A special report from the Carnegie Endowment for International Peace assessing the aftermath of the war in Iraq & suggesting a framework for successful reconstruction as well as recuperation of the US's damaged international credibility. The US is also advised not to neglect Afghanistan's reconstruction & postwar development; to acknowledge the challenges of democratic transition in Iraq; to establish a competitive & transparent oil policy; & to recognize that, historically, the overthrow of one dictator does not spark a domino effect for others. Also discussed are the dim prospects for Islamic moderates in the Middle East; the war's impact on political reform, democratization, & ethnoreligious conflict in other Arab countries; the future of US-Iran relations; preventive war's effectiveness (or lack thereof) as a deterrent to WMD proliferation; & the ramifications of the war for US & international antiterrorism efforts. The closing contribution iterates the linkage of the US's tarnished legitimacy in the eyes of much of the world with the ultimate outcome of the Iraq war & occupation. 3 Tables, 2 sidebars, 3 photos.
