germany by the Nazi occupation forces. In 1945 about a hundred of the returning Ukrainian Swedes were deported by the Soviet secret police (NKVD) to the Komi autonomous republic – a Finno-Ugric region in northern Russia. The government decided to settle all former Volksdeutsche in the Gulag area alongside other enemies of the Soviet state "until further notice". The main purpose of the displacement and isolation of this "special contingent" was "to make them true Soviet citizens". Within the theoretical framework provided in the works of Michel Foucault and Alberto Melucci the author analyzes the techniques of forced normalization used by the Stalinist totalitarian state in order to reorient the cultural and linguistic identity of a Swedish ethnic group. The book is based on the archival sources in the repositories of Ukraine, Sweden and Russia. ; I boken analyseras de olika sociala experiment som invånarna i Gammalsvenskby i Ukraina utsattes för under 1900-talets första hälft. Från 1700-talet och framåt hade svenskbyborna täta kontakter med Sverige och Finland och behöll sin svenska identitet och kultur. Den stalinistiska staten försökte vid flera tillfällen förändra svenskbybornas kollektiva identitet. De skulle "normaliseras" och bli goda sovjetukrainska medborgare, medlemmar av internationella kommunistiska rörelsen och medvetna byggare av det socialistiska samhället. 1929 emigrerade samtliga invånare i Staroshvedskoe (888 personer) till Sverige, efter förhandlingar mellan den svenska och den sovjetiska regeringen. I Sverige sattes en mängd insatser in för att "integrera" Ukrainasvenskarna i det moderna samhället. De fick inte bosätta sig tillsammans och övervakades av inspektörer på praktikplatser, så att integrationen gick rätt till. Ungefär en tredjedel av Ukrainasvenskarna valde därefter att återvända till Sovjetunionen. Efter deras återkomst till Röda Svenskbyn genomfördes där ett experiment administrerat av Komintern och under ledning av kommunister från Sveriges kommunistiska parti. Experimentet gick ut på att bygga upp den första svenska kolchosen i Sovjetunionen. Under den Stora Terrorn arresterades och arkebuserades 23 svenskbybor, anklagade för att ha byggt upp en "svensk spionorganisation". Den tyska ockupationen av Ukraina medförde att Ukrainasvenskar blev offer för ännu ett experiment, denna gång i form av en nazi-germanisering av den svenska befolkningen i Altschwedendorf. 1945 förvisades svenskbybor av den sovjetiska säkerhetspolisen till Gulag eftersom de klassificerades som folkets fiender. Inom ramen för Michel Foucaults och Alberto Meluccis teorier undersökas i boken den sovjetiska tvångsnormaliseringens tekniker. Dessa användes framgångsrikt av myndigheterna för ideologisk, lingvistisk och kulturell omstöpning av Ukrainasvenskarna, men författaren visar också hur svenskbyborna gjorde kollektivt motstånd. ; Swedish colonies in Ukraine
In his recent book, the renowned expert on nationalism Aleksei Miller aims to make a comparative historical analysis of how the idea of the nation has been evolving in the Russian and European contexts, and, secondly, to introduce fundamental concepts and approaches to the problems of nationalism in world science. To examine the dynamics of the concept of nation, the author relies on the methods of conceptual history put forward by Reinhart Koselleck, the history of political discourse and thought by Quentin Skinner and J. G. A. Pocock, discourse analysis by Michel Foucault, and concepts of cultural, conceptual, and institutional transfers. The author follows the adventures of the concept of "nation" on Russian soil, which is of readily apparent interest and novelty. Miller starts from the Petrine era when, as he supposes, the concept was borrowed from Europe as a result of diplomatic contacts. As early as the eighteenth century, the word "nation" was used in two ways: on the one hand, as a counterpart to the word "narod" that had been previously used in the Russian language and, on the other hand, in its European meaning of a noble corporation and a sovereign state. An important advantage of the book is that Miller's review of the "nation" concept includes recent political events. He analyses the effectiveness of "nation-state" and "statenation" patterns, and explains the semantic difference between the frequently used notions of "Russian" and "Russia's" and between the English "national self-determination" and its Russian counterpart. Despite its undoubted relevance and usefulness, the book leaves a number of questions open. First of all, although its title is Nation or the Power of Myth, the book says nothing about myth – neither the concept nor its relation to "nation". The author does not give a clear definition of the "nationalisation of dynasty" or his "beforeafter" opposition, which are crucial for his speculation. He does not comment on his alternative name for the well-known concept of imagined communities by Benedict Anderson. Inspecting historical examples of states to illustrate the dynamics of "nation" and nationalism, Miller leaves out the Habsburg monarchy, although it provided one of the most striking cases in the history of nation-building and national movements. Finally, the principle on which footnotes have been included is unclear throughout the text. ; В своей недавно вышедшей книге известный специалист в области изучения национализма ставит цель продемонстрировать в сравнительно-историческом ключе то, как эволюционировало содержание понятия «нация» в российском и общеевропейском контекстах, и представить основные концепции и подходы к изучению национализма в мировой науке. Методологическую базу исследования динамики понятия «нация» составили «история понятий» Р. Козеллека, история политического языка и концепций Кв. Скиннера и Дж. Покока, история дискурсов М. Фуко и концепции культурных, понятийных и институциональных трансферов. Несомненный интерес и определенную новизну представляет прослеживание автором приключений понятия «нация» на российской почве, начало которых Миллер относит к Петровской эпохе, когда это понятие, по его предположению, было заимствовано из Европы в результате дипломатических контактов. Уже с XVIII в. слово «нация» использовалось двояко: с одной стороны, как аналог ранее утвердившегося в русском языке понятия «народ», с другой – в европейской его трактовке как дворянской корпорации или суверенного государства. К несомненным достоинствам книги А. Миллера относятся доведение обзора трансформаций содержания понятия «нация» до последних политических событий современности, анализ эффективности моделей «нации-государства» и «государства-нации», пояснение смысловой разницы между активно используемыми в наши дни понятиями «российскость» и «русскость», national self-determination и «национальное самоопределение». При всей актуальности и несомненной полезности книга оставляет читателю ряд вопросов. Прежде всего, несмотря на название, в ней ничего не говорится о мифе – ни как о понятии, ни как о его отношении к нации. Автор не раскрывает такие ключевые в его рассуждениях понятия, как «национализация династии» и оппозиция «раньше – позже» в динамике «нации». Без комментариев остается название известной концепции Б. Андерсона «воображенные сообщества» вместо привычного «воображаемые сообщества». В число исторических примеров государств, с которыми связана история понятий нации и национализма, Миллер не включает габсбургскую монархию, представлявшую собой один из наиболее ярких случаев в истории нациестроительства и национальных движений. Introduction. Today, China and its foreign policy priorities largely determine global international politics. The PRC is one of the main partners of Russia. The need to understand the meanings that the Chinese leadership lays in its main political concepts determines the relevance of this study. The intensification of foreign policy demanded from the Chinese leadership an appropriate discourse, formalized in foreign policy concepts of a global scale. One of these concepts is the "Chinese Dream". Its semantic content, at a first approximation, is opposed to the "American Dream". If in the "American Dream" the interests of the individual and his/her well-being are at the forefront, then in the case of the "Chinese Dream" , on the contrary, at the top of the pyramid of values are the interests of the state, then society, and only then the individual.Methodology and sources. The methodological basis is sociological discourse analysis, combined with reflexive sociology, through which the author aims to expand the interpretation of the "Chinese dream" and reveal its additional, not obvious meanings. The empirical base was a sample of direct speeches by the leaders of China (Jiang Zemin, Hu Jintao, Xi Jinping) and their speeches at the CPC congresses. The works of Alvin Gouldner, Zygmunt Bauman, Michel Foucault were used as a theoretical basis. The author also analyzed some theoretical works of one of the main authors of the concept of the "Chinese dream" Li Junzhu, and in the context of the method of reflective sociology were studied and presented his biographical data.Results and discussion. From the standpoint of sociological discourse analysis and reflexive sociology, the article examines the context of the concept of the "Chinese dream" based on the publications of one of its authors Li Junzhu and the speeches of the PRC Presidents at the congresses of the Communist Party of China who used this formulation in their speeches. In the study, based on biographical facts, Li Junzhu shows socio -political reflection, as a result of which the concept under consideration was formulated. The academic background and experience of working with Chinese living abroad contributed to the theoretical development of the concept, which, as a first approximation, bears the load of an attractive national idea of the "American Dream" type.Conclusion. Discourse analysis also reveals a broader semantic content of the concept, which extends to China's foreign policy and its vision of the system of international relations. When building a dialogue with China, it is useful to take into account this semantic construct, which is contained in the consedered concept. ; Введение. Сегодня Китай и его внешнеполитические приоритеты во многом определяют глобальную международную политику. КНР является одним из основных партнеров России. Необходимость понимать смыслы, порой неочевидные, которые руководство Китая закладывает в свои главные политические концепции, обуславливает актуальность данного исследования. Активизация внешней политики потребовала от руководства Китая соответствующего дискурса, оформленного во внешнеполитические концепции глобального масштаба. Одной из таких концепций стала «китайская мечта», смысловое наполнение которой в первом приближении противопоставлено «американской мечте». Если в «американской мечте» во главу угла ставятся интересы индивида, его благосостояние, то в слу чае с «китайской мечтой», наоборот, на вершине пирамиды ценностей стоят интересы государства, затем общества и только потом человека.Методология и источники. Методологической основой является социологический дискурс-анализ, сочетаемый с рефлексивной социологией, посредством которых автор стремится расширить интерпретацию «китайской мечты» и выявить ее дополнительные, неочевидные смыслы. Эмпирическую базу составила выборка прямых речей руководителей Китая (Цзян Цзэминя, Ху Цзиньтао, Си Цзиньпина), их выступлений на съездах КПК. В качестве теоретической основы были использованы труды А. Гоулднера, З. Баумана, М. Фуко. Были также проанализированы некоторые теоретические труды одного из авторов концепции «китайская мечта» Ли Цзюньжу. В контексте метода рефлексивной социологии были изучены и приведены его биографические данные.Результаты и обсуждение. В статье с позиции социологического дискурс-анализа и рефлексивной социологии исследуется контекст концепции «китайской мечты» на материале публикаций одного из ее авторов (Ли Цзюньжу) и выступлений Председателей КНР на съездах Компартии Китая, употреблявших данную формулировку в своих речах. В исследовании на основании биографических фактов Ли Цзюньжу показана социально-политическая рефлексия, в результате которой была сформулирована рассматриваемая концепция. Академический бэкграунд и опыт работы с китайцами, проживающими за рубежом, способствовали теоретической разработке концепции, которая в первом приближении несет нагрузку привлекательной национальной идеи по типу «американской мечты».Заключение. Дискурсивный анализ выявляет и более широкое смысловое наполнение концепции, которое распространяется на внешнеполитический курс Китая и на его видение современной системы международных отношений. Выстраивая диалог с Китаем, предлагается учитывать и этот смысловой конструкт, заключенный в концепцию.
Purpose The study surveys the analytical strategies concepts introduced by Danish political scientist Niels Åkerstrøm Andersen in his book «Diskursive analysestrategier – Foucault, Koselleck, Laclau, Luhmann».Design/methodology/approach. Hermeneutics as the means of interpreting of text.Findings. Principally concludes the following: Niels Åkerstrøm Andersen's analytical strategies are forms of questioning about questioning, that is, of asking how to critically analyze a coherence of meaning of which questioner is a part. Those forms are possible due to the fact that epistemologically over-determined thinking prevails over ontologically over-determined thinking. Analytical strategies construe analytical-strategic constructions: second-order observer and object (i.e. observed observation); therefore analytical strategies are observations of observations.Originality/value. Niels Åkerstrøm Andersen's analytical strategies concepts allow concluding three assumptions. First assumption: analytical strategies are different kinds – for example: discursive analytical strategies (take for instance Michel Foucault's discourse analysis or Ernesto Laclau's discourse theory), conceptual analytic strategies (e.g., Reinhart Koselleck's Begriffsgeschichte) or system analytical strategies (e.g., Niklas Luhmann's general systems theory). Second assumption: Niels Åkerstrøm Andersen's analytical strategies concepts are as well analytical strategy, but analytical strategy of analytical strategies. This assumption allows supposing analytical strategies of different orders or levels. Third assumptions: analytical strategies belong to the domain of epistemological constructivism and, thus, are the ways of constructivist cognition and knowledge. Their purpose is to expose how cognition and knowledge are construed in shapes of meanings, signs, descriptions, observations et cetera. Analytical strategies have to explore constructivist nature and essence of human cognition and knowledge and, perhaps, to make proficient methods of advancing in knowledge. ; Концепция аналитических стратегий датского политолога Н.
