A speech given by Miller Freeman before a Congressional committee in which he denounces ongoing Japanese immigration as part of a long-term Japanese plan to inundate the United States. He argues for the establishment of relocation camps for the Japanese for the duration of the war. Miller Freeman subsequently used the forced relocation of the Japanese to cheaply buy up huge quantities of their agricultural land on the east side of Lake Washington in the Puget Sound area.

Manuscript recalling when hunters and sportsmen attempted to prove that migratory regulations signed by President Roosevelt were unconstitutional. Two cases are mentioned, one from Kentucky involving Judge Ford, the second in Illinois with Judge Major. Both upheld the regulations.

Many books have been written on Mennonite history, but these deal largely with the religious aspect of their life. The purpose of this thesis is to present the social, moral, economic and political aspects of their migrations and life, not only of their early centuries, but of the present time. Only enough of the religious element will be presented to give a general modern knowledge of their religious beliefs which in turn influence their life in general. Particularly will it be stressed how these people have influenced the history of Kansas. This thesis was written for the purpose of preserving early Kansas history, and I was granted that subject because of my personal acquaintances with many of the early Mennonite settlers making it possible to present sketches of their intimate life that probably a stranger would not have been able to secure.

Speech reflecting on challenges facing the American South ; -3- the nation's neglected child for a full decade before the depression. With never less than 25 percent of the country's population, agriculture never received more than 18 percent of its income, generally received only about half this amount, and its share shrunk to 7 percent in 1932. This is the comparison of agriculture to total income and includes wheat as well as cotton. The geographical comparison will be more pertinent. According to the Secretary of Labor, the South, which has a quarter of the area of the United States, a quarter of its population, and a quarter of the gainfully employed, pays about a twelfth of its income tax, and has less than one fourteenth of the total retail sales of the country. These comparisons are not mere depression figures. As we well know, the condition existed during the 20's, "when we were almost insane with prosperity. In my own state, at the height of the boom period, 100,000 families had less than 500 dollars a year income and added absolutely nothing to our economic life. The average in per capita retail sales in ten Southern states during 1929 amounted to 237 dollars, and in ten Northern and Western states for the same period the average was a little more than double this amount, 478 dollars. So that, on the average, for every dollar that the Southerner had to spend at the grocery or dry goods store, his Northern neighbor had two dollars. With these low incomes we have had even greater burdens in public service than other areas with the same total population. I refer, for example, to the school situation. Without burdening you with elaborate statistics, let me cite two or three figures that will prove the point. Recent population studies made by Dr. H. A. Dawson reveal that about 60 percent of the net migration from the farms during 1920-30 was from the farms of the South to the cities of the North and South. It is of further significance that since such a large part of the increase in the urban population occurred in the North and East, a large part of the net migration from rural to urban territory was interstate, and is consequently of national concern. Dr. Richard Hartmann sends a letter (in 1942) to General Plutarco Elías Calles explaining to him that the present conflagration with Germany is not due to the ambition of taking over the world but rather is the response of the German people to the injustices of the Treaty of Versailles. He attaches a migration booklet and asks General Calles to fill it out with his information so he can give it as a reference, since it is a requirement that they ask him in Foreigner Registration Center. Historical Background: When we are confronted with any problem, we are naturally concerned with its origin. So it is with the problem of health among Negroes. Just why has this become a problem ? What is the basis of the problem ? These nights be considered as two vital questions within the mind of the individual. This problem of health grew out of the fact that the negro concentrated or settled themselves in small areas. These had always been some concern about health and the promotion of it, but it had not until 1970 become a real problem. We give this particular data because this was more or less the date that we find Negroes settling in cities. From the year of 1900 to 1925, the population of the Negro in the city has doubled. There was moreover a pronounced trend towards the larger cities, a concentration in metropolitan areas. Due to the over crowed conditions of the area in which the Negro must occupy and the failure of the municipal government to properly plan this area, the health of the Negro becomes impaired. This causes a health problem. All of which has for a basis the migration of the Negro from the rural to the urban districts. The displacement of opposite population necessitates readjustment of the community from which they move and in the community to which they go.

Speech reflecting on challenges facing the American South ; -4- had to come from migration from the farms for the simple reason that the birth rate in urban territory has not been sufficient even to maintain a stable population. Estimating the cost of rearing and educating a child to the age of 15 on a Southern farm at only 1500 dollars, the 3,800,000 migrants from farms of the Southern states alone represent a contribution during the decade of 1920-30 of about 700,000,000 dollars per year to the cities, mostly in the North, a contribution amounting to more than half the average farm value of the cotton crop. In considering the child population problem, remember that our average income is only about half that of the other states. A comparison of Alabama and New York is enlightening. New York, according to a carefully worked out formula, has six times as much wealth available for school purposes as Alabama, yet Alabama has almost twice as many children per adult as New York, so that it is fairly accurate to say that the Alabama child, in comparison with the New York child, is under a 12 to 1 wealth handicap in school advantages. The question immediately arises, "Does not this comparison merely reflect the condition of the South's negro population?" I think we have been inclined in the past too often to dismiss these disparities with that observation. I have the conviction that the South can never develop a sound economic policy without giving due consideration to problems of race relationship, and we must begin with the basic proposition that we can not possibly strengthen the condition of white children without extending advantages to the colored. I, for one, am prepared to go ahead with a policy that will bring greater security and happiness to our colored neighbors while we are adding to the security and happiness of our own. The vicious circle of low income, poor schools, low productiveness is hard to break. The social cost has been terrific.
