Swiss data gathered in 1993/94 yielded 9 groups of nonmilitary risk containing 3-4 scenarios, each with some impact on security policy, that provide examples of potential future events; a 1998 update accounted for new developments. The diverse impacts of the scenarios fall under the aegis of four indicators: population, economy, natural environment, & politics. The current state of & trends in this nonmilitary threat spectrum are then discussed, looking at natural disasters, technological risks, ecological destabilization, supply of renewable resources, economic crises, demography & health, migration, political system & internal security, & information age threats. It is contended that risk must be considered from a holistic perspective, & analysis reveals the interconnectivity of risk scenarios, particularly in terms of chain reactions & domino effects. Risks cannot be assessed in isolation, & the "butterfly effect" & "tilting effect" must be accounted for. Consequences, event sequence, & area of origin are key factors for formulating an adequate response. The requirements for an optimal strategy for resource allocation centered on risk analysis are touched on. 2 Figures. J. Zendejas

On the grounds of the theories of the use of the mass media, the authors analyse concepts and assessments of military threats. The analysis is based on the data of representative public opinion polls (conducted in spring 2016 by Vilmorus, N = 1004). The research shows that certain qualities of individual political competence strengthen the impact of the media, that the tabloid press, Russian TV and the quality press affect concepts of military threats, and that sets of factors shaping the concepts of various military threats are different. The extent of the mass media impact is influenced mostly by an individual's ethnic background, education, income, participation in elections, political education, inter-personal communication on political topics as well as a leftist–rightist self-identification.
