The paper shows the need for the development and widespread use of sustainable development indicators for the regions. Drawing on global and Russia's experience, the authors suggest perspective indicators of sustainability for Russian regions and analyze possible approaches to the elaboration of indicators for the regions on the basis of the adaptation of the World Bank adjusted net savings index and the UN Millennium Development Goals. Adequate accounting of indicators, which are currently undervalued or not considered, can lead to the revision of the mediumand long-term goals for regional development.

The article is devoted to the problems of defining and implementing national development goals in the system of strategic planning being formed in Russia. The subject of the research is the relevant problems in relation to the period up to 2030 and beyond. In this regard, first, the possibility of expanding the planning horizon in conditions of high uncertainty is considered. Secondly, it is shown that increasing the effectiveness of plans in relation to achieving national goals should be carried out using modern forecasting methods and on the basis of ensuring the realistic planning, continuity of goal setting and structural and logical harmonization of the planning system. Thirdly, using the methods of factor analysis and ranking, an assessment was made of the degree of influence of specific problems on the effectiveness of plans to achieve national goals. Fourthly, directions for solving the most significant problems are outlined.

In 2015, the UN Conference adopted the Sustainable Human Development Goals for 2016-2030, supported by all countries, including Russia. The article analyzes the task of adapting the UN SDG from the standpoint of the possibility of including indicators of the digital economy in these Goals for Russia. Key economic, social and environmental indicators of the digital economy, which most reflect the country's sustainable development objectives, have been proposed. The particular difficulties in Russia and the world are caused by the identification of adequate indicators of the digital economy and their quantitative interpretation for environmental SDGs, which is caused by an insufficient statistical base. The integral index of the digital economy and society and the place of Russia in the world from the standpoint of this index are analyzed. It is advisable in the country to develop and adopt in one form or another its own long-term Sustainable Development Strategy that takes into account the SDGs, and the development of the digital economy will be an important driver for its implementation.

In the context of the General principles of risk management, the article discusses the features of risk management that accompany the implementation of national goals, goals of state programs, national and Federal projects (as tools of strategic planning). Recommendations for improving the effectiveness of risk management in a specific subject area are given: the proposed methodological tools are tested on the example of the Federal project «Export of agricultural products» and measures of an applied nature are justified.

The article formulates the basic requirements for the ideology of strategic planning and strategic management in the context of current «big challenges». Using specific industries and management spheres as an example, the shortcomings of the ongoing state programs and national projects were demonstrated and a generalized conclusion was drawn that the Government's practical activities in implementing the Decree of the President of the Russian Federation dated May 07, 2018 No. 204 were reduced to formal changes in the regulatory framework and methodological support, which did not able to ensure the implementation of ambitious national goals. The resulting part of the article formulates some conceptual considerations and specific recommendations for improving the strategic planning system.

The problem of the application of punishment to realization political goals in international relations is considered. The author characterizes the social institution of punishment, indicates its place and role in the structure of social relations. The political and legal component of punishment is analyzed in the context of unilateral sanctions of some sovereign states against others. The main forms and content of the influence of political goals on the institution of international legal sanctionspunishments are determined. The author's vision of such specific phenomena as "self-punishment" and "political engagement" is substantiated. An algorithm for identifying the political bias of decisions on the imposition of international legal penalties, as well as possible ways to develop an adequate response to them from the "punished" subjects (target states) is formulated. The empirical base of the study includes materials on the application of punishments by individual and collective subjects of international relations against the Russian Federation, including the geopolitical consequences of the relevant sanctions decisions.

The main goal of the work was to identify the best practices for supporting new technology companies (startups). The first chapter summarizes the best practices and approaches to supporting start-ups in developed countries, and the second chapter provides examples of developing countries of the world. The third chapter contains conclusions and main recommendations for the Russian authorities based on the analysis carried out taking into account the current situation.

This work is devoted to the analysis of the role of education in achieving the goals of sustainable development, in socio-economic development, its features during the period of information transformation of society, and key principles that contribute to solving the challenges of our time.

In this paper we introduce the results of the research about the impact of financial development on the decrease in deviation of the real inflation rate from the central bank's stated target inflation rate. Using methods of cluster analysis and panel procedures on a sample of the countries, which at the moment of writing the research officially stated to adhere to a policy of inflation targeting, we show that improving characteristics of financial development benefit the success of an inflation targeting regime (in terms of achieving its desired goal). It is also stated that for emerging economies the most vital channels of this mechanism are the increases in the efficiency and in the stability of financial markets and institutions.

The article presents the review of materials of the international scientific conference "Economic system of modern Russia: ways and development goals". During the conference there was extensive discussion about the economic system of modern Russia, the revival and development of the real sector of the economy based on new technologies, the transformation of a rent-based economy in the innovation economy by re-industrialization, the problem of economic security of Russia in the conditions of external and internal threats. Identified and justified the need for a substantial increase in regulatory activity of the state in modern conditions.

The crisis of modern competitiveness model of Russian economy, particularly acute after the introduction of financial and technological sanctions, requires the search for new concepts of long-term development. In accordance with the basic laws of dialectics, this task can be solved only on the basis of historical experience. The article provides a retrospective analysis of Russian models of national development, the features of which must be critically interpreted. To achieve this goal, the work identifies positive and negative characteristics of the Russian experience in improving the competitiveness of the economy in the years 1820–1991. The author offers recommendations concerning the formation of a new model of the Russian economy's development on the basis of ensuring national self-sufficiency. The results of the work can be used in elaborating national programs for long-term development of the economy. Among the basic elements it is necessary to highlight the priority development of industry based on cluster approach, ensuring the import independence of the economy and ample beneficial use of national resources.

The purpose of the article is to construct an up-to-date research methodology which will allow to examine territories within the context of sustainable development issues. Sustainable development of socio-economic and natural systems in its entirety is impossible without a comprehensive consideration of key factors and conditions that affect the state and prospects for their development, and without a targeted impact on these factors and conditions. The main result of the study is the adaptation of the methodology to the study of sustainable development of territories with different economic specialization and growth potential. A successful solution to this task is impossible without the development and consistent application of the research methodology, adequate to the goals and tasks set, to the current situation and the long-term trends in the development of nature and society. The results of our research suggest the solution of applied socio-economic tasks for the development of territories (subjects of the Russian Federation, small and medium-sized cities) to improve the quality of life and sustainable economic growth.
