Slik forholdet til Sovjetunionen historisk har vært avgjørende for utformingen av norsk nordområdepolitikk, står forholdet til Russland sentralt også i dag. Artikkelen drøfter tre aspekter ved sikkerhetspolitikkens plass i norsk syn på nordområdene og i norsk nordområdepolitikk etter årtusenskiftet. I første del ser vi overordnet på sammenhengen mellom norsk sikkerhetspolitikk og norsk nordområdepolitikk de siste tjue årene. I andre del analyserer vi russiske perspektiver på sikkerhet Arktis og forholdet til Norge, før vi i siste del tar for oss tillitsskapende samarbeid på det militære området mellom Norge og Russland ved å gi en analyse av hva som karakteriserer den bilaterale Incidents at Sea-avtalen (INCSEA).
Abstract in English:Between Heat Wave and Ice Front: The High North, Security and Great Power PoliticsAs the relationship with the Soviet Union historically was decisive for the development of Norwegian policy towards the European Arctic, the High North, relations with Russia remain a core concern also today. This article analyses three aspects of the significance of security policy in the Norwegian view of the High North in general and in Norwegian High North policy in particular after the turn of the millennium. In the first part, we assess the relationship between Norwegian security policy and High North policy in the last twenty years. The second part examines Russian perspectives on the Arctic and relations with Norway. The third and final analysis assesses the bilateral Incidents at Sea (INCSEA) agreement as part of Russian-Norwegian military confidence building measures.
Mellom politikk og statistikk: Globale fellesgoder i utviklingspolitikken

Bærekraftsmålene har gitt klassiske spørsmål innenfor utviklingspolitikken ny relevans: Hvem skal betale for globale fellesgoder? Kan man bruke bistand til dette formålet, eller bør den reserveres for innsats i spesifikke fattige land? I denne artikkelen undersøker vi hvordan DAC-landene, som kollektiv og hver for seg, forholder seg til disse temaene. Vi finner at de sliter med å følge en konsistent linje. Vi mener norske myndigheter kan tjene på å konseptualisere internasjonale fellesgoder bedre. Da blir det for det første enklere å ha en prinsipiell holdning til finansieringen av dem. For det andre kan en slik forståelse gi grunnlag for en strategisk tilnærming til nye initiativer. Det er liten grunn til å tro at man vil ha mye større budsjetter til rådighet fremover. Teorien viser dessuten at man må forvente at det er optimalt å bruke skreddersøm for å fremskaffe ulike fellesgoder. Det krever detaljkunnskap. Vi trenger større forståelse av hvordan eksisterende multilaterale organisasjoner og mekanismer som håndterer både bistand og globale fellesgoder virker. Vi trenger dessuten mer innsikt i hvordan dagens multilaterale system fungerer på ulike felt. Norge kan og bør bidra til det globale fellesgodet som denne typen kunnskap utgjør.
Abstract in EnglishBetween Politics and Statistics: Global Collective Goods and Development PolicyThe adoption of the Sustainable Development Goals has revived some classical issues in development policy: Who should pay for global collective goods? Can foreign aid be used for this purpose, or should such financing be reserved for efforts in specific poor countries? In this article we investigate how the members of the Development Assistance Committee of the OECD, collectively as well as individually, approach these questions. We find that they struggle to be consistent. In our opinion, the Norwegian government could gain from developing a better conceptualisation of global collective goods. This will first of all make it easier to have a consistent policy with respect to financing them. Secondly, such a conceptualisation will allow for a more strategic approach to new initiatives. Going forward, aid budgets are unlikely to grow much. Moreover, theory demonstrates that it is in general optimal to tailor the provision of different collective goods to the peculiarities of each case. This implies that expertise is essential. We need a better understanding of the functioning of existing multilateral organisations and mechanisms that manage both aid and global collective goods. In addition, more knowledge about the workings of the current multilateral system in different fields is required. Such knowledge is a global collective good and Norway could and should contribute to its provision.
Tilbake til fortiden: Forsvarspolitikken og norsk identitet

Denne artikkelens hovedargument er at norsk forsvarspolitikk i stor grad er formet av norsk identitet og av norske verdier. Denne sterke koblingen ble særlig tydelig på 1990-tallet, da den bidro til kontinuitet i Forsvarets oppgaver og innretting til tross for store endringer i Norges sikkerhetspolitiske omgivelser. Som et resultat av fremveksten av en ny norsk forsvarspolitisk diskurs inntraff et forsvarspolitisk paradigmeskifte rundt årtusenskiftet. Resultatet ble overgangen fra invasjonsforsvar til «innsatsforsvar». For å styrke legitimiteten til det nye paradigmet ble likevel mange av særtrekkene med det gamle paradigmet forsøkt innskrevet i det nye. Imidlertid svingte Forsvaret seg meget raskt om da primærfokuset igjen ble kollektivt forsvar etter 2014. Endringen rundt år 2000 var dermed egentlig ikke så dyp. Det dominerende narrativet om Forsvarets rolle forble primært nasjonalt og territorielt forankret.
Abstract in English:Back to the Future: National Identity and the Norwegian Defence PolicyThe article argues that Norwegian defence policy to a large extent is shaped by Norwegian identity and Norwegian values. This strong link was particularly visible in the 1990's, when we witnessed a large degree of continuation of the Norwegian defence posture, despite the radical changes in the security environment. Territorial defence remained a key priority. When a new paradigm eventually emerged around the tun of the century – with primary focus on international operations – much of the old elements were nonetheless retained. Hence, when NATO returned to a focus on collective defence after 2014, Norway was more than ready for this change. In short, the defence concept that emerged around the millennium was short-lived and never really challenged the foundations the Norwegian Armed Forces rests on.
