Los paradigmas del milenio en administración y gerencia han florecido aproximaciones epistémicas que privilegian el tesoro interior del ser humano y las emociones, emparentadas con las categorías de productividad y éxito en la gestión. En oposición a las organizaciones tradicionales, con disposiciones administrativas piramidales, con estructuras organizacionales fatigadas, mientras en una concepción heterárquica, los líderes no ocuparían la jerarquía clásica y los trabajadores no sólo tienen la responsabilidad de cumplir al gerente, sino de intercambiar, confrontar ideas y visiones, mediante una dialogicidad libertaria. Germina un clima organizacional con espacios para el regocijo por la tarea. La finalidad del presente ensayo, es concebir una reflexión sobre la gerencia horizontal bajo una configuración afectiva, la edificación de estrategias públicas que rompan con las formas mecánicas de emplear pautas en la agenda y ejecución de las políticas gubernamentales. Estas señales, deben cimentarse estrategias, planes y programas con objetivos claros, en los que se examinen todos los posibles escenarios, a fines de poder evitar con éxito los desvíos tan propios de esta era milenaria, saciada de incertidumbre y caos, enalteciendo los niveles de flexibilidad en todos los ámbitos de acción, fomentando creatividad y apertura a la forma de liderar, dirigir, gestionar y organizar los procesos. ; The millennium paradigms in administration and management have flourished epistemic approaches that privilege the inner treasure of the human being and the emotions, related to the categories of productivity and success in management. The purpose of this essay is to conceive a reflection on horizontal management under an affective configuration, the construction of public strategies that break with the mechanical ways of using guidelines in the agenda and execution of government policies. These signals must be based on strategies, plans and programs with clear objectives, in which all possible scenarios are examined, in order to successfully avoid the deviations so typical of this millennial era, satiated with uncertainty and chaos, enhancing the levels of flexibility in all spheres of action, promoting creativity and openness to the way of leading, directing, managing and organizing processes

O objetivo deste artigo é fazer uma reflexão sobre o modo como o Relatório do Desenvolvimento Humano, de 2002, chancelado pelo PNUD, órgão das Nações Unidas apresenta os (des)caminhos da democracia no mundo, hoje. Os procedimentos de pesquisa utilizados centraram-se numa pesquisa documental que lançou mão de textos oficiais publicados no sítio do PNUD/ONU que visam retratar os avanços (ou não) havidos em diversos campos da vida social, tais como: democracia e participação, justiça e distribuição de rendas, saúde e educação, entre outros. Procurouse demonstrar que o RDH/2002 retratou tanto os emperramentos que têm obstado a efetivação da democracia no mundo atual quanto as expectativas indicadoras da gestação de germes de uma possível expansão de um maior pluralismo político mundial. A busca de consubstancialidade entre democracia e desenvolvimento social dá a entonação principal ao RDH/2002 que foi construído em vista dos desafios postospelas metas socio econômicas denominadas Objetivos do Desenvolvimento do Milênio (ODMs) ; The purpose of this paper is to reflect upon how the human Development Report of 2002, sponsored by the UNDP, a United Nations'body, presents the way and misleading ways of democracy in the world today. The research procedures were focused on a documentary research that resorted to official texts published on UNDP/UNO's site which aims to show the improvements (or not) that happened in several fields of social life, such as: democracy and participation, justice and income distribution, health and education, among others. Its purpose was to demonstrate that the HDR/2002 showed not only the hindrances for rendering democracy effective in the current world, but also the expectations which indicate the development of germs of a possible expansion of a wider world political pluralism. The search for consubstantiality between democracy and social development validates the HDR/2002 which was built due to the challenges posed by social economical goals called the Millennium Development Goals

This scientific article addresses the efforts made by the Governments of the Central American Region on Health and Welfare issues promoted by the United Nations to give way out and continuity to the agenda of the Sustainable Development Goals (SDGs) of developing countries. From this approach, we will examine the strategies and operational plans that counteract the COVID-19 pandemic from the public Health systems of the Central American countries, thus contributing to the social, economic, political and cultural development of the Central American Region. Quality and public health is a right that every human being must possess, without any exclusion as established by the United Nations Human Rights. Health is the factor that most influences the advancement and progress of people and societies since without health there is no life. Health, in addition to ensuring a better quality of the environment, is also part of the daily processes of our life, that is why health is guaranteed in most countries of the world and access to it has been considered an essential human right. The Sustainable Development Goals (SDGs) highlight the importance of guaranteeing and promoting adequate health, protecting the well-being of the entire population. To meet and respond to needs, it is necessary to promote initiatives that eradicate certain diseases, finance health systems, improve sanitation and increase access to medical services. That is why Central American governments are making efforts to comply with the SDGs in the context of COVID-19 and thus guarantee the well-being of families. ; En este artículo científico se abordan los esfuerzos que realizan los Gobiernos de la Región Centroamericana en temas de Salud y Bienestar impulsados por las Naciones Unidas para dar salida y continuidad a la agenda de los Objetivos Desarrollo Sostenible (ODS) de los países en vías de desarrollo. De este enfoque, se examinarán las estrategias y los planes operativos que contrarresten la pandemia de la COVID-19 desde los sistemas de Salud públicos de los países centroamericanos, contribuyendo así al desarrollo social, económico, político y cultural de la Región Centroamericana. La salud pública y de calidad es un derecho que todo ser humano debe de poseer, sin ninguna exclusión como lo establecen los Derechos Humanos de las Naciones Unidas. La salud es el factor que más influye en el avance y progreso de las personas y las sociedades puesto que sin salud no hay vida. La salud además de asegurar una mejor calidad del entorno, también forma parte de los procesos cotidianos de nuestra vida, es por ello que la salud se encuentra garantizada en la mayoría de los países del mundo y su acceso ha sido considerado como un derecho humano esencial. Los Objetivos de Desarrollo Sostenible (ODS) destacan la importancia de garantizar y promover una salud adecuada, protegiendo el bienestar de toda la población. Para cumplir y dar respuesta a las necesidades es necesario impulsar iniciativas que erradiquen determinadas enfermedades, financiar los sistemas de salud, mejorar el saneamiento y aumentar el acceso a los servicios médicos. Es por eso, que los Gobiernos de Centroamérica realizan esfuerzos para cumplir con los ODS en el contexto de la COVID-19 y de esta forma garantizar el bienestar de las familias.

Among the consequences of the emergence of new regional powers to global is, first, the emergence, consolidation or strengthening of new donors and, secondly, changing map of development and global poverty. It is in this new context in which new development agenda -the post-2015- will be configured, which will come to replace, and old, Millennium Development Goals. This article discusses the current state of the gestation of this post-MDG one year of approval schedule and considering that the debate on its content and government is still open. Specifically, it discusses the growing importance of inequality as part of the global development agenda and details on the possible future governance system of international cooperation which, as of today, struggling UN and OECD. ; Entre las consecuencias de la emergencia de nuevos poderes regionales a globales está, por una parte, la aparición, consolidación o fortalecimiento de nuevos donantes y, por otra, el cambio del mapa del desarrollo y la pobreza mundiales. Es en este nuevo contexto en el que tiene que configurarse la nueva agenda del desarrollo -la agenda post2015- que vendrá a remplazar los, ya viejos, Objetivos de Desarrollo del Milenio. Este artículo expone el estado actual de la gestación de esta agenda post-ODM a un año de su aprobación y teniendo en cuenta que el debate sobre sus contenidos y gobierno aún está abierto. Concretamente, se analiza la creciente importancia de las desigualdades como elemento de la agenda de desarrollo global y se pormenorizan los detalles sobre el eventual gobierno del futuro sistema de cooperación internacional por el que, a fecha de hoy, pugnan las Naciones Unidas y la OCDE.

Constitutional Law, and Social Constitutionalism in particular, cannot avoid the analysis of the Sustainable Development Goals (SDG). Indeed, the 2030 Agenda constitutes an Agenda for Global Constitutionalism of an essentially social nature. From this perspective, the SDG integrate a kind of Universal Pillar of Social Rights and, as a result, inspire both the European social model and the realization of social rights in the national constitutional order. With these premises, the author analyzes the interpretive value and the effectiveness of the SDG in the Spanish constitutional system through illustrations of legislative, executive and judicial practice. However, as many other multi-level constitutionalism challenges, the SDG make up not only an agenda for the public authorities, but also a commitment for the whole citizenship and the third sector, without forgetting the commitment of the other relevant societal actors, including the academia. ; El Derecho Constitucional, y especialmente el Constitucionalismo Social, no puede quedar al margen del análisis de los Objetivos de Desarrollo Sostenible (ODS). En efecto, la Agenda 2030 constituye una Agenda de Constitucionalismo Global de naturaleza básicamente social. Desde esta perspectiva, los ODS integran una especie de Pilar Universal de Derechos Sociales y, como consecuencia, inspiran el modelo social europeo y la realización de los derechos sociales en el orden constitucional nacional. Con tales premisas, el autor somete a análisis el valor interpretativo y la efectividad de los ODS en el sistema constitucional español a través de ilustraciones de la práctica legislativa, ejecutiva y judicial. Sin embargo, como retos de constitucionalismo multinivel, los ODS conforman no sólo una agenda para los poderes públicos, sino asimismo un compromiso para el conjunto de la ciudadanía y del tercer sector, sin olvidar el compromiso de los demás actores de la sociedad, incluyendo la Academia.

Ante la evidente falta de cumplimiento de los compromisos del Headline Goal de Helsinki de 1999, el Consejo Europeo, reunido en Bruselas el pasado 17 de junio, aprobó el Headline Goal 2010, un nuevo objetivo donde figuran los principales parámetros para el desarrollo de las capacidades militares de la Unión Europea (UE). Ello refleja la voluntad de la Europa ampliada de adquirir la capacidad militar suficiente para contribuir a la seguridad mundial. Habrá que esperar a ver si el plan, que incluye el establecimiento de hasta nueve grupos de combate de reacción rápida, resulta excesivamente ambicioso en intenciones y cifras. El Headline Goal 2010 está construido sobre tres elementos principales: el Headline Goal de Helsinki aprobado en 1999, la experiencia de las primeras operaciones militares de la UE (Concordia, en la Antigua República Yugoslava de Macedonia, y Artemis, en la República Democrática del Congo), y la Estrategia Europea de Seguridad elaborada por Javier Solana y aprobada en diciembre de 2003. Para finales de la década actual la UE deberá haber desarrollado las capacidades militares necesarias para la determinación de las agrupaciones tácticas de reacción rápida, principal objetivo del Headline Goal 2010.

This paper aims to review the historical process of inclusion of gender issues on the agenda of development and international cooperation. For doing that, there will be examined three specific instruments which have served to introduce the perspective of human rights in development and cooperation strategies. In first place, the 1979 Convention on the Elimination of all forms of Discrimination Against Women (CEDAW). Secondly the 1995 Beijing Conference. And finally, there will be analyze the role of gender in the 2000 Millennium Development Goals (MDG) in 2000. The conclusion is that the adoption of the human rights perspective in development strategies has brought, inevitably, its "feminization". However, despite advances in the formulation of the gender political agenda in development, the challenge still today remains focused on the implementation of gender perspective in development practice and international cooperation. ; Este trabajo pretende revisar el proceso histórico de inclusión de los aspectos de género en la agenda del desarrollo y la cooperación internacional. Para ello se examinarán tres instrumentos específicos que han servido para introducir la perspectiva de los derechos humanos en las estrategias de desarrollo y cooperación. En primer lugar se examinará la Convención para la Eliminación de todas las Formas de Discriminación contra las Mujeres (CEDAW por sus siglas en inglés) de 1979. En segundo término se tratará la Conferencia de Beijing de 1995 y, por último, se analizará el papel de la perspectiva de género en los Objetivos de Desarrollo del Milenio (ODM) del año 2000. La conclusión es que la adopción del prisma de los derechos humanos en las estrategias de desarrollo ha traído consigo, de forma inevitable, la "feminización" de estas últimas. No obstante, a pesar de los avances en la formulación de la agenda política de género en el desarrollo, el reto se sigue centrando hoy día en la aplicación de la perspectiva de género en la práctica del desarrollo y la cooperación internacional.

As a result of the Agenda 21, presented nearly two decades ago, the Millennium Development Goals (MDG) were set and must be met by the year 2015. Nowadays, governments, researchers, engineers, environmental scientists and other stakeholders involved in the industry are working more jointed for improving environmental and socio-economic indicators for sustainability of the Building Industry. The relevance of the residential building sector is evident for its fast growing rate during the last two decades. This paper presents an analysis on the sustainability of the residential building sector in two different countries: Colombia and Spain, by measuring and evaluating a composite indicator (CI). A factor analysis (FA) with principal components extraction was employed to calculate the CI in order to evaluate the evolution of the residential building sector in two core aspects: socio and economic conditions.
