The article deals with Turkish foreign policy in the Middle East. The author has analyzed main tendencies of Turkish foreign policy over the last fifteen years. Major directions of this country foreign policy strategy in the Middle East have been identified. The author has focused on the peculiarities of American-Turkish, Turkish-Syrian, Turkish-Iranian and Turkish-Russian relationships in the context of mutual cooperation. The foreign policy of Turkey is oriented to stabilization of the situation in the region. Along with it, Turkey performs security functions in the region especially in the context of war in Syria. The author made accent on political, military, economic aspects of cooperation and relationships between Turkey and regional as well as world actors during the above mentioned period. Analysis of multilateral relationships was made in the light of war in Syria. Important factors that reduce effectiveness of foreign policy course were identified. Turkish foreign policy activity as a mediator in solving regional problems was described. Active participation of Turkey in the Syrian war was highlighted in the article. ; В статті розглянуто зовнішню політику Туреччини на Близькому Сході. In this article, author is realized a comprehensive analysis of Middle East policy of the Barack Obama. It was investigated the basic approaches to understanding the principles of the new administration's policy regarding the Middle East, sets out the practical steps for the settlement of regional conflicts, building a common system of regional security; identify some innovative and traditional elements in the policy of B. Obama. Also made preliminary conclusions about the effectiveness of such policies in the Middle East.Throughout the period after the Second World War, Middle East occupies one of the first place in the system of American foreign policy, prioritiesplace, due to economic, military-strategic and political interests of the United States in the region. Also out of the 44-th U.S. President Barack Obama, for whom the stabilization of the situation in the Middle East was the main vector of his foreign policy strategy.The author emphasizes that one of the main goals of his administration was the creation of a new atmosphere in United States' relations with the rest of the world. Also we noticed that Obama's Foreign Policy Concept involves the active using of the «soft power» of the diplomacy, compromise and indicates the policy of neoconservatism, which was based on the export of democracy and conduct an uncompromising struggle against opponents around the world.The author comes to the conclution about the actions of the new American administration aimed at a kind of «reset» between the United States from many countries, particularly with the Muslim world.The practical realization of its objectives in the Middle East Government Obama yet uses a fairly traditional set of tools for the United States, for example, increasing its military presence in the region. ; В статье осуществлен комплексный анализ ближневосточной политики США при президентстве Барака Обамы. Автором были исследованы базовые подходы к пониманию основ политики новой администрации в отношении Ближнего Востока, определены практические шаги по проблеме урегулирования региональных конфликтов, построения общей системы региональной безопасности; выявление в политике Обамы соотношения инновационных и традиционных элементов. Также были сделаны предварительные выводы об эффективности такой политики в регионе Ближнего Востока. ; У статті здійснено комплексний аналіз близькосхідної політики США за президентства Барака Обами. Автором було досліджено базові підходи до розуміння засад політики нової адміністрації, стосовно регіону Близького Сходу, визначено практичні кроки щодо проблеми врегулювання регіональних конфліктів, побудови спільної системи регіональної безпеки; виявлення в політиці Б. Обами співвідношення інноваційних та традиційних елементів. Також, були зроблені попередні висновки щодо ефективності такої політики в регіоні Близького Сходу.
Методологія дослідження. У ході дослідження завдяки методу наукового аналізу встановлено основні форми комунікації правлячих еліт і населення, а завдяки методу наукового синтезу з'ясовано взаємозв'язок між трансформаційними процесами та політичною комунікацією в країнах Близького Сходу.Результати. До недавнього часу теорія комунікації майже не приділяла уваги питанням політичної комунікації на Близькому Сході. Ситуацію змінили процеси, що відбувалися в період так званої «Арабської весни».Серед основних досліджень на тему еволюції процесів політичної комунікації на Близькому Сході можна виділити декілька напрямів. Зокрема, американський дослідник Мухаммед Айіш виділяв пропагандистські публікації в період збройних конфліктів і публікації з вивчення міжнародних новинних потоків. Канадський соціолог і дослідник комунікацій Філіп Говард виділив дослідження, які доводили, що інформаційні та комунікаційні технології (ІКТ) під час подій «Арабської весни» стали фундаментальною інфраструктурою для журналістів і груп громадянського суспільства. Він доводить, що одну з найважливіших ролей під час подій «Арабської весни» відіграли громадські журналісти. Це звичайні люди, які висвітлювали події на місцях, використовуючи свої телефони, щоб фотографувати та відправляти їх на власні сторінки Facebook. Такий спосіб обміну інформацією надав змогу подолати прірву, що відділяла пересічних громадян від досвідчених активістів. This is an attempt to analyse contemporary balance in the Middle East region. The main aspects of the formation of its new landscape are the change of the model of «US presence» in the region. Geopolitical competition between global and regional power centres – US, Russia, Iran, Turkey, Saudi Arabia and Israel that leads to new division lines between regional actors to the creation of new alliances and blocks.The D. Trump's decision to remove American troops from Syria became the manifestation of change of the US role in the Middle East region that would have serious geo-political consequences.US are trying to mobilise it allies in the region into anti-Iran coalition with the help of such military-political project as Middle East Alliance. One can see complete approaching of the position of Israel and the number of Arab Gulf countries, but this process faces the unsettled Palestinian problem and Arab public opinion. The Warsaw ministry Middle East conference became a new US attempt to strengthen anti-Iran coalition and to close Israel with the Arab World. ; Аналізується сучасний геополітичний баланс у Близькосхідному регіоні. Відбувається певне зближення позицій Ізраїлю та низки арабських країн Затоки, однак цей процес натикається на невирішеність палестинської проблеми та арабську громадську думку. Варшавська міністерська конференція з питання Близького Сходу стала черговою спробою США зміцнити антиіранську коаліцію та зблизити Ізраїль з арабським світом.
У статті висвітлюється інтеркультурне виховання дітей на заняттях хореографії в країнах Близького Сходу. Як приклад виступає Ліванський театр «Caracalla», що безумовно поєднує в собі вікові традиції аутентичного арабського танцю та сучасні тенденції розвитку світової хореографії. Дається визначення поняття «інтеркультурного» виховання. Обґрунтовується значення та важливість формування основ інтеркультурного виховання, залучаючи дітей до культур інших народів, використовуючи технології віховання засобами хореографії. ; The article highlights the problem of cultural education of the children in the classroom choreography in the Middle East. Lebanese theatre «Caracalla» serves as an example that of course combines the ancient traditions of authentic Arabic dance and the modern trends in the development of the world choreography. The concept of «intercultural education» is defined. The author proves the value and importance of the basic principles of intercultural education, attracting children to other cultures, using technology education by means of choreography. The Arab region has a very high specificity, due to various religious and political faiths, so adaptation of children should be gradual, in this regard, the article reveals the technology of education by means of choreography: 1 phase – adaptation and revitalization; 2 phase – fundamentalization; 3 phase – conceptualization.

Therefore, the island became an arena of the terroristic activity since the mid-1970s. An Islamic terrorism in Cyprus was analyzed as an integral part of the Middle East regional system.The paper focuses on the Cyprus government's home policy in the context of the Middle East security and its international contacts with principal regional countries as a main factor of the terroristic activity in Cyprus. The terroristic acts committed by the different the Muslim groups, special operations conducted by Israel to neutralized them and the Western countries` positions were researched in the paper. The article is based on the US documents and the world press.Several aspects of the terroristic activity in Cyprus could be distinguished. The first aspect presents problems of the relations between Cyprus and the Arabic countries. Due to the PLO militants` activity the Cyprus government was hurter by a military conflict with grave political consequences.The balance in relations between Cyprus and Muslim East was broken for a long time. Egypt threatened Cyprus with the international recognition of the Turkish Federation of the Northern Cyprus. The second root of the terroristic problem of Cyprus was based on the friendly ties with PLO. An island turned into a key-point of arms smuggling from Europe to the Middle East. This fact deteriorated Cyprus relations with Israel and NATO countries.An Arabic-Israeli confrontation also worsened situation in Cyprus. Terrorists committed attacks against Israeli diplomatic and culture institutions located in Cyprus. In return, Israel activated special operations on the island.Both sides didn't inform the Cyprus authority about their actions. Also, some terroristic attacks against NATO country were taken place in Cyprus.The biggest collapse happened during terroristic attack against the British base Akrotiri. In addition, controversy among different Arabic parts was evidenced in Cyprus.It should be pointed out that Cyprus played a role of regional tension's arena. Since the beginning of Ukraine's independence, there have been adopted a number of important legal documents that define and characterize the Ukrainian foreign policy. It is the basis for the research of Ukrainian scholars to justify the vectors of foreign policy, to predict the partnership and alliance with Ukraine in international relations and in the region. These legal documents define the strategic regions of Ukrainian interests and explain the actions of the external department, are a benchmark for business and the public sector. In the article, the author analyzes the main legal documents that are decisive in the formation Ukraine's foreign policy, its geographical areas, activities, features, and search of the Middle East vector. We considered two main components to analyze the concepts of Ukraine's contemporary foreign policy and formed conditions. Firstly, that is the political and legal base, according to which the external priorities, principles, directions and policies of the Ukrainian state are defined. Secondly, it is an analysis of developments of Ukrainian scholars, foreign policy specialists who form a contemporary political opinion and analyze the perspectives of Ukraine in the international relations. The author pays attention to the interpretation of external trends in the normative legal documents, such as, the Declaration of State Sovereignty of Ukraine was adopted on July 16, 1990, the Resolution of the Verkhovna Rada of Ukraine «On Main Directions of Foreign Policy of Ukraine», the Laws of Ukraine «On Fundamentals of National Security of Ukraine», «On Diplomatic service», «On national security of Ukraine». Special attention is paid to the establishment of diplomatic relations between Ukraine and countries of the Middle East region, the work of diplomatic services. The author suggests a scientific understanding of the external directions adopted in legal documents from the beginning of proclamation of independence to the present, the explanation of the European integration course and the peculiarities of the Ukrainian policy of «multivectoral». It also drawn attention to the study of Ukrainian scholars of foreign policy and its trends. Despite the intercivilizational choice, the advantageous geographic and geopolitical location there are still weak relationships and the lack of knowledge about the Middle East region. ; З початку незалежності України було прийнято ряд важливих правових документів, які визначають і характеризують зовнішню політику України. Вони становлять основу досліджень вітчизняних науковців для обґрунтування векторів зовнішньої політики, прогнозування партнерства та союзництва України у міжнародних відносинах та в регіоні. Правові документи визначають стратегічні регіони інтересів України та пояснюють дії зовнішнього відомства, є орієнтиром для бізнесу і публічного сектору. В статті авторка аналізує основні правові документи, які є визначальними у формуванні зовнішньої політики України, її географічних напрямів, діяльності та особливостей, здійснює пошук близькосхідного вектору. The article examines Soviet-Egyptian relations from the beginning of 1957 (the completion of the Suez crisis) to the Autumn 1961, when the XXII Congress of the CPSU took place.The Egyptian vector of Soviet foreign policy is sufficiently studied in modern historiography. Soviet-Egyptian relations were the object of study of such researchers as A. Vasilyev, A. Fursenko, Y. Primakov, S. Sinayskiy, M. Gat, J. D. Glassmen, R .Ginat, I. Ginor and others. However, today far from all aspects of the problem are examined, especially concerning 1957-1961. The purpose of this article is to fill in the some gaps in modern historiography. We need to highlight the Egyptian factor in the policy of the USSR regarding the Syrian, Iraqi and Lebanese crises of 1957-1958; the supply of arms to the Arab States during that period; economic and cultural cooperation between countries.The aim of the article is analysis the policy of the Soviet Union regarding Egypt from the end of the Suez crisis, which radically strengthened the interaction between the two powers, until the XXII Congress of the CPSU (October 1961), which fixed the final normalization of Soviet-Egyptian relations.After the Suez crisis, the USSR significantly expanded the range of cooperation with Egypt. The aim of the Soviet Union was to consolidate and strengthen its influence in the Arab world on the wave of propaganda success after the Suez crisis. In general, the Khrushchev leadership managed to achieve the set tasks. Moscow focused on exporting arms and expanding economic assistance.Because of the emerging of the United Arab Republic and the Panarabist and anti-communist policy of the Egyptian leader Gamal Abdel Nasser in the late 1950s, the ideological contradictions between the two states had worsened. Despite ideological disagreements with the President of the United Arab Republic, during the series of Middle Eastern crises of 1957-1958, the Kremlin invariably took the side of Arab nationalists to protect them from the actions of other states. The volume of military and financial and technical assistance to Cairo has also steadily increased, despite any ideological contradictions. Due to the new wave of "socialist" transformations in Egypt, the disintegration of the UAR and the beginning of the persecution of Communists and Kurds in the Iraq, the disagreements gradually came to naught, was recorded by the 22nd CPSU Congress in October 1961. ; В статье рассматриваются советско-египетские отношения со времени завершения Суэцкого кризиса по осень 1961 г. В указанный период бурно развивалось сотрудничество СССР и Египта в военной, экономической и технической сферах. Из-за образования Объединенной Арабской Республики в 1958 г. и роста панарабистской и антикоммунистической повестки со стороны египетского лидера Гамаля Абделя Насера в конце 1950-х гг. обострились идеологические противоречия между двумя государствами. Но благодаря новой волне «социалистических» преобразований в Египте, распаду ОАР и началу преследований коммунистов и курдов в «революционном» Ираке разногласия постепенно сошли на нет, что и зафиксировал XXII съезд КПСС в октябре 1961 г. Египет превратился в главный плацдарм советского влияния на Ближнем Востоке. ; У статті розглядаються радянсько-єгипетські відносини з часу завершення Суецької кризи до осені 1961 р. У зазначений період бурхливо розвивалося співробітництво СРСР і Єгипту у військовій, економічній і технічній сферах. Через утворення Об'єднаної Арабської Республіки 1958 р. і зростання панарабістської та антикомуністичної риторики з боку єгипетського лідера Гамаля Абделя Насера наприкінці 1950-х рр. загострилися ідеологічні протиріччя між двома державами. Але завдяки новій хвилі "соціалістичних" перетворень у Єгипті, розпаду ОАР і початку переслідувань комуністів і курдів у "революційному" Іраку розбіжності поступово зійшли нанівець, що й зафіксував XXII з'їзд КПРС у жовтні 1961 р. Єгипет перетворився на головний плацдарм радянського впливу на Близькому Сході.
The article analyses the role of the "Arab Spring" as the beginning of long time process of deep transformation changes in the Arab World. Special attention is paid to understanding of particularities of contemporary stage of the above-mentioned post-revolutionary period. The article also studies such actual problems as internal and external aspects of defeat of the first wave of the contemporary Arab revolutions, content and direction of contemporary change of format of the Arab Spring and results of acute sharpening of the Sunni-Shiite confrontation. It also studies reasons and purposes of the direct Russian intervention in the Syrian conflict. The analysis values of the Tunisian development model transformation prospects for democratic renewal of Arab society and identified the reasons why after the "Arab Spring" Tunisia became virtually the only Arab country which has been extended and deepened the democratic process. ; У статті аналізується роль «арабської весни» як початку довготривалого процесу глибоких трансформаційних змін в арабському світі. Зокрема, увагу приділено осмисленню особливостей сучасного етапу зазначеного процесу у так званий «постреволюційний» період. Досліджуються такі актуальні проблеми, як внутрішні та зовнішні чинники поразки першої хвилі сучасних арабських революцій, зміст та спрямованість нинішнього переформатування арабського світу, наслідки різкого загострення сунітсько-шиїтського протистояння. Розглядаються причини та цілі прямого військового втручання Росії у сирійський конфлікт. Проаналізовано значення туніської трансформаційної моделі розвитку для перспектив демократичного оновлення арабського суспільства та визначено причини, через які після «арабської весни» Туніс фактично став єдиною арабською країною, де було продовжено та поглиблено демократичний процес.
Висвітлено сутність, внутрішні й зовнішні чинники та політичні наслідки "Арабської весни". Визначено загальні тенденції розвитку подій в окремих регіонах Близького Сходу та Північної Африки. Відзначено особливості трансформації політичних режимів тунісько-єгипетського, лівійського, єменського, сирійського та бахрейнського варіантів. ; Освещены сущность, внутренние и внешние факторы и политические последствия "Арабской весны". The purpose of this article is to analyze the transatlantic relations in the Middle East under the D. Trump administration. The research presents comparative analysis of US and EU policy toward main regional security issues – the Iranian nuclear program, the Arab-Israeli conflict and the Syrian crisis. It also examines the differences in American and European approaches to these problems and their impact on the transatlantic relations.The author came into conclusion that under the D. Trump presidency the contradictions between two actors in the Middle East have deepened. This was due to D. Trump's abrupt departure from the policies of his predecessors, as well as to his unilateral decision making. А series of contradictory steps by the American president were not supported by European allies: withdrawal from the agreement on the Iranian nuclear program; US unconditional support to Israel, including the relocation of the US embassy to Jerusalem and recognition of Israeli sovereignty over the Golan Heights; the decision to withdraw troops from Syria.While the United States is showing a declining interest in the Middle East, the importance of the region for European security is growing. Trump administration's unilateral steps, as well as the differences in US and European views on important regional security issues, will require a more independent policy on the part of the European Union. However, a number of objective circumstances, above all, contradictions within the EU itself, do not allow it to act as an effective actor in the Middle East. If US involvement in the region wanes, Europe will increasingly be pushed to work with alternative powers, such as Russia and China, to further its interests. ; У статті аналізуються трансатлантичні відносини в близькосхідному контексті після приходу до Білого дому адміністрації Д. Трампа. Зокрема, проведено порівняльний аналіз політики союзників щодо найважливіших регіональних проблем – іранської ядерної програми, арабськоізраїльського конфлікту та сирійської кризи; виявлено відмінності в підходах США та ЄС щодо зазначених проблем та визначено їхній вплив на стан відносин між двома акторами.З'ясовано, що за часів перебування Д. Трампа на посаді президента, протиріччя у підходах трансатлантичних партерів до близькосхідної проблематики значно поглибилися. Це зумовлено його різким відходом від політики попередників, а також притаманним для нього одностороннім характером прийняття рішень, без консультацій із союзниками.
