58. ve 59. Türkiye Cumhuriyeti hükümetlerinin Ortadoğu politikası ; The Middle East policy of the 58th and 59th Turkish Governments
Ortadoğu, gerek stratejik konumu gerekse yeraltı kaynakları bakımından tüm dünyanın dikkatinin yöneldiği bir bölgedir. Bu coğrafyada sürekli yaşanan gerilimler Ortadoğu'nun devamlı dünya gündeminde kalan bir bölge olmasını hazırlamıştır. Bu sorunlardan en bilinenleri kronik hale gelen İsrail-Filistin çatışması, İsrail-Lübnan gerginliği ve ABD'nin Irak işgali sonrası ülkenin içine sürüklendiği iç savaştır. Sorunlarının sadece başlıklarıyla uzun bir liste oluşturulabilecek Ortadoğu'da Türkiye sorunların çözümüne katkı sağlamaya çalışmıştır. 1980 sonrasında Ortadoğu'da daha aktif bir rol arayışına giren Türkiye'nin I. Körfez Krizindeki tutumu nedeniyle ekonomik anlamda yaşadığı kayıpların telafisi güç olmuştur. 11 Eylül sonrasında yine Ortadoğu bölgesinde ortaya çıkan olumsuz gelişmeler Türkiye'yi bu coğrafyada aktif bir politika izlemeye yöneltmiştir. İktidarda olan 58. ve 59. Türkiye Cumhuriyeti Hükümetlerinin Ortadoğu'da sergiledikleri aktif politikalarla, ülkenin bölgesel güç olma hedefi bağlamında önemli yol kat etmesi sağlanmıştır. İzlenen Ortadoğu politikası nedeniyle iç ve dış kamuoyunda eleştirilmiş olmakla birlikte her iki hükümet de geliştirdikleri çok yönlü açılımlar ve uyguladıkları pro-aktif diplomasi ile uluslararası arenada Türkiye'den söz ettirmişlerdir. 58. ve 59. Türkiye Cumhuriyeti Hükümetlerinin iktidar dönemi, tarih sahnesinden çekilişi yüz yılı bulmamış Osmanlı Devleti'nin stratejik iktidar alanlarından olan Ortadoğu'da yürütülecek çok yönlü politikalarla Türkiye'nin hareket kabiliyetinin gelişeceğinin görüldüğü bir dönem olmuştur. Tarihsel süreç içerisinde bir çatışma alanı olarak karşımıza çıkan Ortadoğu bölgesinde 58. ve 59. Türkiye Cumhuriyeti Hükümetleri döneminde yaşanan gelişmelere ilişkin yürütülen politikaların incelendiği bu tez Türkiye'nin yakın gelecekte bölgede üstlenmesi muhtemel role ışık tutmaktadır. ; The Middle East, due to its strategic position and underground resources, has taken the primary attention of the world. The continuous tension in the region has made the Middle East a region of cardinal interest in the world. The most well known among these problems is the invasion of Iraq by US forces which led to the breakout of a civil war in the country and serious turmoils of Israel-Lebanon and Israel-Palestine conflicts. The Middle East defined through a long list of problems has produced a vicious circle of unsolvable quarrels. Turkey has tried to find solutions to resolve those conflicts in this neighborhood. In the post-1980 Turkey searched ways of being more active in the Middle East although Turkey has been unable to reclaim the economic losses it suffered due to its stance in the Gulf War I. After 9/11 negative developments in the region has redirected Turkey to pursue a vigorous political strategy. As a result, Turkey has earned its position as the most influential country in the Middle East. Active political approaches pursued in the Middle East by the 58th and 59th Turkish governments led Turkey to become a regional power. Due to the political views of these governments, some domestic and foreign criticisms have been harsh, but the diplomacy that they followed and their political views have settled Turkey in a new place within the international arena. The Middle East, was one of the most important region of the Ottoman Empire has become one of the most important areas for the 58th and 59th Turkish governments just after less than a century of the dismemberment of the Ottoman Empire. The active political approaches reinforce the weight of the Turkish Republic in the Middle East. This thesis analyzes the policies of the 58th and 59th Turkish governments concerning the Middle East and try to show the role that Turkey can play in this region in the future.

Rusyanın ve ABD'nin SSCB sonrası Orta Doğu politikaları ; The Middle East politics of USA and Russia post USSR
Ortadoğu, jeopolitik ve ekonomik olarak dünya politikasının en önemli ve sorunlu bölgelerinden birisidir. Orta Doğu bölgesi, gerek sahip olduğu doğal kaynaklar bakımından olsun, gerekse de siyasi istikrarsızlıklar ve etnik-dini çatışmaların merkezi olması bakımından olsun, sürekli göz önünde olmuştur. Tarih boyunca da büyük güçlerin dikkatini üzerine çekmiştir. Özellikle, Soğuk Savaş sonrasında ABD'in en önemli müdehale alanlarından birisi olmuştur. Rusya ise, bu dönemde daha çok enerji politikası bakımından bölgeye ilgi duymaktadır. Bu tez çalışmasında, Soğuk Savaş sonrasında ABD ve Rusya'nın Orta Ddoğu politikaları karşılaştırmalı olarak değerlendirilmiştir. ABD, Orta Doğu politiksını İsrail'in ve bölgeye yerleştirdiği askeri varlığının güvenliği üzerine kurgulamaktadır. ABD, Irak'ın istikrarı ve İran'ın nükleer silahlara sahip olmasının engellenmesi konusunu da böleye yöenlik politikalarında en önemli başarı kriteri olarak kabul etmektedir. Rusya ise, SSCB tecrübesinden de hareketle bölgeye oldukça ilgilidir. Rusya, ABD'nin 11 Eylül sonrası giriştiği saldırgan politikasını iç istikrarını sağlamak için kullanmıştır. Rusya, ABD'den farklı olarak daha çok bölgedeki yerleşiklere yakın olma yolunu seçmiştir. Rusya için en önemli amaç, kendi enerji havzasını genişletmek ve bölgenin de bu bakımdan güvenli olmasını sağlamaktır. ; As geopolitically and economically, the Middle East is one of the most important and problematic region in the world politics. The Middle East has rich natural resources, but the region is politically unstable and centre of ethnic-religious conflicts, all of these aspects attract the attention to the region. The region attracted the attention of big powers during the history. The region became the most important intervention land of USA, especially after the Cold War. But Russia has interested in the region mostly because of its energy politics. Middle East politics of the USA and the Russia after Cold War were evaluated by comparison in this thesis study. USA installs the Middle East politics on the safety of the Israel and the military existence in the region. USA accepts that the Iraq stability and prevention of Iran to have the nuclear weapons are the most important success criterions in the politics which are directed to the region. And Russia is pretty interested in the region because of the experience from USSR. Russia used the aggressive policy of USA after September 11, to provide internal stability. Russia, unlike the United States, has chosen to be close to residents in the region. The most important objective for Russia, is to expand its energy basin in the region, and in this regard, to ensure security of the region.

Refahyol Hükümeti dönemi'nin Ortadoğuya yönelik dış politikası ; The foreign policy of The Refahyol Government towards The Middle East
Bu çalışmada Refahyol Hükümeti Döneminde Ortadoğu ve İslam ülkelerine yönelik Türk dış politikası incelenmiştir. Soğuk savaş sonrası oluşan "yeni dünya düzeni" ne Türkiye nasıl adapte oldu. Özal döneminde dış politika nasıl yönlendirildi. Körfez Savaşında ABD'nin yanında yer almak Türkiye'ye ne kazandırdı, ne kaybettirdi. Refahyol Döneminde Orta doğu ve İslam ülkelerine yönelik politikalar nelerdi. ABD ve Batı tarafından kuşkuyla karşılanan bu yakınlaşma, Türk dış politikasındaki geleneksel batı eksenli politikadan bir sapmaya mı işaret ediyordu. Bu politika ordu ve kamuoyu tarafından nasıl değerlendirildi, Türkiye'de nasıl bir kutuplaşmaya neden oldu ve nasıl sonuçlandı. Bu konular değerlendirilmiştir. ; In this study ,the Turkish foreign polcy towards Middle Esat and Islamic countries during the period of the Refahyol Government examined.How Turkey was adapted new world order,which was formed after the Cold War.How was designed the foreign policy during Özal's Period.What were the gains and losses of Turkey by being together with USA during Gulf War.What were the policies towards Middle Eastern and İslamic countries during Refahyol Government.This convergence with these countries was confronted by suspicion by the West and the USA, is pointing a deviation from the traditional western –oriented policies of Turkish Foreign policy.How was evaluated this policy by the Turkish Army the public opinion and what a polarization has existed and how it has resulted.These subjects will be evaluated.

The United States, the Defence of the Middle East and Türkiye: 1946-1952

This study analyses the early years of cooperation between Türkiye and the United States (US) in the field of security and defence by utilising US government documents and the secondary sources that heavily depend on primary sources. It emphasizes the link between the elements of the strategic context in which the US developed its approach to the defence of the Middle East and the American interest
in developing defence ties with Türkiye. The major outcomes of Turkish-American cooperation were American support for Türkiye against the Soviet Union in 1946, the provision of American military assistance in 1947, the modernization of the Turkish military, the construction of military bases on Turkish territory, American support for Turkish membership in NATO and Turkish willingness to conduct its
relations with the Middle East in coordination with the West. This study reveals that those outcomes reflected for the most time American political and strategic preferences. For this reason, the typical characteristics of those relations between great powers and small states can be observed in Turkish-American security relations during their formative years.
Türkiye-İsrail stratejik iş birliği'nin Türkiye'nin Orta Doğu politikaları üzerindeki etkileri ; Turkey-Israel strategic alliance effetcts on Turkey's Middle East politics
Orta Doğu Bölgesi, jeopolitik konumu, farklı kültür ve dinleri içerisinde barındıran bir bölge olarak tarihsel süreçte birçok medeniyetler arası çatışmaya tanıklık etmiştir. Taşıdığı özellikler bakımından Arap-İsrail çatışması bölgede yaşanan güç mücadelesinin en yankılı örneği olarak karşımıza çıkmaktadır. Arap-İsrail çatışması Orta Doğu'da siyasi dengeleri değiştirici bir rol oynarken, aynı zamanda Türkiye'nin de Orta Doğu politikaları üzerinde etkileri olmuştur. Türkiye bu süreçte kimi zaman batı etkisi ile Arap ülkelerinden uzaklaşmış, kimi zaman ise tarihsel, dini ve kültürel yakınlık gereği Arap ülkeleri ile yakın bir ilişki içerisine girmiştir. 1950'li yıllarda Türkiye'nin Batı ve ABD ile ilişkilerinde gözle görülür bir artış yaşanırken, 1963 yılında yaşanan Kıbrıs Sorunu, 1973 Petrol Krizi ve ABD silah ambargosu gibi olaylar Türkiye'nin Arap ülkeleri ile yakınlaşmasına sebebiyet vermiştir. 1980 sonrası ise yaşanan bölgesel tehdit algılamaları sonucu PKK terörünün baş göstermesi ile birlikte Türkiye'nin Orta Doğu politikaları değişiklik göstermiş, artan terör olayları Türk ordusunun modernize edilmesi ihtiyacını doğurmuştur. Özellikle Soğuk Savaşın ardından gerçekleşen 1991 Körfez Savaşı sonucunda ortaya çıkan yeni dünya düzeni içerisinde değişen dengeler ve siyasette yaşanan ortak kaygılar nedeni ile Türkiye-İsrail yakınlaşması beraberinde gelmiştir. Askeri ve ekonomik anlamda yoğunluk gözlenen ilişkilerde, başlangıcın ardından 50 yıl sonra stratejik bir yakınlaşma gözlenmektedir. 1990'lı yılların aksine 2000'li yıllarda bozulma eğilimi gösteren ilişkiler, 2002 yılında AKP hükümetinin iktidara gelişi ve yeni dış politika anlayışı sonucu farklı bir boyuta taşınmıştır. Bu çalışmada, Türkiye'nin kuruluşunun ardından İsrail'in tanıyan ilk Müslüman ülke sıfatı taşıması ile başlayan ilişkiler incelenerek, Türkiye-İsrail yakınlaşmasının parametreleri ele alınacaktır. Türkiye-İsrail ilişkileri arasında bölgesel ve küresel gelişmelerin yarattığı etkiler üzerinde durularak, Türkiye'nin Orta Doğu Politikalarına doğrudan etkileri analiz edilecektir. ; The Middle East region has witnessed many clashes between civilizations in the historical process as a geopolitical location, a region with diverse cultures and religions. In terms of the characteristics it carries out, the Arab-Israeli conflict emerges as the most eccentric example of the power struggle in the region. The Arab-Israeli conflict the political balances played a modifying role in the Middle East, while at the same time Turkey's influence on the Middle East Politics. In this process, Turkey has sometimes moved away from the Arab countries with the Western influence, and sometimes it has, become a close relationship with the Arab countries in terms of historical, religious and cultural closeness. While there was a noticeable increase in Turkey's relations with the West and USA in the 1950's, events such as the Cyprus Problem in 1963, the Oil Crisis in 1973 and the arms embargo in the USA caused Turkey to become closer to Arab countries. After the 1980s, as a result of perceived regional threat perceptions, Turkey's Middle East Politics changed with the outbreak of the PKK terror, and the increasing terrorist events necessitated the modernization of the Turkish army. Particularly in the new world order that emerged as a result of the 1991 Gulf War following the Cold War, Turkey-Israel rapprochement came along with the changing balances and the common cause of concern in politics. In the military and economically intense relations, a strategic rapprochement is observed 50 years after the begining. Relations that tended to deteriorate in the 2000s, contrary to the 1990s, have moved to a different dimension in 2002, when the AKP government's power devolepment and new foreign policy understanding are ending. In this study, the relations between Turkey and Israel will be discussed by examining the relations that started with the establishment of Turkey and the begining of the first Muslim country recognized by Israel. Direct effects on Turkey's Middle East policies will be analyzed by focusing on the effects of regional and global developments between Turkey and Israel.
