Two questions will be discussed in the following paper, which, on the basis of the European Union's regional policy document plans, are considered symptomatic in the declining competitiveness of Eastern and Central European spatial policy and will be listed among the key factors in the preparation for the new programming period. These are the following: the institutional balance point of spatial development and the inevitable factor of knowledge-based development, research and development. Before the examination of these factors of content, the declining competitiveness of regional policy will be discussed in European comparison. In the period of the preparation for the new Structural Policy, besides the objectives of supports, resources and mechanisms of structural instruments, the exploitation of the new driving forces of spatial development must also be taken into consideration. The former question is related to the representation of national interests in the EU, the latter task belongs to the domain of national sectoral policies and institutional structures. The modification of factors shaping spatial development necessitates the transformation of the system of objectives, instruments and institutions of regional policy. This also implies the enforcement of national interests.
My current study's main focus concentrates on the political parties and organizations of Vojvodina (officially: Autonomous Province of Vojvodina), from their earliest movements –dating back to the events of the Eastern-European democratic transformations –to nowadays' situation. To establish the topic I consider it quite important to emphasize and give a general view about the possibilities of advocation available during the reign of the previous regime as well as the main characteristics of the Southern Slavic minority politics. Beginning with the 1990s, in the northern territory of Serbia, we witnessed the formation of one of the most complex and complicated party relations existing in the Carpathian Basin between Hungarian parties, due to which the majority of the divided community turned away from the parties declaredly representing their interest. I will attempt to discuss the course events in a chronological order, exploring the reason and origin of the animosity lying between these organizations. Although the autocracy of Milošević had been abolished for over ten years, most of the original goals of these parties have not been met as of yet. Despite this, there is no prospect of cooperation among them, though the underlying cause is not an ideological one but the very reason of nearly two-decade-long individual oppositions.
In einer Sammlung von acht Artikeln, die in den letzten vier Jahren veröffentlicht worden sind, beschäftigt sich der Autor mit den Wirtschaftsreformen in den sozialistischen Länder, mit den Erfolgen bzw. Mißerfolgen der sozialistischen Wirtschaft, sowie mit ihrem Einfluß auf die spätere Entwicklung dieser Länder. Im zweiten Teil des Buches werden Probleme der Wirtschaft in der Übergangsphase zur sozialen Marktwirtschaft aufgezeigt. (SOI-Gal)
Valamennyi tagállamra azonos szabályok vonatkoztak az európai integráció Maastricht előtti unitárius szerkezetében. Többsebességű integráció lehetséges a Gazdasági és Monetáris Unió rendszerében: különféle kormányzási modellek, bonyolult intézményi feltételek állnak fenn. Milyen változásokat hozhatna az "európai gazdasági kormányzás", illetve a "teljes" gazdasági unió kiépítése az EU intézményi szerkezetében? Hogyan alakulna e körülmények között az euróövezetbe tartozó, illetve az abból kimaradó tagállamok helyzete? Milyen eltérések lehetnek az egyes tagállamok között az uniós szabályok alkalmazásában? Milyen szerepet tölthet be a megerősített együttműködés a tagállamok szűkebb csoportjának mélyebb integrációjában? Hogyan alakulhat a mediterrán periféria, illetve a közép- és kelet-európai "új tagállamok" pozíciója? Többek között a fenti kérdésekre is választ kapunk a kötetben. = All member states were subject to the same rules in the pre-Maastricht unitary structure of European integration. Multi-speed integration is possible in the Economic and Monetary Union system: different governance models, complex institutional conditions. What changes could the construction of a "European economic governance" or a " full" economic union bring to the institutional structure of the EU? How would the situation of Member States in and out of the euro area evolve under these circumstances? What differences might there be between Member States in the application of EU rules? What role could enhanced cooperation play in the deeper integration of a narrower group of Member States? How might the position of the Mediterranean periphery and the "new Member States" of Central and Eastern Europe evolve? Among other things, these questions are answered in this volume.
There were two significant milestones in the lives of Central and Eastern European countries. One was the political, social and economic change of regime during which the former centralized system was demolished. The other was the accession to the European Union, which provided an opportunity for this macro region for convergence as well as a social, economic and regional cohesion in Europe. Both of them had a significant effect on the development policy of the countries, thus that of Hungary as well. The exclusivity of the top-down policy ceased. Nevertheless, due to the learning of democratic patterns, the lack of balance in political power and the lack of funds a kind of reflection period was characteristic of the development policy the result of which was a kind of mixture of top-down and bottom-up policy. By joining the European Union clear external rules and mechanisms of action came into effect. Significant funds became accessible that strengthened the centralization and the top-down approach in the Hungarian development policy. The regional dimensions of the development endeavours appeared in many different ways in our country, but finally the regional formations that were suitable for serving the top-down development policy strengthened. The individual areas were affected miscellaneously by the regional dimension of the development tendencies. While funds were provided by the European Union for them, the bottom-up initiatives were not sufficiently welcomed. Such an area is in many ways that of Lake Balaton, which is homogeneous as far as tourism is concerned but administratively, thus from the perspective of development policy, it is split. Due to the top-down approach as well as the strengthening of the bureaucratic development policy the role of this area in the development policy is fading. This can later have a negative effect on the valuable, unique character of the region.
A magyar politikai és katonai vezetés és 1920-ban még reális lehetőséget látott az békefeltételek, módosítására. Az elképzelés részben a csehszlovák állam komoly belső problémáira épített. Másrészt szovjet-orosz Vörös Hadsereg Közép-Európát veszélyeztető sikerei teremthettek a régióban válsághelyzetet. Mindkét esetben számítani lehetetett arra, hogy a nyugati hatalmak kedvezően fogadnák a Magyar Nemzeti Hadsereg fellépését, a szovjetek által fenyegetett Lengyelország megsegítésére, a térség stabilizálására, a bolsevik veszély elhárítására. Ehhez azonban a magyar csapatoknak be kellett volna vonulniuk a Felvidékre. A magyar kormány titkos tárgyalásokat folytatott francia személyiségekkel, melyek hajlottak volna arra, hogy a magyar segítségért cserébe Felvidék, vagy annak legalább a keleti része ismét magyar fennhatóság alá kerülhessen. A katonai tervek (Ébredés, Pirkadás, Árpád) végül a politikai feltételek hiánya miatt nem valósulhattak meg. A szovjet előretörést a lengyelek megállították, Csehszlovákiában pedig nem került sor bolsevik fordulatra. In 1920, the Hungarian political and military leadership still saw a realistic opportunity to modify the peace conditions. The idea was partly built on the serious interior problems of the Czecho-Slovakian. On the other hand, a crisis situation might have been created in the region by the success of the Soviet-Russian Red Army that was pushing forward towards the West. In both cases, it could have been possible to count on the Western powers' favourable receipt of the act of the Hungarian National Army in order to help Poland that was threatened by the Soviets, to stabilise the region, and to eliminate Bolshevik threat. However, in order to do that, the Hungarian troops had had to march in the Highlands. The Hungarian Government held confidential negotiations with French personalities who would have propended to accept that in turn of Hungarian help, Highland or at least its Eastern part could belong again under Hungarian control. Eventually, the military plans (Awakening, Dawn, Arpad) could not be implemented because of the lack of political conditions. The Polish stopped the Soviets' sudden attack, while in Czecho-Slovakia no Bolshevik turn took place.
The Khrushchev-inspired transformation of the school system affected the whole Central Eastern European region and determined pedagogical discourses for years. After the fall of Khrushchev (in 1964), the process stopped and the original goals were modified – in Hungary and everywhere in the socialist bloc. According to the evaluation of the reform after the fall of Khrushchev and the remembrance policy of the Kádár Era, the entire process was to be forgotten. This is definitely characteristic of the actors who participated in preparing decisions: although the School Reform Committee had formulated the main principles of the transformation (translating ideology into pedagogy), its members were barely referred to later, at most in one sentence as a warning. Chosen by party leaders, decision-makers were not mentioned in public in the 1960s or thereafter. In this paper, I briefly outline the historical context and then the theoretical aspects, which have prompted me to employ prosopography; in the second half of the study, an analysis provides a good example of this methodology. ; A Hruscsov által 1958-ban kezdeményezett oktatáspolitikai átalakítás az egész középkelet európai térségen végigsöpört, jó pár évre meghatározva a közéleti-pedagógiai diskurzusokat. Azonban Hruscsov bukása (1964) után megtorpant a folyamat, módosultak az eredeti célkitűzések Magyarországon és máshol is. A reform hatásai a mai napig érezhetőek (pl. az iskolarendszer reformja, a szakképzés, a koedukáció, a tananyag szerkezete, a középfokú oktatás expanziója), és a későbbiekben még fel-felbukkantak az átalakítás központi motívumai (pl. a politechnika, szocialista nevelőiskola), azonban Hruscsov bukása és a reform megítélése összekapcsolódott, a Kádár-rendszer emlékezetpolitikája a felejtés útját követte. Különösen igaz a hallgatás a hazai döntések előkészítésében részt vevő szereplőkre nézve: az átalakítás alapelveit megfogalmazó Iskolai Reformbizottság maximum említés szintjén bukkant fel a későbbiekben, nem is esett szó azokról a pártvezetés által kiválasztott döntéselőkészítőkről, döntéshozókról, akik az ideológiai-politikai akaratot a pedagógia nyelvére lefordították. Tanulmányomban a történeti kontextus rövid felvázolása után azokat az elméleti megfontolásokat ismertetem, amelyek a prozopográfiai módszertan alkalmazásához vezettek a kutatás során. A tanulmány második fele az elemzés bemutatásával a módszer alkalmazására nyújt példát.
A tanulmány célja a 2015-ben indult Modern városok program (MVP) iparfejlesztési elképzeléseinek kritikai elemzése a hazánkban kialakult függő piacgazdasági modell és a tartós gyengeségekkel küzdő fejlesztéspolitikai intézményrendszer tükrében. A gazdasági válság utáni Magyarországon a főáramú fejlesztéspolitikák kudarca, az ország gyenge felzárkózási teljesítménye növekvő érdeklődést eredményezett az alternatív gazdaságfejlesztési receptek iránt. Az új teret nyert developmentalista felfogás visszanyúl az erős állami beavatkozás ideájához, ezt azonban paradox módon olyan környezetben teszi, amelyben a gazdaság jelentős hányada külföldi beruházók kezében van, a hazai fejlesztéspolitika eszköz- és intézményrendszere pedig tartós és öröklődő gyengeségekkel küzd. A kormány és a fejlesztésre kijelölt megyei jogú városok külön megállapodásain nyugvó, uniós forrásokat újraelosztó Modern városok program projektszemléletű, vonásaiban a francia és a lengyel tervszerződésekhez hasonló (de azoknál gyengébb és esetlegesebb) fejlesztési eszközként, az új fejlesztési filozófia megtestesítőjeként jelent meg az állami cselekvésben. A program, bár elsősorban városfejlesztési eszköz, jelentős számban tartalmaz újraiparosításra irányuló vagy azt támogató fejlesztési célokat (77 projekt). A program elképzeléseit jelentős regionális különbségek fémjelzik. Az ország nyugati felében inkább a hagyományos fejlesztési eszközök alkalmazása és néhány tudásintenzív tevékenység letelepítésére irányuló törekvés figyelhető meg; a Dél-Alföldön és környezetében az endogén növekedési modell számára is kedvező komplex iparfejlesztési célok kerültek előtérbe; az ország ipari perifériáin azonban egyáltalán nem került sor igazi áttörést sejtető, előremutató fejlesztési célok megfogalmazására. Feltehető, hogy az MVP nyertesei elsősorban a már iparosodott vagy újraiparosodó térségek lesznek; a területi különbségek mérséklődése helyett a különbségek további növekedésére számíthatunk. A critical analysis of the Modern Cities Programme, a development programmelaunched by the Hungarian government in 2015, considers the reindustrialisation components as part of the debate on the varieties of capitalism (in particular the issue of Central and Eastern European dependent market economies) and the persisting institutional deficiencies in the Hungarian planning system. After the 2008 crisis, the low efficiency or failure of mainstream development policies and Hungary's poor convergence record have contributed to a growing interest in alternative development policies. The emerging development-policy vision is returning to the idea of strong state intervention, although paradoxically it continues to operate in an environment characterised by exceptionally high foreign participation in the economy, particularly in its most competitive segments. In addition, domestic development policy struggles with permanent and self-reinforcing institutional weaknesses that significantly reduce its effectiveness. The resulting re-centralisation has not only led to an increase in regional differences, but also to a further weakening of development institutions operating in cities and regions. Effective development systems (development coalitions and early-stage urban regimes) that are capable of setting and achieving coherent, systematic development goals exist only in a few select locations across the country. The Modern Cities Programme, essentially a redistribution of EU funds based on special agreements between the central government and the major Hungarian cities, is a project-based development agenda that somewhat resembles French and Polish planning contracts, albeit in a diluted and less coherent form. As an instrument of development policy, it fits into the new etatist development philosophy. Although the programme is predominantly an instrument of urban development, it also includes 77 projects directly or indirectly related to reindustrialisation. These initiatives focus mainly on improving transport links, developing specific sectors, vocational training, education and a limited R&D+I component. The programme characteristics vary greatly from region to region. In the western half of the country, traditional development instruments predominate with limited evidence of attempts at building up knowledge-intensive activities. In the Southern Great Plain, also complex industrial development goals are found that are conducive to endogenous growth, partly reflecting the lack of FDI in the region and a more SME-based development trajectory. The programme has not been able to realise favourable reindustrialisation initiatives in the peripheral industrial areas of Hungary. The fact that the programme tended to benefit 'winners' is likely to increase existing development gaps rather than reduce existing regional disparities.
